Congress is back in session this week with the House wrapping up its work before its August recess. On the agenda: legislation to increase financial oversight of the Veterans Affairs department, and votes on bills to increase penalties on people who reenter the U.S. after being deported, and to reform the Clean Water Act's permitting process.
