Today, Hunter sat down with Civil Rights lawyers Darold Killmer and Maddie Lips to discuss a tragic case. James Purdy, a 76 year old man with dementia and Parkinson's, was arrested after a women alleged he attempted to kidnap her. When he was arrested, Purdy incredibly frail condition was obvious and his family insisted he be kept on his essential medication. Unfortunately, the Jefferson Count Jail staff did not comply with this request. Over his multi-week pretrial incarceration, Purdy was recorded falling around 100 times, and ultimately, these falls left him with injuries that would lead to his death. Clark County Jail in Vancouver recently became the first jail in Washington state licensed to provide methadone on-site through a treatment program for opioid use disorder. A team of specialists at the jail also administer naltrexone, another medication approved by the FDA to manage withdrawal symptoms and the cravings associated with drugs like fentanyl. More than half of the jail population in Washington has an opioid use disorder, according to researchers at the University of Washington. Last year, Clark County Jail installed a vending machine in its lobby that dispenses free fentanyl test strips and naloxone to reverse potentially fatal overdoses. Joining us to talk about these harm reduction efforts and the opioid treatment program at Clark County Jail are Anna Lookingbill, the jail transition manager, and Matt West, the addiction medicine medical director at the jail’s Comprehensive Treatment Center, which is operated by Acadia Healthcare.

An investigation by Illinois Answers into the use, misuse, and abuse of restraint chairs in Illinois county jails found that staff at the jail in Madison County, Illinois, restrained someone in a chair for more than 10 hours in at least 28 incidents from 2019 to 2023. Eight of those incidents exceeded 20 hours, despite the instructions from the chair's manufacturer recommending that detainees not be not be left in a chair for more than two hours. We meet the two reporters behind the investigation, Grace Hauck and Janelle O'Dea, and they discuss what they discovered about the jail's operations, what the people who suffered in restraints said about the experience, and why some extreme incidents were never reported to the state.

Investigators report Gray hid her body in a storage bin, encased it in concrete, and concealed it behind a newly built wall. Gray confessed to the murder during a dispute. Shuler was reported missing on January 14 after family members lost contact with her. Surveillance footage allegedly showed Gray purchasing cement, cinder blocks, and storage containers. Police later discovered Shuler's body entombed in concrete behind a newly constructed wall in Gray's home. He is being held without bond on a murder charge, and his next court date is February 19. Family members reported Shuler missing to Washington, D.C., police when they hadn't heard from her in several days. Relatives believed she was at Gray's Capitol Heights home, but initial visits by law enforcement found no obvious signs of wrongdoing. Officers did, however, notice a strong and unusual odor. Further investigation and surveillance footage confirmed Shuler had been in Gray's home, according to Prince George's County Police Chief Malik Aziz at a press conference. The footage also showed Gray purchasing construction materials, including cement, cinder blocks, chemicals, and large storage bins, on January 12 and 13. Police obtained and executed a search warrant on Sunday, discovering a newly built wall in Gray's home. Behind it, officers found a storage bin concealed under a stairwell. Shuler's body was “entombed” in concrete and covered with soil and hay, according to the arrest affidavit. She had been shot to death, and it reportedly took authorities nearly three hours to recover her remains. During the press conference, Aziz revealed that Gray admitted to murdering Shuler during a dispute. Shuler and Gray shared one child together, while Shuler had two other children from a previous relationship. Shuler's family, present at the press conference, expressed gratitude that she was found despite the tragic circumstances. “Although the outcome is not what we had hoped, we take solace in knowing that Alexis has been found, and we now have the closure to lay her to rest in peace,” said her cousin, Derrick Felder. “Her three children will no longer feel their mother's embrace or hear their mother's voice.” Gray remains in custody at the Prince George's County Jail without bond. The Montrose County Jail underwent an $8 million, multi-phase overhaul, including a complete remodel of the booking and holding areas to improve functionality and safety. The project spanned seven years of planning and one year of construction, replacing cramped and outdated facilities with modernized spaces, such as a secure booking desk enclosed in glass and repositioned away from holding cells.
