A potential major blow to the city of Benicia, as Valero announces its intent to close down its major oil refinery there The Texas-based company submitted a notice to the California Energy Commission that it plans to “idle, restructure or cease” its refining operations at the Benicia facility a year from now, in April 2026. Hundreds of people work at the refinery, which refines about nine percent of California's crude oil. Its closure could have a significant economic impact on the surrounding area as well as on the price of gasoline at the pump. For more, KCBS Radio news anchor Steve Scott and KCBS political reporter Doug Sovern spoke with Mario Giuliani, city manager for Benicia.

The model will be built in Nissan's Mississippi plant as part of a $500 million investment.The Sentra and Rogue will both get major updates, with the Rogue gaining a plug-in hybrid option. “The U.S. is of critical importance for us — we want it to grow,” said Guillaume Cartier, Nissan's chief performance officer.California is accelerating its EV infrastructure, now boasting 48% more EV chargers than gas nozzles, according to a recent announcement from Governor Gavin Newsom's office. As EV adoption surges, public charging options have nearly doubled in the past year, supporting the state's ambitious green energy goals.There are over 178K public EV chargers statewide vs. 120,000 gas nozzles, and of that, nearly 17K are Level 3 fast chargersOn top of that, the California Energy Commission estimates that there are more than 700,000 Level 2 chargers installed in single-family homes.26% of vehicles on CA roads in 2023 were plug-in hybrids or full EVs and a $1.4 billion investment in EV infrastructure was recently approved.“The California EV driver experience is getting better by the day,” said CEC Chair David Hochschild, emphasizing continued investments in underserved areas.Taco Bell, KFC, and Pizza Hut are about to get a high-tech upgrade. Yum! Brands is teaming up with NVIDIA to bring AI voice assistants to 500 drive-thrus. The goal? Faster service, more accurate orders, and better upselling.Studies show AI-assisted orders are 29 seconds faster than the industry average and more than half of Yum! Bryony speaks to two fascinating guests, both specialising in methane emissions, their causes and impacts: Dr. Sebastien Biraud and Sharon Wilson.Dr. Biraud is a biogeochemist, leading the Climate Sciences Department. Sebastien's work has taken him to the tropical rainforests of the Amazon, the great plains of the United States, and the Arctic tundra. He is currently co-leading/leading projects for the U.S. Department of Energy and the California Energy Commission. These projects involve integrating and applying high-precision greenhouse gas observations to advance research on the atmospheric carbon cycle and to enhance measurement, reporting, and verification of greenhouse gas emissions. Sharon  is a 5th generation Texan who, after 12 years working for the oil and gas industry in Ft. Worth, left and bought 42 acres in Wise County. Unknown to her at the time was that George Mitchell was experimenting in Wise County to figure out how to produce oil and gas from shale. She had a ringside seat at the sneak preview called Fracking Impacts. This experience prompted her to join Earthworks', working on their Oil & Gas Accountability Project in 2010. The elephant seals are back! The elephant seals have made their annual trip back to the California Coast!  During the winter months, Elephant Seals turn to love...and fighting... and feeding... and laying around in the sun and rain. This is the prime viewing season at Año Nuevo State Park and Point Reyes National Seashore, where you can watch the two-ton male seals fight bloody battles over the females, the females feeding their large and growing pups, and listen to the odd noises they produce (although they probably think humans make strange noises). This is a rebroadcast of a 2022 interview with Dr. Theresa Keates, who holds a UCSC PhD in Ocean Sciences and is currently a Legislative Analyst with the California Energy Commission. Keates' dissertation research centered on deploying oceanographic tags on elephant seals, which offer both a source of valuable oceanographic data from remote regions as well as a unique platform to investigate these very large marine mammals.

