Until it exploded on April 1st 1992… Well, not exactly. It was an April Fools prank that went wrong. VERY wrong. Producer, Matt Darroch has the story. And: In grade school, many of us learn that America was founded as an exceptional society - a land of religious freedom and boundless opportunity. But Nancy Isenberg says Britain saw colonial America as a wasteland where they could get rid of their underclass of poor whites, otherwise known as “waste people.” Also: Some of the most iconic athletes, like Muhammad Ali, used trash-talk to get into the head of their opponents and gain the upper hand. But does trash talk hit the same if it's coming from a robot? Aaron Roth set up an experiment to see how humans were influenced by a trash talking robot. Conversations worth having never come easy. Perhaps that's why previous attempts to present a complete history of the Bosque Redondo Indian Reservation, an inhospitable million-acre concentration camp into which thousands of Navajo and Mescalero Apache people were forcibly relocated by the US government in the 1860s, fell short. The primarily white cohort of state employees who initially created those exhibitions did so without input from Indigenous partners––the people whose ancestors suffered brutal mistreatment on The Long Walk and cultural genocide at Fort Sumner. Although Fort Sumner Historic Site was established on the grounds of Bosque Redondo in 1971, it's taken half a century to develop an exhibit that properly represents the history of this region. Or as properly as it can for now. Encounter Culture host Charlotte Jusinski speaks with Aaron Roth, historic site manager, Fort Sumner Historic Site, and Manuelito Wheeler, director of the Navajo Nation Museum in Window Rock, AZ, about Bosque Redondo: A Place Of Suffering, A Place Of Survival on the eve of its grand opening in May 2022. The trio discuss Bosque Redondo's tragic past, the impetus for reimagining its memorial, and amplifying tribal voices as a matter of authentic historical record. For this permanent installation, the exhibit team created an environment in which visitors can form a deeper emotional connection with the Navajo and Mescalero people––two groups that the US government had identified as “problematic” in the 1800s during its drive to settle the West––so as to understand better the devastating effects of the 300+ mile death march and traumatic camp internment that followed. Rethinking Bosque Redondo presented an opportunity for the museum to truly engage with the area's difficult history, presenting a narrative that challenges non-confrontational whitewashed versions. By combining multimedia storytelling with spaces that invite reflection, the interpretive exhibit seeks to promote more inclusive and, yes, difficult conversations going forward. The second episode of season two of Healthcare Reimagined was recorded on November 17th, 2020. I had a chance to speak with Dr. Edmondo Robinson, who is the Chief Digital Innovation officer for the Moffitt Cancer Center. In his last role, he served as the Chief Transformation Officer and Senior VP of Consumerism at ChristianaCare, one of the largest health care providers in the mid-Atlantic. Dr. Robinson is an associate professor of oncologic sciences at the University of South Florida's Morsani College of Medicine. He received his MD from UCLA; his MBA from Wharton; and his Master's in health policy research from the University of Pennsylvania. We began with a discussion about the long-term impacts of COVID on healthcare, specifically related to the move from volume to value based care. We then discussed the technological and behavioral challenges associated with utilizing AI tools to improve care. We dove into the intersection of AI and race, building upon a webinar the SCHI hosted this summer with Dr. Michael Kearns and Aaron Roth, the Co-Authors of “The Ethical Algorithm.” Worse outcomes among people of color are sometimes associated with genetics, but in fact, as Dr. Robinson points out, these are really the result of both systemic racism and implicit biases. We discussed some of the many ways in which COVID has illuminated racial disparities within our society, and how race is related to Socioeconomic Determinants of Health. In this episode, Aaron Roth and Michael Kearns, both professors of computer science at the University of Pennsylvania, discuss their new book, The Ethical Algorithm (Oxford U. Press 2020). This wide-ranging interview covers issues related to privacy, fairness, and explainable algorithms. The interview has three parts. First, Aaron and Michael explain the goal, process, and limits of differential private data. Second, they discuss various definitions of fairness in algorithmic decision-making and point out that simultaneously maximizing fairness along several dimensions may be impossible to achieve. Finally, they briefly discuss how an inscrutable, “black box” algorithm can be made to produce explainable decisions in specific contexts. Most interestingly, the authors provide several examples of how the process of translating laws into specific directions that machine learning models can follow may demonstrate that our laws are asking for the impossible. For example, it may be impossible to create a credit-underwriting algorithm that is “fair” to both women and black borrowers at the same time despite what the Equal Credit Opportunity Act purports to require. Over the course of a generation, algorithms have gone from mathematical abstractions to powerful mediators of daily life. Algorithms have made our lives more efficient, but some experts contend that they are increasingly violating the basic rights of individual citizens. Professors Michael Kearns and Aaron Roth delved into the complexities of this topic with insight from their book The Ethical Algorithm. Joined by moderator Eric Horvitz of Microsoft Research Labs, Kearns and Roth contended that understanding and improving the science behind the algorithms that run our lives is rapidly becoming one of the most pressing issues of this century, yet traditional fixes such as laws, regulations, and