Dr. Mills graduated from Baylor College of Dentistry in 1977 and completed a two-year general dentistry residency at Wilford Hall US Air Force Medical Center in 1983. He served as a dental officer in the United States Air Force Dental Corps from 1977 to 2005, retiring in the rank of Colonel. While serving as the US Air Force Consultant in Dental Infection Control in 1994, he established the US Air Force Dental Infection Control and Occupational Health Course which is now the OSAP Dental Infection Control Boot Camp. He is recognized internationally as an expert on infection control and safety in dentistry and has authored and co-authored several peer-reviewed scientific papers, review articles and research abstracts and was a member of the Advisory Group that prepared the Centers for Disease Control and Prevention Guidelines for Infection Control in Dental Healthcare Settings—2003. He represents OSAP on the ADA and American National Standards Institute (ANSI) Standards Committees for Dental Products (SCDP) and Dental Informatics (SCDI). She began her career in Infection Prevention in 2011 by implementing an infection prevention and employee health program in a group of nine outpatient clinics. She earned her Master's degree in Public Health in 2016 from the University of Washington. In 2015, Patty joined the Healthcare Associated Infections team at the Washington State Department of Health where she led the Infection Control Assessment and Response (ICAR) program and where she continues to lead infection prevention outreach efforts helping facilities and local health jurisdictions to evaluate and respond to breaches in infection control.
