A few days ago I sat down with Portland City Councilor Candace Avalos to have a conversation about policing and transportation. Avalos, who represents an area east of I-205 including Lents in southeast and the Portland Airport, is a first time member of city council, but she's no stranger to local politics. She was chair of the Citizen Review Committee, where she served for six years and became a well-known advocate for police accountability. Prior to being a city councilor she was executive director of Verde, an environmental justice nonprofit.I met Councilor Avalos in a conference room at Midland Library on SE 122nd Avenue. The impetus for our conversation was the new Community Board for Police Accountability or CBPA, a new, high-profile venue for oversight of the Portland Police Bureau. More than just a committee, the new, 21-member board will have a significant budget, will hire its own investigators, and will issue binding decisions. It's crucial that this new CBPA have at least one member who understands how transportation issues relate to public safety and policing. One of the many training programs the Portland Police Bureau requires before officers go out into communities on their own is a simple exercise called Talk A Mile. Police officers are paired with high school students of color and sent off to walk around the track together with four different topics on a note card for each of the four laps in a mile. Justin and Erika Fogarty started the program with a pilot in 2022, which their teenaged son Liam participated in. The Bureau immediately incorporated Talk A Mile as part of the curriculum for officers in the advanced academy as part of their probationary period. We talk with the couple, along with past participants high school junior Elija Graham and Portland Police Officer Danielle Wilson, to hear more about the program’s intentions and outcomes.

Wilma Acosta, an unenrolled Pascua Yaqui woman living in Portland, went missing in November of last year. Her body was found in the Willamette River in January 2024. The Portland Police Bureau said she was suicidal.  Her family insists she was not. Communication between Acosta’s family and the Portland Police Bureau illustrates some of the challenges in Missing and Murdered Indigenous People cases. But increased funding doesn't always equate to reduced crime.  A recent investigation by Street Roots shows that Portland hasn't been having a crime wave. He is prepared to go to trial if that is what the case requires. Cody has been first chair at over 40 trials. He leads Stoll Berne's team in the class action lawsuit against PacifiCorp for starting fires across Oregon during the Labor Day 2020 storm. He was co-lead trial counsel in an 8-week trial where the jury found PacifiCorp liable to a class of several thousand people for gross negligence, punitive damages, and other claims. The jury awarded on average approximately $5 million to each of the 17-named plaintiffs. He was also co-lead trial counsel in the first and second damages-only jury trials on behalf of 19 more class members. The juries awarded several million dollars per person. The trials and litigation, including the work by Cody and his colleagues at Stoll Berne, have been featured in national and local news, including NPR, the Washington Post, Oregonlive, the New York Times, Bloomberg, Reuters, and the AP. Along with representing wildfire survivors and their families, Cody advises investors who lost money because of fraud and other misconduct and plaintiffs in class actions. His class action experience includes securities, consumer, ERISA, food labeling, and fire cases. Cody's practice also includes commercial and complex litigation. He is an active member of the Oregon Trial Lawyers Association. Cody previously worked as a deputy district attorney at the Multnomah County District Attorney's Office. For the first time since Portland City Council passed a new prohibited camping ordinance in early May, police on Friday arrested a homeless person for refusing to move or take an offer of shelter. However, the Multnomah County Sheriff's Office declined to book the person in jail, KGW reported. Willamette Week was first to report on the arrest Monday. Portland ostensibly began enforcement of the new ordinance at the beginning of July, but this arrest marked the first time that the more drastic consequences of the ordinance have come to bear. According to a statement from the Portland Police Bureau, officers arrested a man identified as Alasdair Macdonald around 9:15 a.m. on Friday for unlawful camping near Northeast 28th Avenue and Alberta Street. Both police and city outreach workers had spoken with Macdonald "several times" prior, PPB said, and he refused to accept shelter or any other services.

Rose City Counter-Info, a self-described "anarchist" group based in Portland, Oregon, took credit Monday for having “torched” 15 police cars at the Portland Police Bureau's (PPB) training facility. The group says last week's attack was a "preemptive" one, pointing to recent police intervention at anti-Israel college campus protests nationwide. It noted on its blog members "cut through a fence, set ten fires and are happy it grew to burn fifteen cars!” “After seeing Humboldt, Columbia, UCLA and more we knew the occupation at [Portland State University] would be swept violently and wanted to attack PPB before,” the group wrote. “While we respect the student occupations, particularly the ones occupying buildings and causing damages to the colleges, we hate to see them passive and waiting to be attacked."

