June 13, 2024 On June 13, 2024, during the live Broadcast from the National Conference on Black Cooperative Agenda titled "Economic Wealth: Power of Black Cooperative Enterprises,” hosted by the Network for Developing Conscious Communities, Vernon Oakes interviews Mayor Melvin Carter, Christina Nicholson and Jessica James. The conference was a continuation of the legacy work of Dr. Martin Luther King, Jr. In a recent interview on Everything Co-op Ron Hantz, president of NDCC states, "We take no credit for the title of the conference. Actually it was initiated by the Poor Peoples Deveopment Foundation (PPDF) which came about in 1968 during Dr. King's efforts to bring attention to the poverty of Black and poor folks in the Country. It was an organization started by Cornielus "Cornbread" Givens and Bayard Rustin to bring about education about cooperatives in communities that were needing economic opportunities, as well as bringing food to those communities as well." Ironically, the mission of the foundation was to create cooperatives. In fact, the PPDF was instrumental in moving the National Consumer Cooperative Bank Act in 1978, which led to the creation the National Consumer Cooperative Bank, today known as the National Cooperative Bank (NCB). The act aimed to encourage the development of new and existing cooperatives. The Network for Developing Conscious Communities is honored to carry on its legacy, especially in addressing concerns related to poverty, affordability, and access to healthy food. Melvin Carter is the 46th mayor of the City of Saint Paul, Minnesota's Capital City. A fourth-generation Saint Paul resident, Mayor Carter leads with an unapologetic equity agenda. Since taking office in 2018, his accomplishments include raising the city's minimum wage; tripling free program in rec centers; eliminating late fines in public libraries; reestablishing an Affordable Housing Trust Fund; expanding immigrant & refugee support resources; and launching an Office of Financial Empowerment. One signature initiative is CollegeBound Saint Paul, Mayor Carter's plan to start every child born in the city with a $50 College Savings Account, which started January 1, 2020. Jessica James is Assistant VP of Community Reinvestment and Loan Advisor at Associated Bank; Jessica thrives on cultivating partnerships and addressing strategic financing needs. Additionally, she holds leadership positions in various organizations, including board roles at Network for Developing Conscious Communities (NDCC), NAREB TC, City of Lakes Community Land Trust and Rondo Community Land Trust, where she champions affordable homeownership and economic development initiatives. Christina Nicholson is a Cooperative Finance Developer for the Worker Owner Initiative, which is part of Nexus' Community Wealth Building Strategy. In this role she supports both start-ups and existing businesses and understands the role that Worker Ownership can play in successful owner retirement strategies as well as improved workplace cultures for teams. She has been working in cooperatives in Minnesota for 25 years in a wide range of roles, from front of house retail to construction to cooperative consulting. In all of her endeavors, she has been working to connect communities to each other through a common cause.

Brenda Rodriguez has served as Executive Director of Affordable Housing Clearinghouse (AHC) since 2009. This is her fourteenth year with the organization which is celebrating over 30 years of addressing the evolving affordable housing needs of the community. Some of her responsibilities include identifying business opportunities to sustain the organization, overseeing fee-for-service programs/contracts, managing housing developments (both rental and for sale), financial literacy and counseling, and representing the organization at various community events, cultivating relationships between nonprofits, lenders, and other community groups to facilitate Community Reinvestment activities. Although homeownership continues to be a challenge in Southern California, Brenda is steadfast in ensuring the community is educated on the process and benefits of this long-term investment through support and collaboration of lenders, nonprofits, and various partners. Under her leadership, AHC successfully made homeownership a reality for families throughout southern California; a geography with significant barriers to first-time homebuyers. She secured National Stabilization Funds (NSP 1 & 2) and currently oversees monitoring for the remaining portfolio. She maintains relationships with contacts at US Department of Housing and Urban Development as well as the Federal Home Loan Bank of San Francisco and the Federal Reserve. Brenda is dedicated to the Orange County community and serves on several Boards focused on housing and uplifting families with very little means. Some of these boards include the Kennedy Commission, Orange County Community Housing Corporation (Chairwoman) and Hope Through Housing Foundation. She is passionate about helping the underserved, low-income families, educational programs, and the veteran community. She facilitated the 2016 Veterans Symposium on Housing in Orange County and has previously served as the Chair for Orange County Military and Veterans Families Collaborative Steering Committee for Housing. Her speaking engagements include participating as a guest on the Ron Siegel broadcast in January 2016, Radio Santa Ana (Spanish broadcast), and Telemundo Canal 52 promoting of down payment assistance program for working families. Brenda also established the organization's relationship with the Veterans Administration and partners with them to offer life skills. The focus of the series ranges from tax savings, credit information to homeownership and other topics. Lastly, Brenda served as a Board Director of the Southern CA Association of Nonprofit Housing for six years where she also volunteered as part of the Fundraising and Recruitment Committees. Brenda previously held positions in both the private sector at companies like Czarnowski Exhibit Services, IBM as well as in the Public Sector (County of Orange Housing & Community Services). Brenda earned a BA in Social Work from UC Berkeley and an MSPPM from the Heinz School of Public Policy at Carnegie Mellon University. She studied at the University of Padua, Italy and is fluent in both Italian and Spanish. Michelle Solomon is a Senior Policy Analyst in the Electricity program at Energy Innovation, working to accelerate the transition to a clean, affordable, and equitable electricity sector in the United States. We've invited her to talk about their recent publication of the third edition of their report - Coal Cost Crossover – which argues that over 90% of coal-fired power plants in the U.S. could be replaced by renewable energy generation at a net cost savings.Prior to joining Energy Innovation, Michelle earned her Ph.D. in materials science and engineering at Stanford University, where she studied nanoparticles with applications in purifying chemicals for use in medicine and the environment. During graduate school, she also pursued an interest in energy policy and spent a summer working on electric vehicle policy at the California Energy Commission. After graduating, she transitioned full-time into policy as a Congressional Science and Engineering Fellow. As a fellow, she had the chance to work on energy and environment policy for Senator Ed Markey, focusing on a wide range of issues spanning environmental justice to electric vehicle charging.Michelle holds a Ph.D. and an M.S. from Stanford University in materials science and engineering. Congress passed the Community Reinvestment Act in 1977, intending to encourage depository institutions to help meet the credit needs of the communities in which they operate, including low- and moderate-income neighborhoods, consistent with safe and sound banking operations. The Act seeks to achieve this goal through federal examinations and ratings of banks’ performance toward this objective, often driving significant national changes in lending activity. In the intervening time, the nature of banking has substantially changed to encompass online and mobile banking—many Americans do not rely on physical depository institutions in their neighborhood at all—and yet the Community Reinvestment Act has not been amended. Regulations and enforcement priorities under the Act, however, have also shifted with presidential administrations. Community Reinvestment and the Foreclosure Crisis February 22, 2011 According to the Woodstock Institute, lenders repossessed more than 25,000 homes in the Chicago area during the first three quarters of 2010. According to the same analysis, these lender-owned foreclosures will take an average of 16 months to be absorbed by the housing market. Vacant properties cause blight, which destabilizes neighborhoods and local real estate markets, and also weakens the ability of municipalities to maintain a comfortable quality of life by shrinking tax rolls and increasing maintenance costs. Geoff Smith from the Woodstock Institute took an in-depth look at recent trends in foreclosure activity in the Chicago region with a focus on the shifting patterns of regional foreclosures, the concentration of vacant properties tied to foreclosures, and implications for community development.