In this episode of Flanigan's Eco-Logic, Ted speaks with Ahmad Faruqui, an energy economist whose distinguished career working with electric utilities encompasses expert rate design, demand response program structures, the integration of distributed energy resources into the grid, demand forecasting, decarbonization, electrification and energy efficiency, and load flexibility.In his career, Dr. Faruqui has advised some 150 clients in 12 countries on 5 continents and appeared before regulatory bodies, governments, and legislative councils. He has authored or coauthored more than 150 papers in peer-reviewed and trade journals and co-edited 5 books on industrial structural change, customer choice, and electricity pricing. He has taught economics at San Jose State University, the University of California, Davis, and the University of Karachi and delivered guest lectures at Carnegie Mellon, Harvard, Idaho, MIT, New York University, Northwestern, Rutgers, Stanford, UC Berkeley, and UC Davis.He and Ted discuss his background, born and raised in Pakistan post partition, studied Economics and went into Civil Service before moving to the US and attending UC Davis for his PHD, which led to work in forecasting for the California Energy Commission. While working in energy, Dr. Faruqui still remained very engaged with defense policy in his home country, becoming the leading voice in mainstream conversations about Pakistan in the US post 9/11. He has carried out in-depth analyses of Pakistan's defense policies, evaluating the multiple dimensions of national security, the combat effectiveness of armies, and the consequences of spending more on the military dimension and less on the social, cultural and economic dimensions of national security.He shares his journey in the energy world, highlighting the Demand and Conservation Program at the Electric Power Research Institute (EPRI), as well as his consulting works at The Brattle Group. He also shares the more contentious parts of the journey, seeing the utility industry go from basic rate structures to more sophisticated rates, leading to the question of what rates do in the ideal that help society, and diving into the net energy metering / net billing issue. He concludes by sharing the energy efficiency improvements he's made in his home over the years, including changing HVAC equipment, installing rooftop solar, adding battery for backup during outages, and buying an EV, all leading to bill savings and happiness as a result.

When it comes to clean energy, we often hear about wind and solar, but there are other, perhaps less-talked about, renewable sources to include in our energy transition portfolio. In this episode, we focus on geothermal, which uses heat from the earth to generate energy. You may have heard of the Geysers in northern California, the world's largest geothermal field, or the Salton Sea in southern California, the second largest geothermal field in the U.S. However, in 2022, just 0.4% of U.S. electricity generation came from geothermal energy. Can we harness the potential of the earth's heat in more than just volcanic regions?  To address this question, Justine and Paulina speak with Dr. Birendra Jha, a professor of petroleum engineering at USC who runs a research group, the GEM Lab, which aims to address engineering challenges related to energy. We talk about what geothermal energy is, why geothermal seems to be less popular than other sources like wind and solar, and the challenges and benefits of an emerging technology, Enhanced Geothermal Systems (EGS), which could expand where geothermal energy is produced. Jim then speaks with Minh Tran, a geothermal engineer with a PhD in Petroleum Engineering from USC, who is studying ways to more effectively transform geothermal heat into electricity. Current legacy homes cannot support EVs. Can get rebates to install a new electrical system.   The current available power house would use 1 kW power per day. EV cars though use 11 kW. The transformers on the current grid are not ready for this. EV charge time, with 100 kW battery would take 10 hours.   Intrinsic power works with the panel and other devices in your home to take into account usage of the vehicle charging. This is done through a Wi-Fi connector between your charger and the house.   Seg 3 Intrinsic power expects to deliver their charging units to channel partners in Q2 of 2024. It's taken 2 1/2 years to build and test their product in Los Angeles.   There is a standard charging plug for EVs (see below), and if different, there are adapters.   NACS – North American Charging Standard   The North American Charging Standard (NACS), currently being standardized as SAE J3400 and also known as the Tesla charging standard, is an electric vehicle (EV) charging connector system developed by Tesla, Inc. It has been used on all North American market Tesla vehicles since 2021 and was opened for use to other manufacturers in November 2022. Between May and December 2023, many other vehicle manufacturers have announced that starting from 2025, their electric vehicles in North America will be equipped with the NACS charge port. Several electric vehicle charging network operators and equipment manufacturers have also announced plans to add NACS connectors.     See More: HERE   Rate plans and usage need uniform regulations between states, which is the direction the process is going – similar rules in California, Arizona, & Texas where Intrinsic is doing business.   EV charger for the smart that has been tested with multiple types of vehicles. EV batteries are becoming more efficient in the energy capacity and will have 2x growth in next 7 years.   There are some range issues - where some EV‘s get less than 200 miles, but this is becoming less of an issue. The next 7 years, EVs will be more efficient with energy, have a smaller battery and could travel as much as 400 to 500 miles on a charge.   