Dr. Mills graduated from Baylor College of Dentistry in 1977 and completed a two-year general dentistry residency at Wilford Hall US Air Force Medical Center in 1983. He served as a dental officer in the United States Air Force Dental Corps from 1977 to 2005, retiring in the rank of Colonel. While serving as the US Air Force Consultant in Dental Infection Control in 1994, he established the US Air Force Dental Infection Control and Occupational Health Course which is now the OSAP Dental Infection Control Boot Camp.
