Crenshaw's work on the Cartel Task Force, two officers from the West Coast joined him to share their perspectives of how local police departments are combating the fentanyl epidemic brought on by the Mexican drug cartels. SGT. Aaron Schmautz serves in the Portland Police Department and Officer Brian Marvel serves in the San Diego Police Department. They discuss the unique challenges facing both cities: Portland being a case study in drug decriminalization spinning completely out of control, and San Diego bordering the major cartel hub of Tijuana. They also share insights into the business model of the cartels, how fentanyl took over the local drug markets, the potential to prosecute dealers for murder, what good treatment programs for addicts look like, and much more. SGT. Aaron Schmautz is a 19-year veteran of the Portland Police Department. He is the President of the Oregon Coalition of Police & Sheriffs (ORCOPS), a non-partisan organization that advocates on behalf of police officers, deputy sheriffs, and others in Oregon law enforcement organizations.  Brian Marvel is a 24-year veteran of the San Diego Police Department. He is an adjunct professor at the San Diego Regional Police Academy and President of Peace Officers Research Association.

Loughlin, retired assistant chief of police for the City of Portland, Maine, is our guest. Joe talks about the Amy St. Laurent case, the intricacies and challenges of the investigation, arrest and conviction of her killer. He also talks about how the murder and investigation had a profound impact on the police officers involved. She disappeared following a night out in Portland, Maine's Old Port district, during which she had taken an acquaintance for a night on the town. She was spotted at a pool hall, indulged in pizza, and concluded her evening at a dance club. It was unusual for Amy to leave the dance club with two men she had just met that night, but she did so and headed to an apartment  to attend a birthday party. Tragically, Amy was never seen again. Amy's family and friends grew increasingly worried when they failed to receive any communication from her the following day, and their concern deepened when she didn't arrive for work. After an intensive two-month search led by the Portland Police Department, with assistance from the Maine State Police and the Maine Warden Service, Amy was ultimately discovered concealed in the woods. Tragically, she had suffered a brutal assault, showed signs of sexual assault, and had been fatally shot. Her murderer was subsequently found guilty and handed a 60-year prison sentence. Joe also discusses the lies and misconceptions spread by the media about officer-involved shootings. The doctor's daughter had insisted that he move into her house, even though he owned one of his own, after his last heart attack. She was afraid that her father, now a widower, would succumb to his passion for chocolate fudge ice cream. Only two months before he moved to his daughter's house Dr. Scrooge managed to consume a full gallon of chocolate fudge ice cream at a single sitting. Shortly after that, as any healthy person under the same circumstances would, Dr. Scrooge felt serious pain in his chest. There was no question that Dr. Scrooge had a heart condition. It was, however, a condition that could be controlled by medication. Dr. Scrooge's son-in-law was a detective with the Bunco-Forgery Division of the Portland Police Department. The Portland police provided its officers with an excellent preferred provider health plan. They could use any doctor they desired and were only required to pay $5 for every prescription drug they purchased regardless of the true cost of the drug. Dr. Scrooge's HMO required a payment of up to $25 per prescription, depending on the cost of the drug. Since he lived with them, Dr. Scrooge (although he did not actively practice) still maintained his medical license. He would, at the request of his daughter, write prescriptions for antibiotics and other benign drugs requested for the assistance of the family. Occasionally he would even go to the drug store and pick up the drugs for the family as long as his daughter gave him a $5 bill for the pharmacist. Five months after Dr. Scrooge started his plan of saving on prescription drugs, the detective was called into his captain's office. “When was your last physical?” “About a year ago, Captain. Why do you ask?” “I'm concerned about your health, Wilson.” “No reason, Captain, my health is perfect. The doctor gave me a clean bill and said that I had cholesterol levels equal to a person ten years younger than me.” “He did, did he. Wilson, do you use a doctor named Scrooge?” “Well, I don't really use him as my physician. He lives in my house. He's my father-in-law.” “Wilson, I have a report here from our health insurance administrator telling me that Dr. Scrooge has written prescriptions for blood thinners, blood pressure mediation, diuretics and nitroglycerin, in your name. These drugs are only prescribed for people with a serious heart condition. Are you taking those drugs?” “Dad, have you been writing prescriptions for your heart medicine in my name?” “Yes.” “Why?” “Because they only cost $5 on your insurance plan, and they cost $25 on mine.” “Don't you remember what I do for a living? Have you no idea what you have done? You have committed fraud in my name!” “But no one was hurt, the insurance company pays these bills all the time.” Wilson, the next day, was forced to speak to his captain and inform him that his father-in-law had attempted to save some money on his own insurance by making his prescriptions out in Wilson's name. He convinced the Captain that, although technically the old man had committed a crime, it would serve no purpose to put him in prison at his advanced age. On the evening of September 24th, 1971, Cathy Moulton was planning to attend a YWCA dance. She went on a shopping trip to pick up pantyhose and toothpaste, but never made it back home. Cathy was initially classified as a runaway, but hasn't been heard from in 49 years. Witnesses say they saw Cathy getting into a car with two boys and they may have all headed to a potato field together. Cathy was sixteen when she vanished and was wearing a navy blue all-weather coat, navy blue pant dress, and brown leather shoes. She was carrying a reversible brown leather Mexican clutch purse which had her house key, two tubes of toothpaste and some change. She was 5'4” and 98 pounds. She had light brown to sandy blonde hair and blue eyes, wore thick eyeglasses with heavy, dark-colored frames. She had braces and her four bicuspid teeth had been removed. She had scars on both feet from wart removal, flat moles on her back and a white spot on her left elbow. This case is 49 years old. Cold in Maine launched with a mission to shed a light on Maine’s most baffling cold cases, but this isn’t just a long-standing cold case in Maine. This is one of the oldest missing persons cases in the country. It’s been 49 years this week since September 24, 1971, the day 16-year old Cathy Marie Moulton went missing from Portland, Maine. The Portland Police Department dismissed her as a runaway in 1971. Nearly 200 teens had runaway from home that year in Portland, Maine alone, but that didn't fit the daughter that Lyman "Roy" Moulton and his wife Claire knew and loved. 