Projected Market for EV chargers is $16 billion, with $6 billion in the US residential charging market. There are also destination charging stations, a growing industry. Most people want to charge at home and over time the charging rates will drop.   Obviously traditional energy methods like ooil and gas will be reduced in the next 10 years, as demand drops.   Seg 4   Oil companies are actually investing in charging companies, and charging stations to diversify operations.   Intrinsic Power is concerned with charging your EV car at your home. They expect homes to be all electric in the future with battery packs and distributed solar. This will even take over traditional natural gas type products like lawnmowers which will also go electric.   Electric Grid saw the EV wave coming. A California Report in 2018 estimated the growth of the EV industry. New technologies coming for EV at home. Solar will help the grid long term, but not that efficient in the near term.     Only 4% of homes have solar and this needs to be pushed up to 30%. There are still issues with energy storage on solar.   There is a need to improve the fluctuated use of the energy with time shifts when needed. Most EV car owners must charge at night. There are currently many regulations and standardization of home electric and EV charging.   It's expensive with EV charging at home now, but in the future they'll be one electrical panel on the backend. He is also a Principal at Ecos Research, focusing on clean energy technologies and their transformation in our society. His other passion, outside of Ecos Research, is proactively investing in cleantech and tracking down the companies that are doing the best job of preventing climate change, as opposed to running down a checklist of bad things companies aren't doing if you want to buy their stock.Chris is an internationally recognized expert operating at the intersection of the technologies and policies needed to address climate change, particularly in the fields of energy storage, electric vehicles, and renewable energy. He and Ted discuss his background, born in Independence, Missouri, grew up in Topeka, Kansas, and attended Trinity University in San Antonio, earning a degree in Environmental Studies. He then went on to Berkeley and joined the Energy Resources Group (ERG), which led him to his first summer job at the Natural Resources Defense Council (NRDC).Chris served seven years in the NRDC Energy Program, helping to launch NRDC's work on climate change, electric vehicles, and voluntary partnerships with electric utilities to improve residential energy efficiency. Chris then co-founded Ecos Consulting in 1997, working with a team of researchers on behalf of the U.S. EPA ENERGY STAR® program, the California Energy Commission, PG&E, NRDC, NEEA, NYSERDA and Natural Resources Canada to improve the energy efficiency of residential lighting, appliances, power supplies and consumer electronics through voluntary labeling and incentive programs and mandatory efficiency standards.  He and Ted dig into his works in consumer electronics and the external power supply story. They discuss Eco's startling revelations about the standard test for television efficiency at the time, as well as cleantech investment. He shares that he continues to do consulting work in the Energy Star world, and is currently in discussions with them on some additional work related to batteries and EVs.

CalCERTS is one of California's Home Energy Rating System providers (or HERS), which is an acronym we use a lot in this episode. A recent Fox News national report highlighted a study that found West Virginia to be the most festive state in the nation. It discussed the Holiday of Lights and other featured Christmas City attractions, including the ferris wheel, ice skating rink and Christmas Market, all of which are located at city park. The $30 million project will use Form's batteries to store and discharge power for 100 hours, according to the California Energy Commission. That fills a gap between solar generation during the day and wind generation at night. The energy captured at off-peak times can be discharged to the grid when demand is the highest. The batteries will be built in Weirton. Form Energy is building its plant on the former site of Weirton Steel and could employ 750 workers or more. According to the City of Huntington, the U.S. Department of Transportation's Federal Railroad Administration announced a $500,000 grant to help restore the route.  Huntington Mayor Steve Williams says the Corridor Identification & Development Program grant will help the company and the city figure out how to get the daily service back up and running, get it funded and bring economic development and tourism on the line to “new levels.” The route goes through nine towns in the Mountain State, which include Huntington, Charleston, Montgomery, Smithers, Thurmond, Prince, Hinton, Alderson and White Sulphur Springs. It is the only Amtrak route in the country with stations inside a national park. Show Notes: Seth Hilton graduated from Harvard and later went on to law school at UC Davis, started working as a litigation associate at a law firm before joining a large firm in the Bay Area. During the California energy crisis, he was tasked with monitoring regulatory developments and participating at regulatory agencies when needed. He eventually shifted his practice from energy litigation and energy-regulated regulatory work to almost exclusively regulatory work, although occasionally doing a little bit of litigation. Seth's interest in law stemmed from his father's law practice and his father's enjoyment of the law practice. He took a constitutional law course at Harvard, which inspired him to explore the field further.  