Esa es la propuesta del think tank del valencianismo político representado por Compromís para superar la crisis del coronavirus en la Comunitat, que se recoge en la última publicación de la Fundació Nexe. El trabajo, elaborado por Enric Nomdedéu, Joan Sanchis y Rafael Beneyto, plantea como principal novedad la creación de un Fondo Estratégico Valenciano de Inversión Pública para "redirigir" los recursos hacia sectores estratégicos. Sanchis explicaba en Plaza Radio que la propuesta surge de "evidenciar los problemas estructurales en el modelo productivo". "El Fondo Estratégico no es un fondo de salvamento, sino más bien de tipo capital riesgo", añade.Por su parte, Beneyto aseguraba, también en Plaza Radio, que ese Fondo Estratégico Valenciano es un "potente instrumento para incidir en el cambio de modelo productivo". El Fondo, según el documento, se financiaría con cargo a una tasa turística, y con nuevos impuestos medioambientales finalistas a los centros comerciales, los grandes barcos o los vehículos contaminantes. Sanchis asegura que "se trata de trasvasar recursos para avanzar hacia nuevos modelos". Y en cuanto a la tasa turística, cree que ésta "no modificaría el modelo turístico, pero sí que podría ayudar combinada con otras herramientas". Para ejemplificar cómo funcionaría ese fondo, Sanchis citó durante la presentación del documento el reciente ejemplo de Renault en Francia, donde el Estado ha aumentado su porcentaje en el accionariado del fabricante de automóviles para apoyarle en la crisis post-Covid, pero a cambio de reorientar su estrategia para aumentar la producción de modelos no contaminantes. Según Sanchis, la intención es que el apoyo público se articule mediante la entrada en el capital y, por lo tanto, la administración se beneficie proporcionalmente de los beneficios futuros. Por su parte, Beneyto ha incidido en que la gran debilidad de la Comunitat Valenciana es la "infrafinanciación, ya que, al destinar la mayoría de recursos a sostener los servicios básicos, se pierde capacidad de inversión para el desarrollo regional o la promoción económica". Se trata, por tanto, de una especie de New Green Deal valenciano, una "nueva visión" social y medioambiental con propuestas como una nueva "fiscalidad verde", la semana laboral de cuatro días o la superación del turismo masivo y depredador del territorio. Así lo explica Sanchis.