watchdog groups have proven woefully inadequate. With reporting from the cutting edge of scientific research, Kearns and Roth offered a set of principled solutions based on the emerging and exciting science of socially aware algorithm design. They explored the future of responsible algorithm design. with strategies for combating data leaks and eliminating models with racial and gender biases. Kearns, Roth, and Horvitz invited us to a conversation about how we can better embed human principles into machine code—without halting the advance of data-driven scientific exploration. Michael Kearns is Professor and the National Center Chair in the Computer and Information Science department of the University of Pennsylvania. He is also the Founding Director of Penn’s Warren Center for Network and Data Sciences. Together with U.V. Vazirani, he is the author of An Introduction to Computational Learning Theory. Aaron Roth is the class of 1940 Bicentennial Term Associate Professor in the Computer and Information Science department at the University of Pennsylvania, where he co-directs Penn’s program in Networked and Social Systems Engineering. Together with Cynthia Dwork, he is the author of The Algorithmic Foundations of Differential Privacy. Eric Horvitz is Technical Fellow and Director at Microsoft Research Labs. He works to pursue research on principles of machine intelligence and on leveraging the complementarities of human and machine reasoning. He chairs the Aether Committee, Microsoft’s advisory board on the responsible fielding of AI technologies. He co-founded the Partnership on AI, a multiparty stakeholder organization that brings together leading tech companies and civil society groups on best practices with uses of AI in the open world. Algorithms are at the heart of the Big Data/machine learning/AI changes that are propelling computerized decision-making. In their book, The Ethical Algorithm, Michael Kearns and Aaron Roth, two Computer Science professors at Penn, flag some of the social and ethical choices these changes are forcing upon us. My interview with them touches on many of the hot-button issues surrounding algorithmic decision-making. Michael and Aaron may not agree with my formulation, but the conversation provides a framework for testing it – and leaves me more skeptical about “bias hacking” of algorithmic outputs. Less controversial, but equally fun, is a dive into the ways in which Big Data and algorithms defeat old-school anonymization – and the ways in which that problem can be solved. Our guests from Philadelphia help me understand the value of differential privacy. And if you wondered why, say, much of the social science and nutrition research of the last 50 years doesn't hold up to scrutiny, blame Big Data and algorithms that reliably generate significant correlations once in every 20 tries. Michael and Aaron also take us deep into the unexpected social costs of algorithmic optimization. It turns out that a recommendation engine that produces exactly what we want, even when we didn't know we wanted it, is great in the moment but maybe not so great for society. Creating markets in areas once governed by social norms can optimize individual choice but at a considerable social cost, and it turns out that algorithms can do the same – optimize individual gratification in the moment while roiling our social and political order in unpredictable ways. We would react badly to a proposal that dating choices become microeconomic transactions (otherwise known as prostitution) but we don't feel the same way about reducing them to algorithms. Maybe we should.

Aaron is first and foremost a theoretician, and our conversation starts with him helping us understand the context and theory behind differential privacy, a research area he was fortunate to begin pursuing at its inception. We explore the application of differential privacy to machine learning systems, including the costs and challenges of doing so. Aaron discusses as well quite a few examples of differential privacy in action, including work being done at Google, Apple and the US Census Bureau, along with some of the major research directions currently being explored in the field. Differential privacy is a widely studied theory for analyzing sensitive data with a strong privacy guarantee--any change in an individual's data can have only a small statistical effect on the result--and a growing number of programming languages now support differentially private data analysis. A common shortcoming of these languages is poor support for adaptivity. In practice, a data analyst rarely wants to run just one function over a sensitive database, nor even a predetermined sequence of functions with fixed privacy parameters; rather, she wants to engage in an interaction where, at each step, both the choice of the next function and its privacy parameters are informed by the results of prior functions. Existing languages support this scenario using a simple composition theorem, which often gives rather loose bounds on the actual privacy cost of composite functions, substantially reducing how much computation can be performed within a given privacy budget. The theory of differential privacy includes other theorems with much better bounds, but these have not yet been incorporated into programming languages. We propose a novel framework for adaptive composition that is elegant, practical, and implementable. It consists of a reformulation based on typed functional programming of the privacy filters of Rogers et al (2016), together with a concrete realization of this framework in the design and implementation of a new language, called Adaptive Fuzz. Adaptive Fuzz transplants the core static type system of Fuzz to the adaptive setting by wrapping the Fuzz typechecker and runtime system in an outer adaptive layer, allowing Fuzz programs to be conveniently constructed and type-checked on the fly. We describe an interpreter for Adaptive Fuzz and report results from two case studies demonstrating its effectiveness for implementing common statistical algorithms over real data sets.
