That is what family court does quite often in these cases. Because we don't want to believe that a mother could hurt their own child. That is just how we are as a society. Detective Weber has investigated over 50 reports of Medical Child Abuse that have led to 13 convictions, 3 cases pending trial. Detective Weber co-authored the APSAC best practice guidelines on Medical Child Abuse titled Munchausen by Proxy: Clinical and Case Management (APSAC Advisor journal March 2018). Weber also authored a separate article in the same issue of the Advisor titled Investigation of Factitious Disorder Imposed on Another and Medical Child Abuse. Detective Weber authored Investigating Medical Child Abuse for the FBI Law Enforcement Bulletin journal (August 2018). Detective Weber was awarded the 2016 NCMEC Texas Hero for Children Award for the investigation of Geronimo Aguilar and Medical Child Abuse Cases. Weber is currently assigned to investigate crimes against children for the Tarrant County Sheriff's Office and handles all reports of medical child abuse in Tarrant County. Detective Weber contributes to the true crime/educational podcast “Nobody Should Believe Me,” which examines medical child abuse through previous cases. Two-time Emmy and Three-time NAACP Image Award-winning, television Executive Producer Rushion McDonald, interviewed Dr. Artesius Miller.   Dr. Artesius Miller is recognized as a visionary leader in K-12 public education in Georgia who has dedicated his career to providing high quality educational options for families in low-income communities.He founded Georgia's first state-approved, arts-focused charter school, Utopian Academy for the Arts, a decade ago to serve families in Clayton County when arts programs were being removed from the curriculum. The school was since named "Charter School of the Year" in 2023. Under Dr. Miller's leadership, the Utopian Academy Charter School Network now includes an elementary school, a middle school, and a high school in Clayton County, and a new satellite middle school in Fayetteville, Ga. that opened in August 2023 with statewide attendance zones. In addition to his role as CEO and Founder of the Utopian Academy Charter Network, Dr. Miller also serves as a leader in higher education. In 2024, he became the first African American to chair the state board of the Technical College System of Georgia. He most recently served as vice chair of the board after being appointed in 2019 by Gov. Brian Kemp. Dr. Miller also serves as an adjunct professor of education at Morehouse College, his alma mater. He earned his bachelor's degree in Economics from Morehouse, and has a master's degree in Education Leadership from Columbia University, and a doctoral degree in Educational Administration and Policy from the University of Georgia. Medical associations' policy positions uniformly state that mandated reporting of prenatal SUD inhibits women from seeking medical care.  While the research isn't as clear-cut as they say, creative outreach efforts to engage high-risk women in prenatal care is probably the best current option for protecting children. We have been reviewing research on prenatal Substance Abuse Disorder (SUD) because of this legislation proposing a task force on the issue. The American College of Gynecologists and similar organizations have issued statements  opposing mandated reporting of SUD, which they believe deters women from getting prenatal care.  This (open access) article on alcohol addiction supports that view. $98.5 Million Wrongful Death Settlement in Washington State Raises Questions for Minnesota

The Washington Court of Appeals just confirmed a $98.5 million wrongful death settlement against the state human services agency regarding the gruesome murder of five and seven-year-old brothers. In Minnesota, the 2021 Supreme Court Jepsen v. Pope County decision made it easier for surviving relatives to sue counties for negligence in children's deaths. Yet there have been only two settlements in Minnesota– Kendrea Johnson ($1.5 million) and Arianna Hunziker ($1.3 million). These comparatively smaller amounts still exceeded a Minnesota $500,000 tort cap (liability limit) because they were coupled with strong federal cases. This isn't usually possible, which explains why these cases don't involve larger settlements. Also, relatives may not know legal action is possible, and ethical lawyers don't solicit these cases. We hope to motivate counties to pay more attention to child safety by making this legal option better known. New research indicates that, once poverty is controlled for, Black families enter child protection and foster care at lower rates than whites. This complements other studies showing that poverty, which disproportionately impacts BIPOC families, is the biggest driver of racial disparities in child welfare. Yesterday Safe Passage for Children released its year-long study of Minnesota child fatalities from maltreatment from 