Seth is currently a partner in the law firm of Stole Rives, focusing on California energy regulatory work. He works with companies in the energy sector in California, many of which are regulated by various state agencies or entities. He advises them on current regulations and assists them in adapting or changing those regulations to better suit their clients or their customers. Seth's clients range from electric to natural gas, oil and gas, and more recently, hydrogen. Seth talks about how the California Public Utilities Commission regulates utilities and other entities providing electric and natural gas service to retail customers. They dictate what resources and types of energy are procured to serve retail customers. The commission is concerned about the near term, the next five years, and the transition to more electrification. They have directed utilities and other load-serving entities to procure renewable resources, such as solar or wind, and sometimes specify energy storage that might assist with bringing in more renewable sources of energy.  Blending Hydrogen and Natural Gas Seth talks about exploring the potential of blending hydrogen with natural gas to reduce carbon intensity. This could involve blending hydrogen with natural gas or using hydrogen instead of natural gas. The California Public Utilities Commission is currently evaluating the role of hydrogen in its overall GHG reduction strategy. They are considering whether to use pure hydrogen or blend it with natural gas for retail customers, or if to use pure hydrogen and convert retail appliances to use blended hydrogen.  Seth explains what the two flavors of hydrogen are and the challenges in determining the appropriate regulations for hydrogen use, such as whether to require it to be solely produced by renewable energy or if to relax regulations to make hydrogen more cost-effective. He also mentions the debates around the methodology for calculating greenhouse gas emissions, including accounting for the entire lifecycle of energy sources. Seth talks about how he originally wanted to study engineering but decided it wasn't for him. He explains why enjoys working in the energy sector, particularly in response to climate change, which has had significant impacts on California, such as heat, wildfires, drought, and increased rainfall. He believes that a specific regulation or detail would be beneficial in reducing greenhouse gas emissions and addressing the existing challenges faced by California. Nuclear Power in California Seth discusses the problems with the California grid, which is outdated and requires upgrading. The grid's old distribution system has caused wildfires and caused significant damage. The state is also trying to connect new generation resources, such as solar and offshore wind, to the grid, which requires planning and upgrading the transmission system. However, concerns about timing, cost, and retail customer satisfaction arise. Seth explains that the future of nuclear power in California is uncertain, despite the significant advantages to nuclear power, such as GHG emission-free generation and the ability to provide consistent power. However, there are also concerns about waste management and waste disposal. Currently, there is little hope for nuclear power in California, but there are potential technical developments that could change the situation, such as smaller generators. However, it would require significant technical breakthroughs to see nuclear power again in California. Stability of the Grid and Energy Storage Facilities Seth talks about the stability of a grid, and how, in California, a grid with a high percentage of solar and wind power can be unstable due to technical challenges. He explains that regulatory agencies are aware of these challenges and are creating regulations to address them, such as requiring procurement of additional energy storage. California has procured a vast amount of energy storage, primarily lithium ion batteries, which are large utility-scale batteries that store energy and discharge it when needed. Most of the storage resources in California consist of battery storage facilities, which can be either out in the field or in a large warehouse. Seth talks about storage facilities and how many homes can be served by one megawatt. The Development of Charging Stations for EV's Seth discusses the development of charging stations for electric and hydrogen vehicles, as well as the need for them in the transportation sector. The California Energy Commission is working towards creating additional hydrogen fueling stations across the state, which will provide the fueling stations for fuel cell hydrogen fuel cell cars. Hydrogen is also a good solution for larger vehicles like truck transport, as it provides the energy infrastructure to provide the energy for those vehicles. California is set to present its strategic plan to scale an offshore wind power industry based on unconventional floating wind technology. --- In late June the California Energy Commission will submit its strategic plan for the development of offshore wind energy to the state's legislature. The plan is the culmination of two years of efforts by California to jump start its offshore wind industry and help the state reach its goal of 100% carbon free electricity by the year 2045. Yet California's offshore wind ambitions are also a bet on floating offshore wind technology that is required by the state's deep ocean waters. The technology has scarcely been applied anywhere in the world, and it presents infrastructure and economic hurdles that could complicate the state's offshore wind efforts. Tim Fischer, Executive Director for Global Wind with Ramboll, a Danish offshore wind consultancy and engineering consultant to California effort, and Joe Rand of the Lawrence Berkeley National