Permitting motorcycles to pass between vehicles stopped on the roadway. Now that law became into effect on Wednesday, August 7th. Throughout the country and in Colorado include, there's been studies and research done and we've looked at historical crashes, it's very dangerous for motorcycle riders to be stopped at the back of the line of traffic and then they get rear-ended and they don't have the same protection around them. Lane filtering is when all traffic traveling in the same direction is stopped, a motorcycle can move to the left side of a lane and share that lane with the traffic in front of it and move past the traffic at 15 mph or less. Anything above 15 mph is not filtering, it's illegal and when as soon as that traffic begins to move, the motorcycle rider is required to merge back into the regular flow of traffic. Three-time Olympic medallist Jonny Brownlee, IRONMAN World Champion Gustav Iden, the 2022 Arena Games Triathlon champion Beth Potter and last year's London winner Cassandre Beaugrand have all been confirmed as intended starters. They can't compete for the overall World Championship title as they haven't raced in either of the first two events in Montreal and Switzerland, but they are sure to add intrigue to the finals which will feature 18 of the top 20 ranked women and men in the series. Brownlee will be back in Arena Games action Norwegian star Iden won the IMWC title at his first attempt in record-breaking style in Kona last year to add to his two Ironman 70.3 World Championships and is also aiming for the Paris Olympics as he switches his focus back to short-course racing. Download the app. Of all three sports, cycling is the one that usually evokes an image of strength equating to faster performances. Think of your glutes and quads: If those are toned and able to push, you are going to be a faster cyclist. But if you've also got a strong brain, you can take those strong legs to the next level. This week's Mental Mastery workout is all about improving muscle recruitment. Some athletes try to accomplish this by doing extended periods in a big gear and low cadence rates. But that mostly just teaches you how to ride in a big gear at a low cadence rate without increasing your ability to push and sustain higher watts. Instead, I've shared a workout to improve both of those things for you. The secret? Staying focused. The Mental Mastery components of this workout will improve your mind's ability to tell your legs how to get those bigger watts and how to sustain them! I often did this type of workout (but in a much less structured way) during group rides. There would be constant points where I had to suddenly accelerate or get dropped, and often the accelerations were accompanied with a jump up in gearing to be able to go fast enough. These accelerations were so much faster than I would ever go in a triathlon, which reset the gauge of how fast I was able to ride making race pace much more tolerable mentally as well as doable physically. For one year early in my career, I committed to doing single-leg drills twice a week for almost every single week. That was also the season where I made the largest gains ever in my cycling. At the Ironman that year (1984) I came off the bike with a 12-minute lead on all other contenders. Unfortunately, I didn't have the marathon yet to back up the cycling, but the message was clear: This drill works. Week 5: Key Strength Bike Workout and Mental Mastery Drills The workout this week has two parts, just like last week's session in swimming. The first is going to be done on a stationary trainer, and the second can be done on a trainer or on the road. Along with each of these two short workouts will be your Mental Mastery drills that will help you not only gain mastery over the physical workout, but will strengthen your ability to integrate mind and body into one cohesive unit. What's New in the 303: South Table Mountain, Unending Trails, Unending mystery By Bill Plock Golden, March 2023–The small one-engine plane droned loudly overhead under filtered sun. It would rise and almost stall. Then it quietly glided, nose slightly down, for a few seconds before the engine sputtered alive as it leveled off. I supposed that is some sort of emergency training. I stood in the middle of South Table Mountain. Curious if the pilot chose this area to practice with its wide open flat top formed about 65 million years ago during a lava flow. It might look flat but there are plenty of undulations of rock that would make for a bumpy landing. The plane kept climbing and stalling, the sputtering engine drone was annoying in this otherwise peaceful and majestic place. The plane's peculiar behavior mirrored the history of this mountain. I reflected on the 50 years or so I have been exploring it as it continues to unveil questions about what has transpired here for decades, centuries, millennia really. It's the ultimate historical striptease. Every time I'm there I see or experience something that makes the journey memorable. It's got a vibe, a little like the forbidden zone in Planet of the Apes, a little like an old Western movie sprinkled with a smidgeon of mystery