PPB's Recruitment Officer Patrick Johnson sits down with officer Zach, to discuss his perspective of the bureau as a former marine. Portland Police Bureau spent nearly $68,000 on drones and equipment between April and September of 2023. Some of the drones used by the bureau feature cameras that can closely zoom in on people or cars and are made by a manufacturer based in Shenzhen, China. The FBI and the Cybersecurity and Infrastructure Security Agency have warned companies to be wary of drones manufactured in China because using them can jeopardize U.S. national security. That’s according to a report by independent journalist and researcher Kate Kaye. She covers Portland’s use of surveillance technology and is the founder of RedTailMedia.org. BILLY JACK HAYNES TALKING POINTS WWE Wrestler Billy Jack Haynes has been charged with murder, according to police in Portland, Oregon. The Portland Police Bureau said in a news release that Haynes, 70, has been booked into the Multnomah County Detention Center on charges for murder in the second degree and unlawful use of a weapon after his wife Janette Becraft, 85, was found dead in their home. On Feb. 8, the Portland Police Bureau said officers responded to a report of a shooting inside a home in the Lents neighborhood of Portland, and identified Becraft as the victim. Police say Haynes was at the home and did not cooperate with responding officers when they arrived on the scene. Officers said they believed that he had been armed with a gun at the time, prompting the police to set up a perimeter around the home and issue a shelter in place order to nearby residents.

Brent Weisberg is the communications administrative director for the Salt Lake City Police Department. Weisberg joined the department in July 2021 after spending three years as the communications director for the Multnomah County District Attorney's Office in Portland, Oregon. Prior to his time overseeing strategic communications for the district attorney's office and Salt Lake City Police, Weisberg spent 10 years as a television reporter in Portland where he primarily covered breaking news and filed reports covering the criminal justice system in Portland throughout Oregon. In his current role, Weisberg, as a senior staff member to the Chief, manages a team of public information officers and professional staff who provide timely responses to media and other community members. He is also responsible for overseeing and coordinating the department's internal and external communications and community-relations strategy. Weisberg has a heavy emphasis on crisis communications and enjoys working with his team to identify creative and strategic ways to show case the work of the Salt Lake City Police Department. In 2021, the Portland Police Bureau awarded Weisberg, and several other key public information officers, with the department's “Achievement Medal” for his communications work during the 2020 riots in Portland, Oregon. With the holidays fast approaching, Multnomah County law enforcement officials are making a particular effort to assure Portland-area residents and visitors alike that the area will be safe for people looking to shop or attend events.On Monday, the Portland Police Bureau announced that it would begin walking patrols instead of car patrols in downtown through the end of the year, assigning eight officers to the area meant to operate in teams of two. They'll be out from 10 a.m. to 6 p.m. every day, the agency said.PPB made no secret that the patrols are meant to assure people that the area will be safe for shoppers amid a marked erosion in the area's reputation and a rise in crime coming out of the pandemic.During a press conference on Tuesday, Chief Bob Day said that PPB will also launch a new mission to combat retail theft during the holiday shopping rush, set to start Black Friday and last through the weekend.Support the show

A recent Saturday run along the waterfront quickly gave way to a long day's work when she heard reports of a shooting at Legacy Good Samaritan Medical Center, not far away in Northwest Portland's Nob Hill District. In this episode of Beat Check with The Oregonian, Bernstein and Editor Therese Bottomly walk listeners through the chaotic day, which took Bernstein from Good Sam to the Stadium Fred Meyer to Gresham and then home, where she confronted an unusual ethical challenge. Daniel was killed by his wife, Nancy Crampton-Brophy, at the Oregon Culinary Institute where he worked as an instructor. Nancy – who published an online essay called “How to Murder Your Husband” – left a trail of digital evidence in her browser history that Sparling was able to use to help prove her guilt and secure her conviction for homicide in May of 2022. This case involved a lot of digital evidence, from CCTV video footage to online searches for ghost guns, so with that let's hear from Aaron about this complex case.