Laboratory, discuss the challenges of quickly scaling floating wind power to meet California's energy goals. They also consider the challenges of connecting large amounts of renewable energy to the on-shore grid, taking into account the need to balance infrastructure development with community priorities. Meet Andrew Hsieh, founder and CEO of Emeryville, Calif-based Liminal Insights, a developer of EV battery data and analytics tools used to test batteries during manufacturing. Liminal aims to help battery makers make better batteries faster. But shortages of critical minerals, battery failures that have spurred EV recalls, and China's battery manufacturing dominance, to name just a few challenges, have raised questions about the viability of the US' goal to reduce carbon emissions by 50% by 2030. Can America build better batteries to power EVs and store energy on the grid? Can we make enough batteries, and recycle EV battery packs to reduce the need for mining? With substantial innovation in battery technology and manufacturing processes, we may electrify the transportation sector by 2035.Liminal has developed EchoStat, an AI-enabled ultrasound battery inspection system that manufacturers can use to assess the performance of every individual battery cell as it comes off the production line. The process takes seconds and prevents bad cells from being integrated into battery packs. Andrew announced a $17.5 million investment in February, which Liminal will use to accelerate the development and deployment of its inspection tools. Liminal also received a $2.75 million grant from the California Energy Commission to help integrate EchoStat into automated manufacturing facilities, or "gigafactories." He has worked across the world to deploy clean, cost-effective energy solutions with counterparts ranging from tiny remote communities to the largest of utilities. He administered two of California's signature renewable energy programs, developed and operated energy efficiency programs for utilities, and conducted a broad range of policy-related research for California and the federal government.He is a board member and immediate past board chair of the National Association of State Energy Officials, and a board member of the Alliance to Save Energy. His deep grounding in technology, policy, and the marketplace provides him with uncommon insight on the accelerating changes taking place in California's energy sector.He and Ted discuss his background, growing up in Nashville, TN, attending Dartmouth College where he started understanding how important energy was when studying engineering. He later served as a Peace Corps volunteer in Costa Rica, and obtained a master of science and a Ph.D. from the Energy and Resources Group at the University of California, Berkeley.Prior to joining the Energy Commission, he was managing director at the California Center for Sustainable Energy. He worked with the National Rural Electric Cooperative Association International, Ltd. in Central and South America, Southeast Asia, and Africa on renewable generation, load management, utility planning, and remote power projects. Steve Delson is a co-founder and CEO of Gate 5, a 12-year-old Orange County, California-based startup that has developed infrastructure that fights climate change with a scalable, innovative and sustainable process that transforms sewage sludge and other organic waste materials into 100% safe, usable, and marketable products, including clean water and surplus renewable energy. Gate 5 Infrastructure is self-powered using the energy it produces, rather than grid electricity or fossil fuel. Being a thermal process Gate 5 Infrastructure will destroy contaminants of concern (like microplastics and pharmaceuticals) that survive traditional wastewater management, and our process reduces methane to 1/600th of today's treatment plants, while eliminating biosolids (treated sludge) that needs to be hauled away and land-managed. State lawmakers have approved Governor Gavin Newsom's bill, which is attempting to increase transparency of the oil industry in the state. It would allow the California Energy Commission to impose penalties, through a regulatory process, if the agency believes oil companies are making excessive profits from gas prices. California's crisis support centers want to better serve Native Americans in need. But right now, less than one percent of calls to the 988 crisis line are from Native People. Reporter: Kate Wolffe, CapRadio A state task force developing proposals to provide reparations for Black Californians is nearing the end of its work. The state legislature is giving the green light to Governor Newsom's plan to limit the profits of oil companies in California.  After languishing for months, the governor's compromise plan has zipped through the State Senate, and today, the State Assembly took it up for a vote. After lengthy debate today on the Assembly floor, the legislature gave its final approval in rather speedy fashion, to the Governor's proposal.Originally Governor Newsom wanted to limit the profits of oil companies, whom he's accused repeatedly of gouging consumers, blaming them for California's record high gasoline prices last fall. He called for a windfall profits tax, then adjusted that to a cap on profits with a penalty that would be refunded to taxpayers, and now in its final version, the California Energy Commission, not the state legislature, will have the authority to investigate the oil market, gather information, set a cap on profits if it deems that necessary, and then perhaps levy penalties. That's a far cry from his original bill, but it's still been fought tooth and nail by the oil industry.  For more, Doug Sovern, Brett Burkhart, and Pattie Reising spoke with State Assemblymember Alex Lee of Milpitas, who represents the 24th Assembly District.

