In 2019, Mr. Dorsey and Mr. Salah both applied for transfer to a minimum security institution. At the time, Mr. Dorsey, a dangerous offender, was incarcerated at a medium security facility; Mr. Salah was sentenced to concurrent life sentences and is incarcerated at a different medium security facility. Mr. Dorsey's case management team, his Manager of Assessment and Intervention, and his Warden all agreed that he met the criteria for reclassification to minimum security but, because of his dangerous offender status, his transfer request had to be approved by the Regional Deputy Commissioner and then the Assistant Commissioner of Correctional Operations and Programs. In September 2019, the Regional Deputy Commissioner assessed Mr. Dorsey's public safety rating as moderate. His request was denied.Mr. Salah's case management team, his parole officer, and his Manager of Assessment and Intervention recommended reclassification and transfer to a minimum security facility, but, in October 2019, a new Manager of Assessment and Intervention and Intervention was assigned to his file. He assessed Mr. Salah as a moderate escape risk, so the Warden wrongly denied his transfer request.Mr. Dorsey and Mr. Salah each applied under the Habeas Corpus Act, R.S.O. 1990, c. H-1, for a writ of habeas corpus ad subjiciendum with certiorari in aid. Although they did not apply under the Charter, they alleged that the denial of their transfer requests engaged ss. 7, 9, 10(c) and 12 of the Charter. On consent, the applications were joined for the purpose of determining a common threshold legal issue: whether Mr. Dorsey and Mr. Salah could resort to habeas corpus to challenge the denials of their applications for transfer to lower security prisons.The applications were dismissed on the grounds that habeas corpus was not available for denials of reclassification, which were not deprivations of residual liberty. After the application judge's decision, Mr. Dorsey was reclassified and transferred to a minimum security institution, but he continued his appeal. The appeal was dismissed. Sarah Chew is a Science Programs Manager at the Society for Women's Health Research, where she helps plan and execute a range of science programs, while supporting strategic planning and communications efforts across the organization. With a diverse background in public health, Chew has experience in non-profits, city government, and health insurance. She previously served as Special Assistant to the Assistant Commissioner in the Bureau of Vital Statistics at the New York City Department of Health and Mental Hygiene, where she provided strategic support and project management for bureau processes and staff. She has also worked as a Senior Manager at UnitedHealthcare Community & State and as Program Director for Girls on the Run of Northern Virginia. Today, Repast welcomes Kim Kessler, the Assistant Commissioner for the Bureau of Chronic Disease Prevention and Tobacco Control at the New York City Department of Health, Dipa Shah Patel, the Director of the Los Angeles County Public Health Department's Nutrition and Physical Activity Program, and Paula Daniels, the Director of the L.A. This conversation was sparked by a strategy released by the New York City Health Department in January of this year titled Addressing Unacceptable Inequities: A Chronic Disease Strategy for New York City—a multiagency strategy that addresses the root causes of chronic diseases such as heart disease, diabetes, and screenable cancers, and outlines proposals and interventions to reduce the incidence of chronic disease. The second phase of police withdrawal from mental health callouts starts in parts of the country next week. From Monday, detained mental health patients will be handed over within 60 minutes at Waitematā, Counties Manukau, Waikato, Nelson-Marlborough, and West Coast EDs. Police will also tighten custody rules to reduce unnecessary assessments. Assistant Commissioner Mike Johnson says police will make sure handovers are done safely. The public are already reporting gang patch sightings a day after the ban began. New Police powers let officers disperse gatherings, and gang insignia is banned in public. More than a dozen gang members have already been arrested under the new law - including an Auckland Head Hunters leader. Police units around the country will be taking a proactive approach to the Government's new gang patch ban. Patches and insignia will be banned in public places from Thursday next week. Police Assistant Commissioner Paul Basham says Police have been speaking with gang leaders, and have made it clear that anyone breaching the law can expect a response. He told Mike Hosking that dedicated units will respond to reports of law-breaking, gather intelligence, and work with other branches of Police. An Auckland