Trước đó, ngày Chủ Nhật, 29/03, Islamabad tuyên bố sẵn sàng tiếp đón các cuộc đàm phán giữa Washington và Tehran sau nhiều ngày làm sứ giả giữa hai bên. Vì sao lại chọn Pakistan ? Đâu là những lợi thế và những rủi ro cho quốc gia Nam Á này trong vai trò trung gian hòa giải ? Trung Quốc và Ấn Độ có vị thế ra sao trong ván cờ ngoại giao này ? Didier Chaudet : Đúng vậy. Trên thực tế, vai trò trung gian của Pakistan có lịch sử lâu dài. Nước này đã từng giữ vai trò cầu nối giữa Mỹ và Trung Quốc trong những năm 1970. Sự xích lại gần giữa hai nước để chống Liên Xô một phần là nhờ sự hỗ trợ của Islamabad. Sau đó, chính là thông qua Pakistan mà Hoa Kỳ đã có thể thực hiện chính sách của họ ở Afghanistan vào những năm 1980. Và gần đây hơn là tiến trình hòa bình với phe Taliban ở Afghanistan, vốn dĩ đã được khởi động ngay từ thời chính quyền Trump đầu tiên, và một lần nữa, trong hồ sơ này, Pakistan đã rất tích cực tham gia. Lần này, trong cuộc xung đột vũ trang giữa Iran và liên minh Mỹ - Israel, vì sao Pakistan lại được chọn để làm trung gian hòa giải giữa Washington và Teheran ? Didier Chaudet : Bởi vì Pakistan là một trong số ít các quốc gia có nhiều đòn bẩy đáng kể đối với chính quyền Trump và chế độ hiện tại ở Iran. Một mặt, Pakistan là quốc gia có số người Hồi giáo theo hệ phái Shia đông thứ hai thế giới, chỉ sau Iran. Mặt khác, Pakistan đã vun đắp mối quan hệ mạnh mẽ với chính quyền Trump, vốn dĩ rất biết ơn quốc gia Nam Á này vì hai thắng lợi quan trọng : Thứ nhất, Pakistan đã bắt giữ một phần tử thánh chiến thực hiện cuộc tấn công khủng bố nhắm vào tòa đại sứ Mỹ ở Afghanistan trong thời gian triệt thoái quân Mỹ. Thứ hai là Pakistan đã biết cách nhấn mạnh tầm quan trọng hành động can thiệp của Washington trong việc giảm căng thẳng giữa New Dehli và Islamabad vào năm 2025. Thực tế là, mỗi lần như vậy, Pakistan đều tự xác định vị thế của mình theo cách có thể hài lòng chính quyền Trump, nhưng đồng thời nước này cũng có các mối quan hệ lịch sử, những kết nối nhân văn với Iran, thông qua cộng đồng người Hồi giáo hệ phái Shia. Bên cạnh đó, Pakistan không bị coi là một quốc gia liên minh với Mỹ và càng không phải với Israel, bởi vì Islamabad không công nhận Israel. Những phong trào ly khai này thường xuyên vượt biên giới và đã gây ra nhiều rắc rối giữa Iran và Pakistan trong quá khứ. Vì vậy, nếu chẳng may Iran sụp đổ, Pakistan có nguy cơ nhìn thấy sự ra đời một nhà nước Balochistan độc lập, hay tệ hơn nữa là hỗn loạn bùng phát ở biên giới. Ngoài ra, Pakistan còn phụ thuộc vào nguồn năng lượng đến từ eo biển Hormuz. Quốc gia này rất cần tình hình ở Vịnh Ba Tư nhanh chóng được ổn định. Ít nhất là từ hai tuần nay, giá dầu diesel ở Pakistan đã tăng khoảng 20%. Những người làm việc trong lĩnh vực công ở Pakistan nay được yêu cầu chỉ làm việc 4 ngày trong tuần để tiết kiệm năng lượng và nhiên liệu. Vì vậy, có thể nói là Pakistan không muốn có hỗn loạn ở biên giới và muốn tình hình trở lại bình thường cho nhu cầu năng lượng của chính mình. Về phần rủi ro, kịch bản xấu nhất có thể là hoạt động ngoại giao đó của Pakistan không cho kết quả và nước này gặp thất bại trong việc gây ảnh hưởng để tái lập ổn định hay hòa bình, nhưng trên thực tế đó là một rủi ro tương đối hạn chế. Người ta không thể đổ lỗi cho Pakistan vì đã không xoa dịu được căng thẳng giữa Mỹ và Iran, nhất là Islamabad có thể dễ dàng biện minh rằng « còn có một con át chủ bài mà chúng tôi không kiểm soát được và cũng không ai kiểm soát được, đó là Israel, quốc gia có những lợi ích riêng của họ trong cuộc chiến chống Iran và về vấn đề này, chỉ có Hoa Kỳ mới có thể gây áp lực với đồng minh của họ. Nếu Trump không làm được, chúng ta cũng chẳng sẽ làm được gì ». Truyền thông Mỹ có nhắc đến tên của tướng Asim Munir, tổng tư lệnh quân đội Pakistan, như là một nhà trung gian kín tiếng giữa Trump và Iran. Didier Chaudet : Tôi có lẽ không coi đó là một vai trò bí mật, nhưng trên thực tế, các ngoại trưởng Pakistan, Ai Cập, Ả Rập Xê Út và Thổ Nhĩ Kỳ đã có cuộc gặp tại Islamabad, và một phái đoàn Pakistan cũng đã đến Bắc Kinh, rõ ràng là để giải thích và ít nhất là thông báo cho Trung Quốc biết các cuộc thảo luận đó đã đi đến đâu. Về điểm này, ảnh hưởng kín đáo của Trung Quốc cho kết cục cuộc chiến là rất có thể, nhưng hiện tại người ta chưa đi đến