How Singapore intends to settle noise disputes more effectively. Synopsis: Every second Monday of the month, The Straits Times takes a hard look at Singapore's social issues of the day with guests. Settling noise disputes will be easier with mandatory mediation as the Community Disputes Management Framework (CDMF) is enhanced, under the Community Disputes Resolution (Amendment) Bill.  Involved with how the framework can be enhanced is grassroots leader Raymond Poh. In this episode, Lynda Hong and co-host Christie Chiu speak with him to hear about his 14 years of experience in dealing with noise disputes, and how mediation has been effective in resolving disputes between neighbours (with an 80 per cent success rate with voluntary mediation cases). Mr Poh also shares how the Community Advisory Panel's (CAP) recommendations, along with the proposed CDMF enhancements, may help neighbours better understand one another and find middle ground.  The authorities also intend to allow the Housing Board to consider compulsory acquisition of flats as a deterrent and “the absolute last resort for severe, recalcitrant nuisance-making”. This measure will be considered only when all other levers have failed, and acquisition is needed to protect the interests of other residents, the Ministry of Culture, Community and Youth and the Ministry of Law and Ministry of National Development said in a joint statement in August, adding that this will be similar to how HDB can consider compulsory acquisition of flats for those convicted of throwing killer litter under the Penal Code. Caritas, a form of grace that turned our love for our neighbour into a spiritual practice, was expected of all early modern Christians, and corresponded with a set of ethical rules for living that displayed one's love in the everyday. Caritas was not just a willingness to behave morally, to keep the peace, and to uphold social order however, but was expected to be felt as a strong passion, like that of a parent to a child.  Caritas: Neighbourly Love and the Early Modern Self (Oxford UP, 2021) explores the importance of caritas to early modern communities, introducing the concept of the 'emotional ethic' to explain how neighbourly love become not only a code for moral living but a part of felt experience. As an emotional ethic, caritas was an embodied norm, where physical feeling and bodily practices guided right action, and was practiced in the choices and actions of everyday life. Using a case study of the Scottish lower orders, this book highlights how caritas shaped relationships between men and women, families, and the broader community. Focusing on marriage, childhood and youth, 'sinful sex', privacy and secrecy, and hospitality towards the itinerant poor, Caritas provides a rich analysis of the emotional lives of the poor and the embodied moral framework that guided their behaviour. Charting the period 1660 to 1830, it highlights how caritas evolved in response to the growing significance of romantic love, as well as new ideas of social relation between men, such as fraternity and benevolence. My mom had come along to help me with moving but she and I were struggling to figure out how to get the gas heating boiler working and the estate agent was no help at all. The main door slammed and footsteps came up the communal staircase. I rushed out hoping to find someone to ask for help only to see this broad-shouldered, dark-haired, bearded hunk of a man walking up the stairs.“Oh! Hello, Hi. Eh… do you live here?” I asked. “I'm moving in opposite…” I gestured toward my open front door.He reached the top of the stairs and stood beside me, 6ft tall, wearing black Canterbury sweatpants and a hoodie and smelling amazing. “Yes, I do. Hi, new neighbour. I'm Mike.” he smiled and held out his hand to shake mine. “Sorry I'm a bit sweaty from rugby.” he gave an apologetic laugh.His hand was warm and enveloped mine and I tried not to make it obvious that I was immediately attracted to him. “Sal.” I offered. My mom appeared behind me. “This is my mom.” I introduced them. “She's helping me move in.”Mike shook her hand. “Nice to meet you both.” he smiled at us. He helped us with the boiler problems, showed us round the complex, explained the general housekeeping matters and gave us a tour of his own apartment.After that initial meeting our interactions were brief and related to goings-on in and around our apartment complex. He was 2 years younger than me, he worked long hours in the City and had a girlfriend he only saw at weekends. I worked a 9 -5 in a local medical centre and had been single for 2 years already. He was a very good neighbour, very chivalrous, a real gentleman, always looking out for me as a single woman living on my own. He put my bins out, took in parcels for me, and checked on me when my cooking set off the fire alarm. We rarely crossed paths but left messages on Post-It notes on each other's front doors when we needed to let the other know something important about the apartment complex. I felt lucky to have such a good neighbour and even let his habit of mansplaining slide. My heart beat wildly any time we talked and I felt my face flush. I knew he wasn't interested in me romantically but that didn't stop me fantasising about him.We'd been neighbours for nearly 3 years when we finally started to have longer conversations as we stood on our communal landing. I noticed he'd been around a lot more, he'd noticed I was working longer hours. We bonded over our work woes, financial situations and dislike of the neighbours downstairs. He disclosed that he'd quit his job and was starting his own business but his mom wasn't pleased. I disclosed I was being bullied by my boss and getting in to debt but I couldn't get another job.One sticky Summer evening we chatted for an hour and a half, our front doors propped open as we stood out in our communal hall. Both of us wearing the type of comfy, worn out clothes you only wear around your home and hope no one else will ever see you wearing.Somehow the conversation shifted and he revealed that, after 6 years together, he and his girlfriend had split up some months earlier, around the same time he'd quit his job. They had planned a holiday to Vegas but at the last minute she said she couldn't afford to pay the rest of the cost so he had paid for her. On the flight to Vegas she blurted out that she didn't feel the same about him anymore and wanted to break up. Being the gentleman that he was, he'd continued with the holiday and paid for all her food, drinks and excursions during their 6 days in Vegas. On their return home they parted ways.I was shocked and I couldn't hide my reaction. My face can't lie. He was now at the angry stage, he told me all the things he'd encouraged her to do with her studies and her job that she was now happily flaunting on Facebook, the plans they'd made together and what he'd worked for and hoped for their future together. I was stunned and sad for him and told him so. I didn't know what else to say, I didn't know the woman so I didn't want to start bashing her but what a way to break up with someone! I felt so bad for him, he was such a nice guy.I asked if I could give him a hug. Surprisingly he agreed and stepped towards me, scooping me up in arms. He wrapped his arms round my waist and squeezed me to him. I stood on my tiptoes and slid my arms round his neck, hugging him. He hugged me tightly and held me in his embrace for a long time. It was the most satisfying hug I'd had in a long time.“Sorry, I haven't had any human contact for so long!” he laughed awkwardly as he stood back. “Since I left my job and I'm on my own most of the time…” he gestured towards his apartment. “You know?” he asked, smiling at me.I nodded sympathetically. “I understand completely, don't worry.” I said. “We should spend more time together. The rugby's on this weekend, you should come over and we could watch it together.” I offered. He raised his eyebrows in thought. “Otherwise we'll both be sitting on our own across the hall from each other watching it.” I laughed.He didn't answer, he stood gazing at me and just as I started to feel self-conscious he kissed me. I was taken aback and let out a muffled gasp then kissed him back. We kissed frantically, passionately, his tongue devouring mine as his stubble rubbed on my face.