police boss says gangs play a big part in gun crime – but it's not just gangs. RNZ reports there were 879 gun crime offences across Auckland in the first six months of the year - 28 more than the same time last year. Just 18 of those were committed by people with a firearms licence. Police Assistant Commissioner for Auckland Sam Hoyle told Mike Hosking that covers everything around gun offending. The Australian Federal Police have released a short podcast series to mark the ten year anniversary of the downing of flight MH17 in Ukraine. It's called Search Among the Sunflowers. The title reflects the surreal spectacle that faced the ten member team of AFP officers who were among the first international investigators allowed to enter the site. All 298 people on board were killed, including 38 people who called Australia home. Amanda Covington, a respected Kaysville resident and friend, is an influential figure in leadership and service. Since moving to Kaysville City in 2009, with a brief interval in Washington, D.C., from 2012 to 2015, Amanda has made significant contributions to corporate communications and government relations. Currently, she serves as the Chief Communications & Government Relations Officer for the Larry H. Miller Group of Companies. Prior to this role, Amanda was the Senior Vice President of Communications and Government Relations at Vista Outdoor Inc. She brings over 20 years of expertise in leading strategies for financial communications, crisis management, media relations, corporate branding, digital media, employee relations, public policy, and community engagement. Amanda's extensive career includes roles as Vice President of Corporate Communications for ATK, an aerospace, defense, and commercial products company, and Assistant Commissioner for Public Affairs at the Utah System of Higher Education. In this position, she managed communications and legislative relations for the State Board of Regents. She also served as the Deputy for Communications and spokesperson for Utah Governor Olene S. Walker, and as the Director of Communications for the Utah Department of Transportation. Her background in broadcast journalism includes work with Utah's NBC and ABC affiliates. In addition to her professional achievements, Amanda is actively involved in several boards and advisory positions. She serves as a trustee and board member for the Walker Institute of Politics and Public Service at Weber State University, is an advisory board member for the Utah Women's Leadership Institute, and is a member of the University of Utah College of Social and Behavioral Science Advancement Board. She also serves on the board of the Utah chapter of the National Association of Corporate Directors. Amanda earned an Honors bachelor's degree in Mass Communications and a Master of Public Administration from the University of Utah. In her free time, she enjoys wake surfing, snow skiing, and traveling with her husband and two sons.
"When I signed up to the police my friends said, 'Why on earth are you joining a corrupt and racist organisation?'" Neil Basu joined the police force as uniformed officer in 1992. He rose through the ranks to become an assistant commissioner of the Metropolitan Police in 2015, a role he held until 2021. Alongside this, he served as the UK's head of counter terrorism policing and Met assistant commissioner of specialist operations, working closely with MI5. During that time, he led investigations into 12 terror attacks, foiled 29 plots and charged three Russian state assassins in connection with the Salisbury Novichok poisonings. In this rare and candid conversation, Neil doesn't hold back. He talks about the racism he's faced, the barriers he's had to break down and the tough leadership lessons he's learned throughout his career. But perhaps most powerfully, he explains why he firmly believes the Metropolitan Police is institutionally racist and why police chiefs must acknowledge it and apologise. EGM's Book The Sentimental State. Episode #3 of 4. In 1923, Zitkala-Ša, a Dakota woman, wrote an unpublished essay titled "Our Sioux People," tracing the U.S. government's relationship with the tribe. She described a scene where delegates from the Pine Ridge reservation met with Mr. E. B. Merritt of the Bureau of Indian Affairs in Washington, DC. Zitkala-Ša quoted: "through all the pathos of their sad story, the sight of thier gaunt faces, their cheap and shabby civilian clothes which bespoke their poverty more than words, Mr. E. B. Merritt, Assistant Commissioner sat unmoved in his luxurious office, where walls were hung with bright colored paintings of primitive Indian folk and their teepees." Zitkala-Ša's complex political writing and activism added American Indian perspectives to women's political activism in the late 19th and early 20th centuries.
