The 50 Shades of Planning Podcast

As far back as Sam Stafford can remember Planning Performance Agreements (PPAs) have been the answer to questions about both how to get more resources into LPAs and how to improve application timescales. As Sam says in introducing this episode, he has been working for over twenty years, those questions remain unanswered, and PPAs remain a code yet to be cracked. Why, for example, according to Planning Magazine, were PPAs used for 30.3% of decisions in Solihull last year, but only in 1.3% of decisions in South Cambridgeshire? Why also, for example, do some authorities charge nothing for pre-application advice for residential developments of over 250 homes, some authorities charge thousands of pounds, and some authorities charge tens of thousands of pounds? The Planning Advisory Service (PAS) has sought to crack the code. It has worked with the University of Gloucestershire, Hyas Associates and the Countryside and Community Research Institute to deliver a DLUHC-funded programme on best practice in pre-application advice and PPAs.  Sam mentioned this research in Episode 109 because of Jeremy Hunt's reference in the Autumn Statement to a new “premium” planning service that will be introduced next year to include a guarantee of accelerated decision dates. Details are awaited, but Planning Magazine reports that, according to insiders, this new “premium” service is likely to involve a more formal version of PPAs. No better time then for Sam to share a conversation about the PAS research and best practice that he recorded online back in July of this year with friend of podcast Shelly Rouse, Matt Bowers and Max Whitehead. Shelly is a principal consultant at PAS, Matt is an Associate Director at Hyas Associates and Max is a Planning Director at Bloor Homes. They talk about the high hopes that applicants always have for pre-app, but why some LPAs see it as a ‘nice to have' rather than a ‘have to do'; they talk about the utopian vision of having all statutory consultees around a development team table at the same time; and they talk about the barriers to doing pre-app and PPAs well and the keys to success. An interview between the Revd Dr William Lamb, Vicar of the University Church and the Revd Canon Dr Jessica Martin about the upcoming Bampton Lectures 2021. The Bampton Lectures have been delivered at the University Church since 1780. The Bampton Lecturer this year is Dr Jessica Martin, who has been Canon Residentiary at Ely Cathedral since 2016, after 6 years as Priest-in-charge of a multi-parish benefice in South Cambridgeshire. Before that, she was Fellow in English at Trinity College, Cambridge, where her research focus was on early modern piety and the early history of literary biography. Dr Martin's title for this year's Bampton Lectures is Four-Dimensional Eucharist. She will be thinking about the eucharist both as sacrament and as ritual theatre, and asking some unusual questions of it. She will be considering its physicality in a time of increasing online presence, the abiding Christian tension between presence and absence it already contains, and its efficacy in a modern culture which veers unstably between scepticism and enchantment. Her range of reference will be wide, reaching from fantasy genres and virtual reality to Eucharistic theology and the anthropology of ritual. Loại Hoa Vi ra khỏi công nghệ 5G của Anh là một quyết định dứt khoát về chính trị của Luân Đôn, nhưng Bắc Kinh và tập đoàn viễn thông hàng đầu này của Trung Quốc biết « chờ thời ». Trên đây là phân tích của chuyên gia về an ninh mạng Julien Nocetti, cộng tác viên Viện Quan Hệ Quốc Tế Pháp, IFRI. Ngày 14/07/2020, Luân Đôn viện lý do an ninh chính thức thông báo loại Hoa Vi ra khỏi mạng viễn thông thế hệ mới 5G. Từ đầu 2021, chính phủ Anh sẽ cấm mua thiết bị của