The endorsement came during a surprise announcement Wednesday in Fells Point. Dixon and Vignarajah would not confirm whether a role in Dixon's administration would be down the road. Emily Sullivan, City Hall reporter for WYPR's news partner The Baltimore Banner, joins us to discuss the mayoral race and Maryland's 3rd Congressional District race to replace retiring Rep. The Baltimore City Council approved the city's $4.4 billion budget on Wednesday. The council exercised its new power to make amendments to Mayor Brandon Scott's spending proposals. City councilmembers put their stamp on the fiscal 2024 city budget by canceling some items proposed by Mayor Brandon Scott in order to fund projects of their own. The Council withheld money for the Baltimore Office of Promotion and the Arts, boosted the Fire Department and cut some city positions that had been vacant for some time. The story of love, personal demons and self-discovery is propelled by its musical numbers and explores the mind of Edgar Allan Poe as a "ghostly dreamscape" of disturbing yet compelling themes of madness and melancholy. Today on Midday, guest host Emily Sullivan, a city government reporter for The Baltimore Banner, takes a deep dive into the Baltimore City budget – which is taking shape a little differently this year. For more than a century, the Baltimore City Council has had very limited power over the budget. The mayor would write it…and pass along a draft version to the council to officially vote through.The council members could make cuts to the budget, but could not reallocate the money. For example, when then-City Council President Brandon Scott led the council in cutting 22-million dollars from the Baltimore Police budget in summer 2020, he and his peers didn't have a say in where the money actually went. This budget season, that changes. Thanks to a charter amendment that voters overwhelmingly passed in November 2020, the council now has the power to move money around in Mayor Brandon Scott's $4.4 billion draft budget. Emily's first guest today is Adam Willis – a reporter at The Baltimore Banner who covers the intersection of money and politics at City Hall. Last night, he attended Taxpayer's Night…the annuual forum where Baltimoreans are invited to City Hall to express their feelings about the budget proposal directly to the city's spending board. Today on Midday, guest host Emily Sullivan, the enterprise City Hall reporter for The Baltimore Banner, takes a closer look at the annual Baltimore City tax sale. Let's say you're a homeowner who had a tough year – and you don't pay your property tax bill. The city can place a lien on your house…and auction off that lien at the annual tax sale each May. (The online auction is scheduled this year for May 21.) An investigation by WYPR's news partner, the Baltimore Banner, found that roughly 41,000 homes have been through the tax sale process since 2016. Debts attached to these properties have gone up for auction at a public, online process where individuals or LLCs can bid to purchase the liens. The buyer clears the debt with the city and state…but the homeowner now owes the third-party who purchased their debt. If the third-party remains unpaid, they can charge the homeowner steep interest…and eventually, can begin a foreclosure process to claim the property as their own. The Cape Cod Maritime Museum in Hyannis, Massachusetts, focuses on Cape Cod's rich maritime history, along with boat building, yachting, and nautical art. The museum strives to enable audiences of all ages to understand and enjoy maritime culture through exhibitions, public events, and educational programs. Exhibits focus on the cod fishing industry and whaling, the history of navigation, the shellfish of Cape Cod, and more. There's also an extensive scrimshaw collection and historic Cape Cod wooden boats. There's a lecture series and other offerings including a Young Mariners summer program for kids and a boatbuilding program. The museum is developing a new exhibit on lighthouses that opens on October 20. Emily Sullivan, the museum's curator, is interviewed in this episode. The lighthouse at Verona Beach in New York was one of three built on Oneida Lake to aid navigation in conjunction with the opening of the Barge Canal as part of the Erie Canal system in 1918. In 1920, New York State created its own department for managing navigational aids, including a program for hiring lighthouse keepers. The Verona Beach Lighthouse Association was formed in 2002 to save the lighthouse, which had become a popular site for dumping trash. More than 150 truckloads of debris were removed and the windows and entry door were replaced. As part of their “Reimagine the Canal Program,” the New York Power Authority and Canal Corporation had Verona Beach Lighthouse renovated and illuminated with LED lighting in 2021. They say that Alaska is a place of extremes.  This ranges from the stark changing of the seasons, to the scale of the wilderness landscapes, and of course, the size of the monolithic mountains.  But it also applies to the races - and I'm not talking about Nascar.  There's the Iditarod - a grueling 950 mile dog sled race from Anchorage to Nome, that travels through bitter cold temperatures and sub-arctic, coastal storms.  