The deployment, which will use RF-over-fiber to serve a rural community, was selected to receive grant funding through Project Overcome, a $2.7 million joint effort spearheaded by the National Science Foundation and US Ignite – with additional financing from Schmidt Futures – to fund novel broadband projects and find new solutions to closing the digital divide. We discuss more about Project Overcome, as well as details and plans for this specific deployment in Clinton County, Missouri, and the complexities of choosing the right technologies and outreach methods to service rural communities.

US Ignite's Mari Silbey joins Light Reading's Kelsey Ziser and Phil Harvey for a discussion about what changes are ahead in how cities and companies can broadband to residents in underserved areas. The pandemic has been a wake-up call to broadband's overall importance in the US economy. While some big telcos are waving data caps and other penalties to make it easier for consumers to stay connected, those companies are not necessarily speeding up their efforts to connect underserved and rural communities. "It's difficult to make the economic case for a lot of broadband providers to go into these sparser, less populated communities," Silbey said. "But on the other hand, that doesn't mean the need is any less there and there still needs to be a solution and a way to get those areas connected." With tax revenue in decline in most places, thanks to businesses shutting or slowing down, cities are weighing the risks of public, private and hybrid networks to see which model might work best for their residents and geography. Silbey has all the details and as well as some examples of new business models being used in Westminster, Maryland; Fullerton, California; and Lincoln, Nebraska.

Matt Delcambre serves as Director of the Center for Business & Information Technologies at UL – Lafayette. He is also Innovation Managing Director for the National Science Foundation-sponsored Center for Visual and Decision Informatics. With over 30 years of leadership experience in the IT Sector, Matt previously spent 30 years at Oracle Corporation and Sun Microsystems before joining UL. He joins Jan Swift, Host of Discover Lafayette, to discuss his love of his community and university, and the enjoyment he receives from being able to serve others through scouting and coastal conservation efforts. A graduate of USL (now UL - Lafayette) with a BS & MS in Computer Science, Matt follows in the footsteps of his late father, Richard C. Delcambre, who served as Business Manager of USL under Dr. Clyde L. Rougeou and Dr. Joel Fletcher and who supported the expansion of the Computer Science program. In fact, it was in 1962 that USL added a master's program in Computer Science, the first university in the nation to do so, under the leadership of Dr. James Oliver and with the support of USL's administration. Matt continues to be enamored by technology trends and using IT to solve complex business challenges. He wears many hats in his work with UL - Lafayette, and in addition to the two already mentioned above, he serves as Technical Lead for the City of Lafayette’s participation in the US Ignite-sponsored Smart Gigabit Cities initiative. This initiative endeavors to bring together people, businesses, universities, and governments to "improve civic outcomes through greater connectivity and data-driven decision making." As Matt explained, it can be improved quality of life initiatives such as public wi-fi, smart parking, 5G testing, or LED street lights. Lafayette is focused on Resilience and Recovery and ways Lafayette can use technology capabilities and data to bounce back quicker after natural disasters and give our citizens needed information in real time. Former Lafayette Mayor Joel Robideaux was very interested in having Lafayette designated as an Innovation District. "Innovation Districts" are growing in prominence nationally as cities compete to attract startup businesses by offering incentives that will allow the new companies to take up residence and provide the means for them to flourish and succeed. Matt explained that Lafayette is a natural fit to create an innovation corridor given our gigabit capabilities as well as desire to continue to diversity the local economy. Much work in this arena is already being conducted by LEDA, LCG, and the Opportunity Machine in partnership with UL - Lafayette. US Ignite's Smart Gigabit Communities Launch in Lafayette focused on Resilience and Recovery and the many ways technology can be utilized to improve disaster responses. Matt Delcambre serves as Technical Lead for the City of Lafayette in this initiative and happily recounted that Lafayette is a "poster child" in national conferences as other cities cite their desire for the quality of internet connectivity that we enjoy here. UL - Lafayette has experienced tremendous growth in obtaining research dollars, and last year closed out approximately $125 Million in projects. The university ranks in the top 25% of the research institutions in the U. S. and has set a goal to become classified as a Carnegie R1 Institution, which is an indication of those engaged in the highest levels of research activity, and they are confident they will reach this esteemed classification in the next round of certifications. UL - Lafayette is committed to "Research for a Reason" and in this interview, Matt Delcambre shared how applied research can be used to solve many real-life problems. "It all centers around data analytics and how to derive the information to make better decisions.