from a true crime show. But with overarching nature and beauty. Long before the area was invaded by gold seekers, native Ute's conducted ceremonies and burials on top. Grapeshot thought to be from early Spanish explorers was found in 1895 and In 1869 a trail was cut to the top of Castle Rock. Mysterious structures and piles of rubble, quarries, a shooting range, and utility poles poke out of the lunar landscape crisscrossed with 16 miles of trails. Bikers roll on gravel and mountain bikes. The smooth trails are also perfect for exploring on foot. Skyscrapers in Denver dot the Eastern horizon while the front range of the Rocky Mountains cascades to the West with the town of Golden nestled in the valley between South Table Mountain and Lookout Mountain. The prominent Castle Rock on the western edge welcomes explorers to perch on top and view Golden and beyond. Castle Rock once housed a cafe built in 1906 and in 1913 visitors could ride a funicular to the top where a casino had been built. The scar from the rails is easy to see making a straight line on the north side of the rock formation. By the 1920s the casino had turned into the Lava Lane, a whites-only dance hall offering jazz music and a place to congregate during Prohibition. Business faded and the building was taken over by Ku Klux Klan members as a meeting place. In 1923, almost a thousand white-robed members of the Ku Klux Klan met at the summit of South Table Mountain. According to the Colorado Transcript, “A large fiery cross had been erected on the highest point of Castle Rock and it burned throughout the ceremonies, visible for several miles.” In 1927 the building burned to the ground. In 1905 Camp George West was built on the south side of South Table Mountain and military maneuvers took place on top. In 1969 the Colorado State Patrol moved to Camp George West eventually building a testing track on top which is also used for bike racing in the summer. In the 1990s Nike attempted to purchase the land and wanted to build a 5,000-person office building, but they pulled out. Rumor has it they were just threatening to receive better tax advantages to stay in Oregon. As a kid growing up on the eastern face of the mountain, most of it was off-limits to visitors. But thanks to Jeffco Open Space acquiring land over the years, most of it is now accessible. There are seasonal closures in areas to protect raptor populations. Trailheads are found on the East, South and West sides of the mountain in neighborhoods and just east of the National Renewable Energy Lab. The north side is home to Rolling Hills Country Club with very limited access. The approaches from the west and south sides rise gently from the parking areas and are more doable for gravel bikes than the steeper trail from Golden accessing Castle Rock. Once on top, trails make loops and circumnavigate most of the top edges with trails cutting through the middle. They are a combo of crushed rock and hardened dirt. With so many loops and fun, quick-hit hills to navigate you can piece together all kinds of routes that never get stale. You will see some mysterious things and in the summer be aware of the large population of rattlesnakes. The plane finally left and flew east towards Denver. The songs of birds filled the air and a couple of deer emerged from the brush as my feet crunched the small pebbly path curiously looking at graffiti on the gun range I had never seen. With both the U.S. Forest Service (USFS) guidance and Bureau of Land Management (BLM) rule now finalized, IMBA's Policy Manager Aaron Clark has analyzed both in-depth to compare similarities, differences, ramifications and next steps for eMTB access on the federal public lands mountain bikers ride and steward most. We want to hear the community's questions about the analysis, the policies, and about these changes. On March 31, 2022, the USFS finalized long-awaited e-bike guidance. The guidance incorporated a number of IMBA's recommendations made during a public comment period in October 2020, in which thousands of mountain bikers took part. The guidance has some great elements in line with IMBA's recommendations: it requires a local public process to adequately collect local sentiment on possible pros and cons of eMTB access; thorough National Environmental Policy Act (NEPA) and Travel Management Planning; the guidance distinguishes between class 1, class 2 and class 3 eMTBs to ensure quality experiences for all trail users; and the guidance manages eMTBs as a new category, separate from traditional mountain bikes. Unfortunately, USFS fell short by reclassifying non-motorized trails to motorized trails where eMTBs would be allowed, even if all other motorized uses were to remain prohibited. The amended law changed the existing law effective statewide on April 13, 2022 when Governor Polis signed the bill. It has been shown to assist in reducing bicycle automobile collisions at intersections in those municipalities and counties where it was implemented. 