Florida Gov. Ron DeSantis (R) leads President Joe Biden in a nationwide head-to-head matchup, a USA TODAY/Suffolk University survey released this week found. New homes and buildings that are constructed in 2023 will have to have electric supply panels and circuitry to support all-electric appliances and heating under a building code update approved two years ago by the California Energy Commission. Russ Mitchell who covers the rapidly changing global auto industry, with special emphasis on California, including electric vehicles, driverless cars and vehicle safety at The Los Angeles Times once again joined Grayson Brulte on The Road to Autonomy Podcast to discuss overcoming electric vehicle charging anxiety. The conversation begins with Russ discussing how voters in California are leaning on Prop 30 which would raise taxes on California residents with an annual income over $2 million by 1.75% to a State Income tax of 15.05%. The ballot measure has significant backing from Lyft, as they contributed $45 million to influence voters to vote yes on Prop 30.Lyft made the political contribution because the State of California is requiring 90% miles driven in rideshare vehicles to be electric by 2030.As everybody knows, drivers aren't employees, but contractors buy those cars. So they want to make it easier for their drivers to be able to buy an EV and be able to use the EV. – Russ MitchellLyft's biggest competitor Uber, has not made a contribution or a public statement in regards to Prop 30. They have been silent. While Uber has been silent, Governor Newsom of California has been publicly questioning why Lyft is funding Prop 30 in TV ads and mailers. Then there is the recent UC Berkley/LA Times poll which found that only 20% of California consumers plan to buy an electric car as their next vehicle. With 80% of consumers not planning to buy an EV as their next vehicle, Grayson and Russ discuss what will happen to rideshare prices and the 2035 mandate banning the sale of new gas-powered cars.The law was passed, the arguments were made and it's just expected to happen. It will be a political fight, both within bureaucracy and in the Legislature and in the Governor's office to deal with it if it proves impossible. – Russ MitchellIf the ban is pushed back due to the fact that it turns out to be impossible, who is to blame and what will be the political blowback? Grayson and Russ discuss what it could look like from a political perspective. With the State of California clearly moving towards an all-electric future, the demand for EV charging infrastructure is only going to grow. While the demand for charging infrastructure grows, the need to ensure that the chargers are reliable grows as well. Without a reliable charging network, consumers anxiety will only grow leading to decline in EV adoption. The California Energy Commission is dolling out billions of dollars in funding to build out EV charging infrastructure with the requirement that EV chargers are functional at least 97% of the time. While 97% reliability sounds good in theory, however there is no standard to define what defines charger up-time.The charger companies are coming up with all sorts of different formula that would in effect as a consumer coming up to a gas pump expecting that 97 times out of a 100 it would be working may not be anywhere close to that. – Russ Mitchell Without guaranteed up-time and reliability, consumers will begin to experience charging anxiety the same way they experienced range anxiety when electric vehicles were first introduced. On a recent trip down I-5 in California in a Ford F-150 Lighting, Russ experienced the California EV charging experience first-hand and it was not pretty. At a charging stop along the route where only one charger was working, Russ spoke with a fellow traveler about charging and that individual said; “I do not have range anxiety, I have charger anxiety”. Charging anxiety is the new range anxiety. In order to usher in an all-electric future, the consumer has to trust the technology and the fueling mechanism the same way that the trust gas-powered car and the gas stations where they refuel. The question is with so many problems, and with so many billions of dollars raining down is this going to be fixed? That is really an open question and the entire viability of the EV market is going to depend on the public charging situation and whether they can get it fixed. – Russ MitchellThis is where Tesla shines, Tesla owners trust when they pull into a Tesla Supercharger station the chargers are going to work. When compared to all other electric vehicles, Tesla has the most superior charging network as they developed it from the ground-up without relying on 3rd party charging partners. In the future do other electric vehicle companies form a consortium to own and operate their own chargers that are reliable and meet up-time guarantees that consumers trust? It's possible as EV manufacturers outside of Tesla still have to develop charging trust with their customers. In this episode of Flanigan's Eco-Logic, Ted speaks with Panama Bartholomy, Founder and Executive Director at the Building Decarbonization Coalition.Panama discusses his youth in Northern California, and from an early age, seeing the importance of the human dimension on