When the war in Ukraine began back in February 2022, the remote-controlled unmanned aerial vehicle or drone as its commonly known, was peripheral to the conflict. But three years on, the drone in all its shapes and sizes has taken on a central role in this battle, in the air, on land and at sea, for surveillance, reconnaissance, combat and other purposes. Now drone technology is evolving even further into the area of autonomous weapons. But whilst the drone can offer greater strategic and operational flexibility and a possible reduction in the number of military casualties, there are concerns that the drone, particularly in Ukraine's case, has prolonged the war. Only last year the United Nations reported that 118 countries now had military drones, along with at least 65 non-state actors. And as an increasing number of countries have begun to manufacture and export their own array of military drones, many are concerned about how drone technology is presenting a big challenge in terms of defensive measures. The Joint Readiness Training Center is pleased to present the one-hundredth-and-eighth episode to air on ‘The Crucible - The JRTC Experience.' Hosted by COL Ricky Taylor, the Commander of Ops Group (COG) and CSM Bill Gallant, the Command Sergeant Major of Ops Group (CSMOG). Today's guest is the Commander of 2nd Infantry Brigade Combat Team, 34th Infantry Division, COL Eric Soults.   The 2nd Infantry Brigade Combat Team, 34th Infantry Division, is the premier infantry formation of the Iowa Army National Guard, headquartered in Boone, Iowa. As part of the storied “Red Bull” Division, the brigade carries forward a legacy of combat excellence dating back to North Africa and Italy in World War II and extensive deployments in the Global War on Terror. The division's official motto, “Attack, Attack, Attack,” captures the offensive spirit ingrained in its culture. The brigade's Hollywood call-sign is “Ryder.”   This episode dives deep into the realities of modern warfare from the perspective of the Army National Guard, drawing on the experience of a recent JRTC rotation and upcoming deployment to the CENTCOM AOR. Topics include joint interoperability with international partners such as Kosovo and Jordan, the complexity of managing a brigade built from 19 states, and the use of tools like the “Ryder Way” to enforce standards and discipline. The conversation emphasizes the need to establish early relationships with partner forces, ruthlessly enforce battle rhythm and reporting discipline, and adapt to rapidly changing mission sets across operational phases from training to mobilization.   Other key points include the challenges of sustainment and the innovative use of a sustainment common operating picture or “SUSCOP” to enable proactive logistics. On June 1st 2025, Ukraine carried out well-coordinated drone attacks on four airbases deep inside Russia. In the operation codenamed 'Spider's Web', 117 drones were utilized to allegedly hit over 40 Russian strategic bombers inflicting a damage of around seven billion dollars. As part of the operation, drones were first smuggled into Russia, hidden inside wooden sheds and subsequently loaded onto the trucks. When the trucks were in close proximity to the air bases, the roof panels were remotely lifted, allowing the drones to initiate the assault. Ukraine claims that the targeted bomber fleet was being used by Russia to strike infrastructure inside the Ukrainian territory. The increased utilization of drones in contemporary times is indicative of the future face of warfare. While the Ukraine-Russia war has seen widespread drone use, similar patterns have emerged in other conflict zones including the Azerbaijan-Armenia war and the India-Pakistan conflict of May 2025. It is pertinent to note that the India-Pakistan conflict did not witness the same level and intensity of drone usage, possibly due to its short four-day duration, contrary to the Ukraine-Russia and Azerbaijan-Armenia wars. However, these instances collectively signal the pattern of future warfare, which would be dominated by the increasing use of drones, particularly drone swarms. During the Second Nagorno-Karabakh War, drones played a prominent role in countering Armenian ground forces on the battlefield, highlighting the vulnerability of conventional military equipment to drones. Utilization of drones by Azerbaijan played a significant role in determining the outcome of the war. The war concluded with Armenia accepting a ceasefire agreement under severe terms. Similarly, the May 2025 India-Pakistan conflict, saw the use of drone from both sides. During the four-day conflict, India used a variety of drones in an attempt to saturate air defence environment and take out the air defence and radar installations deep inside Pakistan. However, after detecting the threat, Pakistan likely switched to radar silence to prevent emission of signals and intercepted the incoming drones using soft and hard kill mechanisms. In response to India's use of drones, Pakistan also launched drones that hovered over the Indian military installations and major cities making it the first instance of drone warfare between the two nuclear armed states. All of these instances suggest that drones are dominating the present conflict environment and future conflicts might see a surge in the employment of drones. Previously, countries were investing in large drones, however, more recently these platforms are optimized for targeted strikes and are less suited for the dynamic and saturated threat environments of modern conflicts. Recognizing this limitation, countries are now shifting their focus towards developing scalable and cost-effective drone swarms capable of overwhelming enemy air defences. In this context, the US, in August 2023, announced Replicator initiative with the goal to harness advancements in autonomous technology to mass-produce expendable systems capable of providing a strategic edge in contested operational environments through Suppression of Enemy Air Defences (SEAD) and Destruction of Enemy Air Defences (DEAD) missions. The program focuses on developing drones, Unmanned Aerial Systems (UAS), and Unmanned Surface Vehicles (USVs). Similarly, China's military drone capabilities have seen significant growth. Chinese President Xi Jinping has portrayed, drones as capable of "profoundly changing war scenarios" and pledged during the Communist Party's Congress in 2022, to "speed up the development of unmanned, intelligent combat capabilities". In this context, the People's Liberation Army (PLA) operates an