8 states in addition to Colorado have adopted Safety Stop laws statewide with positive results for reducing collisions. Colorado State Patrol and Colorado Department of Highways statistics for the last several years document over 70% of bicycle & motor vehicle collisions happen at intersections. Collisions don't happen between bicyclists and motor vehicles when bicyclists can cross an intersection when there is no traffic and it's safe to proceed, this is what the 2019 statute provided for. Due to the confusion on where the 2019 statute was and was not adopted between municipalities and counties, the law was amended on April 13, 2022 to make it effective statewide to eliminate this confusion. The city's mayor calls it a “stunning accomplishment” for a community hospital started in the 1870s by two Kansas nuns, But before we begin, let's go back in time with some Colorado history adapted from historian Derek R Everett's book “Colorado Day by Day”: Today we're going back to September 21st, 2012 when President Barack Obama used his authority under the Antiquities Act to declare Colorado's Chimney Rock a National Monument. Archeologists believe that Chacoans, who dominated the region at the turn of the second millennium, used the Chimney Rock site as an astronomical calendar. Now, our feature story. Seven years ago, the only hospital in Leadville appeared on the verge of death. But this month, the historic St. Vincent hospital surged back to life with the opening of a new eight-bed facility, now called St. Vincent Health. The city's mayor calls it a “stunning accomplishment” for a community hospital started in the 1870s by two Kansas nuns, and it comes at a time when rural hospitals are closing across the United States. For people in Leadville -- the nation's highest incorporated city -- new services will be available close to home, shaving what can be lengthy drives on slick mountain roads. But it also promises to pump new energy into Leadville's economy, creating high-paying jobs and a more livable community. Shannon Najmabadi has the details. And Before we go, here are a few stories that you should know about today: A fifth teenager from the tiny Eastern Plains town of Wiley has died as a result of a car crash earlier this month. Fifteen-year-old Braden Black died on Friday. He was a passenger in a SUV that was hit by a truck when the 16-year-old driver ran a stop sign on September 8, the Colorado State Patrol says. The superintendent of schools in Wiley says his community, which had just 260 students, is reeling from the loss, but is managing with help from grief counselors dispatched by organizations in other towns. Denver-based Alterra Mountain Co. lost about $200 million when its North American ski operations shut down last year because of COVID. But its insurer is refusing to pay claims Alterra made under its business interruption policy. Alterra is suing Lexington Insurance in Denver District Court, noting that the policy did not exclude losses as a result of infectious or contagious disease. Other insurers have excluded that type of loss since the SARS virus outbreak in 2003. The number of electric vehicles sold in Colorado is growing quickly, but not fast enough to meet the state's ambitious goal of having nearly a million of them on the road by 2030 to help reduce pollution. To encourage sales, Xcel Energy is offering incentives to help people making less than $85,000 a year afford a new or used EV and working with landlords to install chargers at apartment complexes and offering rebates for chargers installed in homes. The utility also wants to speed development of Colorado's public charging network, which currently includes about 15,000 ports to refuel. About 165,000 are needed to ease consumer anxiety about getting stuck somewhere on the road. Hundreds of students from North High School and other Denver Public Schools walked out of their classrooms Monday morning and marched to the district headquarters to demand the school board do more about board member Tay Anderson than merely censure him. Some of the students said they will feel unsafe as long as he is in office. The board on Friday voted 6-1 to censure 23-year-old Anderson for conduct unbecoming. They voted after a six-month investigation found claims that Anderson had sexually assaulted students were unsubstantiated. It did find that he had flirted inappropriately with a 16-year-old on social media before learning her age, and that he made social media posts during the investigation that were threatening to witnesses. Today - How two years into Colorado's home school boom, new families are still joining the fold amid the pandemic. But before we begin, let's go back in time with some Colorado history adapted from historian Derek R Everett's book “Colorado Day by Day”: Today, we take you back to September 10th, 1945 when a hatchet job gone wrong created a legend. In an attempt to cook a chicken dinner Lloyd and Clara Olsen of Mesa County found themselves with a headless chicken who's brain stem was still intact. The so-called “Headless Wonder Chicken” soon took on new life as a sideshow attraction appearing before crowds from coast to coast. This went on for about a year and a half, and even made the Guinness Book of World Records! Now, our feature story. Reporter Erica Breunlin spoke with