On Monday, Portland Mayor Keith Wilson unveiled a budget for the city as it faces a massive budget shortfall. That deficit is $65 million if you don’t include the cost of the mayor’s ambitious plan to end unsheltered homelessness, or the city's new obligations to pay for homeless shelters that Multnomah County previously paid for. Mayor Wilson’s budget calls for staff layoffs and cuts to some programs and services, while also expanding staffing for homeless services outreach, Portland Street Response and Portland Fire & Rescue. In February, City Administrator Michael Jordan outlined the scope of the deficit in the city’s general fund that is due to a range of factors, from steep declines in property and business tax revenues to mounting overtime and healthcare costs. The 12-member city council has until June to approve a budget and has held budget listening sessions where it’s heard from constituents concerned about cuts to city programs and services. Joining us to share details about Mayor Wilson’s proposed budget is OPB’s Portland city government reporter Alex Zielinski.

During an interview on “Think Out Loud” last month, Portland Mayor-elect Keith Wilson said that he was “an admirer” of Interim City Administrator Michael Jordan when describing whom he would want to hire to oversee the day-to-day operations of city bureaus. Outgoing Mayor Ted Wheeler announced Jordan’s appointment in May as part of the voter-approved changes to Portland’s new form of governance and elections using ranked choice voting. Jordan’s contract was set to expire on June 30, 2025 to ease the transition from one administration to the next. But Jordan will now stay on through at least the end of next year, according to reporting by The Oregonian. Jordan joins us to talk about the transition and his priorities amid a grim financial outlook for the city’s finances and its departments.

After the second release of preliminary election results from Multnomah County on Wednesday night, Keith Wilson maintained his lead in the mayoral race. The Oregonian has already called the race, and opponents Carmen Rubio and Rene Gonzalez have both conceded to him. Wilson is the CEO of a local trucking company and ran on a platform to end homelessness by 2026 by expanding shelter capacity and strengthening the city’s partnership with Multnomah County to tackle the crisis. Wilson joins us now to share more on his recent victory and vision for the city.
On Wednesday, three Portland Commissioners - Mingus Mapps, Rene Gonzalez and Dan Ryan - decided to pull an ordinance they had filed to end the city’s 8-year partnership with Multnomah County to fight homelessness. The decision was made as Portland is poised to elect Keith Wilson, the owner of a trucking company as its next mayor, who opposes the city leaving the Joint Office of Homeless Services. The newly elected 12-person city council, along with the new mayor, will get to decide the fate of the intergovernmental agreement with the county in just two months. In a letter she sent on election day, Multnomah County Chair Jessica Vega Pederson said she was ready to work with Portland’s next mayor and new Multnomah County and Portland city commissioners on “solving the most pressing and challenging issues this community will face in the coming months and years.” Chair Vega Pederson joins us to talk about how new Portland city leaders might affect the future of the Joint Office on Homeless Services.

We're a few days out from Election Day 2024, and reporters at The Oregonian/OregonLive have been hard at work trying to decode all the results and what they mean for our region. Portland's got a new mayor, and the new City Council is coming into focus too. Voters chose two new progressive Multnomah County Commissioner candidates over their more moderate opponents, while the Clackamas County Commission is on the verge of a big power shift. Democrats remain in the driver's seat in Salem, and are poised to win nationally watched Congressional races in the Pacific Northwest too. In 2022, Portland residents voted to drastically change their form of government. This included using ranked choice voting and a 12-person city council. With the change in government, the mayor will work closely with the new city administrator to oversee the everyday functions of the city and help craft the budget, but will no longer have a vote on the city council, unless it’s to break a tie. There are 19 people running to be the city’s new mayor. “Think Out Loud” invited the four candidates with the largest number of individual donations and funds raised. Rene Gonzalez, Mingus Mapps and Carmen Rubio are current city council commissioners and Keith Wilson is the president and CEO of TITAN Freight Systems. They all join us for a debate.