It is in this context that I’m excited to introduce you to Lev Gonick, the CEO of DigitalC. As you’ll hear in our conversation, Lev is passionate about how technology can be used as an enabling platform to bring change to legacy cities. Now, like me, you may ask what exactly is a “legacy city”? Here’s how DigitalC frames it: Many communities that were built on a 20th century manufacturing base now face the challenge of transitioning to a digital economy. Communities everywhere need strategies and practical programming that support their transition. So, again as you’ll hear just a minute, places like Cleveland, where Lev lives, were once the pinnacle of modern civilization, but now find themselves with realities that are more akin to sub-Saharan Africa in terms of individual outcomes, like infant mortality or higher education. And, while it comes out clearly in our conversation, I don’t think we could have a better guest on the show to talk about the needs of legacy cities and how powerful solutions can be crafted. From 2001 to 2013, Lev was Chief Information Officer at Case Western Reserve University and his leadership helped create the Case Connection Zone, catalyze national initiatives such as US Ignite, (which was launched by the White House Office of Science and Technology Planning), and Gig.U. As you can imagine, this work has resulted in Lev being recognized and awarded for his achievements in numerous place. I know you’re going to love this show about how Lev’s team is helping people in need from Cleveland to Morocco by helping to build new civic agendas, introducing new technologies and opening access to the promises of big data.

The connecting of communities with gigabit networks is only half the battle. The full value of this technology will not be reached until we develop applications that harness the power of the networks. 15 gigabit cities or cities with gigabit-equiped facilities will participate in a three-year project to develop some of the best and most innovative applications that exploit the capabilities of super highspeed networks. Under the guidance US Ignite, a nonprofit organization that facilitates next-generation Internet creations, these products and services will impact how some Americans work, live, learn and play. US Ignite’s COO Joe Kochan discusses the various features and the goals of the program. Kochan expects the respective projects to have their own objectives, but these 15 communities represent an experiment in national gigabit collaboration in which the outcomes are greater in the sum of each community’s efforts. Communities participating include: Burlington, VT; Chattanooga, TN; Cleveland, OH; Flint, MI; Kansas City, KS MO; Madison, WI; the North Carolina Next Generation Network (NCNGN); Richardson, TX; Utah Wasatch Front cities including Salt Lake City and Provo, UT; Lafayette, LA; Urbana-Champaign, IL; and Austin, TX. Their projects involve an array of software, hardware and services.

Red Wing Ignite Lifts Off As Applications Drive Gig Success

Last year, the potential of US Ignite to kickstart a wave of highspeed broadband apps generated lots of excitement and anticipation. Red Wing, MN reveals potential transformed into reality with their recent progress report. Red Wing Port Authority Exec Dir Randy Olson and Division Head of Information Services Laura Blair explain to listeners how to get it right when driving broadband adoption and network financial sustainability. The Port Authority directs several initiatives, including their gig-driven state-of-the-art applications incubator, and the City is a major subscriber on the network. Though it is the smallest city in the US Ignite program, Red Wing is making pretty big strides. They offer important lessons on marshaling financial and other resources that helps their network soar. Red Wing's' accomplishments offer community broadband supporters everywhere a set of guideposts pointing to network success.

Today, President Obama issues an Executive Order to significantly streamline the deployment of conduit, a key element of broadband infrastructure. This is expected to reduce 90% of the cost of putting fiber in the ground.  The White House also is launching USD Ignite, a major public-private-nonprofit partnership dedicated to accelerating broadband application development, and increasing the number of applications across the US.  Several of the movers and shakers within the US Ignite effort join us to put both actions into context.