2014 to 2022. The report reveals a number of concerning patterns related to child welfare and the courts including: Repeated inappropriate assignment to Family Assessment. Inaction on chronic maltreatment. Neglect cases with numerous chances for parents to address problems. Returning children home too soon. Missed red flags by medical providers. Children killed in kinship foster placements. Child torture cases. Children returned home to seriously mentally ill parents. Sentencing differences between parents and non-parents. Issues raised by plea deals. Inconsistent mandates and protocols among the courts. Ineffectiveness of no-contact orders in domestic violence cases. Our study of Minnesota child fatalities documented seven children who were killed by a mother who had chronic mental health crises, including repeated psychiatric hospitalizations. Six-year old Eli Hart's mother killed him with nine shotgun blasts shortly after he was returned home, and a few months after she was released from her second psychiatric inpatient stay. If the mental health facilities and child protection were in touch about the reunification it is not reflected in the court records. Additionally, role conflicts between Family and Juvenile Courts delayed hearings that would likely have given custody to Eli's father. Chronic neglect refers to cases that are reported to child protection repeatedly. Our recent webinar speaker Dee Wilson estimates that it accounts for 1/5 to 1/3 of child protection cases nationally. Chronic neglect includes a breakdown of parental norms, for example by leaving pre-school children alone for hours or days at a time. Frequently it is accompanied by deep poverty and spirals into physical and sexual abuse. In this article Wilson states that once chronic neglect takes hold, therapy and other interventions are ineffective. So the appropriate response is intervening early with financial supports and services to restore parental functioning. However today's adult-focused policies encourage workers to treat each maltreatment report separately and ignore the overall pattern. This, combined with political pressures to limit the role of child protection, presages a future where children are purposefully consigned to chronic neglect. This week's webinar speaker, Dee Wilson, co-wrote an article for a 2013 edition of the journal Child Welfare dedicated entirely to research on child fatalities. The authors' findings are still supported by subsequent studies. What's changed is that their perspective has become unacceptable to those who influence child welfare policy today. For example the authors recommended that child protection take action before children are harmed based on precursors of child murders such as family violence, or caregivers who have weak emotional ties to their infants. Preventive child protection action today might be viewed by the political left as racist and as unwarranted intrusion into families by the right. Should we proactively protect children in high-risk situations? An objective analysis of that question would require child welfare leaders who are in the political mainstream, rather than activists promoting an ideological agenda. Nancy E. Petty began her ministry at Pullen Memorial Baptist Church in June of 1992. She has served Pullen in the role of senior pastor since 2002. Prior to being called as the pastor, she served Pullen as the Minister of Christian Education and Associate Pastor. As Pullen's pastor her role is to function as the spiritual guide of the congregation, performing duties of preaching, teaching, counseling and visitation, to honor the traditions that have developed over the years at Pullen, and to initiate new traditions that capture the theology of Pullen and the spirit of the members. Through her role as Pullen's pastor, Nancy is known as a community faith leader speaking out on issues of social justice, interreligious dialogue, and inclusion of the LGBTQIA+ community. She is chair of the Board for Repairers of the Breach, a non- profit organization that “seeks to build a moral agenda rooted in a framework that uplifts our deepest moral and constitutional values to redeem the heart and soul of our country”.  She is a contributor to several books written on the Moral Monday movement in North Carolina and has been interviewed several times on Frank Stasio's The State of Things, WUNC program. A recent study by Child Trends showed that government programs such as the Earned Income Tax Credit reduced child poverty from 27.9% to 11.4% between 1993 and 2019. Last week the Child Welfare Training Academy hosted the Grand Opening of its Roseville center. Child welfare facilities are often utilitarian at best, communicating that the work is barely worth paying for. But this building practically shouts “Our staff are valued!” It has state-of-the-art equipment, business-world-like huddle spaces where staff can do impromptu problem-solving, and simulated client