Le budget, toujours le budget ! Alors que l'Assemblée nationale étudie le projet de loi finance 2025, une question se pose : la rigueur est-elle encore synonyme d'efficacité ? D'un côté, des annonces en faveur de l'investissement écologique et de la modernisation des services publics, de l'autre, des restrictions budgétaires serrées pour "maîtriser la dette." Les ministres tentent de jongler entre des priorités ambitieuses et une marge de manœuvre étriquée, tout en adressant des clins d'œil discrets aux électeurs de 2027. Mais le terrain est glissant : chaque coup de rabot menace d'affecter un peu plus le quotidien des citoyens, tandis que les promesses de "croissance durable" paraissent toujours aussi floues. Invitée sur le plateau des 4 vérités ce 25 octobre 2024, Véronique Lowagie, députée LR de l'Orne et vice-présidente de la commission des finances de l'Assemblée nationale, n'a pas l'intention d'expédier ce dossier, véritable clé de voûte qui devrait dessiner la ligne politique à suivre : « Le budget, c'est la déclinaison de toutes les politiques publiques du pays qui intéressent les Français. C'est très important » affirme-t-elle. Dans un pays fragilisé par la politique attentiste depuis les législatives anticipées, le gouvernement a considérablement serré la vis à l'Assemblée, retardant un peu plus l'échéance déjà bien à terme. À l'heure où la dette publique est dans le rouge, le budget 2025 doit donc être manipulé avec beaucoup de précaution. Si le budget présenté représente un déficit de 5,2% du PIB, le gouvernement se veut plus exigeant pour atteindre les 5%. Un véritable travail d'équilibriste à l'origine de nombreux amendements. Ce jeudi 24 octobre 2024, 25% des 3000 amendements ont été retirés par la gauche, tandis que la droite semble vouloir camper sur ces positions. De quoi amplifier les dissonances entre ces deux familles politiques irréconciliables, la gauche accusant la droite républicaine et le Rassemblement National de faire obstruction. « Nous avons intérêt à pousser nos propositions. Nous avons des convictions. Nous avons envie de faire avancer le gouvernement mais nous souhaitons aller plus loin » explique notre invitée qui se veut plus exigeante sur la question des dépenses publiques. « Le Nouveau Front Populaire n'a pas de leçon à nous donner parce qu'ils prennent beaucoup de temps dans la discussion sur les amendements » argue Véronique Louwagie. Dans cette grande chasse aux économies, une nouvelle augmentation des impôts avait été suggérée par certains acteurs politiques. Une proposition balayée d'un revers de la main droite par Michel Barnier qui avait rejeté en première lecture cette proposition. Depuis, le Premier ministre semble avoir réévalué sa copie. Seules les grandes entreprises seront concernées par cette « mesure temporaire » qui devrait renflouer les caisses de l'État à hauteur de « deux milliards d'euros » selon les calculs de l'ancien négociateur. Toutefois, il s'est engagé à ne pas toucher aux impôts des classes moyennes et des travailleurs. Cette position suscite des tensions dans son camp, certains, comme Gérald Darmanin, rejetant toute hausse d'impôt en contradiction avec les mesures fiscales précédentes en faveur des ménages et des entreprises. De même que Véronique Louwagie qui affirme qu'une augmentation des impôts « ne peut pas être le bon chemin ». « Nous avons en France, le taux de prélèvement obligatoire le plus élevé d'Europe […] cela nous met en difficulté donc nous devons nous engager à baisser ces impôts. Aujourd'hui, la trajectoire financière ne nous le permet pas. En 2024, notre déficit sera supérieur de 52 milliards à la prévision initiale » alerte la députée LR de l'Orne. Et d'ajouter « En 2025, la France sera obligée d'emprunter 300 milliards. Qui va rembourser ? Ce sont les générations futures. Nous devons préparer la vie de nos enfants et de nos petits-enfants. Nous ne pouvons pas mettre perpétuellement des charges qu'ils devront supporter », martèle notre invitée qui insiste sur l'importance de diminuer les dépenses publiques, premier facteur d'économie, selon elle. Parmi les dernières mesures votées ces derniers jours, la demi-part fiscale des veuves et des veufs supprimée par François Hollande a été restaurée. Mais cette disposition a peu de chance de s'inscrire sur la durée… « Il faut que nous arrivions à trouver un équilibre pour ramener ce déficit à un niveau de 5% […] il faut trouver une manne de 60 milliards en allant sur des dépenses et les impôts mais uniquement exceptionnels et ciblés. Nous n'accepterons pas des augmentations d'impôt pérennes dans le temps » affirme Véronique Louwagie. Alors, reste-t-il encore une voie de passage pour ce budget 2025 ou le recours à l'article 49.3 est-il inévitable ? « Il est évident que si nous assistons à des augmentations d'impôt relativement importantes avec un matraquage fiscal […] nous ne pouvons pas accepter un texte en l'état. Il faut voir comment les votes évoluent » tempère la vice-présidente de la commission des finances de l'Assemblée nationale qui encourage le Premier ministre à activer l'article 49.3 en ultime recours. Le retour de la taxe d'habitation C'était l'une des réformes clés en 2028. La suppression progressive de la taxe d'habitation visait à alléger la charge fiscale des ménages français. Elle a bénéficié principalement aux classes moyennes et populaires, supprimant cette taxe pour 80 % des foyers. Prévue pour être étendue à l'ensemble des contribuables, cette mesure soulève néanmoins des inquiétudes quant à son impact sur les finances locales, car la taxe d'habitation était une ressource importante pour les communes. Le gouvernement a dû adapter des compensations financières pour garantir le financement des services municipaux. Mais cette mesure pourrait finalement être ratifiée... « J'étais opposée à la suppression de la taxe d'habitation parce que c'est un lien qui existe entre le citoyen et l'échelon local, la commune. En revanche, maintenant que le dispositif a été supprimé, je ne pense pas qu'il faille revenir dessus » explique notre invitée qui souhaite cependant réviser la fiscalité locale et notamment le mécanisme de la taxe foncière et de la valeur locative, « sans créer de nouveaux impôts ».

SS-Panzerkorps 'Leibstandarte.' In the second volume of this two-volume work, the fighting of 23 July-3 August is chronicled in detail, specifically the premier Anglo-Canadian operation to capture Verrières Ridge, Operation Spring on 25 July. Designed as an attack to seize the ridge and exploit south with armor, this battle saw the 2nd Canadian Corps attack savaged again by German armored reserves brought in specifically to defeat another Goodwood.
