But when projected revenue shortfalls put most of the City of El Paso's scheduled capital improvement projects on hold, planners in this Texas border city saw an opportunity to rethink the capital improvement planning (CIP) and budgeting process and reprioritize projects using an equity-focused approach. To understand how they did this, Ann Dillemuth, AICP, senior research and professional practice associate at APA, speaks with Alex Hoffman, AICP, director of the Capital Planning Division of the city's Capital Improvement Department. Alex provides planners with practical advice on how to reenvision their own communities' capital improvements planning processes, and he underscores how identifying priorities and aligning plans can make a city more resilient in the future, if and when another disruptive event like the coronavirus pandemic happens.

Alex has worked at MTV, VICE and now leads the video team at Arsenal FC, which sounds like a dream job for the North Londoner who grew up in the Ian Wright era, frequenting Highbury. At MTV he was a producer on the Gonzo show with Zane Lowe, then moved to VICE and headed up their music division, NOISEY. From there, Alex created and commissioned many great documentaries. I could have spoken to him for hours. My biggest take away was that if you love something, move towards it. Alex loves music so he immersed himself in the culture and sought out ways to blend that into his career. The second half of 1997 felt like 1993 all over again, as Steven Spielberg and John Williams were working together on another dinosaur movie and another historical drama. First up was the sequel "The Lost World: Jurassic Park," in which Spielberg advised Williams to take the score in an entirely different direction from the wildly popular original 1993 film. And Williams obliged with his most prevalent use of percussion since 1972's Images. He also goes in a different direction for the main theme, going for uneasiness and fear instead of majesty and wonder. Jeff Commings is joined by co-host Alex Hoffman as the two dissect the construction of the main theme, the difficult composition for the hunting scene and the replaced music for the helicopter rescue. There's also a discussion of Williams' homage to the great Max Steiner in the big finale when the T. Rex unleashes its fury on San Diego. Watch out for the compies as we go once again to the worldof dinosaurs!
