She reflects on the chilling details surrounding Mikel's abduction while she was simply waiting for an ice cream truck, underlining the vulnerability of children in such situations. Throughout the discussion, Dubois expresses hope that renewed attention and advanced forensic techniques could finally bring justice to these cases. As she recounts her encounters with law enforcement and the families involved, she urges listeners to remain vigilant and aware of the dangers that persist in society.We don't know if convicted rapist Dee Blalock had anything to do with Mikelle Bigg's disappearance. He did have opportunity living in the same neighborhood as Mikelle. He had motive because in 1985 he sexually assaulted a child at knife point, so we know he's a pedophile. Many criminals commit violent crimes and decide not to leave a victim who can testify against them the next time. Often, assailants start with a vulnerable victim that they can easily overpower like a child or elderly victim. Once, they know how to successfully subdue a weaker victim they move on to more of a challenge. Months after Mikelle's disappearance, Susan Quinett was attacked by Dee Blalock, he tried to kill her, maybe he even thought he had because she lost consciousness. Blalock's crimes were escalating, perhaps rape was no longer enough to satisfy his deviant urges. We can only pray that Dee Blalock told another inmate in prison what he may have done or perhaps his family comes forward with what they might know. Either way, mortality will eventually equalize this injustice.

On January 2, 1999, 11-year-old Mikelle Biggs was playing outside with her 9-year-old sister, Kimber. Mikelle was on Kimber's bike while Kimber walked the dog on a leash. The girls could hear an ice cream truck in the distance, but Kimber got while cold waiting and went inside. When Kimber got back to the house, her mom told her to go back and tell Mikelle it was time to come in. Investigators estimate that Kimber was only gone for 90 seconds. In those 90 seconds, Mikelle vanished. January 1999. She was gone in 90 seconds. Eleven-year-old Mikelle Biggs disappeared while riding her sister's bike on their Mesa, Arizona street and waiting for the ice cream truck. Her sister Kimber went inside for less than two minutes, and when she came back out, Mikelle was gone. Authorities believe Mikelle was abducted, but no arrests have ever been made. We investigate the timeline of events, and the story is told through her sister, who at 9 years old was the last person to see Mikelle alive. Now in her 30s, she hasn't given up, and both she and detectives believe Mikelle may be nearby.

January 2, 1999 was an average day in sleepy suburban Mesa Arizona when, as dusk was falling, 11 year-old Mikelle Biggs and her sister Kimber thought they heard the sound of an ice cream truck coming up the street as they were playing outside their house. Mikelle ran into the house and convinced her mother – who was just starting dinner, to give her some quarters so she and Kimber could buy a treat. Racing back outside, Mikelle borrowed Kimber’s brand new pink bicycle – which Kimber had just gotten for Christmas only 8 days prior. Seeing her sister riding up the street on her bike, Kimber decided to go back into the house to get a jacket. It took her all of 90 seconds to return to the front yard where she would run to catch up with Mikelle. But instead of seeing her sister riding farther up the street, what Kimber saw instead was her empty bike, lying on its side in the middle of the street, pointed back in the direction of their house – the front wheel still spinning. In 90 seconds – Mikelle Biggs went from a bright, beautiful young girl riding to catch an ice cream truck in the fading winter light – to a memory. She has never been seen again. While there is a likely culprit who has been identified – now in prison for a different, horrific crime - he has never been charged and has denied having anything to do with Mikelle’s disappearance. 11-year-old Mikelle Biggs lived with her two sisters, older brother, mother and father in Mesa, Arizona. She was mischievous and strong-willed, but intelligent, funny, and creative. A chilly evening with her younger sister Kimber lead the girls to wait outside for an approaching ice cream truck, but when Kimber left her for just a moment to return to the house for a coat, she'd come back 90 seconds later to find the bike her sister was riding lying in the middle of the t-shape intersection with one of the wheels still spinning and no sight of Mikelle anywhere. 21 years later, the family fears they will never find the closure that they need as Mikelle's story fades into the darkness. Mikelle's sister Kimber was outside with her that day that she vanished. We'll hear from Kimber in this episode about Mikelle's disappearance and how it affected their entire family. The whole city of Mesa jumped in to help look for Mikelle but she couldn't be found. Mikelle Moore, Intermountain’s senior vice president for Community Health, joined Karen DeSalvo, M.D., MPH, with the University of Texas at Austin’s Dell Medical School to discuss how Intermountain Healthcare is working to have a positive impact on the social determinants of health for our community members. Dr. DeSalvo and Mikelle also discusses Mikelle’s career in healthcare and why she moved from hospital administration to community health.
Listen NowDespite the fact social circumstances and environmental factors account for approximately 20% of an individual's health status, twice that of medical care at approximately 10%, social circumstances or social determinants of health are frequently unaddressed by health or medical care providers. This is largely because medical care providers are neither trained to provide social service supports such as housing and transportation nor compensated for doing so. As a result persons left with unmet health-related social needs suffer more disease burden leaving them to over-utilize or seek comparatively more health care services, for example ED visits, - or services that could have been avoided had their health-related social needs been initially addressed. During this 24 minute conversation Ms. Moore begins by noting the current state of Medicaid expansion efforts in Utah. She proceeds to explain Intermountain's reasons or motivations for creating the Alliance, she provides an overview of the Alliance's programming activities in Ogden and St. George that will address, for example, housing, transportation, food security and behavioral health services related, in part, to interpersonal violence, the initiative's relation to Intermountain's Medicaid insurance plan, SelectHealth, to the Medicare program's Accountable Health Communities demonstration, and what the Alliance's evaluation will measure in tracking the initiative's progress or success. Ms. Mikelle Moore is the Senior Vice President for Community Health at Intermountain Healthcare. Her work is moreover focused on prevention and population health. Prior to her current position, she served as Administrator of the LDS Hospital. She joined Intermountain as an Administrative Fellow in 1998, serving as Assistant Administrator and Operations Officer in the Central Region. She is a Fellow in the American College of Healthcare Executives and serves on the national Advisory board for the Association for Community Health Improvement. She is also active on other not for profit boards and community initiatives. Ms. Moore earned her MBA in health services administration from Arizona State University and her undergraduate degree in physiology from the University of Arizona. On January 2, 1999 11-year-old Mikelle Biggs was playing outside with her 9-year-old sister, Kimber. Mikelle was on Kimber's bike while Kimber walked the dog on a leash. The girls could hear an ice cream truck in the distance, but Kimber got cold while waiting and went inside. When Kimber got back to the house, her mom told her to go back and tell Mikelle it was time to come in. Investigators estimate that Kimber was only gone for 90 seconds. In those 90 seconds, Mikelle vanished.
