However, elections to six states of Uttar Pradesh, Haryana, Bihar, Odisha, Maharashtra and Telangana have given a verdict contrary to the established norms. The Bharatiya Janata Party (BJP) won four of the six bypolls in 2022. Imagine this, if the results were contrary to the declared wins, that, too, before the Gujarat and Himachal Pradesh state elections, the media headlines would have given their judgement that ‘finally an end to the BJP in Gujarat' and ‘the going in Himachal is tough'. TV channels would have had a field day informing their viewers that all is not well for the BJP. Let us analyse the results below. So the BJP contested only six of seven. One, in the run-up to any election, wins are always a morale booster for the cadre of their election-going state. Advertisement Second, winning Bihar's Gopalganj seat and Odisha's Dhamnagar are certainly important scorecard ticks for the BJP as they go against the established norms that the ruling party wins bypolls. Third, the grand alliance-engineering of Nitish Kumar suffered at the hands of the party alliance he had left. Fourth, reality checks for Naveen Patnaik's Biju Janata Dal (BJD) that his years of winning charisma are fading away. Sixth, Arvind Kejriwal's power freebies offer to the voters was rejected and his road shows in Haryana's Adampur seat were only hypes, giving a message to freebies politicians that voters want good governance like BJP's Modi model. Seventh, Telangana's Munugode seat has a message for the Congress that Rahul Gandhi's ‘Bharat Jodo Yatra' is not helping the diminishing grand old party, like in all other states of India. Over 5,000 farmers reached New Delhi's Jantar Mantar on Monday, more than eight months after they ended their year-long stir after withdrawal of three farm laws. Wielding banners and flags and shouting slogans, the protestors broke through barricades to reach the ‘mahapanchayat' site.   Other than north India, farmers from states such as Karnataka, Maharashtra, Odisha and Kerala arrived in Delhi to protest against what they said unfulfilled promises of the government. Farmers are demanding a legal guarantee for Minimum Support Price based on the recommendations of the Swaminathan committee. The panel had suggested a minimum support price that is at least 50% more than the actual cost of farming, including the price of seeds, fertilisers, hired labour, family workers' own compensation, and land rent Monday's protests were called by a breakaway faction of the Samyukta Kisan Morcha (SKM), an umbrella body of farmer unions which had spearheaded the year-long agitation in Delhi. The protestors called themselves SKM-apolitical. They also sought a waiver of farm loans and demanded the withdrawal of the Electricity (Amendment) Bill, 2022, which the farmers fear will put an end to subsidies. After being introduced in the Lok Sabha on August 8th, the bill has been sent to a parliamentary standing committee for review.  Union Power Minister RK Singh has assured that the provisions of the bill do not affect farmers and that states can give any amount of subsidy, even free power, to any category of consumers.  Apart from this, the protesting farmers demanded a hike in sugarcane MSP, scrapping of the Agneepath scheme, release of jailed farmers and a speedy trial in the Lakhimpur-Kheri case, in which four farmers were allegedly run over allegedly by Union Minister Ajay Mishra's son in October last year. Devinder Sharma, Agriculture Expert, main demand is of legalising MSP for govt and private markets. Farmers feel this is required for income security. Estimates about impact on procurement cost are overstated. Even as farmers protested, the high-powered panel constituted by the government on MSP, following the repeal of the farm laws, formed four sub-groups to take up various issues in its first meeting on Monday. Three of the committee's 26 membership slots were kept aside for Samyukta Kisan Morcha, which rejected this panel and decided not to nominate its representatives. Now the question remains, will the latest protests snowball into something bigger along the lines of the opposition seen in the case of the farm laws  Sharma say, issue could snowball if govt dithers on matter of MSP. Farmer leaders are trying to build support. Making MSP a legal right is the reform agri is looking for.   The larger message here is that the trust deficit between the government and a significant section of the farmers that blew up during the farm laws protest is well and alive. Left unaddressed, not only will it have political implications but also ensure the absence of a buy-in from a large number of Indians for any major reforms that the government may attempt.

