ANC president Cyril Ramaphosa says he signed the National Health Insurance (NHI) Bill to “end apartheid in healthcare”. Under the new law private and public health services will be integrated in phases. “We are taking forward the work started by Nelson Mandela. Only the ANC can do that, no other party can remove the vestiges of apartheid,” Ramaphosa told supporters at an election meeting at the Bokamoso Sports Ground in North West. To ease the burden on public health services the government is roping in the private sector. In his newsletter this week, Ramaphosa said: “The NHI aims to use the respective strengths and capabilities of the private and public health sectors to build a single, quality health system for all.” Government healthcare services cater for 84% of the population, which results in inferior services such as patients waiting more than three hours on average before they see a nurse or a doctor. The NHI is expected to be funded through taxes and special contributions. The legislation has drawn much criticism. The Organisation Undoing Tax Abuse said the president ignored the public input on the bill before he signed it. The DA said the NHI will not bring equality in the healthcare system. In its current form, it lacks the necessary investment to provide accessible and quality healthcare as mandated by the constitution. The DA also warned of possible serious corruption and mismanagement. The burden of funding would be disproportionately placed on taxpayers. The EFF rejected the bill, saying the health system does not need “an NSFAS-style funding system to resolve the crisis of debilitating healthcare”. It also warned of corruption by politicians and the private sector. Build One South Africa's Mmusi Maimane said on the Sunday Times Politics Weekly podcast the NHI is a populist move timed for the May 29 election.

As the e-toll gantries are officially switched off, the Organisation Undoing Tax Abuse, OUTA, says that it was hoping for further clarity regarding outstanding e-toll debt, but government has provided none. OUTA was reacting to the announcement by Transport MInister Sindisiwe Chikunga, that from tomorrow midnight e-Tolls will be scrapped in Gauteng. She however said that all transactions that occur prior to the 12th of April 2024 are required to be paid and will be billed accordingly. The Organisation Undoing Tax Abuse ( OUTA) has reiterated that it will continue with its plan to defend motorists who receive a summons from SANRAL for outstanding e-toll debt. This follows comments by Mampho Modise, deputy director-general of public finance at National Treasury, Mampho Modise, that the Gauteng Provincial Government still plans to collect the e-toll debt from motorists. Gauteng Premier, Panyaza Lesufi announced during his State of the Province Address that Etolls will officially be switched off from the 31st of March. The South African Government has enlisted top legal experts for its case against Israel at the International Court of Justice. Their 84-page application argues that they only need to prove some of their accusations against Israel fall under the Genocide Convention to effectively halt its military operations in Gaza. Oral arguments for the proceedings initiated by South Africa against the Israeli government will be presented from January 11-12. However, Prof Theo Venter, a political analyst at the University of Johannesburg, told Biznews that he believes it will be a challenging battle. Venter expressed doubt about South Africa's chances of success at the ICJ. He also accused the South African government of selective neutrality, pointing out an apparent bias in its international relations towards Moscow. Additionally, Prof Venter commented on the crisis in student funding following the leak of a series of recordings by the Organisation Undoing Tax Abuse, alleging corruption within the Higher Education Department and the National Student Financial Aid Scheme. He predicted that this issue will significantly complicate the management of students at South African universities. He said if the funding of 70% of students go awry, the fall out will be at the universities, not in Pretoria at the office of Blade Nzimande, the Minister of Higher Education.

The Organisation Undoing Tax Abuse is calling for the resignation of Dr Blade Nzimande, Minister of Higher Education and Training, and Ernest Khosa, chairperson of the National Student Financial Aid Scheme board. OUTA says it has evidence in the form of voice recordings to support their call. The recordings detail two meetings between Khosa and a representative of a service provider which reveal how service providers allegedly paid millions of rand in kickbacks to Nzimande and Khosa, as well as at least R1 million to the South African Communist Party (SACP). This was done in return for tenders and protection for service providers. Elvis Presslin spoke to OUTA's Investigations Manager, Rudie Heyneke