living rooms where workers can hone their skills through videotaped interviews with professional actors. This joint effort by the Department of Human Services (DHS) and the University of Minnesota's Center for the Advanced Study of Child Welfare (CASCW) delivers foundational training to 500 new workers annually plus advanced skills to 150 staff monthly at Roseville and four regional locations. Since 2015 DHS and CASCW have worked tenaciously to get the Academy funded, design the facility, and blend their technologies. The result is “Wow!” This week's podcast captures Rich Gehrman's recent interview with Jennifer Sommerfeld, who is the Director of Legislation and Internal Affairs for the Department of Human Service's Child and Family Services Administration. Census Shows Dramatic Drop in Child Poverty – the #1 Driver of Child Abuse

Catching most experts by surprise, a census-based study by Child Trends shows that child poverty decreased by 59% between 1993 and 2019, from one child in four to one in 10. The authors attribute this largely to increased minimum wages, fewer teen births, low unemployment, single mothers entering the workforce, children living with grandparents on social security, and federal programs like the Earned Income Tax Credit and housing subsidies. BIPOC children benefitted similarly to White children. As caveats, most experts don't think the federal poverty level covers basic needs. Also, children in deep poverty, defined as less than 50% of the federal level, made fewer gains. Nevertheless, this appears to represent major progress. Since poverty is the biggest driver of child maltreatment, rates of abuse and neglect should also have declined. In fact they have. Tune in to Dr. Christina Carter who will in 20 minutes give you some amazing and helpful practice tidbits as you assess your patients for commonly observed growth and development situations.  Included in the array of highlighted topics are impacted canines and class III malocclusion in young children.  Dr. Carter also enlightens us with what she observes as a distinct pattern of tooth decay in patients with orthodontic aligners.  She offers some great tips for all of this and more. Bio: Dr. Carter grew up in Short Hills NJ and graduated from Millburn High School where she was on the tennis, fencing and lacrosse teams. She earned her BS in Molecular Biology from Haverford College, on the mainline of Philadelphia. Here, she was captain of the fencing team, Rookie of the Year and qualified individually for the NCAA tournament. She returned to New Jersey for Dental School at UMDNJ-NJDS (now Rutgers School of Dental Medicine) and was honored with earning the American Academy of Dentistry for Children Award, the Pierre Fauchard Award and others. Following graduation, she moved to New York City where she completed her Pediatric Dentistry Residency and served as Chief Resident at NYU College of Dentistry. She continued her training by completing an additional residency in Orthodontics and Dentofacial Orthopedics at NYU. During this time, she loved treating patients with special needs and decided to spend another year in advanced training. She completed the fellowship in Cleft, Craniofacial and Surgical Orthodontics at the world-renowned Institute of Reconstructive Plastic Surgery- NYU Langone Medical Center. After 9 years of training post college, she is one of a handful of doctors with this comprehensive advanced training in the country. Following training, she taught at NYU, worked with her father, Dr. Robert W. Carter an orthodontist in Staten Island, NY and with Dr. Mitchell Bayroff in Summit, NJ for over a decade. She lectures locally and internationally on treating special needs patients, especially autism spectrum disorder  and Cleft Lip and Palate. She recently spoke at the American Association of Dentistry's Special Patient Care Symposium. She is frequently a guest on Sirius Radio Channel 110 “Doctor Radio” and has appeared on Inside Edition, WPIX, NBC Nightly News and Today.com. She has also been published in Kiwi and Scholastic Magazines. She has been honored to receive NJ Magazine “Top Doctor” and NJ Family Magazine “Top Kids Doc Voted by Moms” awards several times. She is Past President of the Northeastern Society of Orthodontists (NESO), the third largest region in the American Association of Orthodontists (AAO). She is one of 8 people to serve on the AAO Council on Orthodontic Health Care. This group helps bring orthodontic care to children who need and can not afford braces. She also serves as the NESO's Delegate Chair to the AAO House of Delegates, which is similar to our US Congress. In her spare time, she loves playing with her toy poodle, Callie who is a certified therapy dog and AKC Canine Good Citizen. They volunteer through Morristown based Creature Comfort Pet Therapy to brighten lives. Callie is joining our office team on some days, too! Dr. Carter is an avid golfer and Bar Method enthusiast.

