Fisheries Gone Wild
NC's Floundering Public Resources- No Recreational Flounder Season?????

Fisheries Gone Wild

Play Episode Listen Later May 29, 2024 62:20

Listen in to the latest episode of Fisheries Gone Wild!! On this episode we take a dive into Southern Flounder, the states failed management approach and how we got to this point. The state has truly failed the public angler , we have now been shut out of another public trust fishery here in North Carolina with no recreational southern flounder season this year. Why did this happen? How in the world did our public trust fishereies get to this point? Why is the public angler taking the brunt of the States failure to manage our fisheries and what can you do about it? Now is the time to become informed on the issues, contact your legislaters, send that email raising your concerns, become apart of the process. We need your voice now more than ever!!    For nearly three decades, North Carolina has managed its marine and estuarine resources under the auspices of the Fisheries Reform Act.  It sets forth a series of policies and regulations that are overly cumbersome, unflexible, and inefficient.  By design, changes needed to modify the base FMP take an average of 3-5 years to enact. And no matter what those changes need to be, a politically appointed MFC can undo those years of work on a whim.  Because we are mandated to manage our fisheries resources through separate FMPs, too many problems slip through the cracks, too many issues can be purposely ignored.  All the while, we continue to watch species after species fall into decline.  A few examples follow:  →  From the speckled trout FMP, it is noted that small mesh gill nets are very effective at removing 14” trout, with very few speckled trout discarded as bycatch.  Because of this, the commercial industry claims that this is a clean, selective gear and that they should be given a greater share of the fishery because they will fish it more effectively than public anglers will.  What isn't mentioned or considered in developing future management measures for speckled trout is the effectiveness that those same nets have when it comes to removing 14” (sublegal), striped bass and red drum. Rather than be allowed to recruit to their respective fisheries, these fish are discarded and left to serve as fodder for scavengers.  In addition, the mullet fishery is closely tied to the speckled trout fishery, with each species being listed as the primary incidental catch for the other. If mullet fishermen catch trout and trout fishermen catch mullet, then the two species should co-managed to mitigate the bycatch losses that the coming restrictions in each amendment to each FMP will generate.  In other words, gill net restrictions in one fishery should be applied to both fisheries.  →  When it comes to striped bass in NC, we commonly hear, “It's all about flow.”  Clearly, it isn't as good flow rates in the ASMA for the past five years have led to nothing but failed spawns.  The real issues are:  (a) a lack of big fish, the best spawners, which DMF stats show have been historically harvested in gill nets, (b) an increasing problem from blue catfish through food competition and/or direct consumption of juvenile stripers, (c) climatic changes altering spawning cycles, or zooplankton availability, or egg density, or etc... →  Shrimp trawling in our estuaries continues to destroy millions of juvenile spot, croaker, weakfish, Southern flounder, and blue crab. (a) We continue to cut the legs off of spot, croaker, and weakfish recovery by trawling through a key secondary nursery habitat, the Pamlico Sound, for the coastwide populations of these species.  (b) Ignoring blue crab bycatch in this industry is certainly contributing to the troubled status of that fishery where the latest series of management measures has failed, again. (c) Failing to protect a documented Southern flounder hotspot in the latest version of the shrimp, Southern flounder, and CHPP plans will only further hamper its recovery. →  The benefits of SAV habitats are undeniable.  In fact, they are one of the most critical areas throughout the coast of NC.  Failing to protect them because of the recommendations of standing ACs that are dominated by the commercial industry shows only a willingness to genuflect to that industry.  →  Continuing to allow mechanical harvest of our few remaining oyster reefs:  (a) removes more key habitat for numerous species, (b) promotes diminished water quality, and (c) leads to shoreline loss as oyster reefs diminish wave energy during storms. With no synergy, no connectivity between plans, failures such as this have become the rule instead of the exception. We will not save our fisheries until we can find a way to manage the system as a whole. Remember your basic biology. Our estuarine system is a resilient, yet fragile one full of complex habitats, food webs, and trophic levels that are all interdependent.  How many important finfish species forage on crabs, mullet, menhaden, shrimp, croaker, and more?  How often do flounder, stripers, trout, redfish, black drum, and sheepshead occupy the same habitat areas?  What untold damage is done by excessive shrimp trawling in Pamlico Sound?  How much longer can we afford to ignore the subtle complexities of our estuaries?  It is a unique system that should be managed and protected as a whole.

