Reg Hennessy: Government accused of not properly screening gang members seeking emergency housing

The government is relying on people entering emergency housing to tell them whether they are in gangs, rather than using Gang Intelligence Centre information, the National Party says.Ministers have been facing questions about gang members in emergency housing, sometimes placed next to vulnerable whānau and tamariki.RNZ has reported several stories of people terrified of the conditions in some accommodation amid commonplace instances of violence, criminal activity and gang intimidation.Parliament was told by Social Development Minister Carmel Sepuloni that gang members in emergency housing were not a "huge issue" in regional New Zealand. At any one time there are about 4000 children in emergency housing - mainly motels - costing taxpayers nearly a $1 million a day.The motels have no contractual obligations to provide safe and suitable accommodation, MSD doesn't actively monitor instances of violence or family harm, nor do police keep data on crime related to emergency housing.National leader Judith Collins asked Prime Minister Jacinda Ardern in Question Time today why officials were relying on gang members declaring their affiliation on a survey form. And she she sought a commitment from Ardern "to have no children living in motels with gang members by this Christmas, four years after she took office".Ardern argued it had been the National government that designed the emergency housing system."If the member wishes to criticise the way in which our emergency housing system is operating as it relates to hotels, her government was the one to design it."I would point to the fact that there are 43,000 fewer children living in poverty ... I would point to the indexation of benefits, the most significant benefit increase since benefits were established, the fact that we changed the way the tax credit applies, that we established the best-start payment, the reinstatement around the training and incentive allowance."Does that mean the work is done? No. We will continue to build houses as fast as we can, to redress the issues that have been building over many decades - including the decade in which that member was in government."National's social development spokesperson Louise Upston continued the questioning, asking why the government was relying on gang members to self-declare rather than using the intelligence centre's data."How can she have confidence children are safe when a May police briefing says there are reports of - and I quote - 'violence, intimidation, public urination, drug deals and gang involvement' at emergency housing that MSD is using," Upston said.Sepuloni said gang access to emergency accommodation had not been raised as a concern in any way by the regional commissioners. She said the commissioners regularly talked to local police officers."There have been instances of all those things, but we can't conflate them into just being with gang members."Family violence is an issue that we face inside emergency housing at some times and also in private households, so we can't put this down to gang membership and gang members necessarily accessing emergency accommodation."We have not sought out that information that the member is asking for. As I said, we have a self-declare system in place, and that is what we're using at this moment."She said the government was taking "far more precautions than the previous National government were taking" with setting up the emergency special needs grant, and highlighted the approach taken in Rotorua."When the National government implemented this [there were] no wraparound support systems in place, and no regard for whether or not the accommodation was appropriate or suitable."Sepuloni told RNZ after Question Time MSD was providing more support to people in emergency housing in an effort to make sure they were safe. While there is a specific plan being rolled out in Rotorua, there is no sign of any fundamental change, anytime soon, to the way it will be run in t...

Author, activist and transgender trailblazer, Paris Lees joins me for the third episode of my mini-series, Make It Reign with Pride, and it is one of the most eye opening conversations I have ever had. Paris Lees is the definition of a LGBTQIA+ trailblazer. She was the first openly trans woman to present a show on Radio 1, to present a show on Channel 4, to appear on Question Time and become a contributing editor for Vogue. She's even had a cameo on Hollyoaks, addressed the Oxford Union in 2014, and in 2016 gave evidence at the home affairs select committee on prostitution laws. But her personal story, which she details in her powerful new memoir 'What It Feels Like For A Girl', tells even more of a story. It is a brutally honest account of her being groomed for sex work as a teenager, the abuse she suffered from her father, being physically bullied at school, and how she came to terms with her identity. In spite of all this adversity and ending up in prison as a teenager after committing a robbery, Paris went to college and went on to graduate at Brighton University with a degree in English language and literature and finds herself where she is today. Hearing Paris Lee's lived experiences in this episode was remarkable as we reflected on chosen family, spectrum grace in the LGBTQIA+ community and how despite experiencing the darkest of times she found her power. This mini-series of four episodes will feature some of the most prominent role models in the LGBTQ+ community from Cara Delevingne to Samira Wiley, to celebrate Pride Month - something that means so much to me! When I was growing up I didn't feel like I truly had any role models - like Samira - and I know that listening to these guests would have helped ‘younger me' and also, ‘adult me' during the multiple times in my life when I have struggled with taking pride in who I am. If you are struggling with your identity at the moment or just need someone to talk to please reach out to the LGBT Foundation, who I mentioned in this episode. Their helplines are always open and confidential and you can find out more at lgbt.foundation. I hope you love this episode as much as I do and I truly hope this series will help you take pride in your identity no matter how you identify. You can follow me at @joshsmithhosts across social media and please get in touch as I love to hear from you! Love Josh xxx Thank you to our sponsors this week, Jean Paul Gaultier fragrances. When it comes to embracing the LGBTQ+ community in its entirety, there is no one quite like Jean Paul Gaultier! The brand is a symbol of queer freedom and the gorgeous new RAINBOW limited edition Le Male Pride collector bottle symbolises just that. 100% of profits will go towards the national LGBTQ+ youth homelessness charity, AKT who have provided over 250,000 nights off the street for LGBTQ+ young people at risk of, or experiencing homelessness. [TW: sexual abuse] Today, my guest is the absolute PEACH of a human that is Paris Lees. Paris is an award-winning journalist and a Contributing Editor for British Vogue. She was the first trans woman to present on BBC Radio 1 and Channel 4 and the first to appear on Question Time. Her recently published memoir, What It Feels Like For A Girl, is the uniquely told, semi-fictionalised story of her childhood in Nottinghamshire - which included a spell as a rent boy and an eight-month prison sentence for armed robbery - and the refuge she found in partying, music and, eventually, books. Paris joins me to talk about everything from dating and failed relationships to missed deadlines and trans rights. Plus we discuss what it feels like to be a highly sensitive person and how this self-perceived 'failure' has actually turned into one of her biggest strengths. * Buy Paris's memoir, What It Feels Like For A Girl, here * My new novel, Magpie, is out on 2nd September. Most of us have heard of, or experienced a toxic workplace. Even our Federal Parliament has been labelled an environment of toxic low standards for our female politicians who have been democratically voted to represent us. So what does it really feel like to be a female politician in Australia and what can we learn from those that have endured, survived and in some cases even flourished? Margie Hartley talks with former Federal MP in the Rudd and Gillard Governments and author of 'Sex Lies and Question Time' Kate Ellis, about the lessons learnt and building leadership strength through adversity. Oliver Peterson: NSW Covid cluster grows and Barnaby Joyce takes over Nationals leadership