Hoa Vi. Tất cả các trang thiết bị có mang nhãn hiệu Hoa Vi đã được cài đặt trên lãnh thổ Anh từ gần hai chục năm nay sẽ phải được dỡ bỏ trước năm 2027. Mới tháng Giêng vừa qua, chính quyền của thủ tướng Boris Johnson còn đồng ý để cho Hoa Vi tham gia đến 35 % vào các chương trình xây dựng mạng 5G của  Anh. Ba tuần trước quyết định dứt khoát nói trên, Hoa Vi vừa được giấy phép mở một trung tâm nghiên cứu và phát triển R&D tại South Cambridgeshire, ngay nơi được mệnh danh là Silicon Valley của Anh, cách thủ đô Luân Đôn khoảng hơn một giờ lái xe. Trong giai đoạn một của dự án, tập đoàn Trung Quốc dự trù đầu tư 1 tỷ bảng Anh, xây dựng cơ sở hơn 4.500 mét vuông, nơi hàng ngày sẽ có từ 300 đến 400 nhân viên lui tới. Một khi đi vào hoạt động trung tâm này sẽ trở thành « trụ sở của Hoa Vi trong lĩnh vực kết hợp công nghệ điện tử và cáp quang », như chính giải thích của phó chủ tịch Hoa Vi, Victor Zhang.    An ninh, tấm bình phong che đậy áp lực của Mỹ ? Vậy đâu là những động lực thúc đẩy quyền của thủ tướng Boris Johnson thay đổi ý kiến về Hoa Vi ? Lý do thứ nhất là an ninh, như điều đã được bộ trưởng Anh đặc trách về Văn Hóa và Công nghệ Số, Oliver Dowden giải thích khi thông báo quyết định cấm cửa Hoa Vi. Từ cuối 2019, chính Mỹ đã ráo riết gây áp lực với Luân Đôn và cảnh cáo nội các Johnson về nguy cơ Hoa Vi là tai mắt của Trung Quốc. Thế nhưng lập luận đó chưa đủ thuyết phục Anh Quốc đoạn tuyệt với Hoa Vi. Bằng chứng rõ rệt nhất là mới chỉ sáu tháng trước đây, nội các Boris Johnson đã cho phép Hoa Vi tham gia vào mạng 5G với hai điều kiện : một là sự phần đóng góp đó không được vượt ngưỡng 35 % và hai là không sử dụng thiết bị Hoa Vi « trong những khâu nhạy cảm nhất ». Thế nhưng việc Hoa Kỳ ngày càng gia tăng các biện pháp trừng phạt Hoa Vi khiến Luân Đôn thay đổi chiến lược. Theo lời bộ trường Dowden, Hoa Vi một khi bị cấm dùng linh kiện của Mỹ sẽ phải cầu viện đến những nguồn cung cấp khác, đến những « công nghệ khác không đáng tin cậy ». Đó là một vấn đề đối với an ninh của bản thân nước Anh, như bộ trưởng Dowden ghi nhận. Áp lực chính trị nội bộ và cái giá phải trả Chính trị nội bộ Anh là lý do thứ hai khiến chính quyền Johnson thay đổi ý kiến về Hoa Vi, như phân tích của chuyên gia Nick Witney thuộc Viện Quan hệ Quốc Tế Châu Âu (European Council on Foreign Relations). Nghi ngờ Trung Quốc quản lý kém cỏi dịch Covid-19 để virus corona lan rộng ra toàn cầu, rồi luật an ninh quốc gia bóp nghẹt các quyền tự do cơ bản của Hồng Kông, thuộc địa cũ của nước Anh, khiến tinh thần bài Trung Quốc tại Anh dâng cao. Áp lực của một nhóm nghị sĩ từ chính đảng Bảo Thủ đòi thủ tướng Boris Johnson phải có thái độ dứt khoát hơn với Trung Quốc ngày càng lớn. Có điều, như chính Luân Đôn đã nhìn nhận, loại Hoa Vi ra khỏi công nghệ 5G có nghĩa là Anh Quốc sẽ chậm trễ trong việc triển khai mạng viễn thông đời mới và tốn kém phụ trội ước tính lên tới khoảng 2 tỷ bảng Anh. Trả lời RFI Việt ngữ, chuyên gia về an ninh mạng, Julien Nocetti, cộng tác viên Viện Quan Hệ Quốc Tế Pháp, IFRI, giải thích thêm về những thử thách cả về mặt kỹ thuật lẫn chính trị đang chờ đợi Downing Street sau quyết định chia tay với Hoa Vi: « Hiện tại phần lớn các tập đoàn viễn thông Anh đều đã làm ăn với Hoa Vi. Có đến hai phần ba cơ sở hạ tầng viễn thông của British Telecom sử dụng thiết bị Hoa Vi cho các công nghệ 2 và 4G. Một phần ba hệ thống của nhà cung cấp mạng Vodafone cũng là của Hoa Vi. Nói chung, Anh Quốc lệ thuộc nhiều vào tập đoàn viễn thông Trung Quốc này. Khi Anh Quốc chuẩn bị phát triển mạng 5G, điều đó không có nghĩa là xóa đi tất cả để làm lại từ đầu, mà chỉ là nâng cấp những gì đã có sẵn. Thí dụ như dùng lại ăng –ten hay băng tần, thiết bị thu và phát sóng ... Quyết định phải dỡ bỏ hoàn toàn trang thiết bị của Hoa Vi, để sử dụng cơ sở hạ tầng của các đối tác khác, sẽ đặt ra vấn đề là tất cả các trang