Baltimore City's charter is a foundational document dictating how the city is run, similar to how the Bill of Rights and the U.S. Constitution sets the responsibilities and limits of the federal government. And like the U.S. Constitution, the city charter is not easy to amend. Amendments need to be voted on and receive majority support at the polls to pass. This year, voters in Baltimore City are set to consider several charter amendments. Midday is taking a deep dive into these important ballot questions. Question H, if passed, would reduce the size of the City Council from 14 district seats to eight. Proponents say with Baltimore shrinking, the city council should shrink, too. Opponents of Question H, including Mayor Brandon Scott, argue a small city council would be more easily influenced by lobbyist and political action committees (PACs). In March of 2021, a year into the COVID pandemic, Baltimore City received a chunk of $65.1 billion dollars in American Rescue Plan (ARPA) grants. Baltimore's take was $641 million dollars, which Mayor Brandon Scott disbursed to city agencies, quasi-governmental organizations and non-profit organizations who are charged with improving housing, infrastructure, violence prevention and a host of other areas. By June of this year, 45% of ARPA funds have been spent. However, $68 million of the $641 million allocated to various groups was rescinded because certain grantees were not able to meet the deadlines for implementing their programs. HBO's seminal series The Wire put Baltimore's plight on the map, with crime and urban blight running amok. Now, 16 years after that show ended, it seems little has changed from the city it depicted. The situation has become so desperate that the city is selling off dilapidated buildings for f $1. However, before you dig out the loose change in your pocket to snag a townhouse, remember there are caveats. There were almost 15,000 abandoned homes in Baltimore as of 2022, blighting the landscape, and Mayor Brandon Scott—as first reported in Bloomberg—is offering up 200 of them virtually free to encourage investors to help transform the beleaguered city. And that's in a poll so skewed towards the Republicans (the Harvard-Harris poll) that a Harvard school paper columnist wrote about it: “Harvard Should Break Up With The Harris Poll” because the university is quote “lending its name to a methodologically flawed poll that often promotes a right-wing political agenda.” The 8% undecided lean 61% Biden including 58% of independent undecideds and 41% of Republican undecideds and that is, after all, EXACTLY what the Biden internal metrics told the president's campaign months ago. Once Trump actually became the GOP nominee the fence-sitters would have their "oh shit" moment and break to Biden. Plus, in the Bloomberg swing states poll that America erupted over when Trump led in seven states, Biden has moved ahead in one, tied in two others, and has improved in three more. Funny that these poll results aren't as big deal as the pro-thump ones were. Mayor Brandon Scott announced his strategy to address violence in the summer of 2021, setting a goal of reducing murders by 15% per year. We did not achieve that goal in 2021 or 2022, but we are on track to exceed it this year. With 12 days left before the end of the year, it is likely there will be fewer than 300 murders in the city for the first time since 2014. As of today, 255 people have been identified as victims of homicide compared to last year, 65 fewer people were killed as of today than on this same day in 2022. The new chief of the Baltimore City Fire Department joins Midday. Chief James Wallace was nominated to the position by Mayor Brandon Scott in July and confirmed by the City Council in October. He began his career with the department 33 years ago, and rose through the ranks as a paramedic, a firefighter, Battalion Chief and Deputy Chief. Since 2020, he served in the Scott administration as the head of the Office of Emergency Management. Baltimore sees many fires, with one of the highest per capita fire rates in the country.
