Just a couple years after Thomas Midgley, Jr. invented leaded gas in the 20s, he followed up that achievement by inventing chlorofluorocarbons or CFCs, which were sold by Du Pont under the brand name of Freon. The crown jewel of his work was the creation of Dichlorodifluoromethane, or CFC-12. This substance allowed for more people to experience the wonders of electric food refrigeration as well as indoor air conditioning. For over 40 years everyone assumed the Freon was perfectly safe, and in fact safer than other chemicals used in refrigeration. It wasn't until the 1970s, years after Midgley had died, that the horrible truth was discovered: CFCs were eating away at the Earth's ozone layer. The ozone layer is a region in the stratosphere that absorbs 97 to 99 percent of the Sun's medium-frequency ultraviolet light, which otherwise would potentially damage life. The deterioration of this protective layer threatened all life on earth with increased risk of cancer and other ecological problems. People realized the extent of the damage in 1985 when it was discovered that there was a massive hole in the Ozone layer above the Antarctic. This emergency situation led in 1987 to the creation of an international treaty called The Montreal Protocol on Substances That Deplete the Ozone Layer. Because of this agreement, which was signed by all of the members of the United Nations and has an extremely high compliance rate, climate projections indicate that the ozone layer will return to 1980 levels between 2040 and 2066. One possible apocalypse averted because of global cooperation. This is the story of one guy who just wanted to make money for himself and the companies he worked for (specifically Frigidaire, General Motors, and DuPont), and how his second big invention eventually forced the entire world to pull off a massive effort to avoid global ecological disaster. Good journalists deliver objective reports that we can rely on. They quickly grasp topics that others have worked on for years to assemble fact-based, informative stories. This week for example Star Tribune editorial page writer D.J. Tice reminded us that many of the reforms recommended by the 2015 Governor's Child Protection Task Force have been rejected by Minnesota child welfare managers, but pointed hopefully to the recent state Supreme Court ruling on the Eric Dean case, which finally placed some limits on risky practices by caseworkers and counties. Previously, KSTP reporter Eric Rasmussen and former Trib/current KARE 11 reporter Brandon Stahl helped maintain public awareness that children are being killed by overly parent-centered child protection practices. Without these journalists child welfare reform would have disappeared as a public policy issue. Welcome to our podcast. This episode will take a closer look at this week's child welfare blog post, focused on the recent Minnesota Supreme Court decision which unanimously overturned lower court rulings in the wrongful death lawsuit against Pope County brought by relatives of Eric Dean, whose 2015 murder at age 5 prompted significant child protection reforms. The combined impact of previous state and federal decisions, notably the U.S. Supreme Court opinion in DeShaney vs. Winnebago County, was to shield child protection caseworkers from lawsuits related to child deaths unless they had engaged in willful or malicious conduct. The Minnesota decision requires workers to also act in good faith and exercise due care, which lowers the threshold for successful litigation. This decision increases the potential to hold workers and counties accountable for decisions that knowingly put children at grave risk and which lead to their death. Time will tell how this plays out, but it looks like a big win for Minnesota children. NBC News cultural historian Lynn Stuart Parramore elaborated: “If we're honest, however, it encompasses the entire society — reflecting a longstanding willful blindness to harm inflicted upon children by adults.” This blindness is reflected in numerous Minnesota parent-centered child welfare practices, including to deliberately not record the names of perpetrators in Family Assessment cases, which comprise 62% of child protection responses. Every time, so far, that a child abuse scandal like this breaks – think Jerry Sandusky at Penn State and Eric Dean here in Minnesota – institutions revert to business as usual after a brief period of hand-wringing. And we'll revisit the blistering summer of 1966, when an 11-year-old black boy named Eric Dean was shot and killed amid the neighborhood's simmering racial tensions. We hear reactions to Dean's death from the street and from city hall. Ron Shiffman talks about the dynamics in the street at the time of Dean's death, as East New York rapidly transformed from a mostly white, working class neighborhood to an under-served community of mostly black and brown New Yorkers neglected by both society and policy. Tonight's special guest is Mike Tikkanen from Minnesota, Founder of KARA (Kids at Risk Action) at InvisibleChildren.org. Kids At Risk Action is partnering with Minnesota Public Television to demonstrate why it is in our community's interest to stop the repeated failures throughout our child protection system and make children healthy. Brandon Stahl's reporting on the tortured death of four year old Eric Dean after 14 ignored reports of child abuse by mandated reporters caused Governor Dayton to remark on the colossal failure of child protection and order a review of Minnesota's child welfare system. Mike hopes changes will be made to the reporting, recording, and accountability as to how counties manage reports of child abuse and some effort will be made to change the dismal fact that Minnesota screens out 70% of child abuse calls and ranks 47th among the states in providing resources to children in child protection. 29% of children are sent back to the abusive conditions they were rescued from, and the average child is placed in four different foster homes. Mike asks, "Please support KARA's effort to create the change to reach the tipping point to save children from the toxic homes and dysfunctional lives that hurt our schools, make our streets unsafe, and fill our prisons." Mike is passionate about improving the treatment of abused and neglected children and has formed his non-profit, Kid's At Risk Action (KARA), to bring public awareness to children's rights and form action groups to improve public policy towards at-risk children.
