Congress is back from spring break this week and the U.S. Senate is expected to debate the Safeguard American Voter Eligibility Act or SAVE Act. The legislation, which already passed the U.S. House, would set new federal standards for voting, including a new requirement that voters have "documentary proof of citizenship" in order to vote. The bill also requires states to hand over voter data to the Department of Homeland Security. Democrats are firmly opposed. This SAVE Act is just the latest effort by President Trump to assert more control over elections, as he continuously claims falsely that the 2020 election was stolen from him.Joining Minnesota Now to explain the bill and where it stands is University of Minnesota political scientist Larry Jacobs.

This week on Truth To Power, we bring you an important conversation in the face of the 2026 mid-term elections. On January 15th, 120 Oberlin College alumni and friends participated in a widely anticipated online program called "What is the Democratic Party?" Professor Larry Jacobs of the University of Minnesota served as moderator for an energetic conversation that featured Holly Fechner and John Lawrence, both of whom worked for Democratic members of Congress and have decades of experience working in politics. Comments by Holly and John reflected optimism for the Democrats to take control of the House, but they considered prospects for the Democrats to take the Senate to be not so promising but possible. Historical trends favoring the opposition party in midterm elections, the unpopularity of Trump, and negative perceptions of the economy are among the key factors now favoring the Democrats. Wildcards that could trip the Democrats include disenfranchisement of Democratic-leaning voters through redistricting, restricting mail-in and early voting options, and deployments of military and other security forces to intimidate voters. It was posited that the Democrats still needed to change their approach and widen their appeal across class lines, because of perceptions that the Party is too West/East Coastal, too old, and too beholden to donors and the educated elite. Alternatively, it was argued that the Democrats have been pursuing policies that advance the welfare of “regular” Americans by pursuing policy initiatives that address “affordability,” health care, educational opportunities, and the environment, but the Party's messaging can get sidetracked by “cultural” issues that are important, but are distracting to the general populace. To wit, the priority of selecting candidates who could win elections was illustrated by a quote from former Speaker of the House Nancy Pelosi who said that Democrats on the Hill would be merely resigned to having “a conversation” if they lacked majority control of the House. Panelists highlighted examples across America's history in which the forces of “illiberalism” were overcome, and they maintained that public protests are important to build solidarity and demonstrate the resilience of the opposition. Minnesota House Democratic Leader Rep. Melissa Hortman and her husband Mark were fatally shot at their home in Brooklyn Park early Saturday. A second Democratic lawmaker, state Sen. John Hoffman, and his wife Yvette, were also shot and wounded at their home in Champlin. Gov. On Tuesday at 4 p.m., some federal funding and grants provided to the state of Minnesota will be paused due to an executive order from President Donald Trump. Minnesota gets billions of dollars from the federal government, with a large portion of it going toward issues under health and human services, education and transportation, though not all of that funding is at risk. NPR is reporting that this funding freeze could be as short as a day. State agencies are trying to figure out exactly what this order means. This announcement from the Trump administration is just one of many that has unclear consequences and leaves a lot of questions on how it will impact Minnesotans. To help bring some context to the first week of the Trump presidency, Larry Jacobs, a political scientist and professor at the University of Minnesota joined Minnesota Now.

In the wake of Donald Trump's role in the attempt to overturn the 2020 election and the Jan. 6 attack on the Capitol, lawsuits in states around the country are seeking to disqualify him from the 2024 election. Challengers to his eligibility invoke Section 3 of the Fourteenth Amendment, which provides in relevant part that "No person shall . . . hold any office . . . under the United States . . . who, having previously taken an oath . . . as an officer of the United States . . . to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof."As of now, there are nearly two dozen states in which litigation is ongoing to bar Trump from the ballot, and that number is only expected to grow. Earlier this week, a Colorado district began a week-long bench trial and, this Thursday, the Minnesota Supreme Court will hear oral argument. And if a state does disqualify Trump, the United States Supreme Court will no doubt immediately hear the case.On Monday October 30, the University of Minnesota Law School held a conference with leading law and political science scholars on "Section 3, Insurrection, and the 2024 Election: Does the Fourteenth Amendment Bar Donald Trump from the Presidency?"