forging a healthy and sustainable future. He then describes his academic career which focused on sustainable community development. Panama goes on to share his works for the California Division of the State Architect on a sustainable schools initiative, for the California Conservation Corps, for the California Energy Commission, and as an advisor the Speaker of the California State Assembly. He then moved to Europe and worked for over three years in the Netherlands for the Investor Confidence Project, an Environmental Defense Fund initiative to standardize certification of energy efficiency retrofits to ease financing and lower interest rates.He later moved back to the states to found the Building Decarbonization Coalition, now in its fourth year with a prestigious list of sponsors. The Coalition he leads is a force, now marshalled to enact policies and to foster collaboration between manufacturers, designers, and installers. So far, nearly 100 cities have passed ordinances that ban natural gas use in new construction. He concludes with a discussion of scale, and scaling decarbonization. He talks about "Zonal Decarbonization," taking neighborhoods and sequentially removing the gas. He sees the 2020s as preparation.... and 2030s as the decade of scale.

Dennis also serves as Chair of the Bren Graduate School Dean's Council at the University of California, Santa Barbara, where he is heavily involved in efforts to infuse sustainability into graduate curriculum and campus buildings.

Transcription / Notes: KILLING THE GOLDEN GOOSE Hello, this is Darrell Castle with today's Castle Report. This is Friday the 16th day of September in the year of our Lord 2022. Today I will be talking about the deliberate destruction of that “golden goose” upon which rests the whole of the Western world's economy. Civilization experiments with destruction and devolution by attempting a change from fossil to un-fossilized fuel which change our elite rulers tell us will save us from climate destruction and an apocalyptic future, but could the opposite be true. They know they are right, these world improvers. They know they are on the side of the angels and the rest of us who want to see civilization continue are extremists, and fascists or at least semi-fascists. For example, when recent problems in California began to manifest themselves with rolling blackouts and mandatory shutoffs of electricity due to the State's decision to forego traditional sources of energy in favor of wind and solar officials of the state chose to double down rather than come to their senses. The Washington Post interviewed Siva Gunda, the vice chair of the California Energy Commission; “We understand we cannot have the lights go off, but the fear of these questions being brought up is not a reason to slow down from what we know is morally and societally what we need to do.” Yes indeed, those who govern California know what has to be done morally. Who cares what happens to mothers and children who sit in the dark in 100-degree heat because of what elite officials are convinced of. Who cares about the destruction of one of the world's great economies and bread baskets. If California were its own nation, it would be the 5th largest economy in the world and it would have the world's highest average income except for tax havens such as Monaco and Luxemburg. The government of California is intent on changing all that. Stop using your appliances, turn off your lights, keep temperatures at 78 degrees, but I suppose the higher your temps the greater your morality. Once again, the Governor of the nation's most populous state comes across as the newest dictator in a banana republic hardly anyone has heard of. These decisions are an attempt to reverse the progress made since the advent of the industrial revolution. The industrial revolution occurred primarily in the 1800's. Man had recorded his time on earth for about 6000 years with very little change. People still rode horses, tilled the land with wooden tools, and fought each other with spears and swords. That all changed rapidly as mankind started a sudden accent powered at first by coal then by oil. The world was no longer constantly on the edge of mass starvation. Privation and hunger were no longer the norm. Fossil fuels changed the very nature of life on planet earth. Food became so abundant that it soon reached the cheapest levels in history. No more, because basic commodities like wheat, soybeans, and corn have doubled in price, but incomes haven't. The Covid lockdown hysteria was the beginning and the catalyst that brought a halt to the world's economic activity, and the war in Ukraine picked up where Covid left off. Russia is the largest producer of fertilizer in the world and without that product it is difficult or impossible to grow enough food to feed a population. The proxy war being fought in Ukraine coupled with U.S. sanctions have drastically affected the supply of fertilizer resulting in mass crop reduction across the world. California leaders see the information as I do, but they plunge ahead toward the green new deal. The golden goose is struggling to survive in the golden state, but the people are yet to rise up in anger. Reality, as Philip dick once said, is that which when you stop believing in it doesn't go away.