OLA discovered that practices vary widely among counties, including the rate of removals, social services/law enforcement cooperation, and the availability of preventive services. This finding echoes other studies showing variability in related service areas. The result is that children and families are being treated differently depending on where they live. Kathleen Stewart Richey became the Director of Louisiana CASA in May, 2015.  She began her career as an attorney representing children in child dependency and delinquency matters.  During this time she served on the Children's Code Project Committee which drafted the Louisiana law regarding children's issues.  In 1991, she became the first Juvenile Judge in East Baton Rouge Parish, where she served until 2015.  During her 24 years on the bench she was instrumental in establishing Capital Area CASA and was named Louisiana CASA Judge of the year in 1997.  Additionally, she was appointed by the Louisiana Supreme Court to the Court Improvement Program Advisory Committee at its inception in 1994 and has remained active with the Court Improvement Program to the present time.  Judge Richey is a member of the Louisiana Council of Juvenile and Family Court Judges, serving as president of the Council in 2001, and chairman of the Liaison Committee with the Department of Children and Family Services from 2001-2008.  Judge Richey has been appointed to numerous legislative task forces, most notably the Legislative Task Force on Legal Representation in CINC Matters, which created the Child Advocacy Program in Louisiana.  She served on the Juvenile Justice Advisory Board, the Juvenile Underage Drinking Enforcement (J.U.D.E.) Task Force, the Audubon Girl Scout Council Board of Directors, the Baton Rouge Bar Association Teen Court Committee and the Baton Rouge Bar Association Pro Bono Committee.  Additionally, she has been a trainer for1) the National Council of Juvenile and Family Court Judges, 2) the Louisiana Council of Juvenile and Family Court Judges, 3) the Louisiana Judicial College, 4) the Pelican Center for Children and Families 5) the Office of Juvenile Justice and Delinquency Prevention, and 6) the Louisiana and Baton Rouge Bar Associations.  Judge Richey has been honored by receiving the YWCA Woman of Achievement Award, the Louisiana CASA Judge of the Year Award, the LSBA Children's Law Award, the Baton Rouge Children's Coalition For the Love of Children Award, and the Catherine D. State Senator Joyce Elliott represents Senate District 31, comprising parts of Little Rock and Pulaski County. She was elected to the Senate in 2008, after having served three terms in the House of Representatives, from 2001 through 2006. In 2013 Senator Elliott received the Arkansas Municipal League Distinguished Legislator Award. In 2003 the Central Arkansas Labor Council honored her with the Marty Schuller Community Service Award. The same year WiLL (Women's Legislative Lobby) recognized her with its Pacesetter Award for leadership and commitment to the vision of a just, peaceful and inclusive world. Also, she was named by the Arkansas Democrat-Gazette as one of the Ten Best Legislators of the 2003 General Assembly and the 2005 General Assembly. In 2004, Elliott also was recognized by Women and Children First: The Center Against Family Violence for her advocacy. In 2004, Elliott was one of only 15 women state legislators nationwide to participate in the Foreign Policy Institute for State Legislators sponsored by the Center for Women's Policy Studies. She was also selected by the center as one of 16 women — six from the U.S. and 10 members of parliaments from 10 other countries — to participate in the GlobalPOWER Class of 2006, which focused on the status of women around the world. Senator Elliott was honored by LULAC (League of United Latin American Citizens) with the 2005 President's Award, was named by Power Play magazine as the 2005 Power Player of the Year, was honored by The Omni Center for Peace and Justice and Ecology with an Arkansas Heroes Award for Peace and Justice. In 2005, she was honored by her alma mater, Southern Arkansas University, with a Distinguished Alumni Award; by the Arkansas Black Hall of Fame with the Founder's Award; and by the Arkansas Public Service Association with an Advocacy Award. The same year, she was honored by the National Conference for Community and Justice with its 2006 Humanitarian Award, and the Democratic Party of Arkansas honored her with its Gressie Carnes Democratic Woman of the Year Award. In 2006, ACLU-Arkansas named Elliott the Civil Libertarian of the Year. In 2007, Arkansas Advocates for Children and Families presented her its 2006 Legislative Friend of Children Award. Later that year, the Arkansas chapter of 100 Black Men recognized her with its Pillar Award for Education. Senator Elliott was born in Willisville, where she graduated from high school. She earned an undergraduate degree in English and speech from Southern Arkansas