The fact that life is a bit of a grind for many people, and has been for some time, means we start to question the natural order of things. When you can pay your bills, have time to spend doing what you enjoy with the people you love, when there aren't glaring inequities, when the failure of the present system and the people who run it aren't up in your face, when you don't see homeless people and beggars and violence, then everything's good. You accept the status quo; things are chugging along nicely. Democracy, capitalism, everybody's getting their fair share, everything's fine. But when things start to go wrong, and go wrong the Western world over, you start to wonder. Thomas Hobbes was a 17th century political philosopher who formulated the social contract theory, whereby people collectively agree —you'll remember this from your political theory studies back in the days of yore— to surrender some of their individual freedoms and transfer their power to a central absolute authority. In exchange, that authority —in this case our government— provides security, maintains order, and guarantees the preservation of life. In modern life, we've wanted a bit more than the preservation of life, we've wanted a little bit of fun, some enjoyment. Be that as it may, without the social contract, Hobbes argues that man's life would be solitary, poor, nasty, brutish, and short. And when you look at his definitions, we're heading that way. Solitary he defines as the constant distrust that prevents people from forming lasting bonds or cooperation. He didn't know anything about social media at the time, but that's what you're starting to get solitary individuals who don't want to or don't know how to connect with others. Poor he defines as having no incentive to build, farm, or invest labour, as others will simply steal the fruits of your work. Nasty violence and conflict are ever present. Brutish life devolves into a primitive existence stripped of any kind of enjoyment, civilisation, art, culture. And short the perpetual threat and danger of a sudden violent death looming over everyone. It might not be violence that gets us, but if our healthcare systems are failing and you can't afford private care, death or a long unpleasant illness might be our version of Hobbes' short life. We are not there yet. If you've popped into the car and think, “bloody hell, she's a depressing tart, honestly, she does go on," consider me the canary down the coal mine. I'm warning we could well be on our way there. Look at his definitions and tell me I'm wrong. Solitary, poor, nasty as in violent, brutish where there's no time or money to enjoy the nicer things in life. So if the social contract is failing us, we need a better system. And what is a better system than an MMP government and capitalism? When MMP was voted in, it was voted in in anger. People were either devastated or appalled, or they'd seen New Zealand's old way of life completely destroyed by Rogernomics and by Ruth Richardson. Now, maybe it had to be done, but it was done pretty brutally, and people suffered as a result. So the public voted First Past the Post out as a punishment to those politicians, but also because the smaller parties that came up as an alternative, like Social Credit and New Zealand Party, despite getting 20% in the case of Social Credit, 12% in the case of the New Zealand Party, they had very few MPs or no MPs in Parliament despite having so many people. And in '78 and '81, Labour actually got more votes than National, but fewer electorates, so they stayed in opposition and National was in power. So with MMP, Ruth Richardson argues that we have a high level of representation, which is great, but a really low level of government, which is failing us. Helen Clark says MMP has produced a stop go, stop go system of policies which has been detrimental to New Zealand in the long run. So where do we go from here? I'd argue that we're at a point in the Western world where we're on a descent and we need to ascend. With MMP, we were trying to find a better way of doing things. We looked at what a First Past the Post government did and said, “No, we don't want this to happen again. So we're going to bring in MMP and things will be better.” I don't think they are. Having lived under both, I don't think they are. Capitalism well, what's the alternative to capitalism? Communism doesn't work and has caused far more harm to the ordinary person around the world than capitalism has, but there'd be others who'd argue against that. What do we do from here? We're willing to cede our own individual powers to an authority, a government, to live a better life. If we're not getting that better life, then where do we go from here? What alternatives do we have? If this system right now and I'm talking the Western world, not just New Zealand, because have a look at any other country and you can't really see a shining example of where democracy and capitalism is working. In February last year I wrote a piece for the Herald about government department and ministerial overload. It was partly informed by observation and partly by New Zealand Initiative paper on the subject. Luxon's Government has 81 portfolios, significantly more than similar-sized countries and far more than most larger ones. Ireland, Norway, Singapore, and Finland all have fewer than 20. The UK, Canada, United States, and Korea have fewer than 30. Australia's population is five times larger than ours, but even they have almost half the number of portfolios. The number has shot up under MMP. Winston Peters got the reincarnated rail portfolio. Michael Wood got Auckland. James Meager got the South Island. Judith Collins got space. This has all got a bit out of hand. I argued then, as I argue now, there are too many reporting