With a daring sweep of the gavel, the Portland City Council imposed a new ordinance that bans daytime camping in public areas from 8 AM to 8 PM. Is this a sincere attempt to reclaim public spaces or a half-hearted way to appease the concerns of Portlanders about the increasing issue of homelessness, particularly in regards to crime and drug use? The legislation feels akin to a band-aid placed over a broken bone. To envision a day where drug-addled denizens willingly pack their tents at the break of dawn seems absurdly optimistic, especially when it comes to the question of enforcing the ban. The fine is laughably small at $100 and incarceration for 30 days is, in practice, highly improbable.The ban has unsurprisingly ruffled some feathers among local advocacy groups. The executive director of the women's day shelter Rose Haven was vocal about her criticism, arguing that the ban merely forces homeless individuals into an exhausting cycle of moving their belongings throughout the day. One might counter with the fact that this presumed inconvenience seems minor compared to the public nuisance and health hazards posed by unchecked encampments. The concern over the environment, public health, and safety outweighs the inconveniences faced by campers, one might argue, but the saga of Portland's homelessness issue is clearly far from over.The Portland Police Bureau will oversee the enforcement of this ordinance, which for anyone familiar with the current state of law enforcement in Portland, appears more like a punchline than a concrete plan. With already overburdened officers dealing with an escalating number of shootings, drug overdoses, and other serious crimes, one might wonder if enforcing camping violations will top their priority list. By Adam McManus (Adam@TheWorldview.com) Muslim Nigerians killed 100 Christians on Easter Sunday Over the Easter weekend, 100 Nigerian Christians were murdered in Benue State and 1,500 additional believers were displaced, reports EquippingThePersecuted.org. Fifty others were hospitalized after Islamic terrorists, armed with assault rifles, opened fire at 200 refugees who were camping in a primary school 15 miles northwest of Makurdi, the state capital. Mr. Tarbo David, a resident who witnessed the attack, said they drove in on motorcycles, overpowered the six police officers, and walked from classroom to classroom, shooting the doors open, and then slaughtering the victims in their sleep with machetes and swords. Those who struggled or sought to escape were shot. Eight other residents in the surrounding area were also killed. Kennedy prepares presidential run Democrat Robert F. Kennedy Jr. is running for president, ready to challenge Joe Biden for the nomination in 2024, reports ABC News. On Wednesday, Kennedy filed a statement of candidacy with the Federal Election Commission. The son of Senator Robert Kennedy, who was assassinated on June 6, 1968, he has risen to prominence during the COVID-19 pandemic for his books The Real Anthony Fauci, A Letter to Liberals: Censorship and COVID, and The Wuhan Cover-Up: How U.S. Health Officials Conspired with the Chinese Military to Hide the Origins of COVID-19. Kennedy, who founded Children's Health Defense, had been long involved in the anti-vaccine movement. Man, pretending to be a woman, killed cab driver in Portland On Easter Sunday, a gender-confused man reportedly stabbed a taxi driver to death in Portland, Oregon, reports LifeSiteNews.  Moses Jacob Lopez, a man who pretends to be a woman, has been charged with murder and unlawful use of a weapon for allegedly killing a 43-year-old Radio Cab driver named Reese Lawhon, according to the Portland Police Bureau.   A video showed the 30-year-old Lopez getting in the cab while wearing “a tiara and women's clothing.” Church purchased & forgave $3 million in medical debt for residents And finally, more than 3,000 Davidson County, North Carolina residents no longer have to worry about being hassled by debt collectors after a local church recently purchased, and forgave, almost $3 million in their medical bills through the Debt Jubilee Project, reports the Lexington Dispatch. Rev. John Jackman of Trinity Moravian Church in Winston-Salem wants to help families who were working paycheck-to-paycheck before being driven into poverty by an illness or an accident. In the past three months, the campaign raised $15,048 in cash, which was used to purchase nearly $3.3 million in medical debts in Davidson, Davie and Yadkin counties in North Carolina. Each person whose debt was purchased and forgiven received an official letter that their debt was wiped away. Two years ago, the Portland City Council adopted one of the nation's strictest bans on facial recognition technology. The council passed a policy earlier this month outlining how city bureaus should approach other surveillance technologies, such as license plate readers and traffic cameras. Meanwhile, the Portland Police Bureau is mulling a program to deploy drones at car crash sites. Kate Kaye is a Portland-based journalist covering technology and artificial intelligence. She's been reporting on these issues and joins to tell us more.

That is when he alerted the police that his daughter was missing, and the search began. No one could have guessed that more than 30 years later, they would still be searching for Kacey. On September 14, 1990, 10-year-old Kacey Perry disappeared while visiting with her father at his home in Portland, Oregon, after the two had a disagreement. In Part 1, we learned that it's believed Kacey made it to a store blocks away from her father's home, possibly to make a phone call to ask someone to pick her up. Witnesses spotted her at this location, and her belongings were later found at the store. It remains unclear if Kacey was picked up by someone she knew or possibly went with a stranger. In the early days of the investigation, one person close to her mom stood out. His name is Brian Keith George.