On September 26 this year, over 10 districts of Rajasthan, including the capital city of Jaipur, faced a dawn to dusk internet shutdown. The reason? The administration of these districts wanted to prevent cheating in a teachers' exam.   More recently, mobile internet services were snapped in Lakhimpur Kheri and adjoining districts as a precautionary measure, days after an incident of violence.   And Jammu and Kashmir tops the chart for internet shutdowns. The state saw 213 days of continued internet blackout from August 5, 2019 to March last year when just 2G services were restored.   It was done to curb any potential unrest in the valley in the wake of the government's decision to render all the provisions of Article 370, barring the first one, inoperative. This article of the Constitution provided special status to Jammu and Kashmir. 4G services were restored in Jammu and Kashmir in February this year, after 552 days of no or slow internet.    The Parliamentary Standing Committee on Communications and Information Technology (IT) has recently noted that internet shutdowns, often imposed in an arbitrary manner, have led to huge economic losses, untold suffering for the public, and ‘severe reputational damage' to the country.   According to The Global Cost of Internet Shutdowns report released by Top10VPN, India lost around $2.8 billion in 2020 to internet shutdowns. There were 75 internet shutdowns in India in 2020, more than any other country in the world, thus earning India the dubious distinction of being called the internet shutdown capital of the world. Internetshutdown.in pegs the number of internet blackouts by India in 2020 at 129.   So how do internet shutdowns affect businesses? Beyond the obvious examples of employees who are working remotely facing difficulties in communication, consider this: India has more than 15 million WhatsApp Business users, a lot of whom are small and medium businesses.   They rely on digital modes of payment such as UPI. Everything from the delivery of healthcare services to ration gets affected too. According to the Cellular Operators Association of India, telecom operators lose Rs 24.5 million (Rs 2.45 crore) per hour in every circle area where there is a shutdown. While the rules in India say that internet shutdowns should only be imposed to maintain ‘public order' and ‘public safety', they are often imposed purely for administrative convenience, just like what happened in Rajasthan. Last month, the Parliamentary Committee asked if the government can selectively block social media platforms such as Facebook and WhatsApp during times of social unrest, instead of a blanket shutdown of all internet services.

The farmers' protests in Uttar Pradesh's Lakhimpur Kheri district on 3 October took a grim turn as at least eight people were killed, including four farmers, after a vehicle part of a ministerial convoy allegedly ploughed through the crowd. The vehicle, according to several media reports and farmer statements, was part of a convoy in which the Union minister of state Ajay Misra's son, Ashish Misra, was part of and the SUV he was allegedly driving ran over three farmers. In the horrific violence that followed the incident, four BJP workers – who were part of the minister's convoy – were killed. The angry farmers also reportedly vandalised and set fire to the convoy vehicles. Meanwhile, the incident also kicked up a political storm with the UP Police stopping and detaining opposition party leaders like Congress' Priyanka Gandhi and Samajwadi Party leader Akhilesh Yadav from visiting the site. The state government also prohibited Punjab and Chhattisgarh chief ministers from landing in Lucknow after both expressed that they want to pay a visit to the kin of the deceased farmers. In this episode, host Snigdha Sharma is joined by Newslaundry's Akanksha Kumar and Ayush Tiwari.From a warmongering senior politician from Uttar Pradesh to a recently-formed “nationalist” digital media association, the conversation hits off with some bizarre news stories.The discussion moves on to Uttar Pradesh's Lakhimpur Kheri--a place that has recently gained notoriety for crimes against women, especially minors from socially disadvantaged communities. In the month of August, within a span of twenty days, at least three incidents of rape and murder of minors belonging to the Dalit community were reported from the region. Newslaundry reporters Akanksha Kumar and Nidhi Suresh visited Lakhimpur Kheri to report on the issue. Referring to her report on the first case involving a 13-year-old girl, the most heart wrenching part, Akanksha says, was when the victim's mother said, “I was sleeping, otherwise I would've gone with her.”Akanksha goes on to talk about her report on the second case involving a 17 year-old victim. She draws parallels and points to the differences between Hathras and Lakhimpur Kheri cases in terms of caste divide. Joining the conversation, Ayush observes, “Covering such stories like Hathras and Lakhimpur Kheri, it seems that the field (agricultural), khet jisko kehte hai, in rural India is such an unsafe space for women.”Snigdha then moves on to discuss Ayush and Sukriti's NL Sena report on Delhi police's probe into the murder of Ashfaq Hussain, Mehtab Khan, and Zakir Ahmed. Snigdha asks Ayush what he, as a reporter, draws from the experience of consistently following one story as in this case. He says, “So when we look at these riot stories, they are all different in their own ways. But they all say something about the kind of world we live in. Talking further, Ayush points towards the lack of substantial evidence against Mohammad Arif, the accused in the case. He adds, “It was pretty clear through these eye witnesses that this man is being framed in this case. But what everyone would tell you about Arif in Brijpuri is that he is a BC. I didn't know what this BC was so I asked them. BC refers to ‘Bad Character' or history-sheeter, in other words.