lines and departments designed to report into them. We have a plethora of related portfolios that get chopped up and spread out for no good reason; think universities, vocational education, and education. We have three portfolios for young people; children, child poverty reduction, and youth. Imagine if we had 15 Ministers with 15 portfolios. If you're health, you're health. If you're transport, you're transport - yes, that would include infrastructure. Bit of buzz around Kiwibank as it potentially looks to have another crack at getting bigger, and by getting bigger, then becomes better able to take on the so-called "big four". This is business and it's politics. Asset sales are back on the agenda, especially for the National and ACT parties. NZ First, not so much. So it may well be one of those things that gets tossed around as an idea, but in the reality of an MMP environment, it goes nowhere. Making the Kiwibank story slightly unique is its role in the overall banking atmosphere of New Zealand and whether a bigger bank would solve any of the perceived competition problems we have. People we know are prepared to change banks. Last year when there was a free for all on cashbacks for borrowing, people were moving freely like the wind. So the idea that there isn't competition doesn't appear to be true. But I'm in a minority given everyone from the Commerce Commission to the Finance Minister argues otherwise. I also detect more broadly that asset sales are not, as a topic, as edgy as they once were. If you go back to the 80's and Labour under Douglas and Prebble, asset sales were dynamite and not all of them went well, which didn't help the pro-sales argument. But the cold hard-ish reality here, 40 years on, is there isn't a lot left to sell. Some chunks of power companies are worth serious money. We have an airline, a TV network, a radio network, some farms – it's all got a moderately piecemeal vibe to it. Kiwibank should be able to raise the sort of money it needs, and it should be allowed to grow. Is the counter to a partial sale that we like a small, restricted bank that hasn't been allowed to be all it could be just so we can say we are anti-asset sales? In Kiwibank's case you are holding back growth. In TVNZ's case it's about ideology, i.e. should the state run a TV station given the place isn't worth anything to sell? And in say the case of Genesis, it's about serious coin we could badly use elsewhere. If this idea goes anywhere this election year, you would hope we are less hung up on ideology and more attuned to the nuances of the debate than we have been in the past. It'd be easy to draw comparisons and parallels between our upcoming election and the local and federal upsets in Australia and the UK at the weekend. But New Zealand is a totally different kettle of fish. In part, because, unlike the Brits and the Aussies, we run an MMP system. The smaller parties that have traditionally been overlooked, like One Nation and Reform, are doing well because the major parties have failed on immigration and the economy. Our system is designed to allow these smaller parties more say, with fewer wasted votes. But most importantly, mass-migration is not the hot-button political issue here it is in the UK and, to a lesser extent, Australia, where migration, and particularly illegal migration, is a problem. The vast distance you must travel to get here is our saving grace, in that regard. But our isolation is also a curse in many ways. Our labour productivity, low population base and lack of competition in key consumer sectors make us a relatively pricey place to raise a family. We're an open economy heavily reliant on international trade. So when there's a tariff war or international shipping routes get blocked, we are disproportionately affected compared to bigger economies with more domestic demand and buying power. A government report looking at our undersea infrastructure cables - power and internet - shows how vulnerable we are - 99% of our international internet goes undersea. The Cook Strait power cable provides up to 30% of the North Island's electricity. If the Russians or Chinese or somebody else tried to cut us off, we'd be in trouble, and our isolation makes replacing these things more difficult than others. A quarantine or blockade of Taiwan would be the worst-case scenario for our trade-flows. And, as we've been talking about for years now, could happen anytime from 2027 onwards. Obviously, what everybody in politics is talking about today is what's going to happen at the National Party caucus meeting in Wellington tomorrow morning, regarding the Prime Minister's ongoing leadership. Now, I can't call it. I can't tell you what's going to happen. On the one hand, the Prime Minister is under more pressure than he was before the weekend because of last night's One News-Verian poll. Usually, that poll is quite generous to the National Party - it tends to overestimate National to a degree. But last night, not only did it put the National Party at 29.7 percent, it also predicted a change of Government. That means this becomes not just a backbenchers losing their seats problem, but a ministers losing their jobs problem. On the other hand, Luxon has managed to get himself through a tough round of media interviews this morning with grit, steel and confidence. And his chief troublemaker, Chris Bishop, has now ruled himself out of the leadership in that Q&A interview yesterday, which surely means the move against the Prime Minister has lost some momentum. There has been a lot of poo-pooing of the polls, which I frankly just do not buy into. I have not seen any evidence that we have the kinds of polling trouble here in New Zealand that they've had in the UK, the US or Australia - where the polls call it for