« L'État protège la vérité historique » : telle est la teneur d'un amendement à la Constitution de la Fédération de Russie, introduit il y a quelques années, en 2020. Cette constitutionnalisation du rôle du pouvoir dans la définition de ce qu'il faut penser du passé est caractéristique du contrôle de plus en plus étroit imposé aux discours sur l'histoire par le régime de Vladimir Poutine. Comme tous les régimes autoritaires, qui sont d'ailleurs aussi en général nationalistes, celui qui a progressivement été mise en place par V. Poutine depuis 1999 est très soucieux d'imposer sa lecture du passé, d'en écrire une version univoque et obligatoire, qui justifie son existence et qui délégitime les oppositions. C'est d'autant plus nécessaire lorsqu'est lancée une guerre visant à la conquête ou prétendue reconquête d'un territoire, comme c'est le cas avec l'attaque de l'Ukraine depuis un peu plus de 2 ans. La vérité est évidemment toujours la première victime de ce genre d'appropriation de l'histoire par les États... et le cas russe ne fait pas exception.  L'historien Nicolas Werth, spécialiste de la Russie contemporaine, est reçu par Julien Théry dans ce nouvel épisode d'OSAP, "On s'autorise à penser". N. Werth est notamment l'auteur d'un récent petit livre intitulé “Poutine historien” dans la collection des Tracts de Gallimard et d'un article, paru en mars 2024 dans le magazine "L'Histoire", sur "Poutine professeur d'histoire". Il nous explique comment le régime actuel réécrit le passé de la Russie en valorisant la période stalinienne et surtout brejnévienne de l'URSS. Comme Staline lorsqu'il fut mis en difficulté par l'attaque d'Hitler, Poutine met en avant la Russie éternelle et son histoire glorieuse face aux attaques et à la décadence de l'Occident.  Depuis la rentrée 2023, de nouveaux manuels scolaires ont été imposés dans les classes de première et de terminale, qui donnent la version officielle de la guerre d'Ukraine, présentée non comme telle (parler de "guerre" est puni par la loi) mais comme une "opération spéciale" pour faire pièce à a menace nazie contre les populations russophones du pays. Ces manuels recommandent aussi aux jeunes russes de se méfier des informations diffusées sur internet par un "Occident collectif" corrompu et hostile à la Russie.

À l'évidence du racisme d'État subi en France par les les populations issues de l'immigration non européenne, le déni habituel consiste à objecter qu'il n'existe pas de discriminations qui soient inscrites dans les lois. Le politiste Olivier Le Cour Grandmaison, dans un livre récemment publié par les éditions Amsterdam, « Racisme d'État, État raciste : une brève histoire », montre que le racisme systémique est effectivement entretenu par les institutions sans pour autant apparaître dans l'ordre juridique. Il n'y a pas en France de #racisme qui soit légal ; nulle discrimination en fonctions des origines, de la culture ou de l'apparence physique n'est formellement inscrite dans nos lois. Mais dans la pratique, le racisme est une réalité vécue en permanence, au quotidien, par les populations issues de l'immigration non européenne... sans que les autres en aient nécessairement conscience. Toutes les enquêtes confirment cette évidence, qu'elles portent sur les pratiques de la police bien sûr, ou sur les discriminations à l'embauche, au logement, etc. Le Défenseur des droits a reconnu le problème à plusieurs reprises. Et l'État français a été condamné à plusieurs reprises en la matière, aussi bien par la justice française que par des instances européennes.  Malgré cela, les idées de « racisme systémique » et de « racisme d'État » restent hautement polémiques. Toute la droite les rejette bien sûr, mais aussi une partie de la gauche (ou supposée gauche). La négation de l'existence même d'un racisme structurel va naturellement de pair aujourd'hui avec la respectabilisation accélérée du Rassemblement national et de ses obsessions sur l'immigration. Pour faire le point là-dessus, le politiste #OlivierLeCourGrandmaison, historien et politiste à l'Université d'Évry, qui vient de publier un livre intitulé « Racismes d'État, États racistes : une brève histoire » (éd. Amsterdam) est l'invité de JulienThéry dans ce numéro d'OSAP, « On s'autorise à penser ».

Dr. Molinari is a microbiologist who was awarded Professor Emeritus at the University of Detroit Mercy, where he served for 32 years as Professor and Chairman of the Department of Biomedical Sciences and Director of Infection Control. He was later Infection Control Director for THE DENTAL ADVISOR in Ann Arbor, Michigan from 2009-2018, has published over 500 scientific articles, text chapters, and abstracts in the areas of microbiology and immunology, and lectures nationally and internationally on topics dealing with infectious diseases and infection control. Dr. Molinari is also a founder and Past-President of OSAP, and co-author of the text Cottone's Practical Infection Control in Dentistry.    This week's episode explores the impacts of vaccines as a topic under infection control, with Dr. Molinari delving into the history of vaccines for diseases such as polio, smallpox, and many others. He goes on to talk about the ideal properties of vaccines and the need for them to be safe, and herd immunity including the risks associated with it and how it is achieved by infection and vaccination.
