He ran again for State's Attorney in 2022, and now, he's running for Mayor once again, in a field that includes 12 other candidates. Over the next few months, we plan to speak with the major candidates in the Democratic primaries for Baltimore Mayor and City Council President, congressional candidates in the 3rd and 6th Districts, and candidates running for the U.S. Senate. Former Baltimore mayor Sheila Dixon joins us to discuss her campaign to return to city hall. She is a familiar political figure whose service in city government began nearly 40 years ago. A Democrat, she represented the 4th District on the City Council for 12 years beginning in 1987. She later served as the President of the City Council from 1999 until 2007, and then became Mayor in January of that year when Martin O'Malley was elected governor. After reelection to that position, her term was cut short when she resigned in early 2010 as part of an Alford Plea in a perjury case. So what's law enforcement doing now? #BestGuests: Detective Debbie Ramsey (Ret.) began her law enforcement career in 1982 with the Baltimore Police Department in Maryland, where she served for 12 years. She rose through the ranks and became a community policing officer, patrol officer, and detective. As a detective, she worked with the Criminal Investigation Division Drug-Enforcement Section and the Internal Investigation Division. She served on several federal task forces alongside the Federal Bureau of Investigation, Maryland State Police, Drug Enforcement Agency, and the U.S. Marshalls Service. Giacalone is a retired NYPD Sergeant SDS (Supervisor Detective Squad) and internationally recognized expert. He has an extensive background in criminal investigations. He has held many prestigious positions in the NYPD, but his favorite was the Commanding Officer of the Bronx Cold Case Squad. Joe has worked on and supervised hundreds of homicides, violent felonies, suicides and missing persons cases. Joe has trained investigators from all over the United States and the world. In 2013, Joe found himself as part of a team training detectives on Intimate Partner Violence in Amman, Jordan. Joe has also been a 3 time guest speaker at CrimeCon (Nashville, Chicago, and New Orleans). Police in the US state of Maryland say there was more than one gunman involved in the mass shooting in Baltimore. Two people were killed, and twenty-eight others injured. Nine people were taken by ambulance to the hospital. Three of them are in critical condition.

It's Midday with the Mayor. As he does each month*, Baltimore Mayor Brandon Scott joins Tom Hall for an unrehearsed conversation about key issues on the city's agenda. Top officials in the city are at loggerheads about a deal that the Scott Administration negotiated with BGE to manage the city's elaborate, 741-mile underground conduit system, which houses electric and fiber optic cables for BGE and other companies. The draft agreement was first reported in January by the Baltimore Brew. After we hear from the Mayor today, we'll hear from the other two city-wide elected officials in Baltimore: Comptroller Bill Henry and Council President Nick Mosby, both of whom oppose the deal. On Wednesday, March 1, the Board of Estimates was scheduled to vote for the second time on the deal, but that vote has been delayed until April 5th. The Board of Estimates voted to approve the deal on February 15. The Comptroller and Council President skipped that meeting, thinking their absence would leave the board without a quorum. But the remaining three members of the board, the Mayor and his two appointees, voted without the two opposing members. Henry and Mosby assert that that vote is not valid because they did not participate. City Solicitor Ebony Thompson, one of the people voting for the measure, declared in a legal opinion that the vote was, in fact, valid. The Mayor, the Council President and the Comptroller disagree about several aspects of this deal. We talk with each of them today. Today on Midday, another edition of our election-year series, Conversations with the Candidates, 2022. In the race for Governor, Democrats nominated Wes Moore, a popular author and non-profit executive, making his first run for public office. Republicans voted for Dan Cox, an election denier and acolyte of Donald Trump. Mr. Moore is heavily favored to win, but at a unity rally in Silver Spring on Monday, Democrats vowed not to take anything for granted, and to run vigorous campaigns up and down the ballot. Mr. Moore and Del. Cox will not be the only candidates on the ballot. There are five registered parties in Maryland. In addition to Democrats and Republicans, Libertarians, Green Party and Working Class candidates may appear on general election ballots, along with Independents. This year, the Green Party has nominated Nancy Wallace, a lawyer and environmentalist. The working class candidate is David Harding, who ran unsuccessfully for Baltimore Mayor in 2020. An independent named Kyle Sefcik will be on the ballot as well. The Libertarian Party of Maryland's candidate is David Lashar, who is Tom's guest today. David Lashar is an IT executive who served for as the Chief Information Officer at the MD Department of Health, where he later served as the Chief Operating Officer and Chief of Staff. His running mate is Christiana Logansmith, a Navy veteran and businesswoman. This is Mr. Lashar's second try at public office. He ran as a Libertarian for Congress against John Sarbanes in 2018. David Lashar is 59 years old. He holds a BA from Dartmouth College in Russian Studies and an MBA from Carnegie Mellon University. He lives in Annapolis. Nike coined the famous phrase, “Just do it.” For William Donald Schaefer, a powerhouse of Maryland politics at the local and state level for 50 years, it was “Do it now.” That phrase, for years, scribbled on memos to Mr. Schaefer's cowering staff, is also the title of a new musical based on Schaefer's life. The musical opens a sold-out debut run at the Fells Point Corner Theatertonight. It's part of the Baltimore Playwrights Festival. It's the brainchild of the musician/composer Jonathan Jensen, and the actor/director Rich Espey. They join Tom here in Studio A. Baltimore Mayor receives a letter from the Governor of Maryland about crime in the city
