C dans l'air l'invité du 15 décembre 2025 avec Benjamin Haddad, ministre délégué chargé de l'Europe.Arrivera-t-on bientôt à un accord de paix ? Arrivé hier à Berlin pour de nouveaux pourparlers avec le chancelier Friedrich Merz, mais aussi les émissaires américains Steve Witkoff et Jared Kushner, le président ukrainien Volodymyr Zelensky paraît vouloir engager ces négociations cruciales dans un état d'esprit d'ouverture et de recherche du compromis. Dans un geste visant visiblement à faire avancer les pourparlers pour mettre fin à la guerre provoquée par l'invasion russe, il a déclaré être prêt à renoncer aux demandes d'adhésion de l'Ukraine à l'Otan, en échange de garanties bilatérales de sécurité conclues avec les Etats-Unis, des membres de l'Union européenne et un certain nombre d'autres pays.Le dirigeant ukrainien sait pertinemment - et a d'ailleurs admis - qu'il était peu probable que son pays rejoigne l'Otan dans un avenir proche, tant est forte l'opposition de la Russie sur ce point. "La non-adhésion de Kiev à l'Otan est une "pierre angulaire" des pourparlers, a rappelé Dmitri Peskov, porte-parole du Kremlin, aujourd'hui. Washington n'a pas encore fait connaître sa position sur les amendements proposés par l'Ukraine et ses alliés européens au plan de paix américain. À Paris, le musée Marmottan-Monet présente jusqu'au 1ᵉʳ mars 2026 l'exposition « L'empire du sommeil », qui regroupe 130 œuvres venues de Florence, de Montréal ou de Dublin : dessins, peintures, de l'Antiquité au XXᵉ siècle qui racontent la fascination des artistes pour cet état mystérieux qu'est le sommeil. « On a encore pas vraiment compris pourquoi on dort. Et pourquoi pas seulement les Hommes dorment, mais pourquoi tous les êtres vivants doués d'un cerveau dorment ? », fait remarquer Laura Bossi, commissaire de l'exposition L'empire du sommeil mais aussi neurologue et historienne des sciences. « Même les méduses, les poissons, on pensait qu'ils ne dormaient pas, mais en fait, apparemment, ils dorment aussi. Les oiseaux dorment parfois avec une partie du cerveau. On a beaucoup, beaucoup d'écrits. Mais le sommeil reste un mystère », poursuit-elle. C'est ce mystère que les visiteurs tentent de percer. Un état de conscience modifié dans lequel nous sommes plongés un tiers de notre vie. Un sujet qui a toujours fasciné les artistes, comme le montre la très riche exposition du musée Marmottan-Monet. « On a voulu montrer que c'est compliqué. Le sommeil est souvent aussi ambigu, parce qu'il y a le sommeil qui peut rappeler la mort ou bien l'amour, comme c'est d'ailleurs très bien dit dans les mythes grecs où le dieu du sommeil, Hypnos, est en même temps le plus doux des dieux. Mais en même temps, c'est le frère de la mort, et les deux sont les enfants de la nuit en même temps. L'Empire, c'est aussi l'empire sur nous-même. Nous n'avons pas le pouvoir de nous soustraire au sommeil. Et d'ailleurs, la privation de sommeil est une véritable torture. Il y a des rares maladies génétiques où les personnes qui ne peuvent pas dormir meurent », développe la commissaire de l'exposition. « On peint le lit de mort » Toutes les facettes du sommeil, du doux rêve à l'hallucination cauchemardesque, de l'endormi à l'insomniaque, sont évoquées dans l'exposition. Peindre le sommeil, c'est aussi peindre l'intime. « Dès qu'on sait tenir un crayon, qu'on dessine, on a envie de peindre le sommeil des modèles. On peint ses bébés, on peint ses maîtresses et ses amants. On peint le lit de mort. Il y a eu énormément d'artistes qui ont voulu, pour la mémoire d'abord, souvent pour eux-mêmes, peindre les dernières images de leur amour. Et ici, on montre deux tableaux de Monet, très peu connus et très intimes, qui sont son fils Jean, bébé, avec sa poupée endormie dans le berceau. Et on montre