Le 2 décembre prochain, le Maroc organisera une grande conférence anti-terroriste, avec notamment les trois pays de l'AES, l'Alliance des États du Sahel. C'est ce qu'annonce le site Africa Intelligence et ce que confirme ce matin Abdelmalek Alaoui, qui préside l'Institut marocain d'intelligence stratégique, basé à Rabat. Il y a deux ans, le Maroc a lancé le projet de relier les pays sahéliens enclavés à la côte atlantique. Et depuis 2023, le Maroc fait médiation entre les trois pays de l'AES et plusieurs pays européens, dont la France. Pourquoi cette stratégie ? En ligne de Rabat, Abdelmalek Alaoui répond à Christophe Boisbouvier. RFI : Il y a deux ans, en novembre 2023, le Maroc a lancé le projet de relier les pays sahéliens enclavés à la côte atlantique. Deux ans après, est-ce que ce projet avance ? Abdelmalek Alaoui : Le projet avance et il est structuré autour du port qui va être dans la région. Et il procède du triptyque sécurité, développement et intégration régionale. Il y a évidemment quelques retards sur toutes les dimensions route, parce qu'il y a des dimensions sécuritaires qui sont extrêmement importantes, mais c'est un projet qui est concret et qui est en train d'avancer. Alors, vous parlez des problèmes sécuritaires, concrètement, pour aller de Bamako, par exemple, au port de Dakhla ou au port de Laâyoune, il faut passer par la Mauritanie. Est-ce que ce pays est d'accord pour laisser transiter des camions ? Alors, au cours des deux dernières années, il y a eu beaucoup de discussions avec la Mauritanie sur les points de passage, sur la sécurisation de ces points de passage. Il y a eu des goulots d'étranglement, mais la situation à date est beaucoup plus fluide. Et puis Nouakchott et Rabat, au vu des derniers développements géopolitiques dans la région, sont alignés pour faire avancer ce projet. Et puis pour aller de Bamako aux ports de l'océan Atlantique comme Dakhla et Laâyoune, il faut aussi passer par le territoire disputé du Sahara occidental. Est-ce que les camions qui vont circuler dans cette zone ne vont pas être exposés à d'éventuelles représailles de la part du Front Polisario ? Alors la question de la sécurisation des routes lorsque l'on passe par le « no man's land » qui est cette zone sous contrôle de l'ONU, c'est une question qui est au cœur de la nouvelle approche sécuritaire du Maroc. Et le Maroc, au cours des dernières années, a montré qu'il était en capacité de pouvoir sécuriser ces routes. Lorsqu'il y a eu la résurgence d'actions violentes de la part du Front Polisario, à chaque fois, elles ont subi la condamnation des instances multilatérales et notamment des Nations unies. Mais le Maroc est confiant sur sa capacité à pouvoir projeter à la fois sécurité et fluidité dans toutes les zones qui permettent l'accès au port de Dakhla. Et concrètement, d'ici combien de temps pensez-vous que cette route pourra s'ouvrir entre Dakhla et Bamako par exemple ? Les dernières estimations, les plus sérieuses chiffrées d'économistes qui datent de l'an dernier, font état d'un investissement qui n'est pas loin du milliard de dollars afin de pouvoir sécuriser ces routes. Et il y a évidemment des retards qui sont inhérents, comme je vous l'ai dit, à la situation sécuritaire. L'horizon qui paraît le plus vraisemblable serait autour de 2027-2028, pour avoir une ceinture qui fonctionne à peu près. Alors, en décembre dernier, quatre agents de la DGSE française qui étaient détenus au Burkina Faso ont été libérés grâce à une médiation marocaine. Depuis le 14 août dernier, un agent de l'ambassade de France à Bamako, Yann Vezilier, est en prison. Est-ce que le Maroc peut trouver une solution à ce problème au Mali ? Je ne peux ici que vous rappeler la doctrine marocaine qui est celle d'agir d'abord et de parler ensuite. Le Maroc s'est imposé comme étant le pays qui était prêt à faire la médiation avec les différents pays de l'AES, là où les contacts sont rompus avec la France, mais également avec d'autres pays européens. Ça a été le choix du Maroc de garder ce fil du dialogue toujours vivant. Donc, on ne peut que supposer que le Maroc jouera son rôle s'il est sollicité. Et vous dites en effet que le Maroc est un médiateur très discret. Est-ce qu'il fait médiation aussi entre le pouvoir militaire aujourd'hui à Bamako et les groupes armés du nord du Mali ? Alors, sur la question du renseignement, le Maroc est organisé en deux pôles, un pour le renseignement intérieur qui est la DGST et le