Jesse Paul about how two years into Colorado's home school boom, new families are still joining the fold amid the coronavirus pandemic. And the growth in the state's home-school population is expected to be long-lasting. There also is a growing interest in a blend of homeschool and public school in which students divide their time between the two options. The youngest victim was 14 and the oldest was 16. The Colorado State Patrol says drugs and alcohol are not suspected to have contributed to the crash, which happened near the small town of Wiley. Drought has loosened its grip across nearly half Colorado in the past year, but parts of the state could see conditions worsen in the coming months due to an autumn and winter that experts say will be hotter and drier than normal. Colorado State University climate scientist Peter Goble says “the outlook is not encouraging.” About 52% of the state's geographic area now faces some type of drought -- ranging from abnormally dry to exceptional drought. The U.S. Drought Monitor says that this time last year, the entire state was plagued by a lack of rain. Twenty Democratic attorneys general, including Colorado's Phil Weiser, have voiced their support for a lawsuit challenging South Carolina's new abortion law. They are arguing that the restrictive measure could harm their states by taxing resources if women cross borders to seek care. The group filed an amicus brief with the 4th U.S. Circuit Court of Appeals. The Colorado Supreme Court has declined to hear a lawsuit from the Daily Camera newspaper in Boulder. The lawsuit sought to challenge the University of Colorado's refusal to reveal the finalists for the school president's job in 2019. The Camera sued in 2019, seeking the names of six finalists interviewed by the Board of Regents to replace then-university President Bruce Benson, who was retiring. Brad Fortener was eventually detained on suspicion of first-degree assault, menacing and prohibited use of a weapon. Formal charges are pending and case documents and attorney information were not immediately available. Sheriff John Gallowich said that shortly after 5 p.m. on Wednesday, deputies were informed that a man had threatened to kill “potheads”. When a deputy arrived, the man could be seen in his home, holding what appeared to be a handgun. Gallowich alleged the suspect pointed the weapon at the deputy, who took cover and summoned help. Other GCSO deputies arrived, securing the area with assistance from Mt. Crested Butte Police Department, Colorado State Patrol and the Gunnison Police Department K-9 unit. For safety reasons, the highway was closed at about 6 p.m. Fortener surrendered shortly after 12 a.m. on Thursday and the highway reopened about 30 minutes after that. For example, Aspen trees are seen here and there on the mesa, as opposed to the lower Ridgway valley where they are scarce. - Before we go, a quick announcement on an upcoming vaccine clinic... Montrose County School District and the Colorado Department of Public Health and Environment are collaborating to host a COVID vaccination clinic at Montrose High School on Wednesday, September 1 from 3 to 6 p.m. The school district is focused on pre-registering students and parents with a goal of 100. Parents will need to provide consent for children under the age of 18. The CDPHE is funding and operating the clinic, which will be distributing the two-dose Pfizer vaccine. Another event is scheduled four weeks later for the second dose. And while many employers — including Walmart, the Pentagon and Aurora Public Schools — have already mandated vaccines for some workers, the Montrose district is not planning to require the vaccine for students and employees. Right now, the vaccination rate in Montrose County is lagging behind the statewide average, with only 46% of residents 12 and older fully vaccinated. Just over half have received at least one dose. In 2020, nine people were killed over the road on the 4th of July. This year there has been an increase in people that have been pulled over for alcohol and drugged driving. Driving while impaired is at .05 and Driving under the influence is .08, even if you are not in that range but show signs of being impaired you will still get a ticket or taken to jail. This year they will also be at Chatfield Reservoir to watching for impaired people who are driving their boats. Fireworks that leave the ground or explodes are not legal in Colorado. If you are caught with illegal fireworks you will be looking at a fine even jail time depending on the area you are in. CDOT, Colorado State Patrol and local law enforcement agencies are joining forces this holiday weekend for the Fourth of July DUI enforcement period from July 2-5. Increased law enforcement will be on duty statewide to prevent impaired drivers from endangering themselves and others on the road.
To combat impaired driving during the upcoming summer months, the Colorado Department of Transportation, Colorado State Patrol and local law enforcement agencies will join forces for the Memorial Day DUI enforcement period from May 28 to June 1. The enforcement period aims to remind Coloradans to celebrate responsibly over the holiday weekend and throughout the summer.