There's Mount Marathon - a blistering roundtrip run up and down a nearly 3,000 foot high peak, covered in loose rock and scree, and lined with dangerous cliffs.  And then there's the Alaska Wilderness Classic. Started in the early 1980's, The Alaska Wilderness Classic is less of a formal race, and more of a grass-roots, community driven adventure challenge.  The Classic historically traverses a mountain range, anywhere from 150-250 miles in distance, and the rules are simple: get from point A to Point B unassisted, usually by foot, ski or pack raft.  Participants are expected to leave minimal impact on the terrain they cross, and are prepared to extract themselves in case of emergency.  Although the racers are often-times friends, and checking in with each other throughout the race, it's a serious event, with potentially high consequences.  And this was the case in the winter of 2020, when Emily Sullivan and her partner, Taylor Bracher, began their journey from the historic mining community of McCarthy, Alaska - to cross the heavily glaciated Wrangell Mountains, en route to Tok, Alaska. •••••••••••••••••••••••••••••••••••••••••••••••••••••NotesThis trip report is made possible with the generous support of The Firn Line Patreon backers.Special thanks to Emily SullivanProduced by Evan PhillipsEditing & Sound Design by Pod PeakOriginal Music by Evan PhillipsSupport The Firn LinePatreonPayPalMerchSponsorsAlaska Rock GymThe Hoarding Marmot

Tom's next guest is Emily Sullivan, WYPR's City Hall and politics reporter, who joins us with news that less than 20% of the $9.2 million donated to competitive candidates in Baltimore's 2020 mayoral race came from city residents, according to a new report from Maryland PIRG Foundation. Sullivan says the left-leaning advocacy group found that non-individuals, such as PACs and corporations, had a vast financial role in the Baltimore election: they accounted for just over 9% of the total number of donations, but raised 52% of the money.About a third of the total money raised came from individuals who live outside of Baltimore, while under one fifth came from city residents. Problems With U.S. Postal Service: What's Really Happening?

Today on Midday, a conversation about the U.S. Postal Service, which is embroiled in a political and fiscal crisis unlike any in the service’s 228-year history. Shortly after our broadcast Tuesday, Postmaster General Louis DeJoy released a statement announcing that he is halting his controversial cost-cutting initiatives at the US Postal Service until after the November election. The statement says he is canceling service reductions, reinstating overtime hours and ceasing the removal of mail-sorting machines and public collection boxes. As the COVID-19 pandemic persists and intensifies in many states, election experts are predicting record numbers of Americans will use the mail to cast their ballots in November. Is the Postal Service prepared to process those ballots and assure that every vote arrives in time to be counted by local boards of elections? Late last month, the general counsel of the Postal Service sent letters to 46 states and the District of Columbia in which he answered that question, “No.” He said there is a risk that mailed ballots may not arrive in time. Postmaster General, Louis DeJoy – a Trump donor who took office in mid-June – has ordered sweeping staff and operational changes at the Post Office that have already significantly slowed nationwide mail service. President Trump has said he opposes emergency funding for the Post Office because it will support voting by mail... House Speaker Nancy Pelosi has called Congress back from recess on Saturday to demand answers from the Postmaster General, and to pass legislation that would prohibit any service cutbacks ahead of the elections. Louis DeJoy will appear before the Senate Homeland and Governmental Affairs Committee on Friday. He is scheduled to appear before the House Oversight Committee on Monday. And today, Maryland Attorney General Brian Frosh announced that Maryland has joined with a group of more than a dozen other states that are suing the U.S. Postal Service to reverse “unlawful” cost-cutting moves that Frosh said represent the “most deceitful plan in American history to disrupt an American election.” To help us understand what’s really going on at the US Postal Service, Tom is joined first by Washington Post business reporter Jacob Bogage, who has been leading the paper’s coverage of the problems at the Postal Service. Later in the hour, Tom talks with WYPR reporter Emily Sullivan about the Maryland lawmakers who teamed up at a news briefing yesterday with local postal-workers union officials to criticize the operational changes made by the new Postmaster General. Then, Tom talks with Democratic Congressman Dutch Ruppersberger, who represents Maryland’s 2nd District. He sits on the House Appropriations Committee, which funds the Postal Service. The Congressman has been critical of the postal service changes, and will be voting to roll them back in the emergency House bill now being drafted. All our guests joined us today via Zoom.