While spending time in one of my favorite places, Eastern North Carolina, I sat down with Pamlico Sound local legend, Captain Owen. Owen has the coyote hunting and tarpon fishing figured out. He, in fact, was one of the very first to discover tarpon fishing in the Sound and somehow managed to keep the method a secret for years. Owen also taught a high school class called Marine Occupations for 25 years, in which students would operate a shrimp trawler, learning everything they needed to be a commercial fisherman or charter captain. Owen also greatly contributed to preventing bycatch in Pamlico Sound, developing some ingenious drum fishing techniques that are keeping that fishery strong today. Owen is a fascinating guy, and his knowledge of this area, the fish, and wildlife are incredible. Watch Owen's Coyote Hunting YouTube Channel Check out the new DECKED system and get free shipping

Sir Walter Ralegh's first attempt to settle the Outer Banks of North Carolina -- the first Roanoke colony, under the command of Sir Richard Grenville -- got off to a rough start. A storm off Portugal had scattered the fleet, and only Grenville's Tiger and Thomas Cavendish's Elizabeth made it to the agreed interim rendezvous on the southwestern coast of Puerto Rico. Grenville and Cavendish replenished the fleet with Spanish prizes, and eventually got to Cape Hatteras only to lose most of the colony's supplies when the Tiger ran aground trying to enter Pamlico Sound. We also discuss the "Black Legend" debate, the revisionist view that anti-Spanish propaganda by English and Dutch Protestants unfairly influenced much of the image of the Spanish empire, and how two things can be true at once. The 2020 Nobel Prize winners have been announced, and among them is UCLA astronomer Andrea Ghez, who split the prize with Roger Penrose and Reinhard Genzel. Ghez, also the fourth woman to ever win the Physics prize, won for her 1998 work that resolved a decades-old debate among astronomers: What lurks at the difficult-to-observe heart of the Milky Way? After innovating new ways to peer through the obscuring gas and dust, Ghez and her team observed the orbits of stars around the galaxy’s seemingly empty center—and found they fit a pattern explained so far only by a supermassive black hole of at least four million times the mass of our Sun. In the decades since, she and her team have investigated the gravitational forces of the galactic center, and how well they match Einstein’s theory of relativity. (So far, her team has concluded, Einstein seems mostly right, but his theories may not fully explain what’s going on.) Ira talks to Ghez about how our understanding of the center of the galaxy has evolved, plus the questions that still puzzle her. Plus, off the coast of North Carolina is a large lagoon called the Pamlico Sound, which supports a diverse ecological landscape. It’s also home to the Pappy’s Lane Shipwreck, a World War II vessel that’s partially submerged in the Sound. This wreck has become an artificial reef, and the life that surrounds it, big and small, is ripe for research. Just as humans have their own microbiomes, which are different for everyone, shipwrecks have microbiomes, too. Scientists study them to better understand what’s living on these sunken ships, and how to preserve them for future generations. While the vessel is not a natural part of the Sound, its role as an artificial reef makes it an important part of the ecosystem. By better understanding its microbes, scientists hope to help preserve this non-renewable cultural artifact. Joining Ira to talk about the marvelous microbes on the Pappy’s Lane Shipwreck is Erin Field, assistant professor of biology at East Carolina University in Greenville, North Carolina.