giai đoạn đó, và vẫn đang trong quá trình thảo luận. Một lần nữa, theo ý tôi, Pakistan chỉ đang vận động hành lang và chuyển tin tức từ nước này sang nước khác. Ấn Độ, nước láng giềng và có mối quan hệ căng thẳng với Pakistan, phản ứng ra sao về việc Islamabad được chọn làm trung gian hòa giải giữa Mỹ và Iran ? Đâu là những rủi ro cho New Dehli ? Chuyến công du gần đây của thủ tướng Narendra Modi đến Israel, nhằm khẳng định rằng Ấn Độ ngả theo và hoàn toàn ủng hộ Israel, khiến Iran có cảm giác quốc gia bằng hữu truyền thống đó không còn là bạn nữa. Như vậy, Ấn Độ dường như đã chọn Israel và các quốc gia vùng Vịnh thay vì Iran, do đó từ bỏ các lợi ích đáng kể ở Iran. In this episode of Hold Your Fire!, Richard speaks with Crisis Group's Afghanistan expert Ibraheem Bahiss and South Asia director Samina Ahmed about clashes this week between Afghan and Pakistani forces. Richard first speaks with Ibraheem about what triggered the latest confrontation, including reported Pakistani strikes on Pakistani militants, the Tehreek-e-Taliban Pakistan (TTP), in Kabul and in border regions. They trace the strained relations between Kabul and Islamabad and why the Taliban authorities struggle to address Pakistan's concerns – with Islamabad accusing the Kabul authorities of sheltering the TTP and allowing cross-border attacks – even as they have reined in other foreign militants. In this episode, Dominic Bowen and Dr. Arian Sharifi discuss the events leading to the fall of Kabul in August 2021 and the rise of the Taliban to power in Afghanistan. Find out more about what the Taliban have implemented in the country, how they managed to secure most of the territory from terrorism, and set a record of complete control of the territory in 50 years since the departure of the US military forces from the country.The conversation also addresses acute human rights violations against the Afghan population and the expected fall of the economy following the ban on opium production. Dominic and Arian also examine the security risks in the region emanating from different terrorist groups (especially the TTP, IS-El-K ) and the ongoing historical fight for dominion over Balochistan and Khyber Pakhtunkhwa, between Afghanistan and Pakistan. Dr Sharifi assesses the way to a sustainable state through negotiations and Hibatullah Akhundzada's change of heart regarding necessary reforms.Dr. Arian Sharifi is an American-Afghan national security professional with two decades of high-level policy and academic experience. While serving as Assistant National Security Advisor for President Ghani of Afghanistan, he advised senior leaders on foreign and security affairs, led the development of over 20 national-level policies and strategies – including the National Security Policy and Counter-terrorism Strategy – and implemented numerous operations, programs, and projects in the security and intelligence sectors. Dr. Sharifi has taught graduate school at Princeton University, conducted specialized research for major organizations, and advised leading institutions including the UN, NATO, the Global Initiative Against Transnational Organized Crime, the Combating Terrorism Center at West Point, and others. Sharifi holds a Doctor of Philosophy (PhD) in International Security Studies from Tufts University's Fletcher School of Law and Diplomacy, a Master's in Public Affairs (MPA) from Princeton University's School of Public and International Affairs, and a Bachelor's (BA) in Political Science from Wesleyan University. At just 15 years old, Zunaira Qayyum has already emerged as a climate champion and a UN Children's Fund (UNICEF) Youth Advocate for Climate Action and Girls' Empowerment in Pakistan.In 2022, she began researching how floods and heatwaves in her hometown of Hub, Balochistan, were forcing girls out of school. In the last two decades thousands of men have disappeared in Balochistan, Pakistan's largest region. Activists and some of their families accuse the Pakistani authorities of enforced disappearances and extra-judicial killings. The government is fighting an insurgency in the region, but denies any involvement in the disappearances. It says some of the missing men have joined militant groups or have simply left the province.
