The nation's largest municipal utility, serving Los Angeles, wants to move to 100% clean energy by 2035. To do that, the utility needs to significantly boost renewable energy generation and it's banking on the rapid development of energy storage technology. In this episode of Grid Talk, host Marty Rosenberg talks with Simon Zewdu who is the Director of Transmission Planning, Regulatory Processes and Innovation at the Los Angeles Department of Water and Power (LADWP).The price tag to reach 100% clean energy is estimated as high as $86 billion for increased generation, transmission, and distribution.“We need to significantly increase the capacity of existing transmission lines that we have. The Department owns and operates about 3,600 miles of transmission lines that traverse in five western states. We need to operate those. Not only that, we need to look into how we can come up with some new corridors, collaborate with other agencies to build new transmission lines to be able to support the load within the City of Los Angeles.”Equity will be center stage, as the utility works to bring affordable energy transformation to all customers.“Everything will be looked at from a prism of equity so that we monitor it on a regular basis and report to our communities whether we have met our equity targets,” said Zewdu.Mr. Zewdu has been with LADWP for 20 years with duties spanning from substation design to project management, strategic planning, and special projects. He holds an undergraduate degree in Electrical and Computer Engineering and an MBA in finance. He is a registered Electrical Engineer in the State of California.

Ever since Thomas Edison lit up lower Manhattan in 1882, New York has long been at the forefront of many energy and environmental issues, and that remains true today. New York recently adopted groundbreaking targets to decarbonize the state’s electricity, and eventually its entire energy system. This comes on the heels of an innovative set of regulatory initiatives to modernize and decarbonize New York’s electric grid, called Reforming the Energy Vision, led by Richard Kauffman, now an Adjunct Senior Research Scholar at the Center on Global Energy Policy. As the Cuomo administration emerges from the hardest-hit days of the COVID-19 pandemic, questions remain as to how the state plans to achieve these ambitious goals and perhaps show the rest of the nation what a pathway to decarbonization might look like.  In this edition of Columbia Energy Exchange, host Jason Bordoff is joined by Ali Zaidi, Chairman of Climate Policy and Finance and Deputy Secretary for Energy and Environment in the Office of New York Governor Andrew Cuomo. Ali served as top energy official at the White House Office of Management and Budget during the Obama administration, among other positions. Since leaving the Obama administration, Ali has also worked as a transactional and regulatory attorney, co-founded Lawyers for a Sustainable Economy, and was a Non-Resident Fellow at CGEP.

Albany Law School Professor Eleanor Stein is a longtime advocate for underrepresented communities, energy equity, and climate justice. After serving for more than two decades as an administrative law judge at the New York Public Service Commission (PSC), she was a project manager for the New York PSC's Reforming the Energy Vision, the state's comprehensive energy strategy. Eleanor has also served as a longtime faculty member for RMI's Electricity Innovation Lab (eLab), where she graciously spent a few minutes with us at the recent eLab Accelerator 2019 to discuss how she has seen the change lab's impact expand to reach a growing number of the industry's thought leaders and advance innovative approaches to a larger set of challenges confronting the energy grid's evolution.

“All mushrooms are edible – at least once,” quips environmental scientist and mushroom expert Mike Essam, president of the Pikes Peak Mycological Society. Mike shared the wonders of fungi in this very popular talk at the March 22 luncheon of the Pikes Peak Environmental Forum. The photographs Mike showed are a key part of the presentation, so it’s recommended you view the slides (see the links below) while listening. The mushroom is just the fruit of the mycelium fungus. Most of it is in the soil or in a log or tree. Did you know there can be as much as six miles of mycelium filaments in a cubic inch of soil? There are mushrooms that are poisonous, mushrooms with medicinal properties, mushrooms that are very tasty, and some are, well, “magic.” Mike explains how they are identified. The Pikes Peak Environmental Forum informs the community in Colorado Springs on issues of environmental import. Our monthly luncheon meeting topics have ranged from how earthquakes can predict weather events to sustainable energy solutions. Senator Martin Heinrich believes a 100 percent clean energy electric grid is within reach during his lifetime. There will be technical challenges to overcome, but it’s “completely doable,” he said, in an exclusive interview with Political Climate.This week marks the launch of Senator Heinrich’s “Clean Energy Vision,” a part of his re-election campaign for this fall. Of the 40% of food that’s wasted in the US much of it is safe to eat. However, some of it is not fit for consumption. But, it still can be reused instead of ending up in landfills. We’re joined Joanna Underwood of Energy Vision which just put out the report Food Waste Erased about how we could meet the UN goal of cutting food waste in half by 2030. New technology has helped the trucking industry clean up its act.  Improved diesel engines and emissions control systems are now part of 30 percent of all the trucks on the road in the US. To tell us more about clean diesel and it’s positive impact on the environment is Allen Schaeffer with the Diesel Technology Forum. Catalyst of the utilities’ transformation: the case of new York | Scott Weiner (New York Public Service Commission) During a conference at Columbia University Jean-Michel Glachant, director of the Florence School of Regulation, met with Scott Weiner, the deputy for market and innovation at the New York Public Service Commission. With the major wave of changes in energy transition (the three Ds: decarbonisation, decentralisation and digitalisation), Jean-Michel wanted to discuss the role of a public service commission in this new world. According to Weiner, a commission has to implement the policy direction set at the political level and act as a catalyst for transformation, enabling society to take advantage of the opportunities the three Ds have to offer. In the case of New York, in 2012 Hurricane Sandy revealed the vulnerabilities of the utilities, the lack of system resilience and the inability to anticipate customers’ needs. In response to it, the State of New York established a “Utility 2.0” target model (Reforming the Energy Vision), where distribution grids will become platforms for the distribution of energy services, able to host massive amounts of renewables and, in general, distributed energy resources (demand response included). Initiatives from local communities and new intermediaries are expected to blossom on such platforms, allowing the direct participation of end users in energy markets and the creation of new jobs, while ensuring environmental protection. In this context, Weiner adds, a State public service commission has to coordinate and cooperate with the legislative branch, with the stakeholders and, of course, with the federal government. This is not easy, especially because in the US the choices of other States or the federal government may contradict each other or they may be less advanced or ambitious (for example, New York’s goal to build the largest electric vehicle fleet worldwide versus Trump’s decision to withdraw from the Paris Treaty). For these reasons, it is important to continuously examine the experience of other countries and try to learn from one another.

In New York, community choice aggregation is an especially compelling prospect. It dovetails with a wider effort to reorient state energy policy around renewables, distributed generation, and energy efficiency called Reforming the Energy Vision. Expected to take a decade to fully iron out, the regulatory overhaul -- which stands to reconfigure the longstanding monopoly model -- is underway. But community choice aggregation is already available, and the number of cities opting in is on the rise. John Farrell, who heads up the Energy Democracy initiative at ILSR, recently spoke with Glenn Weinberg, who helped launch Westchester Power, a community choice aggregation program for 20 communities just north of New York City.

In April of 2014, three of New York's most influential figures in energy -- Governor Andrew Cuomo, state "energy czar" Richard Kauffman and then-chief regulator Audrey Zibelman -- launched one of the most ambitious reform efforts in the history of electricity. It was called Reforming the Energy Vision. It was simple, but extraordinarily bold. Here's how Zibelman explained it: “By fundamentally restructuring the way utilities and energy companies sell electricity, New York can maximize the utilization of resources, and reduce the need for new infrastructure through expanded demand management, energy efficiency, renewable energy, distributed generation, and energy storage programs.” We're a few years on since that vision was first articulated.