University in Magnolia in 1973 and a graduate degree in English from Ouachita Baptist University in Arkadelphia in 1981. For 30 years Elliott taught high school juniors and seniors Advanced Placement and standard courses. She has taught in Florida, Minnesota and Texas. In 2004 Senator Elliott left the classroom and began working for the College Board, focusing on expanding access to AP classes for students currently underrepresented: African-American, Latino, rural and low-income students. Senator Elliott has been active with the Democratic Party at the local, state and national level, having served as first vice chairman of the Democratic Party of Arkansas, a member of the Democratic National Committee (DNC) and its Resolution Committee. She is a member of Mosaic Church and enjoys reading, whitewater rafting, canoeing, traveling, walking/hiking, working out at the gym, listening to various types of music, dancing and seeking an overall balanced life. Senator Elliott has one son, Elliott Barnes of Little Rock. The next chapter for Senator Elliott is the start of her non-profit Get Loud Arkansas. Child protection standards in Minnesota only exist for the initial maltreatment report. All other decision points, for example when to investigate, when to take a case to court, and when to remove children or return them home, are informed by non-mandatory and often insufficiently detailed Department of Human Services Guidelines. As a result every county, unit, and caseworker are making decisions based on their own experience and local values. This means that families are being treated differently depending on where they live, which additionally opens the door to unequal treatment based on race. Introduced by Foster Advocates, the bill requires workers to interview foster children separately from foster parents, keep a record of what was discovered during Family Assessments, and interview alleged maltreatment victims separately from adults if Substantial Child Endangerment or sexual abuse is alleged. On Wednesday May 25th 2022 we interviewed Daniel Hatcher on the practice of counties and states seizing foster children's income to pay for their placements. Daniel helped pass a bill in Maryland to end this practice, and is currently providing technical assistance on a bill to do the same in Minnesota as well. He is a professor at the University of Baltimore School of Law. About 8% - 10% of Minnesota foster children have income from Social Security and other benefit programs, amounting to approximately $8 million statewide – funds which could help foster children with their transition out of foster care to adulthood. Daniel L. Hatcher is Professor of Law at the University of Baltimore, teaching the Civil Advocacy Clinic. Hatcher previously worked at the Maryland Legal Aid Bureau as assistant director of advocacy, and as staff attorney representing foster children and impoverished adults. He was also a senior staff attorney with the Children's Defense Fund. His book, “The Poverty Industry: The Exploitation of America's Most Vulnerable Citizens” (NYU Press 2016) exposes how state agencies and companies are using vulnerable populations to maximize revenue rather than serving their best interests. The book builds on his past scholarship addressing a core conflict in human service agencies and other government institutions – agencies that exist to serve, also seek to exist. Such a process, with no regulation or enforceable guidelines, could not be relied on to keep children safe or produce decisions in their best interests. It could easily open the door to anyone who desires access to children. On the right, groups like the Homeschool Legal Defense Association resist any government involvement with families, overwhelming more moderate voices like the Coalition for Responsible Home Schooling. One consequence is demonstrated by this Connecticut Office of the Child Advocate study, which found that 36% of children removed from school were subjects of one or multiple credible child maltreatment reports. Most Minnesota counties use these revenues to pay for foster care. This fact sheet has details. However House File 3211, authored by Rep. Dave Pinto, preserves these funds for youth when they reach adulthood. Guardians ad litem (GALs) represent the best interests of the child in Juvenile Court maltreatment proceedings. They may be paid staff or volunteers. Volunteer GALs are recruited and trained by the nonprofit CASA (Court Appointed Special Advocates). CASA volunteers have become passionate advocates for children. And they often can spend more time with children than paid GALs, who handle large caseloads. But as the Neal St. Anthony article describes, the state agency that manages GALs isn't allowing CASA to recruit new volunteers. Unless this changes CASA will soon die through attrition. Volunteers and friends of Safe Passage are starting a support group for adult survivors of child abuse. Similar groups, such as SNAP for survivors of sexual abuse by priests, have found that sharing one's story with people who have had similar experiences can generate healing that therapy doesn't always accomplish. Their ground rules open with this statement: “We who have survived childhood abuse understand as few others can. We carried that experience with us through adolescence and into adulthood as we were developing our lives. We urge you to share our meetings, our experiences, strength, and hope.” The group meets the second Sunday of each month at 7:00 p.m. via Zoom. Upcoming topics include self-care, letting go of behaviors that no longer work, and speaking up for oneself. Canada and its First Nations Reach $31.5B Child Welfare Settlement

