Meanwhile, the department has brought its debt of almost R800 million owed to contractors down to just over R200 million. The municipality would however have to find at least R80m to cover the shortfall should it decrease the amount to R150. According to Morero, the City was forced to introduce the surcharge to prepaid customers after Eskom withdrew the subsidy it previously offered to City Power. The MMC was in conversation with SundayTimes politics reporter Kgothatso Madisa.

The combination of public and private procurement of large-scale renewables in South Africa signals increased stability for manufacturers of key components, a new GreenCape report argues. Published ahead of the release of the much-anticipated South African Renewable Energy Masterplan (SAREM), which will outline the country's official approach to localising renewables value chains, GreenCape's 'Large-scale Renewable Energy' report estimates that 6 GW of solar photovoltaic (PV) and 4 GW of wind power could be added through private procurement alone by 2030. This would be in addition to public procurement, which was expected to add 2.6 GW of solar PV, 3.2 GW of wind and 3.7 GWh of battery energy storage systems over the same period. Published as one of three sector-focused national studies released as part of its 2024 Market Intelligence Report, the non-profit organisation said the emergence of private procurement should help mitigate the boom-bust cycles associated with the market's previous heavy reliance on public procurement. The emergence of the private market has been facilitated by market reforms allowing distributed projects of any size to proceed without a licence, while the pace of procurement has been further accelerated by a sustained period of intense loadshedding, which has only recently abated. Speaking at a public launch in Johannesburg, Ulrich Terblance, who helped author the large-scale renewables report, said that the public and private markets to 2030 would be relatively similar in size at about R200-billion apiece, which could be sufficient to stimulate domestic manufacturing investment. He said the combined markets should also result in yearly deployments of about 2 GW, which should be sufficient to support the manufacture of certain components, even though such an installation rate was insufficient to address the overall supply deficit. The report estimates the total market size for domestic renewables components at R42-billion over the period to 2030. "Additionally, there is potential to manufacture components for both utility-scale and small-scale renewable energy projects, such as balance of plant or system components. "Smaller-scale projects can provide a steady demand, reducing manufacturers' vulnerability to fluctuations in utility-scale project demand and resulting in cost savings through economies of scale," the report states. GreenCape's separate 'Energy Services' report highlights the recent surge in rooftop solar and battery installations by businesses and households and estimate the overall market size for the period to 2030 at R88.4-billion. Energy programme manager Jack Redmore forecast that the small-scale market would continue to add between 1 GW and 2 GW despite the recent easing of loadshedding, but expressed caution about household affordability, with credit approvals by banks having slipped in recent months. Nevertheless, he argued that the large- and small-scale markets combined were providing demand stability that had been absent previously and which represented an opportunity for domestic manufacturers. Redmore noted that the South African government was working towards supporting the localisation of renewable-energy manufacturing through various industrial policy interventions, including SAREM, which was in its final draft. Engineering News confirmed with a Department of Mineral Resource and Energy official that the SAREM drafting process had been finalised, but the official was unable to confirm when the document would receive ministerial sign-off and be released for public consumption. The Bill has been sharply criticised by doctors, health facility providers and health insurance companies. The PSA said it was extremely concerned about the implications of proposed tax hikes to fund the NHI scheme, pointing out that South Africans are not able to bear such a financial burden, particularly during the current economic climate. The PSA said government's plan to increase value-added tax and income tax to offset the NHI deficit was alarming, and it was urging government to instead address fiscal inefficiencies, including fruitless expenditure and corruption. The PSA said the funding model presented by the Department of Health lacked sustainability, saying it disproportionately burdened the poor who were already struggling to make ends meet with a high cost of living, constant increases in petrol prices and high interest rates. "In addition, salary increases have consistently lagged behind inflation rates, exacerbating the financial strain on households," PSA added. The association believes that the proposed tax hikes are likely to be insufficient to cover the costs of the NHI, and that it will also place additional strain on consumers, further diminishing their purchasing power and exacerbating financial hardships. Previous estimates suggested that government would need nearly R200-billion a year to sustain the NHI. With persistent economic challenges, the PSA again stressed that citizens would undoubtedly bear the brunt of the financial burden and that this would perpetuate financial constraints on households and deepen socio-economic inequalities. The association advised government to prioritise job creation to bolster revenue streams and alleviate the pressure on taxpayers. The PSA said any funds acquired through corrupt means must be recovered and redirected towards supporting the NHI. It also tasked government with streamlining Cabinet and reducing unnecessary expenditure.

