The North Portland peninsula, which includes the St. Johns and Cathedral Park neighborhoods, could become isolated from the rest of the city after a major earthquake. If the St. Johns Bridge and the railroad bridges on the peninsula’s eastern border fail, emergency responders could have no way into the area — and residents will have no way out. A bill in the Oregon Legislature would partially address the issue by designating funding for the city to design a seismically-safe bridge over the railroad tracks at Columbia Boulevard.     Sameer Kanal is a Portland City Councilor representing District 2, which includes North Portland. Jeff Bissonnette is the co-chair of the St. Johns-Cathedral Park Neighborhood Emergency Team. They join us to talk about how residents and the city are preparing for this potential disaster.

Portland artist Arvie Smith is known for colorful, larger-than-life oil paintings that explore oppression and injustice against Black Americans through symbolism and visual tropes. He’s also a professor emeritus at Pacific Northwest College of Art after a 35-year tenure. His murals can be seen on buildings in North Portland and at the Donald E. Long Juvenile Center, where he spent time teaching art to incarcerated youth. Despite being in his mid-80s, Smith is far from retired — just last year, he received a prestigious Guggenheim Fellowship. The work he created during that fellowship is currently on display in Chicago. Titled “Crossing Clear Creek,” the exhibit explores Smith’s childhood memories and experience of race in rural Texas and Los Angeles. Smith joins us to talk about his life and work.

A long-vacant block on North Russell Street and North Williams Avenue, which was once part of a thriving African American community in Portland, will finally house people once again. The site was razed in the 1970s as part of an urban renewal project to expand the hospital there. Tomorrow, construction will begin on an 85-unit apartment building, 20 single-family homes and office and retail space for Black-owned businesses. Bryson Davis, chair of the board of the nonprofit behind the project, Williams & Russell CDC, joins us, along with developer Anyeley Hallova, to talk about the project.

Mindy has lived in Gladstone for over 30 years (and grew up in North Portland), prior to moving to Gladstone along with husband Steve they spent 12 years moving across states with the US Navy. They have 2 children and 5 grandsons. Mindy has spent her career dedicated to service. Working with and for the public has enabled Mindy to form relationships with professionals from other cities in and around the area. She has been at her current job for over 30 years. Mindy has worked alongside Gladstone residents to champion parks and green-spaces and she has served on the Parks Board and the Budget and Audit Committee. Prior to her elected position in 2020, she served for a year with the By-Laws committee and now champions other cities to ‘get those bylaws updated'! She believes the most valuable asset Gladstone has is the People and the Parks. ‘If we care for them everything else that is good will follow'.  Currently a liaison to the Clackamas County Library Board, stating she has gained a deep respect for the libraries and their patrons. Partnering with Clackamas County, Gladstone has just opened a brand-new Library building right on main street. This new building along with a new Public Works building and City Hall/Police Station has solidified Gladstone's commitment to work on their downtown core focusing on revitalization. Mindy has served in many other liaison appointments, as this will be her second 4-year term with the City. Changing liaison appointments each year has given her insights to the wants and needs of the residents in Gladstone. She served as Vice-Chair of the Women's Caucus in 2024 and will serve as President for the 2025 year. She has been with the Women's Caucus almost since its beginning during COVID. She says; the LOC has opened many avenues for learning and growth, friendships and mentors and so much more! Serving with and learning from people all across Oregon plus the LOC staff has been the most unexpected and needed addition to her elected position. When not at work or at a city meeting you can find her on any Golf Course, in the Parks with other community members, in her yard trying to bring in the butterflies and bees, at Church, volunteering at Gladstones transitional housing facility, Tukwila Springs and helping efforts with the non-profit group The Friends of Gladstone Nature Park. Last week, I told the stories of eight, young Black women trafficked into sex work. All had been murdered in and around North Portland. These cases were presented to the Green River Task Force when no suspects emerged during initial investigations. It was found that none of the murders were connected to Gary Ridgway. Years later, the state would claim five of the women were connected to the same culprit. Starting in March 1983 and through June 1993, someone was killing young, black women and girls in North Portland. The victims weren't acknowledged with much more than a blip in the paper. The killer wasn't making the headlines as bombastic Ted Bundy was. He wasn't prolific enough to warrant a task force like Gary Ridgway. He was a mentally ill man with an extensive criminal history, unmanageable addictions, and no memory of what he may have done. Today's story isn't about that man. It's about his four confirmed victims, and his possible other victims. A former industrial site in North Portland inches closer to becoming a nature park

Nearly 30 years ago, Metro purchased a 27-acre property located on the east side of the Willamette River near the St. John’s neighborhood in North Portland. Before it can become a nature park with trails and beach access, Willamette Cove first needs to be cleaned up to remove toxic metals, dioxins and other pollutants lingering in the soil and water after decades of  heavy industrial activity at the site. As planning for the cleanup gets underway, Metro recently asked residents for their opinions on what features and amenities they want included in the nature park. Joining us to talk about the outreach efforts ramping up and the vision for Willamette Cove is Cory Eldridge, a communications specialist at Metro and the community engagement lead on the project.