sa femme, Camille, morte sur son lit de mort, qui est un tableau que moi, je trouve parmi les plus émouvants de l'exposition où elle est, comme on faisait à l'époque, habillée avec sa robe de mariée et son voile de mariée », expose Laura Bossi. Victor Hugo, photographié par Nadar sur son lit de mort en 1885, côtoie le masque mortuaire qu'en fit Aimé-Jules Dalou. Dans la section consacrée aux troubles du sommeil, un tableau du Tchécoslovaque Maximilian Pirner, une somnambule en équilibre sur une corniche, nous donne le vertige. Ou un autoportrait plutôt angoissant d'Edvard Munch, les yeux caverneux, intitulé « Le Noctambule ». Et après la mort, le désir, avec beaucoup de belles endormies : l'exposition consacre une belle salle, entièrement couverte de rouge, à l'érotisme que convie parfois le sommeil. “Hà Nội quá ô nhiễm! Không khí quá dầy đặc, toàn khói xe và toàn mùi xăng. Mọi người rất vất vả vì mùi xăng và khói xe, nhất là giờ tan tầm, người ta sẽ ngạt thở”. Đó là cảm nhận của một người dân Hà Nội năm 2017. Đến đầu năm 2025, Hà Nội nhiều lần đứng đầu danh sách thành phố ô nhiễm nhất thế giới, nhiều ngày không thấy mặt trời. Nguyên nhân chủ yếu là xe máy phát thải 87% khí CO2 và 66% bụi mịn, theo một nghiên cứu năm 2023. Hàng năm, khoảng 70.000 người chết vì ô nhiễm không khí ở Việt Nam, theo đánh giá của Tổ Chức Y Tế Thế Giới năm 2024. Cải thiện bầu không khí, giảm ô nhiễm môi trường trở thành vấn đề vô cùng cấp bách đối với Việt Nam, đặc biệt là ở Hà Nội. Từ ngày 01/07/2026, xe máy chạy xăng dầu sẽ bị cấm hoạt động ở vành đai 1 (trung tâm) Hà Nội, theo chủ trương được thông báo ngày 04/07/2017. Đây là bước đầu trong lộ trình chuyển sang xe điện, bắt đầu từ Hà Nội, tiếp theo là thành phố Hồ Chí Minh, hai đô thị lớn lần lượt có 7 triệu và 8,5 triệu xe máy.  Trả lời AP ngày 20/10/2025, bà Dương Tử Phi (Zifei Yang), giám đốc Chương trình Xe khách tại Hội đồng Quốc tế về Giao thông sạch (International Council on Clean Transportation) nhắc lại : “Xe điện hai bánh sạch hơn nhiều, về cơ bản là không hề có khí thải từ ống xả. Và chỉ cần xét đến việc rất nhiều xe điện được sử dụng ở trung tâm thành phố và mọi người tiếp xúc với không khí, đã thấy việc này sẽ giúp cải thiện đáng kể chất lượng không khí tại địa phương. Nó làm giảm khí nitơ ôxit (Nox), giảm bụi mịn (PM). Những yếu tố này rất quan trọng đối với khu vực đô thị. Hơn nữa, xe máy điện còn tiết kiếm nhiên liệu hơn”.  Đọc thêm9 triệu người chết mỗi năm vì ô nhiễm môi trường, nhiều hơn bệnh tật, khủng bố và chiến tranh Lộ trình ba chặng ở Hà Nội Quá trình “xanh hóa” phương tiện giao thông ở Hà Nội được chia làm ba chặng : Từ ngày 01/07/2026, Hà Nội sẽ cấm xe máy chạy xăng dầu trong khu vực Vành đai 1, mở rộng phạm vi ra Vành đai 2 từ ngày 01/01/2028 và tiến tới Vành đai 3 vào năm 2030. Nhìn chung, người dân đều muốn một môi trường trong lành vì chính sức khỏe của bản thân, như trường hợp một khách hàng mua xe đạp điện : “Nhà nước đang có chính sách để bảo vệ môi trường, nhất là ở khu vực trung tâm Hà Nội. Tôi đã tìm hiểu một số mẫu xe đạp điện của nhiều thương hiệu tại Việt Nam và tôi quyết định sẽ lựa chọn một hãng để mua một chiếc, không chỉ vì môi trường mà còn vì tiết kiệm chi phí cho bản thân”. Đọc thêm“Xanh hóa” giao thông Hà Nội: Cần bỏ ôtô cá nhân thể hiện “thành đạt” và kết nối hệ thống công cộng Hà Nội dự kiến hỗ trợ mỗi người dân 3 triệu đồng để chuyển đổi xe máy xăng sang xe điện (có giá trị từ 15 triệu đồng trở lên và phải đăng ký trước thời điểm nghị quyết có hiệu lực) và 4 triệu đồng/xe đối với hộ cận nghèo ; 5 triệu đồng/xe đối với hộ nghèo. Mỗi cá nhân được hỗ trợ tối đa 1 xe đến hết năm 2030. “Hà Nội quá ô nhiễm! Không khí quá dầy đặc, toàn khói xe và toàn mùi xăng. Mọi người rất vất vả vì mùi xăng và khói xe, nhất là giờ tan tầm, người ta sẽ ngạt thở”.