For 15 years Fred Daniel has faced unthinkable intimidation, destruction of property, obstruction of justice, and even death threats by a criminal cabal in Mpumalanga. The entrepreneur and conservationist, turned whistleblower, built the Nkomazi Wilderness Reserve, a collection of 89 farms he painstakingly amalgamated in the area between Badplaas and Barbeton - a UNESCO world heritage site. His conservation mission was scuppered by a “criminal enterprise targeting the public purse”, exploiting the land reform process in order to loot. In an extensive interview with BizNews correspondent Michael Appel, he explains the personal and professional cost involved in standing in the way of grand scale corruption. It's graft that Daniel believes involves Deputy President David Mabuza as the “strongman” of Mpumalanga. Earlier this week, the Organisation Undoing Tax Abuse referred several criminal complaints related to Mabuza's tenure as both MEC for Agriculture and Land Administration, as well as Premier of Mpumalanga, to the NPA's Investigating Directorate. South Africa's road deaths, which average 14 000 every year and are among the highest in the world, have been described as a national crisis. Besides the staggering human death toll, the economic cost of fatal accidents is estimated at R200bn. This is why the Administrative Adjudication of Road Traffic Offences Act (AARTO) was written – to change the ways of bad drivers. It's been partially trialled in Johannesburg and Tshwane for over a decade. Critics say it's more about making money than road safety, but AARTO is meant to improve road safety and adjudicate infringements under an administrative system to alleviate pressure on an overburdened court system. Still, the department is determined to go ahead with the implementation of AARTO On the 1st of July in two days' time. So what is going to happen come July 1st and how will this affect businesses and fleets? Driving to Clarens recently Michael Avery was struck by the varied condition of the roads he drove on. From the excellently maintained but tolled N3 to the potholed death traps of the rural Free State there is a clear and growing disconnect between roads under different government authorities, and how they are funded and maintained. It almost goes without saying that the South African transport network plays a major role in the economy of the country and the well-being of society. This requires an integrated transport planning framework that meets clear strategic objectives for industrial development with links to distribution zones, promoting transport corridors for passengers and freight as well as promoting tourism. However, in 2014, the road maintenance backlog was reported as being R197-billion. Recent studies estimate it to be over R400-billion. To talk about where rubber hits when it comes to the state of the country’s road stock and how to improve it Avery was joined by Basil Jonsson, operations director, SA Road Federation, Saied Solomons, CEO, Southern African Bitumen Association, and Wayne Duvenage the CEO of the Organisation Undoing Tax Abuse.​

The North Gauteng High Court has declared former South African Airways (SAA) chair Dudu Myeni a delinquent director for life. The application was brought to court in 2017 by Organisation Undoing Tax Abuse and the SAA Pilots Association, to declare Myeni a delinquent director in terms of the Companies Act. The organisations accuse Myeni of plunging the national carrier into financial chaos while she was chairperson.

Home Affairs Parliament Committee members have questioned the authenticity of the e-mails and how Rudie Heyneke from Organisation Undoing Tax Abuse, (OUTA) gained access to them. Heyneke testified that e-mail evidence shows that Home Affairs Minister Malusi Gigaba had a close relationship with the Gupta Family. The Committee is currently holding it second phase of a inquiry into the naturalisation of the Gupta family. Heyneke told the committee that OUTA made its own investigation on leaked e-mails to show that Gigaba was allegedly involved in the naturalisation process.

DA leader Mmusi Maimane has called on government to urgently reduce the fuel levy by 20 cent per litre. He made the appeal at a media briefing in Pretoria as the petrol price in South Africa reaches record highs. Several organisations including the Organisation Undoing Tax Abuse, taxi and transport associations were represented at the media briefing. Maimane announced planned action in relation to the increasing and unaffordable fuel prices that the government has imposed.

The Gupta family is opposing the Organisation Undoing Tax Abuse's application to freeze mine rehabilitation funds worth one-point-seven billion rand for two of their coal mines. OUTA last week obtained an interim order from the High Court in Pretoria which directed the Bank of Baroda to continue to hold the trust funds of the Optimum and Koornfontein mines. The application was brought after the Guptas lost an urgent application to interdict the Bank of Baroda from closing their bank accounts. We speak to OUTA Chief Operating Officer, Ben Theron...

National Treasury is now under pressure to pay 13 billion rand bailout packages in order to save two ailing parastatals. The South African Airways (SAA) is expected to get 10 billion, while the SABC is looking at getting 3 billion from Tresury. This comes as reports have emerged that the extension of SAA Board Chairperson, Dudu Myeni's contarct to November may be irregular. Three months ago, some civil organisations had expressed delight at the announcement by Finance Minister Malusi Gigaba that Dudu Myeni would not serve another term on the board of SAA after the 31st of August, we speak tothe Chairperson of the Organisation Undoing Tax Abuse, OUTA, Wayne Duvenage.

The Organisation Undoing Tax Abuse, OUTA, has described the resignation of South African Airway's audit and risk committee chair, Yakhe Kwinana, as an insincere and selfish move. She was one of only three remaining non-executive directors. She had been a member of the SAA board since 2009. Announcing her resignation on Monday, she said her reputation was at stake. To talk to us further about this we talked to OUTA's Director of Legal Affairs Ivan Herselman together with Ms Yakhe Kwinana herself.

South African Airways has cancelled its deal with boutique financier BnP Capital. BnP was appointed to advise the SAA how to restructure its 15 billion rand debt at a fee of 256 million rand.
