It can be revealed concerns about the head of a government advisory group on crime are being kept secret. A Checkpoint investigation has found three staff members contracted to the Ministerial Advisory Group for Victims of Retail Crime are earning over $1000 a day. It has also revealed that officials have raised concerns with the Justice Minister about the group's chairman Sunny Kaushal, but Paul Goldsmith is refusing to say exactly what those concerns are. A panel of experts has a solution to tackling organised crime but won't yet say what it is. The Ministerial Advisory Group on Transnational, Serious and Organised Crime has put out a new list of recommendations ahead of its final report later this month. Among the suggestions are greater accountability across government departments and a new minister whose entire job is working on the problem. Group chair Steve Symon told Mike Hosking the overall solution is bold. He says they've had a lot of encouragement; the question is whether it will translate into financial support and the political will it needs. Organised crime is being described as the number one threat to New Zealand's national security. The Ministerial Advisory Group on Transnational, Serious and Organised Crime see it as such a significant issue, it's recommending the government should give one minister the responsibility of tackling the problem. A new report says police and customs regularly encounter drug shipments which were once thought unthinkable. Customs Minister Casey Costello told Ryan Bridge she sees merit in the recommendation. She says it's been done before, in the 80s when the Serious Fraud Office was set up to respond to a specific type of criminal offending. There are fears limited information sharing is hindering authorities efforts to tackle transnational crime. A report from a Ministerial Advisory Group focused on organised crime says there's sparse coordination between agencies, technological limitations, and people are fearful of sharing what could be useful information. It's recommending a new sharing framework and tweaks to the Privacy Act to make it easier. Chair Steve Symon told Mike Hosking change is needed. He says he's been a prosecutor for 20 years and it's been the bane of their existence, which has worsened over time as agencies become more siloed and risk adverse. A belief the cost of propping up retail crime advisors is money well spent – and that's from a key member of the advisory group. It's been revealed $500 thousand has been spent on the Retail Ministerial Advisory Group in the 102 days to June 30. Group Chair Sunny Kaushal told Heather du Plessis-Allan the group's coming in under budget, and money is required for their proposals. He says retail crime is costing $2.8 billion, and if laws are to change, they need to produce quality reports. Kaushal says the money's coming from the Proceeds of Crime Fund. It's believed new RMA planning systems will relieve at least 50% of unnecessary work from councils. The Government is putting a halt on council planning work before the new RMA planning system comes into force. It's also moving to force councils to focus on core services and may move to cap future rates increases. RMA Advisory Group Chair Janette Campbell told Heather du Plessis Allan councils will still remain very busy. Retailers are seeking clarity on a Police directive on shoplifting. RNZ reports police staff have been told to not investigate allegations of theft below $500. Police may not take further action if the reports don't have enough evidence, such as CCTV. Methamphetamine use skyrocketed to its highest level last year as New Zealand struggles to keep pace.