one side and then the other side basically comes through. Largely, we don't have that problem because we run MMP. They run first-past-the-post systems. And that actually matters because just a little bit of inaccuracy in those countries' polling can mean quite a big surprise if a bunch of marginal seats fall in a way you weren't expecting. We don't have that here - our mistakes in polling marginal seats get smoothed out by the party vote. Also, National is now sitting at around 29.7 percent in four polls in a row and there was another one about six weeks ago that started this all off. That means what you saw last night is not a rogue poll - it's a trend. Choosing not to believe the polls feels like the last refuge of those who are in complete denial about what's going on here. But ultimately, it's not really up to us, is it? It's not up to us as voters and it's not up to us as commentators. It's up to caucus - the National Party caucus. If the Prime Minister can get himself through tomorrow and then weather whatever happens in the seven days after that and then get himself through caucus Tuesday week - so he's got two caucuses to get through - then he will most likely survive until at least well after the Budget. Here is an irony for you. Could it be that the Prime Minister, the one so disliked by the media, is actually so good at his job that his numbers are a result of his excellence? The pollster David Farrar has broken down the NZ First poll numbers this week. Now, small warning – the NZ First poll numbers are not accurate given NZ First went up 4%, which is a 30%-ish swing in their favour. As I said this week, parties don't go up or down at that rate ever. But it is true to say NZ First is on a bit of a roll. Multiple polls show a growth in support. Farrar's breakdown showed the majority of the new support has come from National. Why? Well NZ First for some will be what National aren't: straight up and down, hard arse and no nonsense. Winston Peters and Shane Jones tell it like it is and in a divided world there is an appeal to that. There was a good piece in the Sydney Morning Herald reporting the same thing. Major parties have cocked it up for decades, so Pauline Hanson comes along and it's her time to shine. Back here, what has Luxon got to do with it? Well, whether you support the Government or not, he has held together a very successful collab, with three parties for the first time ever in an official arrangement. They work together and get along together and that has brought faith in the idea that you can have MMP and small parties can not only survive but prosper. All three parties will go to the election this year in good standing. You have not been able to say that in the MMP era before. From the Alliance Party to the Māori Party, to the Greens, to NZ First themselves, all minor parties have previously suffered, if not vanished, while in Government or in Government arrangements. The Luxon CEO approach, open to much media derision, has in fact paid dividends, so much so that his own party might have bled support. Such is the confidence he has been able to foster in a mature and adult arrangement, whereas the election draws closer, it isn't every man for himself. Ironically, it's the downside to success. But as I said earlier this week, the days of major parties being well into the 30s is going, if not gone. You can't have 10-12% smaller players and hold 35%+. The numbers don't work. If the left ever got a solid third player, Labour would face the same issue. National won't be enjoying this truth. But if you're an MMP fan, the maturity of what we have seen this past two and a bit years cements the future for potentially stable and adult Government. It's the model as to how it should be done. For what it's worth, let me have a crack at the latest Taxpayers' Union-Curia poll. Firstly, officially, I pay no attention to them other than a broad theme i.e. a collection of polls and an overarching trend. The trend continues in this latest poll with the Government being re-elected by a fairly heavy margin, 65 seats to 55. Small point: is it me or do there seem to be a lot of polls? Is it because of election year? It's not cheap to do a poll so someone is either fascinated, or flush. Then of course we get to the now well accepted truth that getting people to participate isn't easy. In fact, it's getting harder and the age-old concept of 1000 random people is well and truly gone as they hand out food vouchers and rewards to take part. The next problem with this poll is the NZ First figure of 13.6%, which is up four points. That isn't real. That's about a 30%-ish increase. No one grows or loses their support at that pace. You also see a shift fairly dramatically to the Government. National is up, NZ First is up, and ACT is up. The Government are on fire according to this. Are they? But despite all that moderately interesting analysis, all the NZ Herald could do yesterday was focus on the fact National had failed to get 30%, even though it was 29.8%. And you always round up, so it was 30%. Why we fixate on large parties in an MMP environment I still don't know. MMP is about parties and deals. This election is about two choices – the current lot, or the other lot. On this poll, in fact virtually in all polls, the current lot win. If you want to fixate on National then, yes, if these numbers were real, they would lose some seats. But that's because they did well last time and why did they do well last time? Ardern, Hipkins, Robertson, and Covid. Case closed. Parties that ride high in one election tend to shrink in the next. It's not fun if you are in the middle of it but it's political reality nevertheless. In an environment where the vote is so widely split, having 30%+ parties will get more and more rare.