arsenal of diverse drone types, with estimates suggesting a fleet size in tens of thousands, vastly outnumbering the drone fleets of the US. But in practice—on the battlefield, on the street, or online—those protections are myths, not shields. And in 2025, no one in uniform truly believes in neutrality anymore.Whether in Gaza, Fallujah, or downtown Los Angeles, one reality has taken hold:Everyone is a combatant until cleared.Talk to JSOC operators, riot cops, drone pilots, or soldiers who've served in asymmetric warzones, and you'll hear it without hesitation. Journalists, NGOs, charity workers, even medics—all are potential threats. Open-source intelligence (OSINT) has made everyone's digital footprint an operational asset. What you post online can—and does—get you profiled in the field.A close friend of mine, a DIA interrogator embedded with a JSOC Little Bird unit in Iraq, once said it straight:“The vest doesn't protect you—it flags you for vetting.”And if you're wearing a vest labeled “PRESS” but tweeting like an activist? You're not neutral. You're narrative. And in modern conflict, narrative is firepower.No place illustrates this breakdown like Gaza. A population half under 18, with mosques doubling as command centers, apartment buildings as launchpads, and schools as arms caches. This doesn't mean every Gazan is a militant—but no soldier in the field can afford to assume they're not.That's not a moral judgment. It's a tactical one.The same logic applied in Vietnam, where children strapped bombs to their chests. It applied in Iraq, Afghanistan, Chechnya, and Kosovo. And it applies in America too—where during the George Floyd protests, even medics and credentialed journalists were shot, tear-gassed, tackled. Not because they were mistaken, but because they were no longer presumed neutral.Here's a harder question no one wants to ask:If a population is truly oppressed, where's the resistance?In occupied France, the Resistance bombed train tracks, assassinated collaborators, and ran sabotage cells. In Vietnam, even old women ran courier networks. But in Gaza? If Hamas is so hated, where are the Gazans fragging their commanders? Where are the defections, the bombings of Hamas arms depots, the assassinations from within?Silence can mean fear. Or it can mean complicity. Or something in between—Stockholm, survival, or shared ideology.In the U.S., we talk about “civilians” as if the distinction still means something. But with over 400 million privately owned firearms and tens of millions ideologically radicalized online, let's be honest: If America were ever invaded, “civilians” would become insurgents by nightfall.That's the world we live in now. There are no neutral NGOs. No unarmed narratives. No protected identities. He was commissioned as an Infantry Officer in 1986 from The Citadel, Charleston S.C. and went on to serve in multiple Command and Staff positions in conflict and in peace becoming the Army's first Information Operations Officer. Austin pioneered military operations in the information environment in key leadership positions in the Army, Joint Special Operations Command, Joint Staff, EUCOM, and deployed Joint and multinational Task Force Organizations across the globe. Upon retirement from the Army, Austin joined the Office of the Undersecretary of Defense for Intelligence as the Deputy Director and Chief of Operations for the Defense Policy Analysis Office with oversight of National special plans and technical operations. In 2008 was selected as a Defense Intelligence Senior Leader as Senior Advisor for Defense Information Operations focused on oversight, policy and support for Service and Joint Information Operations, and associated Special Access programs. In 2010, Austin was selected by the Secretary of Defense to lead the Information Operations and Military Information Support Defense Enterprise as the first Senior Director for this mission area in the Office of Policy and Special Operations and Low Intensity Conflict. In this capacity, Austin was DOD's senior representative for IO, MISO, EW and special program oversight, policy and assessments. In 2013, Austin was selected by the Director for the National Counter-Terrorism Center and the DNI to establish and lead a new organization to address Domestic Counter Terrorism, Counter Violent Extremism, and Counter Terrorism Cyber Strategy and Policy in support of the National Security Council. In this capacity, he also served as the National Co-lead for countering ISIS propaganda and influence and associated IPC lead strategist for National Security Council. Austin is also one of the founder's of a Non-profit, Information Professionals Association (IPA). IPA is a professional organization established to serve the interests of the broader Information community worldwide and for issues related to Cognitive Security. Austin also served on the Defense Science Board summer 2019 study focused on great power competition in the Information Environment and was recently was selected to join the University of Maryland Advanced Research Laboratory for Intelligence & Security (ARLIS) to help lead development of their Cognitive Security & Information Portfolio. He also serves on various Advisory Board(s) and professional associations. Austin and his wife, Carol live in Bluffton SC and have three children. They have two serving in active duty in the Army and one in Medical School at Icahn School of Medicine, Mt Sinai, NY. Dave Pitts is a senior national security professional, former CIA executive, and veteran with over four decades of experience in challenging and critical missions, ranging from intelligence operations, counterterrorism and special operations to great power competition. Dave served as the Assistant Director of CIA for South and Central Asia, Chief of National Resources Division, senior leadership positions in the Counterterrorism Center—including in the strategic communications space—and led CIA's two largest Field Stations. Dave has a proven track record of leading large and diverse teams, building lasting partnerships, integrating innovative technologies, and delivering results in high-stakes and high-pressure situations. Dave is a thought leader, Cipher Brief Expert and a frequent writer and commentator on terrorism, great power competition, the gray zone, cognitive warfare and emerging global issues. Dave is a co-founder of The Cipher Briefs Gray Zone Group. Joe Miller, Senior Executive Service, is currently the Deputy Commander for Support at the US Army Special Operations Command, headquartered at Ft Bragg, N.C.