The Maryland State Board of Elections is in Day Two of its efforts to determine winners in the primaries for city-wide and city council offices in Baltimore City. Given the reports of problems with both in-person and mail-in voting, the Governor made it clear in his remarks yesterday that he would like to see State Elections Administrator Linda Lamone removed from her job. Other senior officials have made even more direct calls for her resignation. As for potential winners, Former Baltimore Mayor Sheila Dixon maintains a lead in the race for Mayor, although she has not declared herself the victor in her race for her old job. It's Thursday, and time for another of theater critic J. Wynn Rousuck's weekly reviews of the Maryland stage. Today, she talks with Tom about Purlie, the 1970 Broadway musical hit that's getting a spirited revival at Arena Players, the oldest continually performing and historically African-American theater community in Baltimore. Set in the segregated, Jim Crow-era American South, Purlie tells the story of a charismatic traveling preacher named Purlie Victorious Judson, who returns to his small Georgia town in the hope of saving Big Bethel, the community's church, and free the indentured black cotton pickers who work on oppressive Ol' Cap'n Cotchipee's plantation. Purlie - which earned five Tony Awards, including for Best Musical, credits its book to veteran stage and screen actor Ossie Davis, Philip Rose and Peter Udell, with lyrics by Udell and music by Gary Geld. The musical was based closely on Davis's 1961 Broadway play, Purlie Victorious, which was adapted in 1963 into the film Gone Are the Days! The movie version featured many of the play's Broadway cast, including Davis, Ruby Dee, Alan Alda, Beah Richards, Godfrey Cambridge, and Sorrell Booke. Directed at Arena Players by Troy Burton, with musical direction by Tevin Brown, Purlie stars Antoine Williams in the title role, along with Stacey Saunders as Lutiebelle and Katrina Jones as Missy. The cast also includes Nate Couser, Xander Golden, Wanda Tyler, Lisa Wooten, Zolita Lester and Michael Barrett. For the second time in 10 years, and for the second time in the history of the city, a Baltimore mayor has pleaded guilty to criminal behavior while in office. Welcome to this special edition of Midday. Tom Hall spends the hour talking with reporters and legal experts about the guilty plea of former Baltimore Mayor Catherine Pugh. Yesterday, she was charged with 11 counts of wire fraud, conspiracy, and tax evasion. She appeared in federal court a couple of hours ago, and pleaded guilty to 4 of those charges, including conspiracy to commit wire fraud, conspiracy to defraud the United States, and two counts of tax evasion.Two of her close aids, Gary Brown and Roslyn Wedington, have also pleaded guilty to related charges.Tom begins today's analysis of the Pugh indictment with WYPR’s Emily Sullivan, who was at the Federal Court House earlier this afternoon. We're joined next by The Baltimore Sun reporter Luke Broadwater, who first broke the story of Pugh's Healthy Holly book scheme, and then by fellow Sun reporter Kevin Rector, who's also done extensive reporting on the scandal. We get additional reaction to the Pugh indictment from City Councilman Bill Henry and from two legal experts: defense attorney William Purpura and former federal prosecutor Robert Rohrbaugh, the man who prosecuted former Baltimore mayor Sheila Dixon.

Click the link below to get the full context: On the contrary, As the slave is in the power of his master, so is one spouse in the power of the other (1 Corinthians 7:4). But a slave is bound by an obligation of precept to pay his master the debt of his service according to Romans 13:7, "Render . . . to all men their dues, tribute to whom tribute is due," etc. Therefore husband and wife are mutually bound to the payment of the marriage debt. Further, marriage is directed to the avoiding of fornication (1 Corinthians 7:2). But this could not be the effect of marriage, if the one were not bound to pay the debt to the other when the latter is troubled with concupiscence. Therefore the payment of the debt is an obligation of precept. I answer that, Marriage was instituted especially as fulfilling an office of nature. Wherefore in its act the movement of nature must be observed according to which the nutritive power administers to the generative power that alone which is in excess of what is required for the preservation of the individual: for the natural order requires that a thing should be first perfected in itself, and that afterwards it should communicate of its perfection to others: and this is also the order of charity which perfects nature. And therefore, since the wife has power over her husband only in relation to the generative power and not in relation to things directed to the preservation of the individual, the husband is bound to pay the debt to his wife, in matters pertaining to the begetting of children, with due regard however to his own welfare. Ever since the story of Baltimore Mayor Catherine Pugh's lucrative self-dealing book sales first broke in the Sun March 13th, the city has been on a political roller coaster ride, with an embattled Mayor sidelined by pneumonia and taking an indefinite leave of absence, while the city council president assumed her duties amid a growing chorus of calls for Mayor Pugh's resignation. The latest turn came at about 6:30 yesterday morning, when agents from the FBI and the criminal division of the IRS fanned out across Baltimore and executed search warrants in seven different locations, including two of the mayor's homes, and the seat of our city’s government, City Hall. Today, Tom speaks with some of the reporters who are covering this rapidly developing story. A little later, Luke Broadwater of the Baltimore Sun and Jayne Miller of WBAL Television will join us.
