In this episode of Work in Progress, we're talking about the integral role adult basic education plays in helping working-age adults achieve literacy and numeracy, increasing their employability. My guests are Sharon Bonney, CEO of Coalition on Adult Basic Education (COABE), and Jacqueline Aguilera, project manager for Houston Mayor's Office for Adult Literacy. Adult basic education covers a range of literacy skills beyond just reading and writing, including numeracy, critical thinking, digital literacy, and contextual skills for careers and life. COABE works to inspire educators and help adults succeed, with national, state, and local partnerships to provide education and skills training for adult learners. Bonney says it is a vast network. "We work with many different partners, over a hundred national partners such as IBM SkillsBuild, Google, Amazon, and Tyson Foods. There's 49 state partners that we work with called State Associations. We have over 2,300 local programs and then we also have 60,000 individual members," she explains. Bonney adds that adult education programs serve a diverse population with significant barriers to employment and economic mobility, including migrants, those who have aged out of foster care, the homeless, formerly incarcerated, and immigrants. The Houston Mayor's Office for Adult Literacy is one of those local programs. "Some individuals need language skills. They need career prep. They need pre-skilling or upskilling. There are different types of programs that actually help to connect the learners to career opportunities. That is very important because adult ed is a talent pool developer," says Aguilera, who manages that program. Bonney continues, "They're working with learners with the most barriers to life and employment, and they have a great success rate. Helping get people to work, and helping to break generational curses. We're helping to feed these learners into the workforce and into community college." Adult education matters and it makes a difference to the community, says Aguilera. "Passion, commitment, and the dedication to the success of not only the individuals, but of the community and the families, and then the impact that they can have, again, returning to the economic health of the city, which benefits the states, which benefits the nation." Today's episode of The Debrief  features a unique format: this episode was recorded live at the National Tactical Officers Association Annual Conference in Aurora, Colorado. I was fortunate to moderate a panel discussion that included the presidents of five separate tactical associations including: Brent Straton from the California Association of Tactical Officers, Chris Eklund from the Florida SWAT Association, Thor Eells from the National Tactical Officers Association, Nick Sprague from the Rocky Mountain Tactical Teams Association and Dan Colasanto from the Texas Tactical Police Officers Association.  This was a wide-ranging discussion that covered a number of current topics in special tactics including: Constitutional Policing, Militarization of law enforcement, SWAT standards, no-knock warrants, and the use of dynamic tactics in search warrants.  The contrast between the different regional and national perspectives on these issues made for a great conversation.  I'd like to thank the NTOA, CATO, Florida SWAT, RMTTA, and TTPOA for their willingness to share this discussion with our audience. A note regarding audio quality: this episode was recorded live, in a large group setting, at the NTOA conference. Michigan Big Lie Voting Machine Tampering Conspiracy May Have Involved More StatesToday's LinksArticles:Washington Post - Michigan plot to breach voting machines points to a national patternWashington Post - Trump-allied lawyers pursued voting machine data in multiple states, records revealNBC News - Michigan AG probe alleges GOP opponent involved in unauthorized voting machine accessBrennan Center - Memo to State Associations of Election OfficialsGroups Taking Action:The Brennan Center for Justice You're listening to the American Democracy Minute, keeping YOUR government by and for the people.We reported in June and again last week about the widening Big Lie voting machine tampering conspiracy in Michigan implicating a GOP candidate for attorney general.  Now, reporting in the Washington Post suggests the conspiracy may have been coordinated nationally, similar to the fake presidential elector scheme.In Michigan, a special prosecutor has been requested by Michigan's sitting attorney general, because her apparent opponent, Matthew DePerno, may have coordinated the breaking into one or more ballot tabulators.Then on August 11th, the Brennan Center for Justice issued a memo to state associations of election officials warning of “insider” threats to election security. Brennan recommended steps officials can take should they be approached about access to voting machines, or if the machines are breached.The memo cited dozens of resources and news articles, and gave examples in Georgia, Colorado, Pennsylvania and numerous examples in Michigan, where access was attempted by or given to, third parties looking for fraudulent voting data.  In some cases it was partisan law enforcement officers who approached the clerks.In addition to reporting incidents to state election officials, the Brennan Center recommends communicating quickly and clearly to the public.  Remediation for compromised machines means they will need to be replaced in order to restore public faith in the system at a huge expense to municipalities.  Big lies have consequences. See articles and the Brennan Center's memo AmericanDemocracyMinute.org    For the American Democracy Minute, I'm Brian Beihl.

