An attempt to delay Devon's local elections in May has failed, and that could have big ramifications for the county, the latest episode of Devoncast discovers. Councillor Julian Brazil, the Liberal Democrat member for Kingsbridge on Devon County Council and the leader of South Hams District Council, gives us his reaction to the government's refusal to let Devon postone its elections. And Cllr Brazil explains why the South Hams has agreed a two-tier structure for car parking fees in his district, with locals able to pay less than visitors if they apply for a permit. We also hear from Devon County Council leader James McInnes about his views on the elections and what Devon has to do now if it is to create a credible plan for how local government in the county needs to be reorganised. There's also an update on police funding from police and crime commissioner Alison Hernandez, and we hear from Devon MP David Reed who is pushing for more stringent rules upon property management companies. We go on a tour around the county from Exeter to Plymouth, North Devon to Torbay and East Devon to Teignbridge to see what our councillors make of it all. How will it impact services for residents day to day? How many unitary councils in Devon could be in charge of bins collections, children's services, how many homes are built and where and pothole repairs? Will there be more money for our urban and rural communities and a seat at the top table for a large strategic authority with an elected mayor covering the South West? Devon's devolution is dominating the headlines as we embark on what is going to be a seismic year for local government. The new edition of Devoncast hears from one local councillor about his fears for what might happen if devolution puts paid to our district councils. Elsewhere, land earmarked for development in Exeter for 20 years looks set to be built on at last, with 1,000 new homes in the pipeline. One of the developers behind the project talks about how it might go. The man recruited to help out Devon and Cornwall police and crime commissioner Alison Hernandez has resigned five months after taking up the post, and two Plymouth Conservative councillors give us their take on the tree felling saga, Plymouth City Council finances, the airport and the freeport. The cutting of a grant paid to rural councils could create a £10 million hole in Devon's budget. James McInnes, Devon County Council's Conservative leader, called the scrapping of the rural services delivery grant “another assault on rural communities”, and said the repurposing of the cash towards areas of deprivation might not benefit Devon in the same way. Fears about inheritance tax changes that could impact some Devon farmers has occupied local councils and Westminster, with a host of Devon politicians urging the government to re-think. Reaction comes in relation to the nationalisation of South Western Railway, whose services run from Devon to London Waterloo, while pressure builds on Plymouth Council to finish works in Central Park. And one of the most iconic bands of the eighties – Duran Duran – will be playing one of their only two gigs in 2025 right here in Devon. It was always coming because it's part of the coalition deal. But the Willis letter to a couple of select committees sets up, of all the inquires and market studies we have had, probably the most interesting investigation yet. Banks and whether we are getting a decent deal, is there enough competition? The rural community is screaming at the moment over their behaviour, there seems a very fair weather/social licence issue there. The Reserve Bank and commercial banks are at each other. Observers of the retail operators look on with interest at the margins charged here vs the margins charged in Australia, remembering of course that they are the same banks. So, a lot to look into. Like all the other market studies though, whether petrol, or supermarkets, or building supplies, looking into stuff is one thing, working out what to do if anything is another. What if it's found the Reserve Bank really is a problem? They are independent of the government, so what does the government do? Kiwibank was supposed to be a disruptor. It isn't, do you do anything about that? If a farmer is not helped in a way they might have wanted, and the committee finds banks are withdrawing from the rural sector, what actually do you do about that? On the flip side: banks are successful and we like and want that. The stability of banks is critical to an economy and in that we have been fortunate. How much has government policy through Covid messed with banks, and lending, and the economy? We get into DTIs, the LDRs, the treatment of investors, the flow on effect to housing and rentals and first home buyers, and access to money. This in some way or other touches about every single one of us. As always with big businesses people will go in with a preconceived notion: banks are thieves, or bullies, or rip off merchants, the Reserve Bank is overbearing. But, given we seem —rightly or wrongly— to be obsessed with inquires, here goes another one. The trick is not to have it end up like the others, where next to nothing happens. Are you really 'GO' to use your full FAA waiver? Greg Young shares his experiences with this topic, and what he learned is an eye opening education for all rocketeers! About our guest...Greg shares his background in rocketry... My rocketry experience started in 1961, at the ripe old age of 10years, when I ordered, built and flew rockets from Estes Industries. Try as I may, I was not successful at getting local hobby shops to carry rocketry supplies at that time, as the owners felt they were dangerous fireworks. My flying continued until taking a hiatus during my college, and then post graduate years. When my oldest daughter expressed an interest in rockets (while in 3rd grade) my flying resumed. I joined NAR, and TRA at that time and formed a local rocketry club, the Southtown's Amateur Rocket Society (STARS). When my youngest daughter left middle school for high school, I wound up taking another hiatus, and the club disbanded. My flying hiatus ended when my grandchildren expressed interest in rocketry. I rejoined NAR and TRA, and decided to go through the official high power certification program (something not required back in the 1980's when I flew) and am currently a level 3 flier. I have been involved in 2 NY rocketry groups, one in Geneseo, the other in Penn Yan, and have served from 2016 through the end of 2022 as a member of board of directors, the VP, the waiver holder, the RSO and also served the Prefect of the former for part of that time. I have served on the planning committees for LDRS 34, NSL 2018, and NARAM 62, and during those launches was involved on the field running the range safety operations. Currently I have been involved with local youth (high school and college age primarily), and officially have mentored several school ARC teams which have gone to nationals, and most recently a high school team who was chosen to participate in the 2023 NASA student launch initiative and went on to the nationals in Huntsville. I am hoping to get time to be able to fly more, and mentor more student groups going forward. They are, after all, our future...