California Gov. Gavin Newsom wants voters to reject a new tax on rich people that would pay for more electric vehicles in the nation's most populous state, warning in a new statewide TV ad that a measure on the ballot this November won't help the environment but is instead “one company's cynical scheme to grab a huge taxpayer subsidy.” On Thursday's edition of “CBS Prime Time,” Siva Gunda, a public member of the California Energy Commission said that the state must “double and triple down on building the renewables and clean energy resources” but will need more storage and also needs load reduction programs that will automatically lower air conditioning and stop appliances. The U.S. reported its first death caused by monkeypox, according to an announcement from the Los Angeles County Public Health Department. The FBI has opened a federal hate crime investigation into a shooting Sunday at a church in Orange County that left one man dead and five others wounded. Law enforcement officials say they believe the suspect in the case was motivated by political tensions between Taiwan and China. Reporters: Robert Garrova and Josie Huang, KPCC A judge in Los Angeles has ruled that California cannot legally require corporations to have women members of their boards of directors. The ruling invalidates a law passed in 2018, which said by this year, companies had to have at least two women on boards of five members, and at least three women on boards or six or more.  Reporter: Nina Thorsen, KQED California is hoping to reach carbon neutrality by 2045, and the state is looking to diversify and expand renewable energy projects to meet that goal. One major source of carbon-free energy could come from floating offshore wind turbines. The California Energy Commission earlier this month released a draft target for the amount of wind energy the state would need to help reach its goals. Reporter: Benjamin Purper, KCBX California's nonpartisan Legislative Analyst's Office says the state could be headed toward a fiscal cliff, despite a record-breaking budget surplus. The LAO says the new proposed state budget would leave California more than $3 billion over a constitutional limit on spending this year, and more than $20 million over that limit next year.  Reporter: Guy Marzorati, KQED  Last month, two Fresno council members announced a new pilot program that would equip street vendors' carts with cameras. HVAC Title 24 Energy Efficiency Compliance! What Home Buyers, Realtors and Home Inspectors Need To Know.What is Title 24?The California Title 24 Building Energy Efficiency Standards are designed to ensure new and existing buildings achieve energy efficiency and preserve outdoor and indoor environmental quality. These measures (Title 24, Part 6) are listed in the CaliforniaCode of Regulations. The California Energy Commission is responsible for adopting, implementing and updating building energy efficiency. Local city and county enforcement agencies have the authority to verify compliance with applicable building codes, including energy efficiency. Why are energy standards important? Since 1978, Energy Efficiency Standards make buildings more comfortable, lower energy costs and reduce greenhouse gas emissions. Standards ensure that builders use the most energy efficient technologies and construction. Why do the standards need to be updated? The Energy Commission is required by law to adopt standards every three years that are cost effective for homeowners over the 30-year lifespan of a building. The standards are updated to consider and incorporate new energy efficient technologies and construction methods. The standards save energy, increase electricity supply reliability, increase indoor comfort, avoid the need to construct new power plants and help preserve the environment. Who supports the standards? The California Building Industry Association supports the adopted standards as does the Natural Resources Defense Council and other environmental groups, investor owned utilities such as Pacific Gas & Electric and Southern California Edison, and publicly owned utilities such as the Sacramento Municipal Utility District. What buildings are covered by the standards? All new construction of, and additions and alterations to residential and nonresidential buildings are covered with the exception of correctional centers, jails, and prisons. Why do the standards vary by climate zone? Measures that are cost effective in more extreme climates may not be cost effective in milder climates. Requiring measures by climate zone ensure that a building will have the most energy efficient features for that area.