25 years after her disappearance, a new detective was assigned to the case, and he uncovered new details that no one bothered to look into when Cathy first disappeared.  This is Part One of Missing & Endangered: The Cathy Marie Moulton Case. Joseph K. Loughlin is the former assistant chief of police for the City of Portland. He served as the interim chief in 2008 and retired from service in January, 2010 after 30 years of police work. He has served in every sworn rank within the Portland Police Department. He is one of the original founders of the police peer support team and employee assistance network.  He also served as the commander of the Special Reaction Team and was a team member for over 20 years. He was a spokesperson for the department as the Detective Lieutenant in charge of the Criminal Investigation Division. He is the author of Finding Amy, a nonfiction account of the Amy St. Laurent homicide investigation in 2001, and Shots Fired, released in October 2017.He has authored editorials and magazine articles on the realities of police work. He currently consults for 3SI International Security Systems and functions as a regional coordinator of police trainings and special projects. He is also an entrepreneur and the creator of Loughlin’s Irish Steak Sauce. He currently resides in South Portland and continues to write and teach. Kate Clark Flora worked in the Maine attorney general’s office for several years. After some years in private practice, she decided to give writing a serious try. Eighteen of her books have been published. She is a founding member of the New England Crime Bake, the region’s annual mystery conference, and the Maine Crime Wave. With two other crime writers, she started Level Best Books, where she worked as an editor and publisher for seven years. She served a term as international president of Sisters in Crime, an organization founded to promote awareness of women writers’ contributions to the mystery field. Stephen Gray is the author of Cannabis and Spirituality:  An Explorer’s Guide to an Ancient Plant Spirit Ally.  On October 1st, 2015, Oregon joined Washington and Colorado as the third state to legalize recreational use of cannabis.     Now that it is easy as going to one of the many cannabis shops in the state and choosing from a wide selection of strains, many who perhaps haven’t used cannabis since college or are curious and using it for the first time  may have many questions about the plant.   Many misconceptions about cannabis abound.   It is much maligned and misunderstood.  Today we will address questions such as: What are its effects?  What is a good dosage?  Why do some people have negative experiences with it (such as paranoia or anxiety)?  Is it addictive?   Is it good for society to legalize cannabis?    We are also going to talk about the spirituality of cannabis.   How can cannabis be an ally in spiritual practice?   I also speak with Michael Eric Dyson, author of Tears We Cannot Stop: A Sermon to White America about police brutality, racism and the killing of teenager Quanice Hayes by Portland police.  Here is a letter I had published in the Oregonian and the Portland Tribune about the murder of Quanice Hayes and the failure of the grand jury to indict the officer, Andrew Hearst of the Portland Police Department. U.S. News   Yesterday was May Day,  May 1st, a public holiday with its roots in an ancient festival that celebrates Spring in many cultures.  In the late 19th century, the same day, May 1st became known as the International Workers’ Day.  In cities around the world yesterday, celebrations, labor rallies, and protests were seen.  Several protests occurred in major cities across the U.S. with protesters’ messages varying.  Some protesters called for universal healthcare and others chanted for the abolishment of the U.S. Immigration and Customs Enforcement agency in addition to calls for workers’ rights.  A common theme of the protests appeared to be opposition to President Trump as many effigies of the President were seen at several rallies.  Although many rallies were mostly peaceful, the Portland Police Department reported that rocks, lead balls, and full cans of pepsi were being thrown at police officers.  Also, in New York City, police eventually dispersed a crowd in order to clear the streets and sidewalks.     Meanwhile in France, rallies turned into riots as buses were set ablaze and police officers were attacked with molotov cocktails.   President Trump officially declared May 1st as Law Day in an official proclamation.  “I urge all Americans, including government officials, to observe this day by reflecting upon the importance of the rule of law in our Nation and displaying the flag of the United States in support of this national observance.”           Link to Presidential Proclamation (Law Day):  https://www.whitehouse.gov/the-press-office/2017/05/01/president-donald-j-trump-proclaims-may-1-2017-law-day-usa   In other news, the Department of Defense released a military sexual assault report that stated 14,900 military service members were sexually assaulted last year which is 5,400 fewer than the 20,300 sexual assault victim reports estimated in 2014.  The departed also said that it will align with the advice of the Centers for Disease Control and Prevention in trying to build safer military communities.   DOD Report on Latest Military Sexual Assault:  https://www.defense.gov/News/Article/Article/1168765/dod-releases-latest-military-sexual-assault-report/source/GovDelivery/   Late Sunday night, Congress reached a deal on a $1.2 trillion spending bill that will keep the U.S. government operating.  Funds for building additional borders walls were not included in the deal.