The courts dismissed the case and the poor young man ended his life in suicide. Edward Wood Ed Wood founded DUID Victim Voices after the death of his 33-year old son Brian at the hands of two drug impaired drivers on marijuana, methamphetamine and heroin. He has a B.S. in Chemistry from Harvey Mudd College and an MBA from University of Colorado and became the founding CEO of COBE BCT. Mr. Wood has worked with victims, prosecutors, defense attorneys, judges, clinicians, drug recognition experts, law enforcement officers, toxicologists, legislators, state officials, and an international list of researchers and other specialists in his quest to increase public knowledge about DUID. Mr. Wood has four peer-reviewed publications and wrote the 2017 law requiring Colorado to begin collecting and reporting data on drug-impaired driving. www.duidvictimvoices.org Don't get behind the wheel of a car after ½ – 1 joint of 10 mg edible. Myth – Marijuana does not impairs driving ability. Marijuana's ∆9-tetrahydrocannabinol (THC) impairs driving skills in a dose-related manner. The more one consumes, the greater the effect. THC causes a decline in motor performance resulting in delayed reaction times and a reduced ability to stay in one's own driving lane. Cognitive functions decline which reduces one's ability to maintain sustained attention to driving conditions, leads to poor decision-making, impulse control and memory.[i],[ii] The adverse effects of THC on driving safety have been proven with controlled laboratory experiments[iii], driving simulators[iv],[v] and real-world driving experiments[vi]. Myth – Driving under the influence of marijuana is safe because drivers go more slowly and avoid risky situations. This myth is supported by a scene from Cheech and Chong's movie “Up in Smoke,' but little else. Subjects in some driving simulator studies were fairly self-aware of their impairment smoking marijuana and drove more slowly. But those users were much less successful in compensating for their impairment under emergency driving conditions. Researchers concluded that simulator studies were only able to show how marijuana users were able to drive after using the drug, rather than how they actually drove in the real world[vii]. That was Montrose County Commissioner Sue Hansen. For some businesses during the pandemic, keeping the lights on was the only goal. That way, navigating the effects from the pandemic was still plausible, even if it was more difficult. It's why loans and grants have come to the forefront. Jordan Carls, owner of Precedence Music Academy in Montrose, said that having that piece of mind is invaluable no matter what anyone says. Carls applied for the COVID-19 Emergency Loan Fund, approved by Montrose City Council in March. The loan allowed for up to $5,000 in available funds, though Carls viewed it as more of a safety net than anything else. Now, with news that the loan will turn into a grant, it's a perk for the Academy, which has experienced a $15,000 to $20,000 drop in yearly revenue. City of Montrose Grant Coordinator Kendall Cramer noted that there is an approval process, but he expects all issued loans to convert into grants. Cramer also said that the city is fortunate to be in a position through CARES Act funding to be able to forgive these loans to help local businesses during this unprecedented time. There were 22 businesses that applied for the loan for a total of $100,400. Since the loan will now convert into a grant, it should allow the businesses that applied more financial security heading into 2021, and one less fiscal worry. For many businesses it's been difficult to plan for anything since March. Carls said that this grant helps with the stuff that can't be planned for. Some also applied for a Paycheck Protection Program or PPP loan, which are intended to help small businesses continue to pay staff and maintain operations. But though loans have helped local businesses, the thought of taking on additional loans remains a difficult one to answer. Many businesses have been wary of taking on loans amid a pandemic, and seek grants instead if it's possible. But it's not always possible, and like Carls said, COVID isn't done yet. The future part of it is extremely uncertain. Loans offer a little bit of breathing room, which can make all the difference. Next, here are some other things going on in Montrose that you should know about. According to the Colorado State Patrol an impaired driver caused the power outage experienced in Montrose Sunday night. An 11-year-old is in custody, suspected of second-degree murder in a December 19 shooting. The Montrose County Sheriff's Office is unable to provide details as to why the youth is suspected of the crime. Delta County officials began hosting public meetings regarding the proposed land use code in February - with the hopes of wrapping up the process by the end of 2020. Unfortunately the county was forced to delay much of the public input until summer due to COVID-19. And finally, before we go we'd like to take a moment to remember the life of Jerri Denise Bradley, of