A rare opportunity arises when global financial institutions implode: a brief window into how the world really works. There's an opportunity to learn how money is laundered and where it's coming from, which financial instruments or jurisdictions are being used to aid and abet criminals, and which drug lords or even governments are trying to hide what they're up to. In 1991, the Pakistani-owned Bank of Credit and Commerce International (BCCI) was shuttered by regulators for helping bad actors the world over move criminal cash. A window was opened, and this week on Whale Hunting, Bradley Hope is joined by a man who had a front-row seat: former IRS and DEA undercover agent Robert Mazur, who was the key witness at the trial of numerous BCCI executives who he befriended while posing as a money launderer for Colombia's Medellin Cartel in the late 1980s. They discuss Robert's time undercover, how he became a central character in the downfall of BCCI and infiltrated Pablo Escobar's notorious cartel, and how he came to realise that one of the banks through which Escobar moved his ill-gotten gains, BCCI, was no anomaly: There are scores of international banks with corporate incentives to provide banking services to dictators, money launderers and even terrorists. The extensive planning that goes into an undercover operation, including developing a detailed backstory, establishing fake businesses, and coordinating with informants and other agents. How Robert built rapport with targets by researching their interests, using active listening, and offering them gifts to gain their trust. Undercover agents must be laser-focused on their targets and avoid thinking about their personal lives, as any slip-up could compromise the operation and endanger their safety. During trials, these agents must be prepared for defense attorneys' tactics, such as role reversal, and maintain their composure to avoid compromising the case or their credibility in front of the jury. Mr. Mazur is a graduate of Wagner College, Staten Island, NY. In July of 1998, he retired from a 27-year career as a federal agent. During his government career, he was a Senior Special Agent with three federal agencies (IRS - Criminal Investigation Division, U.S. Customs Service, and the Drug Enforcement Administration). Mr. Mazur is a court certified expert in the fields of money laundering and international drug trafficking. He has attained this certification in the federal criminal courts of both the U.S. and Canada. During his career as a federal agent, Mr. Mazur specialized as a long-term undercover agent in money laundering and drug investigations. He is best known for his 2-year undercover role as a money launderer in an investigation that resulted in the prosecutions of the Bank of Credit & Commerce International (BCCI), senior officers of BCCI, and high-ranking members of Colombian drug cartels. According to Mazur's article, the Government took a $298 million dollar fine from Barclays Bank, who secretly funneled money to enemy governments like Iran, for more than ten years; and nobody went to jail.