thiết bị đời mới, đời cũ có phù hợp để sử dụng cùng lúc với nhau hay không. Hơn nữa, dẹp bỏ hẳn mọi thiết bị Hoa Vi sẽ đòi hỏi rất nhiều thời gian với những chi phí tốn kém rất lớn. Ai đài thọ khoản phụ trội đó ? Đây là một quyết định mang tính chính trị đang gây căng thẳng giữa chính quyền của thủ tướng Boris Johnson với chính các tập đoàn viễn thông Anh ». Loại Hoa Vi rồi thì Anh Quốc có giải pháp thay thế nào khác hay không ? Julien Nocetti trả lời : « Chắc chắn là không thể trông chờ gì vào công nghệ của Mỹ, bởi vì trong lĩnh vực này Hoa Kỳ chưa hoàn toàn làm chủ tất cả các khâu của công nghệ 5G. Điều đó có nghĩa là Luân Đôn bắt buộc phải quay sang hai tập đoàn châu Âu là Ericsson và Nokia. Về mặt kỹ thuật, hai tập đoàn này đủ sức giúp Anh Quốc phát triển mạng lưới công nghệ thông tin thế hệ mới, nhưng thiết bị của hai tập đoàn châu Âu này đắt hơn nhiều so với của Hoa Vi. Phía Trung Quốc cố tình giữ giá rất thấp để đánh bại các đối thủ cạnh tranh.Tôi không dám chắc là Nokia và Ericsson sẽ giảm giá để tranh thủ được thêm thị trường Anh ». Một vố đau với Hoa Vi Dẫu sao đối với con chim đầu đàn trong ngành viễn thông Trung Quốc, việc bị loại khỏi thị trường Anh, dù mới chỉ là thông báo cho tới thời điểm này, cũng là một vố đau. Chính quyền Bắc Kinh một mặt tố cáo Luân Đôn « quỳ gối trước Hoa Kỳ », mặt khác đe dọa kiện Nokia và Ericsson, nếu Anh chọn hai tập đoàn châu Âu này để thế vào chỗ của Hoa Vi. Thế còn đối với bản thân Hoa Vi thì sao ? Chuyên gia Julien Nocetti viện IFRI của Pháp phân tích về nước cờ mà tập đoàn viễn thông Trung Quốc này đã hoạch định từ trước:    " Hoa Vi đã hiện diện từ lâu nay tại Vương quốc Anh, từ 20 năm nay, nếu tôi nhớ không nhầm. Đối với tập đoàn Trung Quốc này, Anh là đầu cầu trên con đường chinh phục các thị trường ở phương Tây, cho phép Hoa Vi thâm nhập các nước tư bản và cắm rễ vào châu Âu. Vì thế Hoa Vi đã đầu tư rất nhiều vào Anh Quốc, mở trung tâm nghiên cứu và kể cả một đơn vị chuyên về an ninh mạng. Chắc chắn là Hoa Vi đã thất vọng. Nhưng quyết định của Luân Đôn chưa chắc đã chận đứng tham vọng châu Âu của công ty Trung Quốc này. Bởi thứ nhất, 2027 là thời hạn khá dài, có thể có nhiều thay đổi về chính trị từ nay tới đó. Thứ hai nữa là Hoa Vi chắc chắn đã bắt đầu tính tới công nghệ của thế hệ tiếp theo, tức là mạng 6G và tập đoàn này sẽ dùng lợi thế đó của mình để thuyết phục phương Tây. Điểm thứ ba, là tới nay Pháp hay Đức không chịu nhiều áp lực của Mỹ như là Anh và đó là điều mà Hoa Vi cực lực khai thác. Chúng ta biết các nền dân chủ phương Tây cứ bốn hay 5 năm lại bầu cử một lần, các quyết định chính trị qua đó có thể thay đổi rất nhanh. Bắc Kinh cũng như tập đoàn Hoa Vi đều hiểu được điều này và thậm chí xem đấy là một trong những yếu tố trong chính sách của mình. Thành thử, theo tôi, ở thời điểm này, Hoa Vi vừa cố gắng giữ khoảng cách tối đa với chính quyền Trung Quốc, vừa tránh những tuyên bố dao to búa lớn với các nước phương Tây, để chờ thời. Song song với việc đó thì Hoa Vi đã có những chuẩn bị cho những nước cờ tiếp theo sau. Gió sẽ xoay chiều Quyết định loại Hoa Vi ra khỏi công nghệ viễn thông của Anh vừa được thông báo chắc chắc không phải là tiếng nói sau cùng, hay là dấu chấm hết khép lại 2 thập niên Hoa Vi hiện diện tại Vương quốc Anh. Với tương lai bất định của Brexit và khủng hoảng kinh tế dịch Covid-19 gây nên, không chắc Luân Đôn sẽ đi đến cùng trong cuộc đọ sức với Trung Quốc về mặt kinh tế và thương mại. Cũng cầm chắc rằng cả Bắc Kinh lẫn Hoa Vì đều không xem thông báo của bộ trưởng Oliver Dowden vừa qua là một quyết định kiểu « ván đã đóng thuyền », nhất là khi hồ sơ nhậy cảm này bao gồm cả nhiều yếu tố từ kinh tế, chính trị, cho đến chiến lược, an ninh … Một số nhà quan sát đã nêu lên khả năng Luân Đôn sẽ lại thay đổi ý kiến nếu như Nhà Trắng đổi chủ sau cuộc bầu cử tổng thống Hoa Kỳ tháng 11 tới đây.