South Africa has asked companies to help it set up an office to facilitate the entry of private operators onto the continent's biggest rail network for the first time. In a letter sent last month to Business Unity South Africa (Busa), the Department of Transport asked the country's biggest corporate lobby group to help set up a private-sector participation office. It also asked Busa to "support concessioning and investment in freight and passenger networks." The department asked whether companies would "be in a position to help them set up a unit," said Khulekani Mathe, chief executive officer-designate at Busa. "We will produce the capacity to populate it and then have nothing to do it." The transport department didn't respond to a request for comment. The overture to the private sector over reviving the moribund rail industry is the latest attempt by the South African government to rope in corporate skills in a bid to kick-start collapsing government services ranging from electricity provision to water supply. South Africa's freight-rail services, run as a monopoly by state-owned Transnet, have deteriorated to the point where iron ore is piling up in stockpiles at mines and coal railings to ports are at a 30-year low. That's slashed earnings for companies including units of Anglo American and Glencore. It's also resulted in a lower tax take for the cash-strapped government. The government has produced a strategy - the Freight Logistics Roadmap - to reform rail and port services and Transnet last month published a document detailing how it envisages private companies operating its network. That document, which is open for public comment, has attracted criticism from miners and other companies reliant on rail as it aims to allow private operators to book slots for a period of one year, which then need renewing, rather than having access for longer periods. Longer access would encourage infrastructure investment. Late last month, Busa wrote to its members asking them to submit proposals to it on how the rail network - or segments of it - could be run, in addition to seeking help to start the PSP office. The deadline for the proposals is April 19. A number of unsolicited bids "have been submitted to Transnet," the Department of Transport said in its earlier letter. "These PSP initiatives need screening and prioritizing but can be made market-ready within a year through the establishment of a sector-specific PSP unit." Bankable Opportunities The transport department said the unit will need transaction advisers as well as legal and technical experts to set up "bankable PSP opportunities." Mathe said government envisages the unit running along the same lines as an office that's run bids for private power provision, and secured well over R200-billion in investment.

Copper 360 output set to quickly double on Nama Copper acquisition

This audio is brought to you by Wearcheck, your condition monitoring specialist. Energetic Northern Cape copper mining company Copper 360 this week produced the first concentrate from the plant it has just acquired from Nama Copper, which becomes its second concentrator plant and virtually doubles the Johannesburg Stock Exchange AltX company's production capacity. Moreover, the Nama Copper plant has exceeded structural integrity and performance expectations, Copper 360 stated in a stock exchange news service announcement. "We started the plant up last week and yesterday we produced our first concentrate," fast-moving Copper 360 CEO Jan Nelson enthused during a Teams interview. (Also watch attached Creamer Media video.) Copper 360's current focus is to get the two concentrate plants fully operational on view of the significant cash flow that they will generate. At this rate, the pure copper play will be producing close to 1 000 t of copper metal in the next two to three months from the three plants now in operation - the copper platemaking solvent extraction and electrowinning (SX/EW) plant, the modular flotation plant one (MFP 1), which will be in production in the next few months, and now MFP 2, which is already producing. "We've concluded the due diligence on the asset and we've paid the R150-million million of the R200-million that's due and the further R50-million will be funded from three tranches out of future offset on the offtake agreement so, in effect, we've paid the capital that was required. We still need a Section 11 consent but that allows us on a lease basis to run the plant. "We bought Nama Copper because that gives us a second concentrator plant. This has the capacity to treat 20 000 t of rock at about 1.4% copper, It will produce 230 t of copper metal at between 30% to 40% copper concentrate. "The commissioning has gone well. We've already produced copper concentrate within the first four to five days of starting up the plant, and we've had very little problem with the plant," Nelson outlined. A new offtake agreement has been concluded with Fujax UK, an international commodity trading company, which will purchase all the concentrate produced by Nama Copper's MFP 2 on attractive, market-related terms for a period of ten years. Fujax is described as a sort of a sister company to Nama Copper. "They've negotiated very good commercial terms with us for the copper concentrate. We get almost 85% of the existing copper price. But what's important is that the concentrate is taken up at the mine gate, and we receive almost 90% of the concentrate value within a few days, which is very good for us. "With the copper price now shooting up to $9 000/t, this is exactly the right time for us to get into production," Nelson noted. Coming with the deal is a large land area, as well as some 22-million tons of tailings with a copper content of between 0.3% and 0.6% copper. This resource, which represents between R12-billion to R24-billion in copper metal in the ground at a copper price of $9 000/t and an exchange rate of R19 to the dollar, could result in a significant increase of Copper 360's measured and indicated resource category upon further confirmatory drilling. MINE COMMISSIONING Copper 360's Rietberg mine is going into commissioning phase. "We've started the opening of the mine. Our heavy mining equipment is arriving this week, and then we've got some significant drillhole intersections and we're pushing quite hard on that. "When they're in steady state, the revenue from those two plants is almost R80-million rand a month. That'll be the focus along with getting Rietberg into production safely and on time and producing rock. "From there on, the next major focus point will be the construction of a solar plant, and we're in discussions about that, to augment our current energy. "We've just also finished the construction of a generator farm on our operations and where we had about 60% availability as a result of the off-...

Kevin Milehame, the DA's shadow minister of Energy, has warned that the deal could cost South African taxpayers a staggering R200 billion, while only generating 1200 MW of power, equivalent to a single stage of load shedding. Milehame told BizNews that he was concerned about what appearedto be the bending of rules to favour Karpowership and that it presented another opportunity for corruption. South Africa is known for exporting raw minerals, fruit and wine, but what is probably not that well-known is that it has a thriving space industry that supplies satellite components and services globally. South African space products are incorporated into a multitude of international satellites. Exports generated by the country's space industry amounted to around R200 million in 2022. Stellenbosch space technology solutions provider, Dragonfly Aerospace is building on that history and has provided ‘eyes in the sky' for several missions in space. CEO and Founder of Dragonfly Aerospace, Bryan Dean told BizNews that the company's technology has been built on the technology that has been developed in Stellenbosch since the 90s. Dragonfly Aerospace has a camera that has been flown to an asteroid and in January 2023 they launched the first of a seven-satellite constellation in low earth, called the EOS SAT-1 from Cape Canaveral on a Space X rocket to monitor agriculture.  Learn more about your ad choices.