NASA Just Revealed an Ocean on Enceladus Contains The Building Blocks of Life Link: https://www.sciencealert.com/nasa-just-revealed-enceladus-really-does-contain-the-building-blocks-of-life Scientists just found the most basic ingredients for life bursting from an ocean on Saturn's moon Enceladus. A new analysis of NASA data reveals the presence of organic compounds in the plumes of liquid water that shoot into space from the ocean below Enceladus's icy crust. These compounds, which carry nitrogen and oxygen, play a key role in producing amino acids - complex molecules that serve as the building blocks of proteins. Without proteins, life as we know it on Earth couldn't exist. Scientists have long suspected that the ocean below Enceladus's surface could harbour the ingredients for life. Researchers had detected other organic molecules coming from the icy moon before, but this is the first time anyone has detected them dissolved in the water. These findings were published Wednesday in the journal Monthly Notices of the Royal Astronomical Society. "This work shows that Enceladus' ocean has reactive building blocks in abundance, and it's another green light in the investigation of the habitability of Enceladus," Frank Postberg, a co-author of the study, said in a press release. These compounds were dissolved in the ocean water below Enceladus's surface. They then evaporated with the surface water, condensed, and froze into the moon's icy crust, according to the study. The plumes blew the compounds into space, where NASA's Cassini spacecraft sensed them as it flew nearby. Cassini blasted off from Earth in October 1997 and entered Saturn orbit in 2004. It didn't take long for Enceladus to start dishing out surprises. On this episode of the Life in the Carolinas podcast, we are joined by Steve Nelson, Owner of The Inn on Pamlico Sound boutique hotel. Steve grew up in New Jersey and had a prominent career in Manhattan for many years, but it was not until the first time he vacationed on Hatteras Island that he finally felt that he was at home. Before leaving the island from that first vacation, he had purchased a beach house and knew that he would be spending a lot of time “at home.” Within 2 years of that first trip to Hatteras, Steve was living in that beach house full-time and telecommuting to work whenever necessary, but he knew that he and his family needed a change of pace. His epiphany came on a late-night drive home from the airport when he realized that the homey but classy boutique hotels that he frequented during his work travels across North America and Europe would be a perfect fit for the Hatteras community. He was committed to steering clear of the clientele that the current inns and bed-and-breakfasts in the area attracted, and he knew that creating a unique boutique hotel experience could boost tourism to the island and provide full-time jobs with benefits for dozens of locals. In 2004, Steve opened The Inn on Pamlico Sound as a test with just 5 rooms, and the next year, all 12 rooms were available, and the Inn was up and running. With a lot of support from the community, especially 2 veteran innkeepers, Steve and his team created the boutique hotel experience that had been dreaming of. To this day, they do not invest in any paid advertising, but rely solely on organic marketing: online reviews, media publicity, and word of mouth. The staff at the Inn are extremely loyal and have grown to be a family community, much like the larger community on the island that they are a part of. One of the things that makes Hatteras Island unique is the generational culture: the native residents typically stay on the island for life, and some of them go back 7 or 8 generations of living on the island. This means that the residents of this small community essentially all do life together, just like their parents, their grandparents, and so on did. Their roots are very deep, and though they are accepting of outsiders, it is common for the native residents to remain distant in their relationships with non-natives for several years because they are committed to having lifelong friendships. Steve experienced this dynamic as he integrated into the community, and he has a higher appreciation and understanding of the culture, which strengthens his commitment to investing in the next generation of Hatteras Island residents.   For more information: Life In The Carolinas TV segment on Pamlico Sound https://youtu.be/Umpe3fpQFtU http://innonpamlicosound.com/ https://www.facebook.com/Innonpamlicosound/ https://www.tripadvisor.com/Hotel_Review-g48993-d80404-Reviews-The_Inn_on_Pamlico_Sound-Buxton_Hatteras_Island_Outer_Banks_North_Carolina.html https://www.instagram.com/explore/locations/3449967/inn-at-pamlico-sound/ https://www.pinterest.com/innpamlicosound/ https://www.yelp.com/biz/the-inn-on-pamlico-sound-buxton