Resurrected Nationals leader Barnaby Joyce has vowed he is a “better person” after he resigned in a storm of controversy three years ago in the wake of a romantic affair with a staffer and allegations of sexual harassment that he firmly denies. The father of six again rejected the sexual harassment allegations on Monday as “spurious and defamatory” but he told reporters that he had also had time to reflect on his own behaviour after spending three years on the backbench. It was Mr Joyce's romance with his former press secretary Vicki Campion, who is now the mother of his two sons, that prompted former Prime Minister Malcolm Turnbull to implement a “bonk ban” for ministers to preclude them having sex with their own staff.Under the rules there is no prohibition on having sex with staff who work in other offices for cabinet colleagues.Mr Joyce told reporters on Monday that he had resigned from the leadership in 2018 in the best interests of the National Party.“Well, I acknowledge my faults. And I resigned as I should and I did,” Mr Joyce said.“I've spent three years on the backbench and you know, I hope I come back a better person. I don't walk away from the fact that you have to have time to consider, not only the effect on yourself, but more importantly, the effect on others. I've done that.“I don't want to dwell on the personal, except to say – hopefully one learns from their mistakes and makes a better person of themselves.”Asked about the specific allegation of sexual harassment that was investigated by the Nationals, Mr Joyce said he “completely denied it” but felt he needed to resign at the time to end the speculation.“Let's start with the most difficult one first. I believe that you had to clear the air, that even though I absolutely clearly say that if there was ever an issue of that sort, it should be taken to the police, I completely deny it,” he said.“(I) said that they were spurious and defamatory. Nonetheless, for the sake of my party, I did not want to be litigating that one at the dispatch box. With other issues, I can and I won't start telling other people how they should start thinking of other people. I will always try to be the better person. I acknowledge my faults. I resigned, I've spent three years on the backbench. I don't walk away from making sure that I can be a better person to do a better job. And I'm reminded by that by the people that I love dearly – my four daughters and my two sons and Vicki.”Mr Joyce attended the press conference with his deputy, David Littleproud, and Victorian Nationals Senator Bridget McKenzie.“I'd like to say to my colleagues how humbled I am that the task going ahead first and foremost is to make ourselves a team that is formidable for the next election,'' he said.Asked if he supported the Prime Minister Scott Morrison's “preference” for a net zero by 2050 climate change target, Mr Joyce said his discussions with the PM were ongoing.“I've already had a meeting with the Prime Minister, as one should. And we will have further discussions, I imagine, as we go forward,'' Mr Joyce said.“That is part and parcel of when you have a new leader, you have a new agreement. And I'll be making sure that I talk to my colleagues in The Nationals about the issues that they see as pertinent, and I will be making sure that that respect is given to the party room. And then I can, at a later stage, tell you how we're going.“I will be guided by my party room. It is not Barnaby policy – it's Nationals policy. And Nationals policy is what I will be an advocate for and if the National Party room believes that the best deal for regional Australia is to make sure that we secure their jobs.”Mr Joyce was re-elected Nationals leader after a leadership spill in Canberra today. The outcome means that Mr Joyce will be returned to the job as deputy prime minister and acting PM when Mr Morrison is overseas.Mr Morrison remains confined to the Lodge and will participate in Question Time...