This week Canadian First Nations (Indigenous tribes) and the federal government reached a $31.5B ($40B US) settlement to both fund child welfare reforms and compensate children and their families for harms inflicted by the system. Half of this Agreement will fund reparations to the 115,000 children removed from their homes since 1991, and half to repair Indigenous child welfare programs. The Agreement emphasizes equally funding First Nation child welfare on a par with White programs and preventing removal of Indigenous children from their families. The U.S. is unlikely to emulate this Canadian leadership. The fact that we remain the only country not to ratify the United Nations Convention on the Rights of the Childsymbolizes our relative callousness towards children. This “just-when-you-thought-it-couldn't-get-worse” New York Times article documents a “shadow foster care” system that tells parents to find their own foster care or else the state will take their children. The quality of Minnesota's foster care system is uneven. But a non-system would be worse. This testimony to a District of Columbia Oversight Committee details the consequences. They include no path to either reunification or permanency for the child, no funding for services to the child or to pay the foster parents, and most importantly that the child has no voice – no social worker, Guardian ad litem or lawyer to represent their interests, however imperfectly. Experts are quoted stating that the number of children in these shadow placements equals those in legal foster homes. Thankfully this practice isn't happening in Minnesota, as far as we know. Good journalists deliver objective reports that we can rely on. They quickly grasp topics that others have worked on for years to assemble fact-based, informative stories. This week for example Star Tribune editorial page writer D.J. Tice reminded us that many of the reforms recommended by the 2015 Governor's Child Protection Task Force have been rejected by Minnesota child welfare managers, but pointed hopefully to the recent state Supreme Court ruling on the Eric Dean case, which finally placed some limits on risky practices by caseworkers and counties. Previously, KSTP reporter Eric Rasmussen and former Trib/current KARE 11 reporter Brandon Stahl helped maintain public awareness that children are being killed by overly parent-centered child protection practices. Without these journalists child welfare reform would have disappeared as a public policy issue. Cynthia Germanotta is the World Health Organization's Goodwill Ambassador for Mental Health. She's also Lady Gaga's Mother. She and her daughter co-founded Born This Way Foundation to support adolescent mental health. Her passion is to empowering young people to build a kinder, braver world. Born This Way Foundation Under Cynthia's leadership, Born This Way Foundation has reached hundreds of thousands of young people across the country and around the world, launched innovative youth-focused programming such as teen Mental Health First Aid, and conducted cutting-edge research to improve the understanding of mental wellness and the impact of kindness. Cynthia and Born This Way Foundation have been the recipient of numerous honors including the 2019 Behavior Research Foundation's Honorary Pardes Humanitarian Prize in Mental Health for their advocacy work surrounding mental health, the 2018 Children Mending Heart's Global Changemaker's Award for their commitment to positive change through empathy, and the National Association of School Psychologists Special Friend to Children Award. In May 2019, the United Nations' World Health Organization (WHO) appointed Cynthia as a WHO Goodwill Ambassador for Mental Health. She is a recipient of Austin Woman’s Way Business Award for Social Impact (2018), and was a finalist for the Phyllis Richards Austin Icon for Children Award (2018). An active philanthropist, Andra currently serves on the Girl Scouts of Central Texas 2019 Women of Distinction Committee, and is on the advisory board of Baylor Scott & White Health. Mark T. Greenberg holds the Bennett Endowed Chair in Prevention Research in Penn State’s College of Health and Human Development. He is the founding director of the Bennett Prevention Research Center