Doctor Staci Whitman is a Functional Kids' Dentist in North Portland, Oregon. She is the founder of NoPo Kids Dentistry where she takes a whole-body, holistic, and functional approach with her patients. Doctor Staci attended Tufts University School of Dental Medicine and worked as a general dentist for 2 years before earning a certificate in pediatric dentistry from Oregon Health & Science University (OHSU). She has always been passionate about children's sleep and airway health, focusing her research in residency on how to improve airway assessments and diagnostic tools in the pediatric population. In 2019, she founded NoPo Kids Dentistry with a mission to practice a whole-body approach to dentistry. She became a Diplomate of the American Board of Pediatric Dentistry in 2012 and is a Board-Certified Pediatric Dentist and a Fellow of the American Academy of Pediatric Dentistry. She is also involved in many organized dentistry groups, including the Holistic Dental Association, the International Academy of Oral Medicine and Toxicology, the International Academy of Biological Dentistry and Medicine, and the American Association of Ozonotherapy.   Together Dr. Staci and I look into the importance of oral health from a holistic approach.  Starting in the womb with prenatal care, through childhood, and into adult years, she has insights into every stage of optimal oral health.  She shares the key dental health points and patient support that traditional pediatric dentists tend to overlook, including airway assessment tests and the local and systemic roles of the oral microbiome. A city-owned garage in Portland is in desperate need of repair

When one of the city’s vehicles are in need of repair, they may find themselves at Kerby Garage, a two-story city-owned facility in North Portland. But while the facility is responsible for servicing more than 2,000 city vehicles such as snowplows, dump trucks and excavators, the building has been labeled in city reports as in “very poor condition.” Some of the many problems with the building include no automated smoke detectors, frequent garage door issues and no air conditioning. Willamette Week reporter Sophie Peel has been covering this issue. She joins us to share more on what workers are facing and potential plans to address conditions at the facility in the future.

North Portland's Albina neighborhood used to be home to a thriving music scene, where Black musicians would perform nightly in nightclubs and community spaces. Urban renewal bulldozed many of those neighborhoods in the '60s and '70s, but thanks to the Albina Music Trust, we're now all able to dig into the past through a new digital community archive. Portland school board agrees to sell headquarters property to Albina Vision Trust

Last week, the Portland school board unanimously passed a resolution allowing for the sale of its North Portland district headquarters to the Albina Vision Trust. The local nonprofit has been working to restore the historically Black Albina neighborhood through redevelopment efforts such as the construction of 94 affordable housing units it recently broke ground on. The idea for AVT’s acquisition of the PPS property goes back several years, and gained momentum last month when AVT presented its proposal to the PPS board, including a commitment to help the district find a new headquarters location that matches or exceeds the value of its current site. The resolution establishes a timeline of up to one year for a new location to be identified, along with various milestones that must be met. Michelle DePass, a Portland Public Schools Board member who grew up in the Albina neighborhood, and Winta Yohannes, executive director of Albina Vision Trust, join us to discuss the details.

Portland police ramp up efforts to curb retail thefts

The Portland Police recently announced it had made 13 arrests and recovered two stolen vehicles during a mission targeting thefts of large amounts of retail goods in the Hollywood and LLoyd districts. About two dozen retail theft missions have taken place since last March, mainly at locations in North Portland like the Cascade Station shopping mall, according to North Precinct Portland Police Commander Rob Simon. He said the missions can involve up to 15 officers and require the participation of retail staff to inform the police of thefts of large amounts of merchandise such as Nike sneakers, North Face jackets and crates of wine. The crackdowns come amid a new Oregon law which took effect in January that toughens the penalties for organized retail crime, such as allowing a judge to impose a two-year prison sentence for a person with prior convictions for retail theft. Portland Police Sergeant and public information officer Kevin Allen joins us to talk about the police’s response to these crimes.

As a longtime resident of North Portland, Ryan said he will be aiming for one of the three seats that will represent District 2 on the expanded 12-person council that will take over city governance at the start of 2025.Ryan is the first of the city's current five council members to make a bid for a position on the new council. Fellow commissioners Mingus Mapps, Rene Gonzalez and Carmen Rubio have all announced plans to run for mayor. Current mayor Ted Wheeler has ruled out running for a third term, but has not announced any further plans.Ryan was rumored to be considering a mayoral run last fall, but said he wanted to wait a few more months to make a decision. He ultimately declared in December that he wouldn't seek the mayor's office, but he didn't rule out the possibility of a council run, declaring only that he didn't want to mount a citywide campaign in 2024.

