    Transportation Shakeup: New Rules that Could Impact TNCs

    In 2016, Brad Miller, CEO of the Pinellas Suncoast Transit Authority (PTSA), had an idea. What if subsidized rides with Transportation Networking Companies (TNCs) like Uber and Lyft could help people in his community get where they needed to go. What if you could get a subsidized Uber ride at the end of your overnight shift when regular transit isn't running and be able to get home safely? This revolution in public transit and was seen as a model for transit innovation and quickly spread across the country. The next logical question was then: could we do the same for paratransit and offer better service to those riders and even at a lower cost?The answer was yes. And now across the U.S., paratransit riders can book a ride at the last minute—just like non-disabled people can—to get where they need to go. But all that could come crashing to a halt if proposed changes to the Federal Transit Administration (FTA) rules about using TNCs in public transit come into effect.     Paratransit is the most expensive mode transit agencies in North America provide, so finding ways to save money and better serve the community is paramount. One way to do that is offer a bare-bones, only-what's-mandated service; which saves money, but underserves a vulnerable population. The other way is to get smart, to get innovative.And that's exactly what Eileen Collins Turvey of Portland's TriMet did, and it paid off because she won the 2024 APTA Innovation Award for her pilot program giving paratransit customers Instacart Plus memberships.It costs about $150 round trip for someone to use paratransit to go to the store. And they have to book ahead of time and can only bring two bags back from the store. But what if people could just have their groceries delivered instead? In her pilot, Eileen gave $10/mo Instacart Plus memberships to paratransit customers to let them buy groceries and have them delivered whenever they need from over 55 stores.How's it working?TriMet is saving $1500 per month per person and if the program is expanded to just half of their paratransit customers they could save $9 million per year.In her conversation with host Paul Comfort, Eileen also talks about her personal connection to paratransit and her vision for what paratransit could and should be.     Enhancing the Transit Experience with Stephen Tu: Innovations at LA Metro

    For people to want to ride transit, they need to feel safe. And feeling safe is more than just physical safety, it's a perception. A perception based on cleanliness, vandalism, anti-social behaviors, loitering, open drug use, fare jumping; things that create a feeling of disorder on top of actual physical safety.This was a huge problem in LA overall, so they decided to do something about it.On this episode Paul talks with Stephen Tu, the Deputy Executive Officer for Station Experience at LA Metro on how they did it first at one station and are now expanding the changes system-wide. Some of the programs they talk about are:Tap-to-exit program on fare gates Open elevator doors Smart restrooms, Ambient noise in parking garages and classical music in stations Stephen talks about the results and the tremendous difference these efforts have made. The pilot tests were so successful that Stephen is in the process of rolling these tactics across the entire LA Metro subway system.     The bus manufacturing crisis has been looming for years as more and more OEMs dropped out. But the final straw was when Proterra filed for bankruptcy protection and REV Group said it was closing its ENC facility to focus on the Canadian market. In the blink of an eye the U.S. was down to two major bus manufacturers: GILLIG and New Flyer. This put the entire public transit industry into crisis mode. Delivery times for new buses went from 12-18 months to 18-24 months--and longer.How did we get this point?It's not an easy answer, but a combination of contract terms, the pandemic, supply chain issues, and the transition to zero-emissions buses all factored in.     Miami's First-in-the-Nation All-Electric Transit Operations Center with Eulois Cleckley and Angel Andre ChavarriaAround the world agencies are switching to low or no carbon buses and with that change comes an even bigger challenge: infrastructure. Battery electric, hydrogen fuel cell, even CNG buses, all require new and different refueling/recharging systems, different maintenance set ups, and sometimes even completely different spaces.This week you'll get to hear about a bus garage that is the first-of-its-kind in the U.S, a state-of-the-are facility designed to house, charge, and repair 100, 60 foot battery electric articulated buses.