for the Promotion of Human Development. He is one of the authors of the PATHS curriculum, which is used in thousands of schools in more than 20 countries. He is also a senior investigator on numerous national and international research projects including Fast Track, PROSPER, the Family Life Project, REDI, and PATHS to Success. He is the author of more than 300 journal articles and book chapters on developmental psychopathology, well-being, and the effects of prevention efforts on children and families. He received the Research Scientist Award (2002) and the Presidential Award (2012) from the Society for Prevention Research in 2002 and the Society for Child Development Distinguished Contributions to Public Policy for Children Award in 2009. Over the past two years, the organization has partnered with Bumble, KIND Bars, Dell Inc., Nordstrom, and Lady Gaga's Born This Way Foundation to bring TKC's on-site programming to children and adults nationwide. After a career in large corporate account management and pharmaceutical sales at Dell Inc. and Abbott Laboratories, Andra pivoted to philanthropy and the nonprofit sector. Now a national speaker on kindness and bullying, Andra has given keynote addresses for AT&T and IBM conferences, Paul Mitchell Schools nationwide, and the National Charity League. She is a recipient of Austin Woman's Way Business Award for Social Impact (2018), and was a finalist for the Phyllis Richards Austin Icon for Children Award (2018). An active philanthropist, Andra currently serves on the Girl Scouts of Central Texas 2019 Women of Distinction Committee, and is on the advisory board of Baylor Scott & White Health. In 2015, Andra was named Cover Woman for Austin Woman Magazine's September Edition, and in 2018, she joined the board of the GRAMMY Museum. Andra is also the founder and drummer for The Mrs, a pop-rock band that has appeared on “Good Morning America,” “The Queen Latifah Show,” BuzzFeed, People Magazine, and Billboard. Their first music video, released in 2014 and featuring their signature “Magic Mirror,” currently has 5.4 million views on YouTube. Understanding and Investigating Munchausen by Proxy (Medical Child Abuse) In 1977, British pediatrician Dr. Roy Meadow wrote up two cases of mothers whom he believed were intentionally making their children sick in order to get attention and sympathy from medical providers, friends and family. He termed this condition Munchausen by proxy, piggybacking off the name Munchausen syndrome, given years earlier to patients who induced illness in themselves. Since first identified, Munchausen by proxy has been surrounded by controversy; is it a mental illness or is it a form of child abuse? Are these caretakers simply overly involved parents who fall under suspicion simple because they dare to question doctors, or are they putting on a nurturing act to get their own needs met? On this episode of Thread of Evidence, Host Dr. Joni Johnston talks to Mike Weber, the most experienced criminal investigator of medical child abuse in the United States. He’ll talk about his experience with these cases, the challenges they present, and the ongoing need for education about this potentially deadly crime. Detective Weber has 35 years law enforcement experience, including 12 years as a crimes against children investigator. Detective Weber was awarded the 2016 NCMEC Texas Hero for Children Award for the investigation of Geronimo Aguilar. Detective Weber has investigated 22 case of Medical Child Abuse that have led to 6 convictions, 2 cases pending trial, and 3 cases currently under investigation.

This presentation is a part of Wycliffe College's Refresh 2017 Conference , "God in My Ambition". Ken Shigematsu arrived at Tenth as the Senior Pastor in August of 1996. Drawing on both eastern and western leadership philosophies with a penchant for risk-taking, Ken is a unique figure as a senior pastor. An energetic and creative communication style brings his sermons to life, setting the congregation at ease while challenging them with the gospel. On any given Sunday congregants are often surprised by the props Ken uses, whether it’s a hamburger under a napkin or a music stand as a javelin. A global thinker, Ken is honoured to serve as a trustee for World Vision Canada. Before entering full-time ministry, he worked for the Sony Corporation in Tokyo. Ken’s outward energy is fed by a deeply contemplative personal life. He enjoys reading spiritual classics and pursuing most monastic ideals. In the summer of 2000, while travelling to Japan, Ken took some extra time to spend with his friend Sakiko Otsuka and they were married the following spring. In June 2008 they joyfully welcomed and became parents of Joey. They love exploring nature through sailing, hiking and the company of Sasha, their Golden Retriever. Ken received the Queen Elizabeth Diamond Jubilee Medal in 2013, which is awarded to Canadians in recognition for their outstanding contributions to the country.