BCIJ, qui est le FBI marocain, et un avec la Direction générale des études et documentation qui, elle, organise la projection extérieure du Maroc, un peu à l'image de la DGSE. Cette DGED a, au cours de ces dernières années, été extrêmement présente à chaque fois qu'il y avait des discussions qui pouvaient être enclenchées entre des groupes extrémistes et les autorités. Mais moi, je ne suis pas dans le secret de ces institutions. On suppose qu'elle travaille encore une fois dans la discrétion. Il y a aussi des prisonniers maliens et des prisonniers russes aux mains des rebelles touaregs du FLA, Le Front de libération de l'Azawad. Que fait le Maroc de ce point de vue ? Comme vous le savez, cette zone où il y a les rebelles touaregs est une zone où il y a beaucoup d'influences. Il y a aussi une influence algérienne. Quant au Maroc, je ne peux pas vous dire avec précision ce qu'il fait sur place. Mais est-ce que le Maroc peut faciliter la libération des deux prisonniers russes aux mains du Front de Libération de l'Azawad ? Alors ce que je peux constater, c'est que le Maroc veut travailler avec tous les membres permanents du Conseil de sécurité. C'est le cas avec la Russie, puisqu'il vient d'y avoir à Moscou une rencontre bilatérale entre le ministre marocain des Affaires étrangères, Nasser Bourita, et son homologue russe Sergueï Lavrov, qui portait sur la coopération globale entre le Maroc et la Russie, et elle avait évidemment comme point la future résolution sur le Sahara occidental qui est attendue à la fin du mois. Je ne saurais vous dire s'ils se sont entretenus de la situation dans le Sahel ou au Mali.

When a 30(b)(6) representative is deposed, the testimony is that of the organization, not of the individual answering the questions. However, in the heat of battle, it can be challenging to remember this distinction. Questions in 30(b)(6) depos that use words like "you" - and answers that use words like "I" or "me" - can blur the roles and lead an examiner to see the testimony as also being that of the witness individually. But it isn't. Psychologists refer to this confusion as an "attribution error," meaning that we may attribute the testimony to the wrong source.This confusion can be fatal to a claim if the representative is also a key witness individually and wasn't deposed separately. Au Nord-Mali, l'accalmie sur le terrain militaire est trompeuse, affirment les rebelles touaregs du FLA, le Front de Libération de l'Azawad. « C'est le calme avant la tempête », précise le porte-parole du FLA, Mohamed Elmaouloud Ramadane. Depuis la sanglante bataille de Tine Zaouatène, il y a 14 mois, qui a coûté la vie à plus de 80 paramilitaires russes de Wagner, les rebelles du FLA et l'armée malienne affûtent leurs armes. Comment les rebelles se procurent-ils des drones ? Quels sont leurs vrais liens avec les jihadistes du JNIM ? De passage à Paris, le porte-parole du FLA répond aux questions de Christophe Boisbouvier. RFI: Mohamed Elmaouloud Ramadane, bonjour Mohamed Elmaouloud Ramadane, depuis plusieurs semaines, aucun combat n'est signalé dans la région de Kidal et de Tinzawaten, les fiefs du FLN au Nord du Mali. Est-ce qu'on peut parler d'une accalmie ? Mohamed Elmaouloud Ramadane : Non, moi je ne pense pas que c'est une accalmie. Je peux dire que c'est ce qu'on appelle le calme avant l'arrivée de la tempête. Donc les FLA (Forces de libération de l'Azawad) sont bien présentes sur le terrain, de leur côté, l'ennemi aussi, il est là-bas. Ils sont soit à Kidal ou bien à Tessalit. Ils sont dans les camps laissés par la Minusma ou bien la force Barkhane. Et surveillés en général par les drones. Ils n'arrivent pas à quitter en dehors de ces camps comme auparavant. Ils avaient l'habitude de quitter, d'aller un peu dans les hameaux, d'aller sur les puits, de massacrer et de piller les populations. Maintenant, ce n'est plus le cas. Donc par rapport aux opérations ou bien aux combats, c'est une question de temps. C'est le terrain qui commande. En juillet 2024, il y a eu cette bataille de Tinzawaten, tout près de la frontière algérienne, où vous vous êtes affrontés durement aux forces armées maliennes et aux paramilitaires russes de Wagner. Vous dites que vous avez gagné, mais est-ce que vous n'avez pas perdu aussi beaucoup de combattants ? Bon, on ne peut pas faire la guerre et faire des combats sans perdre des combattants. L'essentiel, c'est de gagner la bataille. Nous avons gagné parce que nous avons détruit