 Much of the land along the Columbia Slough in North Portland is known for its long history of industrial use, and its resulting high likelihood of contamination.“I've started calling this area a 'brownfield sandwich,'” said Dale Svart, who lives near the plot of land in North Portland that the city soon expects to house nearly 200 homeless people. It's across the street from a wastewater treatment plant and borders the Columbia Slough.Back in October, Mayor Ted Wheeler announced plans to use that land for the city's second mass sanctioned homeless camp, also known as a Temporary Alternative Shelter Site (TASS).  “We can't place the most vulnerable people in our community on an already toxic site; it's just adding to their burden … This site is not a safe site,” said Charlotte MacDonald, another neighbor.The site was once used for boat manufacturing. So In this podcast alone we are talking about the oral microbiome and dental health.  But it is sooo much more than that.  We don't have to just do what the traditional dentist does or use the techniques that traditional dentistry has used for many many years  and some of them that are disruptive to our health. Ok…let me introduce my guest in this podcast conversation.  Dr. Staci... Dr. Staci Whitman is a Functional Kids' Dentist in North Portland, Oregon. She is the founder of NoPo Kids Dentistry where she takes a whole-body, holistic, and functional approach with her patients. Her dentistry/practice is grounded by science and powered by love. Doctor Staci attended Tufts University School of Dental Medicine and worked as a general dentist for 2 years before earning a certificate in pediatric dentistry from Oregon Health & Science University (OHSU). She has always been passionate about children's sleep and airway health, focusing her research in residency on how to improve airway assessments and diagnostic tools in the pediatric population. In 2019, she founded NoPo Kids Dentistry with a mission to practice a whole-body approach to dentistry. She became a Diplomate of the American Board of Pediatric Dentistry in 2012 and is a Board-Certified Pediatric Dentist and a Fellow of the American Academy of Pediatric Dentistry. She is also involved in many organized dentistry groups, including the Holistic Dental Association, the International Academy of Oral Medicine and Toxicology, the International Academy of Biological Dentistry and Medicine, and the American Association of Ozonotherapy. Doctor Staci also has Certification in Laser Proficiency and has taken numerous courses and training programs in children's sleep and airway medicine, studying orofacial myofunctional therapy and craniosacral therapy. She is a Breathe Institute Ambassador and Affiliate. Doctor Staci is an Internationally Certified Health and Wellness Coach from the Institute of Integrative Nutrition and is currently attending the American College of Integrative Dentistry and Medicine and the Institute of Functional Medicine, with expected certification dates in 2022. Chris Pearcey is trying to sell his house but says he's trapped by the tents nearby.Pearcey had July 7 circled on his calendar. It's when Portland's new daytime camping ban took effect."It breaks my heart that the city keeps giving these empty promises," said Pearcey. With fewer sweeps during the pandemic, encampments have become a seemingly permanent fixture in many parts of Portland. And in response, city officials have started taking a more hardline approach. In February, Mayor Ted Wheeler issued an emergency order to ban camping near busy roadways. He has also said he plans to create large outdoor sites for sanctioned camping. On “Think Out Loud” we’ve heard from service providers, policy makers, and elected officials, including the mayor. We also wanted to hear from people who are living on the streets.  So, on a chilly and rainy March day, host Dave Miller, producer Julie Sabatier and OPB’s emerging journalism fellow, Chris Gonzalez, went to Old Town and an area near Delta Park in North Portland to interview folks living in tents or shelters or cars. This wasn’t comprehensive, or scientific. It’s a snapshot of homelessness on one Spring day in Portland.

A 60-unit permanent supportive housing community for people exiting homelessness held its grand opening this week. The Hattie Redmond Apartments are located in Portland's Kenton neighborhood in North Portland and was designed for those with disabilities who request access to culturally specific services within the Black community. We hear more about the housing and its programs from Nkenge Harmon Johnson, the president and CEO of the Urban League of Portland which co-developed the apartments.

Students from North Portland's Jefferson High School made history earlier this month. Two members of the Jefferson Dancers won awards for choreography at the National High School Dance Festival. It was the first time any school won top honors for two different pieces. We'll talk with one of the young choreographers, John Kearney, and the group's artistic director, Steve Gonzales.

Downtown Portland's central library branch joins those closed for renovations

Portland's Central library in the heart of the city's downtown is by far its biggest branch. It also provides internet and other services to those who may be experiencing homelessness or just want to duck in to get out of the elements. Some bond funded renovations started last year, but now the building will close while various updates get completed. The Albina branch will be closing temporarily for construction later this week, followed by the North Portland branch in early April. The Holgate and Midland branches are currently closed for renovations. Taxpayer backed bonds are also funding a huge brand new library in Gresham. Katie O'Dell has worked at the Multnomah County Library for much of her career and she's currently the capital bond deputy director there. She joins us to tell us about what's happening system-wide and the plans the library has made to backfill services while some of these critical facilities are getting remade.