Montrose. Jerri grew up in Silverton while experiencing a childhood filled with many adventures. As a child, she lived in mountainside apartments, rode mining trams to school and sold rocks to tourists. Jerri also spent her early years jeeping, skiing, riding motorcycles and snowmobiling in the high country. She graduated from Silverton High School and met her husband, Robert Bradley of Steamboat Springs, in Silverton. The two married in 1975 and started a family before moving to Montrose. In Montrose, Jerri coached gymnastics. While also raising her family, Jerri went back to school and earned a cosmetology license in 1992. She worked for salons in Montrose before opening her own business. Jerri loved her work as a cosmetologist, and took great pride in her career. In retirement, Jerri enjoyed camping and spending as much time as possible at parks and outdoor recreational areas with her husband. She was in her element when she was able to relax outside and take in all the beauty offered by Colorado and Utah's parks and natural areas. Jerri is remembered as a loving and generous mother, daughter, aunt, nonni and dedicated caretaker to many family members. Thank you for taking a moment today to remember and celebrate Jerri's life. The Colorado State Patrol is now about to use this app. Even though traffic has been down because of the pandemic, accidents have been about the same. The reasons for the accidents has remained the same such as distracted driving, impaired driving, speeding ect. The State Patrol has issued tickets for people speeding more the 20 mph over the speed limit. The number of fatalities have also been the same as last year. Traffic is still down but there has been an increase with restrictions being lightened. The number one priority is if you see an emergency vehicle pulled to the side of the road, you need to move over a lane. It was part of a ceremony to dedicate the completed twin bores of a corridor for the Interstate 70 - piercing the Continental Divide. And now, our feature story. As Coloradans begin receiving the coronavirus vaccine, there are looming questions about the timing of when certain groups will get access to the inoculation. There are also frustrations, too, about how Gov. Jared Polis' vaccine priority plan was laid out. Some firefighters, for example, feel they should have been prioritized alongside health care workers to receive the vaccine first. Instead, they and other first responders are second in line. We spoke with Don Lombardi, chief of the West Metro Fire Protection District, earlier this month about why he thinks firefighters should be moved up in line. A spokesman for Colorado Gov. Jared Polis sent us this statement: “The people of Colorado are grateful for the sacrifices of our firefighters and we’re confident that they agree with the Governor that our moral obligation is to first prioritize vaccinating seniors and the elderly living in nursing homes, as they are at far greater risk of death from this virus, and simultaneously to inoculate our frontline healthcare heroes who treat COVID patients in a direct way on a day-to-day basis. With Colorado poised to issue another round of restrictions for businesses due to spikes in positive COVID-19 cases, CSI invites two people whose roles find them impacted directly by the shutdowns. This week Rio Blanco’s Board of County Commissioners got an update on the proposed plan to transfer local emergency dispatch services to Colorado State Patrol’s regional call center in Craig. CSP Communications director Jeff Davis told the Board that as of right now, such a transfer would not be possible due to considerations for staffing, training, and related concerns for public safety. More on the informational work session is on the front page. During a work session and regular meeting Commissioners discussed additional strategies for balancing the 2021 budget including restructuring employee healthcare plans reducing retirement benefits, and eliminating or consolidating certain departments. Commissioners also got a COVID-19 update from Rio Blanco County’s Public Health department. Episode 40 was strong. The Ed was at the peak of his powers as he talked about his upcoming elective surgery and called in to the show to scare us with both his big tough man voice and his woman voice. He even said, "I pity the fool" at my request, which was glorious. In addition to Ed, Face Ventura and the Whale helped me go through the Magnificent Seven greatest calls in sports announcer history. Number 6 was a personal favorite, even though it probably didn't belong on this list. I also played "Doug on Demand" a phone call with my best friend Doug Newton who tends to disparage the show, but the call had some good stories about his job as a dispatcher on the Colorado State Patrol as well as his admission to getting a tattoo of a lego man. Doug really likes legos. We also talked a little bit about Olympic hockey and curling, and I played a song to help enlighten people to the rules of hockey courtesy the Mike O'Meara show. The Vertically Striped Music Recommendation was the self-title album from "The Trampolines" which released in 2005.