toute cette unité de mercenaires russes de Wagner. Aucun combattant n'a pu s'échapper, aucune voiture n'a pu s'échapper. Donc c'était une lourde défaite pour ces mercenaires. D'ailleurs, je crois que c'est une première sur le continent africain. Donc c'est vrai, nous avons perdu des hommes. D'ailleurs, on a même fait un monument à Tinzawaten avec les noms de tous les martyrs. C'est une vingtaine de nos martyrs avec une quinzaine de blessés. Et du côté des Maliens et des paramilitaires russes, quel est le bilan des pertes ? Vous savez, nous avons recensé à peu près 85 à 87 cadavres des mercenaires de Wagner avec quelques militaires maliens. Mais la majorité, c'étaient les mercenaires de Wagner. Nous avons aussi des prisonniers russes et des FAMA prisonniers. Combien de prisonniers russes avez-vous aujourd'hui ? Deux. Deux prisonniers ? Deux prisonniers russes. Lors de cette bataille de Tinzawaten de l'année dernière, vos ennemis ont utilisé des drones, mais vous aussi vous avez utilisé des drones. Quels sont les pays amis qui vous ont livré ces engins ? Nous n'avons aucun pays ami qui nous a vraiment livré ou bien dont nous avons bénéficié de son aide matérielle. Les drones sont sur le marché noir. On peut les acheter. Donc, ce sont des choses qu'on achète et qu'on sophistique et qu'on modifie, une fois arrivées chez nous. Depuis plus d'un an, le torchon brûle entre Alger et Bamako. Est-ce que naturellement l'Algérie s'est rapprochée de vous et vous a peut-être aidé à vous livrer en matériel ? L'Algérie, sa position par rapport à la question de l'Azawad a toujours été claire et par rapport au Mali en général. Donc il n'y a aucun rapprochement entre nous et les autorités algériennes, que ce soit politique, que ce soit autre chose, aucun rapprochement. En tout cas, Bamako est persuadé que l'Algérie vous sert de base arrière. Vous savez, Bamako accuse tout le monde. Accuse la France, accuse l'Ukraine, accuse l'Algérie. Qui n'est pas accusé ? Accuse la Côte d'Ivoire, accuse le Sénégal, la Mauritanie. Personne n'échappe à son accusation. Donc, c'est la théorie du complot qui les a toujours prolongés dans cette crise, qu'ils sont en train de vivre. Au Nord Mali, Il n'y a pas que le FLA, il y a aussi les jihadistes du Jnim. Vous avez combattu ensemble l'an dernier à Tinzawaten contre les forces armées maliennes et Wagner. Est-ce à dire que vous êtes désormais des alliés sur le terrain militaire ? Le Jnim n'est pas que dans l'Azawad. Il est un peu partout dans le Mali et dans tous les pays du Sahel. Il occupe une grande partie du territoire du Mali. Aujourd'hui, il est autour de Bamako et de Kayes. Donc, c'est un acteur qui est sur le terrain que nous ne pouvons pas nier. Nous sommes, c'est vrai, sur le terrain où il y a la présence des hommes du Jnim sur le territoire aussi, mais il n'y a aucune coordination entre nous. Vous connaissez l'adage « Les ennemis de mes ennemis sont mes amis ». Du coup, puisque vous avez les mêmes ennemis, est-ce que vous n'êtes pas devenus amis ? Oui, « les ennemis de mes ennemis sont mes amis », c'est vrai. Donc, on peut avoir un ennemi commun que nous combattons tous. Mais nous n'avons pas les mêmes objectifs. Le Jnim est présent un peu partout. Il a des revendications différentes des nôtres. Nous, nous sommes limités sur le territoire de l'Azawad. LIKE, COMMENT, SUBSCRIBE The Southeastern Conference (SEC) announced the opponents and sites for Florida's conference games for the 2026-29 seasons on Tuesday. The SEC announced in August it would play a nine-game conference schedule starting with the 2026 season. In the new format, each SEC school will play every other SEC school at least once every two years, and every opponent home and away over four years, making it the most fair and balanced schedule in the history of the Conference. Under the new format, each school will play three annual opponents focused on maintaining many traditional rivalries and each team's remaining six games will rotate among the remaining conference schools. The SEC will continue with a single-standings, non-divisional structure. As the Department of Justice investigates the alleged fraudulent claims against Tricolor Auto Acceptance, one expert warns that there may not be enough collateral to satisfy the subprime lender's outstanding debt with all its financiers. In more common bankruptcy scenarios, assets are liquidated to repay outstanding debt. “What makes it a little bit more complicated [with Tricolor] is there's 25,000 creditors in this particular case that have claims here, and some of them have claims against the same collateral,” Brian Bastin, program director for the business and automotive programs at Fort Lauderdale, Fla.