Democrats and Republicans in Maryland now know the nominees for their respective parties in some of November's important elections. Votes cast in last night's primary election are being counted, but the results so far pointed to several clear cut victories. Mayor Brandon Scott trounced challenged Sheila Dixon in Baltimore city's mayor race, while Howard County Executive Angela Alsobrooks is set to face off against Republican former Gov. Larry Hogan for one of Maryland's U.S. Senate seats. Our guests join Midday to analyze the results, and look ahead to the general election. Mary Miller is a former business executive who ran for Baltimore mayor in 2020. She also served in the Obama Administration at the U.S. Treasury. Leading Baltimore mayoral candidate Thiru Vignarajah dropped out of the race for the city's top leadership position and endorsed his opponent, Sheila Dixon, ahead of this month's Democratic primary. The endorsement came during a surprise announcement Wednesday in Fells Point. Dixon and Vignarajah would not confirm whether a role in Dixon's administration would be down the road. Former Baltimore mayor Sheila Dixon joins us to discuss her campaign to return to city hall. She is a familiar political figure whose service in city government began nearly 40 years ago. A Democrat, she represented the 4th District on the City Council for 12 years beginning in 1987. She later served as the President of the City Council from 1999 until 2007, and then became Mayor in January of that year when Martin O'Malley was elected governor. After reelection to that position, her term was cut short when she resigned in early 2010 as part of an Alford Plea in a perjury case. The Coronavirus has slowed down or shuttered businesses large and small, but one city department has been as busy as ever rooting out malfeasance by Baltimore elected officials and employees. Baltimoreans, sadly, know public corruption all too well. In the past decade, two of our mayors, Sheila Dixon and Catherine Pugh, have resigned amid corruption scandals. Ms. Pugh, a former police commissioner and several members of the Maryland legislature have been sentenced to prison terms. My next guest is the city’s top crusader against corruption. Isabel Mercedes Cumming is Baltimore’s inspector general. Before taking on that role 18 months ago, she served as Assistant Inspector General of Investigations for the Washington Metropolitan Area Transit Authority, where she oversaw 200 investigations in six years. She is the first woman to serve as the city’s top watchdog. Inspector General Cumming joins us from City Hall via Zoom.

Tom's guest is former Baltimore City Mayor Sheila Dixon, who is in a crowded field of Democrats running for the office she held from 2007 to 2010. Ms. Dixon represented the 4th District on the City Council for 12 years in the late '80s and '90s. She served as president of the City Council from 1999 until January 2007, when she became mayor after Martin O’Malley became governor. She was elected to continue later that year. In 2010, she resigned following a conviction for embezzlement and an Alford plea in a separate case in which she was charged with perjury. She ran for mayor again in 2016. She narrowly lost the Democratic primary to Catherine Pugh, and she garnered more than 51,000 votes in the general election as a write-in candidate.

For the second time in 10 years, and for the second time in the history of the city, a Baltimore mayor has pleaded guilty to criminal behavior while in office. Welcome to this special edition of Midday. Tom Hall spends the hour talking with reporters and legal experts about the guilty plea of former Baltimore Mayor Catherine Pugh. Yesterday, she was charged with 11 counts of wire fraud, conspiracy, and tax evasion. She appeared in federal court a couple of hours ago, and pleaded guilty to 4 of those charges, including conspiracy to commit wire fraud, conspiracy to defraud the United States, and two counts of tax evasion.Two of her close aids, Gary Brown and Roslyn Wedington, have also pleaded guilty to related charges.Tom begins today's analysis of the Pugh indictment with WYPR’s Emily Sullivan, who was at the Federal Court House earlier this afternoon. We're joined next by The Baltimore Sun reporter Luke Broadwater, who first broke the story of Pugh's Healthy Holly book scheme, and then by fellow Sun reporter Kevin Rector, who's also done extensive reporting on the scandal. We get additional reaction to the Pugh indictment from City Councilman Bill Henry and from two legal experts: defense attorney William Purpura and former federal prosecutor Robert Rohrbaugh, the man who prosecuted former Baltimore mayor Sheila Dixon.

Now that Catherine Pugh has resigned, what is the biggest issue facing Baltimore right now? Is it crime or corruption? I think it's corruption. You can't fix the crime problem until you get to the root problem of corruption in the city. From Pugh to Sheila Dixon, to local businesses and institutions the issue absolutely is corruption.
Got some heat for having Shelia Dixon on this morning. Yes, she resigned from office in disgrace, but the truth is she was about 2,000 votes away from being the current mayor. She won the African-American vote in a landslide over Pugh and many people remember her time as mayor when crime was under control. If she gets into the race (which we discuss) she probably would be the front runner.

At their consulting firm, McKenna Pihlaja, Martha and partner Jennifer Pihlaja make TV ads for candidates, among other advocacy and communications work. Born and raised in Baltimore, Martha, a longtime adviser to former Baltimore mayor Sheila Dixon, also had stints on Mary Pat Clarke’s 1995 mayoral campaign and at Emily’s List. Martha also chairs Emerge Maryland, which identifies and trains women to run for office in the state. Martha talked about getting her start in politics, her campaign success and failures and how to fill the pipeline with female candidates.
