A compromise between the Texas House and Senate will maintain the lower $55 per-student increase to the basic allotment but adds an additional $500 million for fixed costs to the plan; Dallas officials do not have a price tag for the Kay Bailey Hutchison Convention Center, and they won't have one until next year; Fairview residents have filed an appeal challenging the Town Council's approval of a permit allowing the Church of Jesus Christ of Latter-day Saints to build a temple in their town.
