Storfurstendömet Moskva var först underordnad stäppfolken vid Volga för att senare erövra deras kärnområden som Hazarriket och Krimkhanatet.Under århundradena styrde de ryska härskarna Volga-områdena med hjälp av våld, byråkrati, ideologi och assimilering. Det ryska styret under tsartiden var anmärkningsvärt inkompetent och godtyckligt. Martin Nøkleberg har doktorgrad i kriminologi fra Universitetet i Oslo og mastergrad i statsvitenskap fra Universitetet i Bergen. Avhandlingen hans har tittelen Policing global hubs – a study of the Norwegian airport and maritime port security environments. Den handler om politivirksomhet og sikkerhetsarbeid på havner og ved flyplasser i Norge. Flyplasser og havner er globale knutepunkter som binder land og regioner sammen. De gjør internasjonal handel og utenlandsreiser mulig, og sånn sett er de viktige forutsetninger for den globale flyten av varer, tjenester og mennesker som mange av oss etter hvert tar for gitt. Men de representerer også arenaer for risiko og uønsket mobilitet. Martins avhandling handler om det omfattende kontroll- og reguleringsregimet som har vokst frem rundt - og all politivirksomheten som er knyttet til - moderne havner og flyplasser. A CDC report says dining out raises the risk of contracting COVID-19 more than other activities, like shopping. Those who tested positive were approximately twice as likely to have reported dining at a restaurant than those with negative test results.More than 600 students at the University of Alabama have been sanctioned — 33 effectively suspended — for breaking the rules to curb the spread of cases on campus. Student organizations aren’t exempt either…suspension is pending for one and three have been sanctioned.Nebraska’s Governor will end nearly all social-distancing restrictions Monday. The new rules will still limit indoor gatherings like concerts, meeting halls and theaters, but will drop all other mandates in favor of voluntary guidelines.Scientists praised AstraZeneca’s decision to suspend its late-stage coronavirus vaccine trials and do a safety review after a participant developed a serious neurological condition. The goal is to find out if the condition was a reaction to the vaccine or coincidence.Western Europe has passed the U.S. in new daily Covid-19 infections after bringing the pandemic under control earlier in the summer. It’s a setback for a part of the world that seemed to have gotten a grip on the virus. Contributing to that, the number of people in England who tested positive rose 43% in one week. NHS statistics show for the week ending September 2nd, the country had the highest weekly number since test and trace was launched at the end of May.The top 10 counties with the highest number of recent cases per capita according to The New York Times: Livingston, MO. Starting September 14, the U.S. government will stop conducting COVID-19 screenings of arriving international travelers. Such screenings have taken place across 15 select airports since January and included temperature checks and health questionnaires. The routing of flights from "high-risk" countries into these airports will also end Monday.If you want to trick or treat door to door this Halloween in L.A. County, you can do it without getting a ticket, but it’s still not encouraged. Yesterday the county health department said door to door trick or treat would be prohibited, but today, the Sheriff said that will not be enforced. The Director of the National Institutes of Health told a Senate committee any decisions around the release of a vaccine will be based purely on science or he "will have no part of it." Dr. Francis Collins did add he has cautious optimism at least one vaccine will have emerged and turned out to be effective by the end of 2020.New York Gov. Andrew Cuomo announced the prohibition on indoor dining in NYC will be lifted Sept. 30. It was one of few places in the nation still with such a ban. Restaurants will be able to operate indoor dining at 25% capacity.The British government backed measures it hopes will lower the worry about new cases, especially in young adults. That includes a ban on social gatherings of more than six people in England, indoors or outdoors, a ban that will be legally enforced.France’s prime minister is self-isolating. He came into contact with the director of the Tour de France, who’s tested positive. Oliver Ryder, Kleberg Endowed Director of Conservation Genetics at San Diego Zoo Global joins the podcast to discuss the Frozen Zoo, the world's largest, most diverse, most characterized, and most utilized collection of its kind. This technology has made a huge contribution to the field of genomics and conservation science, allowing for a better understanding of the evolution of life, errors in the transmission of chromosomes that cause disease, extinction risks of certain species, and genetic diseases in endangered species to provide better health care and prevent extinction. The Frozen Zoo in San Diego was founded by physician Kurt Benirschke with the goal of helping to conserve endangered species. It now contains cells of 10,000 individual vertebrates (fishes, reptiles, amphibians, birds, mammals) and 1,200 species. This, however, is just the tip of the iceberg; the goal is to continue adding to this collection until samples of all 60,000-70,000 vertebrate species have been obtained.   Ryder discusses many fascinating topics, including the collection of several high priority species samples, the increasing need to integrate efforts to save species in natural habitats that are preserved in human care, how scientists can access the database of frozen genetic samples, the Vertebrate Genome Project, how the genetic sequencing of animal genomes can provide interesting insight into human disease assessment, the ethical aspects of this type of work, and more. Jay Kleberg is a conservationist and the Associate Director of the Texas Parks and Wildlife Foundation. He’s also the co-founder of Explore Ranches, a new company that connects outdoor enthusiasts to some of the most iconic private ranches in Texas and beyond. Jay has built his career and life around a deep respect for land and an inborn sense of responsibility to protect these landscapes, as well as the wildlife and heritage they support. As a sixth-generation Texan landowner, responsible land stewardship is in Jay’s blood, and as you’ll hear in our conversation, he’s laser-focused on leaving Texas an even better place than he found it. • Growing up on his family’s large-scale South Texas working ranch, Jay has been closely connected to the land for as long as he can remember. After high school and college on the east coast, Jay headed to Brazil for several years, where he worked with renowned conservationist John Cain Carter to protect the region’s threatened landscapes. It was in Brazil that Jay began to hone his personal conservation philosophy and had a number of crazy adventures along the way. After working a stint in for-profit real estate and earning his MBA, Jay decided to focus all of his professional energy on conservation in his home state. • Jay and I have been friends for over 25 years, so it was a real treat to connect with him on the podcast to discuss our shared passions for land conservation and adventure... we normally just re-tell hilarious stories from high school!