Speaking to the Pharmacy Podcast Network, Dr. Marion Mass, a pediatrician, patient advocate and founding member of the Practicing Physicians of America, spoke about the original intent of PBMs, which started in 1968, and what they've become today. “PBMs were created with the vision that they would act like giant drug-buying networks, with their buying power cutting health care costs and consumers realizing the savings in the end. However, through consolidation, three companies now control 90 percent of the market,” she said. Dr. Mass further explained, “This unhealthy market share has led to an unhealthy control over formularies,” which can cause life-and-death situations for her young patients. “Patients are at risk of death or harm when drugs such as chemotherapies, antibiotics, epinephrine and anesthetics are not available.” Pharm D Mel Brodsky, executive director of the Philadelphia Association of Retail Druggists and former CEO of the Keystone Purchasing Alliance, explained, “This outsized market share takes advantage of drug manufacturers, pharmacists and, most importantly, patients. The result is a net negative for all parties except for the large PBMs.” In his estimation, the net result of this imbalance “has led to an erosion of the doctor-patient relationship and a decimation of Main Street pharmacists throughout the nation.” “With the current system in place, independent pharmacists are being squeezed to the point that many jump when the large groups offer to buy them out. With the depletion of community pharmacists comes the loss of personal touch and a watered-down version of health care to patients,” Brodsky said.  Both participants agreed that action must be taken on the federal level, citing Pennsylvania Sens. Bob Casey and Pat Toomey's abilities to rein in the large PBM market imbalance. Our Guests:  Dr. Marion Mass. Dr. Mass is a pediatrician in the Philadelphia suburbs. She received her medical degree from Duke University School of Medicine and has been in practice for more than 20 years. She sits on the editorial board of the Bucks County Courier, Times and is a member of the Bucks County Health Improvement Partnership. Mr. Mel Brodsky is the Executive Director of the Philadelphia Association of Retail Druggists (PARD), an association of community pharmacies representing 250 independently owned pharmacies in Southeast Pennsylvania. PARD works closely with State Associations like the Pennsylvania Pharmacists Association (PPA). Mr. Brodsky is also CEO of the Keystone Pharmacy Purchasing Alliance, headquartered in Philadelphia with 400 member stores in 5 States. The NCAA's name, image, and likeness guidance effective July 1st sent shockwaves throughout the amateur athletics landscape. There is still confusion about what is and is not permissible for amateur athletes, particularly for high school athletes, in how they can get paid legally for NIL activities. As a veteran Fox News producer said, “Ratings are the only thing that matter.” Trump torched the anger, but Fox News sprayed it with gasoline first. Arthur West is returning to “Be Bold America!” to discuss Fox News' role in the attack by an angry mob on our Capital and to also give us an update on WASHLITE's lawsuit against Fox News. Interview Guests: Arthur West is chair of the non-profit, The Washington League for Increased Transparency and Ethics (WASHLITE). WASHLITE claims that Fox News and other defendants “willfully and maliciously engaged in a campaign of deception and omission regarding the danger of the international proliferation of the novel Coronavirus. For the last 25 years Mr. West has lived in Olympia Washington, and has litigated numerous cases against large organizations, including Intel, Weyerhaeuser, the Ports of Seattle, Tacoma and Olympia, and the State Associations of Counties and Cities. From 2011-2012 West collaborated with Fairfax County on a successful NEPA campaign to challenge and force amendments to the Bush Administration's 2 Billion Dollar Hot Lanes Project. He has over a dozen published opinions in open government and environmental law. Ryan Sarnataro studied Psychology and Economics from Syracuse University and attended Jungian grad school in Berkeley. He possesses a deep interest in in the psychology of why disinformation is so successful.

Fox Corporation No. 20-2-07428-4, King County, California” The Washington League for Increased Transparency and Ethics (WASHLITE) claims that Fox News and other defendants “willfully and maliciously engaged in a campaign of deception and omission regarding the danger of the international proliferation of the novel Coronavirus.” The core of the group's argument is that certain Fox News segments downplayed the danger the virus posed and therefore allowed the virus to spread in a less checked manner than might otherwise have occurred and is suing Fox News under the consumer-protection law. WASHLITE wants the court to order the network to stop making false statements about the virus. Fox News was faced last week with a judge who was skeptical of its claim that the US Constitution's First Amendment bars lawsuits alleging that a hose on the network downplayed the danger by calling it a “hoax.” WASHLITE states that cable networks aren't afforded the same First Amendment protections as print media. The Fox News attorney states that the network is protected by the First Amendment and that the lawsuit is “absurd and unconstitutional.” WASLITE's claim also took exception to Fox News referring to itself as a “news” broadcast. Interview Guest: Arthur West grew up in Madison Wisconsin in the 1960s. Since then he has lived in Japan, Germany, Ethiopia, Santa Cruz and Escondido. For the last 25 years he has lived in Olympia Washington, and has litigated numerous cases against large organizations, including Intel, Weyerhaeuser, the Ports of Seattle, Tacoma and Olympia, and the State Associations of Counties and Cities. West is currently litigating a records case with Tacoma over records of their Stingray equipment, and an OPMA case with Seattle over their clandestine decision to withdrawal the EHO Tax. From 2011-2012 West collaborated with Fairfax County on a successful NEPA campaign to challenge and force amendments to the Bush Administration's 2 Billion Dollar Hot Lanes Project.