-based Keiser University, tells Auto Finance News in this week's podcast. We speak with Dr. Katia Bravo-Jaimes of The Mayo Clinic in Jacksonville, FLA about a recent survey study she conducted on the factors that influenced these important decisions. What does it take to build in today's housing market? A lot of adaptability! Chris and Clif Poston, principals of Traton Homes, join Host Carol Morgan on the Atlanta Real Estate Forum Radio podcast to discuss Traton Homes' steady transition into the Florida housing market and Traton University, an internal training program recently opened to the public to share industry insights. Traton University Chris Poston started Traton University with Traton Homes' VP of Construction, Bob Hupp, as a method for training employees on emerging technology, trends and other topics related to residential construction. In March, the program launched publicly with a blog on insights from the Synovus Bank 2025 Economic Outlook Breakfast. His second installment covered residential development growth in Georgia and Florida, which together account for 40% of growth in the Southeast. Balancing Design with Affordability Clif Poston emphasizes that a neighborhood's size plays a major role in its design and affordability. Traton first approaches a potential development from an economic viewpoint, asking “What product line is achievable here?” and “How many lots can reasonably fit here within that product line?” Geographical concerns are assessed next, followed by potential amenity offerings. “It's an economic trade-off and every deal is independent,” said Clif Poston. “We try to find that perfect blend and it takes a collaborative effort between different parts of the company to get that done.” Expansion into Florida “The market itself seems to be such a growing place to be, and so we did some build-to-rent homes down there for one of our partners,” said Clif Poston. “It gave us a good jumping-off platform to get immersed in the subculture down there and meet everybody. We've closed on several new projects and have several more that we're hoping to close on in the next six or eight months.” Traton Homes just expanded its reach into Florida's Panhandle with neighborhoods in Tallahassee and Panama City, Fla. Clif Poston describes building in Florida as a “total inverse” of Georgia due to its unique topography and weather conditions. In Florida, all homes must be built four feet above ground to account for groundwater. What products are Traton Homes building in Florida? The builder's active adult floor plans have been very successful, specifically the ranch-story homes with zero-step entry. It is also building townhomes and some luxury, higher-end homes. Traton is pleased to announce that Pearl Place in Blue Mountain Beach, Fla., will offer walkability to the beach and spacious floor plans. These homes will be pool standard with 12-foot ceilings on the first floor and five to six bedrooms on 2,000 to 3,000 square feet. Davis Landing in Panama City is another luxurious choice, featuring nine lots with deep-water dock access and 30 interior lots. “We're trying to be more reactive to what the buyers want and give them that next level of design,” said Clif Poston. “While we're using a little bit of our Atlanta product, we are trying to make it design-driven enough to really fit the specific submarkets and what the buyers want down there.” Chris Poston points out several differences between Traton's active adult buyers and single-family home buyers and how it's pivoting to accommodate both. He explains that lower-priced point homes are more competitive, while active adult buyers often pay in cash and can afford a more expensive product. Other elements that Traton considers for its single-family home target group include incentives to draw in first-time buyers, convenient locations and favorable school districts. Active adult buyers are often less concerned about location but instead prioritize amenities and community engagement. Chris Poston said, “They want a nice house and want all the stuff in it, but at the end of the day, there is a price we pay making sure we're putting all the features to attract them to those single-family houses.”