Today on Midday, we continue our series of Conversations with the Candidates: 2022. Tom's guest is Thiru Vignarajah, who is running in the Democratic primary for Baltimore City State's Attorney. This is his third try for public office. He ran for State's Attorney in 2018, and he ran for Baltimore Mayor in 2020. His opponents in the 2018 race are the same people he is facing this time around: the incumbent, Marilyn Mosby, and former prosecutor and defense attorney, Ivan Bates. A fourth candidate, Roya Hannah has announced her intention to run in the general election as an independent. Mr. Vignarajahserved as a federal prosecutor at the U.S. Attorney's Office in Baltimore. He also headed the Major Investigations Unit in the Baltimore City State's Attorney's Office, and he was the Deputy Attorney General for Maryland for about two years. He was a partner at the law firm, DLA Piper, and since August of last year, he has been the CEO of Capital Plus Financial, a community development financial institution (CDFI) that works to close the wealth gap for people of color. Mr. Vignarajah is 45 years old. He attended Yale University and Harvard Law School, where he served as president of the Harvard Law Review. Today on Midday, we are going to talk about the case of Keith Davis, Jr., who is accused by the Baltimore State's Attorney of murdering Kevin Jones in 2015. Mr. Davis has already been tried four times for this murder. Two of those trials ended in hung juries. The other two, including the most recent one, ended in guilty verdicts that were overturned. Mr. Davis remains in jail while awaiting his fifth trial, which is currently scheduled for May, although it could be delayed. This case has garnered a lot of public attention, largely due to the efforts of Mr. Davis' wife, Kelly, and a passionate and vocal group of advocates who for years have been critical of State's Attorney Marilyn Mosby and the prosecutors in her office. These advocates have been working to bring the details of the case to wide attention. One of those advocates is DeRay Mckesson, who joins us today. DeRay is an activist and co-founder of Campaign Zero, an organization founded to combat police violence. Campaign Zero has taken-up the cause of Mr. Davis, claiming that Ms. Mosby's prosecution is due to what the group calls “vindictiveness and personal and political animus.” That was the language used in a motion to dismiss the case filed on March 8 by Deborah Katz Levi, the Director of Special Litigation at the MD office of the Public Defender. We made the State's Attorney's Office aware of the fact that we would be talking about this case today on Midday. Citing that it is an on-going legal matter, they declined to participate in the conversation. Here's what's happened in the case so far: Kevin Jones was shot to death in June of 2015, as he walked to work at Pimlico Race Course in Northwest Baltimore. In 2016, Keith Davis was tried on charges of armed robbery of a cab driver, a charge for which he was acquitted. He was, however, convicted of illegal possession of a firearm and sentenced to five years in prison. In 2017, he was charged in the murder of Kevin Jones. Davis' trial in May of that year ended in a hung jury. He was re-tried in that case several months later. In that trial, he was found not guilty of first-degree murder, but guilty of second-degree murder. That verdict was overturned because the court found that the prosecution had not informed the defense and the jury of the background of one of the witnesses, a jailhouse informant. A third trial, in June of 2018, also ended with a hung jury. A fourth trial, in February of 2020 ended in a guilty verdict. Mr. Davis, who maintained his innocence, was sentenced to 50 years in prison. That guilty verdict was overturned because of problems with questions that were posed to potential jurors. Each of these trials were presided over by different judges, and prosecuted by different lawyers from the State's Attorney's office. Last December, Mr. Davis turned down a plea bargain that would have reduced his sentence to 15 years. As mentioned earlier, Mr. Davis remains in jail, awaiting a fifth trial. We do not know whether or not Keith Davis killed Kevin Jones. There is certainly ample evidence that he did not, but two juries have been convinced by evidence at trial that he is responsible for Mr. Jones' death. Ms. Mosby has said that prosecutors are pursuing this case to bring justice to Mr. Jones' family. Mr. Davis' supporters are seeking justice for him, as well. (In an unrelated case, Mr. Davis has been charged with attempted murder for an alleged fight he had in jail with another inmate. That fight took allegedly place in June 2020. Mr. Davis wasn't charged until May, 2021. The delay is cited by Mr. Davis' lawyer as proof that Baltimore State's Attorney Marilyn Mosby waited until Mr. Davis was granted another trial in the other murder case before charging him with something else. Again, this is according to a motion to dismiss his case filed on his behalf.) Host Tom Hall notes that he has not attended the trials, and does not claim to know every detail of this complicated case. Tom has, however, read recent motions filed to the court by the State's Attorney's office and the public defender, Deborah Katz Levi, on behalf of Mr. Davis. Almost two years into the pandemic, the threat of eviction and homelessness looms large for financially insecure families. Although Baltimore got millions in federal funds to forestall evictions, Karen Wabeke of the Homeless Persons Representation Project says her group is seeing more and more landlords refuse to take part, "We, along with partners in the Baltimore Renters United coalition, have advocated for the city to begin making direct to tenant payments.
