Ein Standpunkt von Jochen Mitschka. Die Geschichte der Migration ist so alt wie die Geschichte der Menschheit. Im Prinzip ist die Geschichte der Menschheit eine Geschichte der Migration. Völker gingen unter, wurden vernichtet, andere verteilten sich oder vermischten sich. Mit der so genannten "Zivilisation" und nationalen Grenzen wurden solche Vernichtungen und Verdrängungen immer heftiger. Aber heute haben wir eine Stufe erreicht, die durch Cyberspace und Globalisierung nationale Grenzen scheinbar unnötig macht. Um die heutigen Probleme zu verstehen, sollte man aber nicht oberflächlich urteilen, sondern sich trotz dieser scheinbaren "Globalisierung" mit den Hintergründen und der Geschichte beschäftigen, um aus der Vergangenheit zu lernen. Das will ich in einer folgenden Serie tun. Wir schauen zunächst in die Geschichte der Migration und Definitionen.Nationen, die Voraussetzung für "Migration"Ernest Renan war schon 1882 der Meinung, dass das Prinzip einer Nation eher auf private, persönliche Neigungen zurückzuführen sei, als auf öffentlichen Empfindungen. In seiner berühmten Vorlesung "Was ist eine Nation?" präzisierte er:"Eine Nation ist eine Seele, ein geistiges Prinzip [...]. Der Mensch ist Sklave seiner Rasse, seiner Sprache, seiner Religion oder des Verlaufs der Flüsse nicht; ein großes Menschenkollektiv, gesund im Geist und warm im Herzen, findet immer Mittel, sich zu verstehen."(1)Diese subjektive, gefühlsbasierte Definition war revolutionär und beeinflusste später auch Denker wie Benedict Anderson 1983, der Nationen als "imaginierte Gemeinschaften" sah, die auf geteilten, aber individuell wahrgenommenen Erzählungen beruhen.Wie so viele Ideen waren es aber ursprünglich die Ideen wohlhabender Menschen, welche Grenzen und Entfernungen überwinden konnten, während die Massen gar nicht in der Lage waren, zu dieser Zeit größere Strecken außerhalb von kriegerischen Bewegungen zurückzulegen. Es waren die Ideen von Menschen, welche nicht darauf angewiesen waren, von dem zu leben, was ihr Land ihnen schenkte. Einfache Menschen kannten nur die eigene Scholle, und verteidigten sie, wenn sie die Möglichkeit dazu hatten, gegen Eindringlinge. Sie kannten gar nicht "die Welt", wie jene Denker in den Bistros von Paris, oder den Cafés von Wien.Die rasanten Fortschritte in der Informationstechnologie, wie sie insbesondere durch Mobiltelefone mit Internetzugang realisiert wurden, ermöglichen es heute den meisten Menschen, die Welt jenseits ihrer Grenzen täglich virtuell zu besuchen. Selbst für diejenigen, die durch einen Zufall des Schicksals in einem gefährlichen, verarmten Land geboren wurden, ist die Welt jenseits der Grenze nicht unbekannt, mit dessen Werbung für Konsum, dem Protzen mit Reichtum, Einfluss, militärischer Macht. Ja sie können täglich mit denen kommunizieren, welche aus dem eigenen Bekanntenkreis in diesem Umfeld leben.Es gab eine Zeit, bevor die USA, angesichts des drohenden Verlustes des Hegemonieanspruchs, ihren Sanktions-Amoklauf begannen, da wurde kolportiert, dass Grenzen keine Rolle mehr spielen würden, weil transnationale Lieferketten innerhalb von Konzernen entstanden, der Globalismus Geld in Sekunden rund um die Welt schickte. Aber allerspätestens seit der durch den US-Präsidenten Donald Trump begonnenen Wirtschaftskriege mit Hilfe von Sanktionen und Zolltarifen stellen sich viele Menschen die Frage, ob diese Annahme wirklich die Realität ist.
