New numbers from Durham Police this week show more young people are committing crimes. In the first six months of this year, there have been 289 juvenile offenses. The number of people shot in Durham is also up by more than 43%. WRAL's Durham Reporter Monica Casey breaks down the data.

She's been a listener since pretty much the beginning of OTCP.On the evening of September 11th, 2017, a fisherman spotted an unusual object floating along the surface of Lake Ontario near Oshawa Pier. After several attempts to bring the object closer with his fishing line, he realized he had made a grim discovery - the dismembered torso of a woman. There were no signs of identification, such as age indicators, scars, or tattoos, so Durham Police began scouring their missing people database for clues.It would take two months for police to identify the torso as 18-year-old Rori Hache, who had been reported missing a few days prior to being found. Despite their efforts to find the killer, the investigators could not find any significant leads that would give them the answers they were looking for. On December 29th, 2017, the police received a call a huge break. A plumber had dialed 911 to report a suspicious substance found in a drain at a property he was working at. He had gone to the property following complaints from neighbors that their plumbing was backing up into their sinks and bathtubs and was causing an unpleasant smell throughout their apartments.Durham Regional Police arrived on the scene a short while later and knocked on the home's basement apartment. Memphis Police Chief Cerelyn “C.J.” Davis spent five years in the Bull City and now has found herself in the middle of a national firestorm—the beating death of a man after a traffic stop by five of her officers. The Public Order Bill, which had its second reading this week, will create new legal powers to prevent or punish disruptive demonstrations. That too, critics say, is putting politics into policing. Meanwhile, the newly-arrived Chief Inspector of Constabulary, Andy Cooke, has been talking about priorities. He predicted that the cost of living crisis will trigger an increase in crime and advised officers to ‘use their discretion' when people are caught shop-lifting. One columnist wanted to know exactly how much he could nick without getting banged up. Police officers in Scotland have asked for guidance on how to enforce new hate crime legislation after being ‘inundated' with complaints about posts on social media. At its conference last week, the Police Federation of England and Wales was given a list of horror stories about misogyny in ‘every single force'. This week the National Police Chiefs Council declared itself ‘ashamed' about racism in law enforcement. Only six per cent of all crimes resulted in a charge last year. For reported rapes, the charge rate was 1.3 per cent. Some reformers want police priorities and targets set locally by the communities that are being policed. Others say it is precisely the new requirement that the police should be sensitive to everybody's feelings that's stopping them from locking up law-breakers. Where should the police's priorities lie? Dominic Cummings "might" have broken lockdown rules when he visited Barnard Castle, according to Durham Police. They're not taking any further action for what they're calling a "minor breach", but their conclusion is fuelling further calls for the Prime Minister's adviser to resign or be fired. Downing Street says that's not going to happen, but our deputy political editor Nicholas Cecil says there's already a swell of senior Tory MPs who think Boris Johnson should take action before the affair undermines efforts to keep the UK safe from coronavirus. Up to six people will now be allowed to meet up from Monday in the UK and children up to the age of 10 will be able to return to school and early learning centres; and some retail stores will re-open. It's despite a total of 54,000 cases this week alone, and 700 deaths in the last two days. The first wave of steps will be taken from 1 June, with more sweeping measures - the re-opening of secondary schools, the doors opening for more retail stores - occuring a further two weeks down the line. On Monday, people will now be able to meet up with other households in groups up to six, though only in public spaces, or in private back gardens, and they will still have to keep a two metre distance between one another. He also tried to draw a line in the sand under the ongoing saga with Dominic Cummings after another day and another new development. Durham Police have concluded an investigation into Cummings and found there might have been a minor breach of the lockdown regulations. The advisor has been in hot water ever since it was revealed he drove 400 kilometres to his parents' residence in the North of England in late March.
