Long serving Labour MP and former Minister David Parker gave his valedictory speech in Parliament last night, where he gave his colleagues across the House a list of things to do, among his thank yous and goodbyes. Chief among them was closing the gap between the very wealthy and the middle class. It could be done, he said, with a tax on capital income, a wealth tax, some form of interest deductibility ban with rules for deductions to avoid double taxation. He said this would pay for a tax-free threshold for income earners up to $10,000 with the next 10,000 subject to lower tax rates. Another was that he hoped freshwater standards would endure in some form, and called on future Ministers for the Environment not to become Ministers for Pollution. Looking at you, Shane Jones. Parker also suggested a way of future proofing New Zealand against future disasters by getting the Reserve Bank to use a quantitative easing scheme to purchase a long dated bond in the event the Alpine fault ruptures, which is not a bad idea because that would spread the cost of the disaster over generations, rather than have one generation deal with it. He wanted to see the government take on the tech giants with a proposal to make their social platforms liable for harmful content shared on their platforms. And he called out MPP as a political system that is becoming worse over time, that is fuelling culture war politics. “Under First Past the Post, New Zealand became amongst the best country in the world, but MMP was meant to be better. Perhaps Doctor Hooten is right and MMP gets worse over time. It's the people's system, not ours. As things polarise and the hard issues don't get fixed, we should allow the people to again make their choice. I'd vote STV. All 120 of us would have to serve in a seat - that drives behavioural change. I'd add in a small upper house, 30 people appointed as in Canada, or voted in STV and limited to two terms each.” That was David Parker last night in Parliament talking about the New Zealand he would have liked to have seen when he left politics. The thing is, the public have had their say and they have chosen and then reaffirmed MMP. My conscience is clear. Like David Parker, I preferred STV – that's what I voted for back in the 90s and I still think it's a better system today. I think he's right when he says that MPs need to have electorates to which they are accountable. And I think STV would be a fairer, less divisive system. First Pass the Post was undemocratic. There were times when New Zealand elected a government that only had around 38 - 40% of the vote, and 100% of the decision making, and that's not particularly fair. Some form of proportional representation is more representative, it's more democratic. If we're going to live in a democracy, we might as well behave as though we're living in a democracy and vote and get results as if we're living in a democracy. So from his to-do list, which would you like to see MPs pick up on? And specifically, when it comes to the voting system, I don't think we've got it right yet. There will be some of you who vote, who have grown up with the MMP and that's all you have known. As someone who knows First Past the Post and MMP, I think MMP is better than FPP and producing a more democratic and fairer result. Is it perfect? Nowhere near it. Like most things in life, there is nuance and subtlety that is lost along the way. David Seymour is of a personality that undoubtedly gets up the noses of some. He might even bother the Prime Minister periodically. But his Land Rover Escapade is not a sackable offence. Neither is his letter written, not as a minister, for Polkinghorne a sackable offence. Even if you want to combine them and throw in the Treaty Principals Bill because he's agitated people with it, he is still not in sackable territory, nor indeed anywhere close. Here is the simple truth about MMP: why do we still report it like FPP and they're all in the same party? Could the Prime Minister sack David Seymour from Cabinet? I guess, but then what would happen? The end of the Government. Is he going to do that? No, he is not. When companies take over other companies there is often a clean out of talent. When a new CEO arrives the same thing often applies. The business of running a country in an MMP environment is unique. You don't merge or take over, you coalesce. You are individual entities who agree on a series of ideas and a level of cooperation. It won't go perfectly. It might not even go swimmingly, because at no stage did you ever merge into one. You always remained, in this case, as three. When Chris Hipkins calls yet again for a sacking —and surely we are bored witless with that tactic— he tells us that not since the 80's and Lange and Prebble have we seen in-fighting like this. He is of course wrong. He forgets Peters and Shipley, and Peters and Bolger, and Anderton and Clark, and Kopu and Shipley, and the NZ First Tight Five. He forgets a vast swathe of our local and recent history and, not just that, he forgets Prebble and Lange were in the same party. Seymour and Luxon are not. In many respects we are lucky with this current line up. In a small country coalition choice is limited. In Spain and Germany where they have recently stretched the bounds of credibility in forming deals, they have collapsed. This deal won't collapse. The majority of the time there is cordiality, respect, and productivity. But reportage doesn't appear to feature those aspects. The great frustration I have with the Hipkins approach and the coverage of this frippery is that this is a time of tremendous importance on serious matters. This country is a mess, and it is in desperate need of addressing. The side show game increasingly looks from another age and also childish. If Seymour, Peters, or Luxon is on the phone to the Governor General to dissolve arrangements then come back to me. "I made a film for PepWeb on the research of Beatrice Beebe. I made the video for her picture book, The Mother-Infant Interaction Picture Book, and various other short films. These are deep dives into mother-infant dyads that reveal something, i.e. rupture and repair, various kinds of dyadic interchanges. These are available for free on YouTube. That's another way that I use my analytic self and my documentary maker self together. I'm much happier with the YouTube films  even though they're less produced because they reach a wide audience - they are for parents, not clinicians. I want to get the story of this way of thinking or various ways of working, or psychoanalysis itself out to the greater public because I'm such an evangelizer for it. It changed my life in so many ways, and I think it's a very different animal than what the wider world (if they've heard of it at all) thinks that it is - it's so alive these days, so integrative, and so worthy of letting people know.”    Episode Description: We began with Karen sharing with us her journey from documentary filmmaker to psychoanalyst. She discusses her immersion in the world of cinema verité - "a camera capturing life" - as the pathway that brought her to train in psychoanalysis. We consider the similarities and differences between these ways of thinking and how she feels that for her, they are additive in deepening her listening abilities. She describes her films of Beatrice Beebe's work, how she serves as a consultant to filmmakers, and how she often treats those in the field, especially in regard to their (over)involvement with trauma. We close with Karen's recommendations for using YouTube to let the wider community know about psychoanalysis. Our Guest: Karen Dougherty is a Psychoanalyst (FIPA) and documentary filmmaker. She has an MA in English Literature (McGill) and an MA in Psychoanalytic Studies (University of Sheffield). She is a clinical supervisor and course instructor at the FPP and the Advanced Training Program in Psychoanalytic Psychotherapy, with a particular focus on attachment, relationship issues, and trauma. In addition to her private practice in rural Amaranth, Ontario, Karen is the host of the podcast for the Canadian Psychoanalytic Society, Conversations in Psychoanalysis. Since 2022, she has been a member of the IPA Think Tank on the Resolution of Intractable Conflict, for which she produces a YouTube Channel. The recipient of a PEPweb video grant, she has made several films on the research of Dr. Beatrice Beebe for clinicians and parents. She continues to collaborate on documentary projects as a researcher and story consultant (recent films include Toxic Beauty; Category: Woman, both directed by Phyllis Ellis).
