This week we're thinking about retrofit differently with Dan Hill from Dark Matter Labs (DML). Or rather, we're talking about retrofit's potential to become a movement for social change.In reality, retrofit is about much more than fabric and economics, it's about people and how they live. With that in mind we should be thinking much more about engagement. This is itself a massive challenge because thinking about people properly, as the users of a building, requires a massive shift in how retrofit practice is organised and enacted. Dan has 25 years of experience from working in housing and planning in senior roles at housing associations, Newham Council, CICs, and in a bunch of other consultative roles.We really enjoy talking about these subjects with him because he has gifted us different ways to thinking about the sector, even when we're talking through familiar territory. "You can't increase enforcement of speed limits until you know what the reason is why people are speeding, and it might be that that's the behaviour issue, it might be that it's an infrastructure issue where we don't have a very well designed road for the speed limits that we've got or that we've not got a self enforcing environment. The DCMS announcement says it wants to ‘slash red tape from 5G roll out', but in this case it's referring only to so-called ‘street furniture'. This means publicly-owned things like streetlights, bus stops, CCTV poles and traffic lights. These elevated structures can double as towers for enterprising mobile network operators but it looks like that process is encumbered by bureaucracy and unhelpful jobsworths. So the department of fun is going to chuck a few quid at eight projects that will aim to ‘simplify local authority processes'. A focus of these projects will be in digital asset management platforms, from which we can infer an absence of them from the local authorities whose job it is to maintain this stuff. The ultimate aim seems to be to bring them into the 21st century in the hope they'll be a bit more helpful. “Everyone gets frustrated when their mobile signal is poor, particularly when patchy coverage holds up important work and social calls and makes it harder to do stuff online,” empathised Digital Infrastructure Minister Julia Lopez. “That is why we are determined to get the UK the connectivity it needs by rolling out better mobile coverage as quickly as possible. “Currently, mobile companies are finding it difficult to get the data they need to check that a lamppost, bus shelter or public building is suitable for hosting their kit. These eight pilots will help solve this by modernising the way local authorities and operators work together in a way that ultimately delivers faster, more reliable mobile coverage for millions of people. It is all part of our joined-up strategy to deliver world-class connectivity to every corner of our country.” The eight projects will be respectively led by Dorset Council, North of Tyne Combined Authority, Scottish Futures Trust, West Berkshire Council, West London Alliance, West Midlands Combined Authority, West of England Combined Authority, and West Sussex County Council. No timescales have been shared and operators would be wise to resist the temptation to hold their breath in anticipation of radical reform any time soon.

Six months after his re-election to a second term in office, Andy Street – who was in conversation with Akash Paun, Senior Fellow at the Institute for Government – discussed his role as a ‘metro mayor', the constraints he faces in the role, and how metro mayors can help deliver the government's levelling up and net zero objectives. Andy Street started his career at the John Lewis Partnership in 1985 as a trainee at Brent Cross and rose to become the managing director in 2007. He resigned in order to stand for election, and was successfully elected in May 2017 as the Conservative Mayor of the West Midlands. He was subsequently re-elected to this position in May 2021. #IfGDevo

Court Judgments of the week Morris Homes Limited V Cheshire West & Chester Council [2020] EWCA Civ 1516 – an unsuccessful challenge to the Court of Appeal about the lawfulness of a decision of an independent expert appointed pursuant to a 106 obligation to assess affordable housing contributions & whether it was conclusive & binding. RSBS Developments Ltd v (1) SSHC&LG & Anor [2020] EWHC 3077 – a decision of Mrs Justice Laing dismissing appeals to an inspector's decision under section 288 & 289 of the TCPA 1990 relating to the conversion of former offices to flats for residential use & external alterations to the premises. Decisions of the week Secretary of State decision dated 12 November contrary to the inspector's recommendation, dismissing an appeal for the comprehensive redevelopment of Anglia Square Norwich with a residentially led mixed use scheme on account of design & heritage impacts. An inspector's decision 20 November allowing an appeal against the refusal of permission for a 10-storey mixed use building including a hotel, B1a & B2 use on SIL allocated land at Park Royal, London which raise land use & heritage issues. Stuart Lester of Transport for the West Midlands and Toby Bennett, Local Government Lead at Commonplace discuss how data is being used to manage the travelling public. Transport for the West Midlands is part of the West Midlands Combined Authority which brings together Birmingham, Coventry, Wolverhampton, Sollihull, Dandwell, Dudley and Walsall to bring strategic transport planning to these footprints and to an even larger travel-to-work area that is home to 4.2 million. Commomnplace is an online engagement platform used by local government, developers and others to provide open community engagement to reduce risks arising from regeneration, housing, transport and infrastructure projects. This discussion reveals some of the work being done by TfWM to bring together huge quantities of data, some collected by traditional means as well as ‘high velocity data becoming available from mobile networks, CCTV and satnav, and projects carried out by Commonplace to dig deep into community sentiment around controversial projects. Issues also discussed include the problems of sharing data from private and public sectors (trust, commercial sensitivity, GDPR); how to give the travelling public the right amount of information at the right time, and how to persuade people to change travel behaviours that work for them but harm others who may be affected by eg poor air quality.
