In Minneapolis, Mayor Jacob Frey unveiled his budget Wednesday. He proposed a 11.3 percent increase in property taxes and layoffs. Homeless outreach workers are continuing to visit a homeless encampment in St. Paul Tuesday, in hopes of transitioning residents there into shelters. The city plans to clear the encampment in Pig's Eye Park Wednesday evening.The city will hold a special public hearing at noon Tuesday to continue hearing from constituents. The plan has faced fierce opposition. City leaders say the closure is needed after an increase in emergency calls to the encampment.Minnesota water systems have blocked multiple hacking attempts since a cyberattack last week. That attack temporarily took some local water systems offline and prompted officials to review their cybersecurity measures. Minnesota was one of seven states that reported attacks on water systems. Officials have not identified who was behind it, but the New York Times reports investigators suspect Iran.Minneapolis Community Safety Commissioner Todd Barnette has agreed to continue to serve in his post until the end of the year as the city searches for his replacement. Barnette has served for one three-year term as commissioner for the office of community safety, which was created in 2022 and oversees police, fire and neighborhood safety.Mayor Jacob Frey nominated Barnette to a second term this spring, but the Minneapolis City Council twice rejected his nomination. Council members cited the slow pace of police reform in the city and almost $20 million in police budget overruns last year.The Republican-endorsed candidate for U.S. Senate is not being allowed to take part in a candidate forum at this week's Farmfest. More details are emerging after an American flag was displayed upside down at a Somali Independence Day event in Minnesota, sparking both outrage and apologies in a situation that has gone viral on social media in recent days.The St. Cloud Police Department confirmed to Fox News Digital that on July 3 at 5:29 p.m., the department received a call that the U.S. flag was being flown upside down on a city flagpole at the Lake George Park Pavilion during a Somali Independence Day event.A video from that event, exclusively obtained by Fox News Digital, showed the flag upside down as event attendees, roughly 500 people at peak times, enjoyed the festivities. DOCKET ALERTS: Maryland became the ninth state to beat back a lawsuit from the DOJ's Civil Division seeking to seize its full, unredacted voter rolls.   In Massachusetts, a judge allowed states to proceed with a lawsuit to block an executive order requiring DHS to maintain a master list of voters and barring USPS from delivering mail-in ballots from anyone on the list.    DOOFUS OF THE DAY: Sixth Circuit Judge Amul Thapar, who was featured in a Bloomberg Law story about judges embarrassing themselves by trying to get nominated for SCOTUS if/when Justice Alito announces his retirement in July. Thapar, who is 56, started a Substack to talk about how his fitness regimen means he's really only 43.   MAIN SHOW:   In Minnesota, Chief Judge Patrick Schiltz quashed DOJ subpoenas for Gov. Tim Walz, Minneapolis Mayor Jacob Frey, AG Keith Ellison, and several other state officials. The court held that the subpoenas were plainly levied for an improper purpose, namely to punish state officials for refusing to cooperate with Trump's immigration raids.
